",I , /,.,' 7 tyl v' f CITY COMMISSION MEETING December 12, 1960 The City COlrumission of the City of Clearwater met in special session at the City Hall, Monday, December 12, 1960, at 3:00 P.l~. ,'lith the .following members present: Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner Alex D. Beam City tJIanager City Attorney City En~ineer Representing Police Chief 'I'he Nayor called the meetinp'; to order. !-lr. R. ;;1. Thompson, Sr., on behal.f of the Carlouel Club, asked permission to move a small building, 16' x 24', across Memorial Causeway to the club to be used as additional cabanas. The City Manager explained a Resolution had been adopted April 17, 1944, prohibiting the moving of buildings across the causeway to Clearwater Beach. The Engineer stated i.f the building could be considered a dwelling it would meet the requirements for the .fire zone. The Attorney requested an affidavit be required that the building was capable of bang used as a dwelling. Commissioner Insco moved that permission be granted to move the building subject to the approval of the Engineer, the Fire Inspector and also ~he affidavit to be furnished the City Attorney. Motion was seconded by COlmnissioner Weatherly and carried unanimously. Resolution 60-97 was read authorizing the proper City officials to execute a note to the Bank of Clearwater in the amount of ~133,332.67, one to the First .National Bank of Clearwater for $133,332.67, and one to the City National Bank for $133,33~.66, all for one year with 4% interest. It was explained these notes were renewed in connection with funds to be repaid by the County in the financing of Myrtle Avenue improvements. Commissioner Insco moved to pass Resolution 60-97 and the proper officials be authorized to execute it. 14otion was seconded by Commissioner Watkins and carried unanimously. The Attorney read on its first reading Ordinance 8ag amending Ordinance 879 concerning Little Pass Bridge revenue certificates by correcting typographical errors in Section 2.02 and Section 2.06. Commissioner Watkins moved Ordinance gag be passed on its first readin~. Motion was seconded by Commissioner Insco and carried unanimously. Commissioner Watkins moved Ordinance 8aS be considered on its second reading by title only by the unanimous consent of this Commission. Motion was seconded by Commissioner Insco and carried unanimously. The ordinance was read by title only. Commissioner 'IJatkins moved Ordinance 88g be passed on its second reading. Motion ~as seconded by Comnissioner ~;eatherly and carried unanimously. Commissioner Watkins moved Ordinance 888 be considered on its third and final reading at this meeting of this Commission by the unanimous consent of this CommisSion. Motion was seconded by Commissioner Insco and carried unanimously. ~he Attorney read the ordinance in full. Commissioner Smith moved Ordinance 888 be passed on its third and final reading and adopted and the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Watkins and carried unanimously. The Clerk presented a copy of the voting machine ballot strips to be used in the December 20th election. Commissioner Watkins moved the ballot as presented by the City Clerk be approved and adopted as proper and placed in the voting machines. Motion was seconded by Commissioner Smith and carried unanimously. Commissioner Smith suggested the City Attorney and the City Manager investigate the possibility of an amendment to the ordinances settin~ the garbage and sewer rates as some rates were inequitable. The City Attorney requested permission to prepare an ordinance commencing condemnation proceedings against the heirs of the E. H. Coachman Estate to acquire title to submerged lands along the proposed Drew Street extension west of Osceola. The City Manager announced that an apparent low bid o.f ~332,500.00 had been received from Chicago Bridge & Iron Company for two proposed water towers, one to be located in Ross Norton Park and one in the north Clearwater area near Sunset Point and Kings Highway.
