03/27/1961 ':, ""~~"~ \'.: ," CITY COMMISSION MEETING March 27, 1961 The City Commission of the City of Clearwater met in special session at the City Hall, Monday, March 27, 1961, at 11:55 A.M., with the following members present: Robert L. Weatherly Cleveland Insco, Jr. Herbert R. Fields Amos G. Smith Kenneth Walters Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner Also present were: City Manager City Attorney Representing Police Chief The invocation was given by the City James R. Stewart Herbert M. Brown Capt. Wm. McClanma The Mayor called the meet~ng to order. Attorney. The Mayor explained the purpose of' the meeting was that there had been a number of complaints relative to the ~nstallation of' a new water tank at Belmont Park and that the Commission WQuld discuss the possibility of stopping construction, which had just begun, and selecting a new site with consideration to be given to locating it in Ross Norton Park. Commissioner Fields moved that work on the construction of the water tank at Belmont Par-l{ be stopped and the tank be located in Ross Norton Park, with the details to be worked out by the City Manager and City Attorney. Motion was seconded by Commissioner Walters and carried unanimously. The Mayor urged that the Board take action as to the full development of Ross Norton Park for recreational facilities in that community. Comrrdssioner Smith moved that if there were no objections by the Recreation Board relative to any plans which they have for Ross Norton Park that we immediately turn over the use of the area to the Police Athletic League fo~ their present activities and any future planned activi- ties, subject to approval by the Commission. Motion was seconded by Commissioner Insco and carried unanimously. Commissioner Fields stated he had received complaints of driver's tests being given in the area of the Marymont Playground on Gilbert Street endangering the safety of the children in the area. Commissioner Fields moved that the City Manager and the Police Department request the Florida Highway Patrol to try to find another location for the giving of driver's tests. Motion was seconded by Commissioner Insco and carried unanimously. The Mayor recommended that the City Manager be instructed to submdt a list of' at least six properties for the Commission to view as possible sites for a water tank in the north end of the City. Commissioner Insco moved to approve the recommendation o~ the Mayor. Motion was seconded by Commissioner Fields and carried unanimously. Upon the recommendation of the Mayor, CommiSSioner Insco moved to instruct the City Manager to ask the Parks Department to start the landscaping of the area around the storage gas tanks by the Civic Center in Belmont Park. Motion was seconded by Commissioner Fields and carried unanimously. Captain Wm. McClamna reported that numerous complaints have been received rrom some residents of the Belmont Park area concerning the parking situation at the park, the lack of restroom facilities~ big flood lights being left on all night, etc. Commissioner Insco moved to ~equest the Recreation Board to come up with a recommend- ation for the Belmont ball park area. Motion was seconded by Commissioner Fields and carried unanimously. Commissioner Insco commented that the State Road Department has installed street lights at the intersections of State Road #580 and U. S. Hiway #19 and at West Bay Drive and U. S. Hiway #19; and the City paid to have lights installed at Gulf-to-Bay Boulevard and U. S. Hiway #19. Commissioner Insco moved that the City Manager send a letter to the State Road Department requesting them to install street lights at the intersection of Drew street and U. S. Hiway #19. Motion was seconded by Com- m~ssioner Fields and car~ied unanimously. The Mayor read a letter concerning the traffic situation at'Druid Road and Myrtle Avenue. There was also comment regarding traffic at the intersection of Park street and Myrtle Avenue. Commissioner Insco moved that these matters be referred to the Traffic Department for further study. Motion was seconded by Commissioner Fields and carried unanimously. Commissioner Walters said he had received complaints from sub-contractors who had not been paid when the prime contractor was paid by the City prior to the lOth o~ each month. The Manager suggested that Comrrdssioner Walters get a letter from the sub-contractor telling who the contractor is and the matter will be investigated. CommissionEr Fields moved that work on the construction of the water tank at Belmont Park be stopped and the tank be located in Ross Norton Par�t, with the details to be worked out i�y the City Manaoer and City Attorney. Motion ia�as ssconded by Commissiorier Walters and carried unanimously. The Mayor urged that the Board take action as to the full development o£ Ross Norton F'ark for recreational faci}.ities in that community. Commissioner Smi�h moved that if there w�re no objections by the Recreation Board relative to any p3ans which they have for Ross Norton Park that we immediately turn over the use of the area to the Po�ice Athletic League for their present activities and any future planned aetivi- ties, subject •to approval by the Commission. Motion was seconded by Commissioner Insco and carried unanimously. Commissioner Ii'ields stated he had received complaints ai driver's tests being given in the aiea of the Marymont Playground on Gilbert SLreet endangering the safety of the children in the area. Commissioner Fields moved that the City Manager and tihe Police De�artment request the Florida Highway Patrol to try to find another location for the giving of driver�s tests. Motion was seconded by Commissioner Insco and carried unanimously. The Mayor recommended that the City i�anager be instructecl to submit a list of at least six properties for the Coma�nission to vieu as possible sites ior a water tank in th,e north end of the City. Commissioner Insco moved to approve the recommendation o�' the Mayor. Motion tn*as seconded by Commissioner Fields and car.ried unanimo�asly. Upon the recommendation of the Mayor, Commissioner Insco moved to inszruct the City Manager to ask the Parks Department to start the landscaping of the area around the storage gas tanks by the Civic Center in Belmont pa.rk, Motion was seconded by Commissioner Fie1�s and carried unanimously. Captain Wm, McClamma reported that numerous complaints have been received from some residents of the Belrnont Park area concerning the parking situation at the park, the lack oi restroom facil�ties, big flood lights being left on all night, etc. Corrunissioner Insco moved to request the Recre�tion Board to come up with a recommend- ation for the Belmont ball park area, Motioi��+ras seconded by Commissioner Fields and carried unanimously. Commi.ssioner Insco commented that tne State Road Department has installed s�reet lights at the intersections of State Road #580 and U. S. Hiway #19 aild at West Bay Drive and U. S, Hiway #19; and the City paid to have lightis installed at Gulf-to-Bay Boulevard and U. S. Hiway #19. Commissioner Insco moved tliat the City Manager send a letter to the State Road Department requesting them to install street lights at the intersection of Drew Street and U. S. Hiway #l�. Motion was seconded by Com- missioner Fields and carried unanimously. The Mayor read a letter concerning the traffic situation at Druid Road and Myrtle Avenue. There was also comment regarding traffic at the intersection of Parlt Street and Myrtle Avenue. Ccmmissir�ner Insco moved that these mai:ters be referred to the Traffic Department for fizrther study, Motion i+ras seconded by Commissioner Fields and carried unanimoixaly. Commissioner Walters said he had received complaints from sub-con��ractors who had not been paid when the prime contractor was paid by the City prior to the lOth of each month. The Manager suggested i:hat Commissioner Walters get a letter from the sub-contractor tellin� who the contractor iU and the matter will be investigated.
