The City Commission or ehe City of Clearwater met in regular session at the
City Hall, Monday, December 5, 1960. at 1:)0 P.M. with the fo11owinp, members

The Mayor called the meeting to order. The invocation was given by the
Reverend A. L. Shell, of the Assembly of God Church, Clearwater. Commissioner
Watkins moved the minutes of the special meeting of November 14th be approved
as amended in Paragraph 5, Page 1, and the minutes of the regular meeting of
November 21st be approved as recorded and as submitted in written summation by
the Clerk to each Commissioner. Motion was seconded by Commissioner Insco and
carried unanimously.
'llhe Mayor \Vas prasen ted with several copies of a book entit led "Mailman,
U.S.A." by IvIr. Harry Hill, President, and Mr. George I/Iarsh, President-elect,
Springtime Branch n2008, National Letter Carriers Association.
The City Engineer reported the Memorial Causeway drawbridge needed emergency
repair which 'Would cost approximately ';::600.00 to ~~.800.00 and recommended closing
the bridge rrom midnight to 6:00 A.M. on ~ednesday, Thursday, and Friday of this
~eek with it being opened at 2:00 A.M. and 4:00 A.M. to permit automohi1es to
pass. Commissioner Watkins moved the City Mana~er he instructed to spend the
necessary funds to put the bridge back in repair. Motion was seconded by Com-
missioner Weatherly and carried unanimously.
The City Engineer left the mp.etin~ at this time.
The Manager recommended acceptin~ the low bid of $7,485.00 from Y-B Air
Conditioning Company to install cooling equipment in the Memorial Civic Center
Building. Commissioner Smith moved on the joint recommendation of the Finance
Director and the Assistant Purchasing Agent with the City Manager concurring
therein, that the contract be awarded to Y-B Air Conditioning Company in the
amount of ~7,485.00 ~hich is the lowest and most responsible bid, and that the
appropriate officials or the City be authorized to execute said contract which
shall be in accordance with the plans and specifications and bid. Motion was
seconded by Commissioner Weatherly and carried unanimously.
It was recommended by the j.'Ianager that the 10YI bid of ;~2,320.00 from L. L.
Stone, Inc., Clearwater, be accepted to construct Druid Road storm sewer exten-
sion to A.C.L. Railroad and south to railroad culvert. Commissioner Weatherly
moved ehe contract for the Druid Road storm sewer extension to A.C.L. Railroad
qnd south to railroad culvert be awarded to L. L. Stone, Inc., for the sum of
12,320.00 which is the lo~est and best responsible bid, and that the appropriate
officials or the City be authorized to execute said contract which shall be in
accordance wi~h the plans and specifications and bid. Motion was seconded by
Commissioner Watkins and carried unanimously.
The ~1anClger recommended accepting the 10\'1 bid of ~$,55e.$0 from DeVries and
Van Ess, Largo, to cors truct Drew Street sanitary se'Viers, Greenwood to !'-1issouri.
Commissioner Watkins moved the contrAct for the Drew Street sanitary sewers (south
side), Greenwood to :ijissouri, be awarded to DeVries and Van Ess, Largo, for the
sum of *$,558.80, which is the lowest and best responsible bid, and the appropriate
officials or the City be authorized to execute said contract which shall be in
accordance with the plans and specifications and bid. Motion was seconded by
CommissionerWeatherly and carried unanimously.
A petieion was presented signed by approximately 110 residents of Del Oro
Groves and Del Oro Estates ask ing the installation of street li,~ht s with resi-
dential light standards, fixtures and underground wiring. The Manager stated
after a survey 'the Electrical Department estimated the normal type of lighting
~ould be approximately ~3,075.00 at the City's expense for San Mateo, San Bernadino,
San Pedro and San Jose, but with underground wiring and concrete or metal poles
there would be an additional cost of ~5,670.00 which if it were assessed to the
property o~ners would be approximar, ely I~O cents per front foot. i-Ire S. A. Sollie
objected to the assessment of' the property owners. Commissioner Insco moved the
petition be received Lor the Comrnis sion to consider a change in policy of the
type of lighting and a study of the budgee for street lighting. Motion w~s
seconded by Commissioner Watkins and carried unanimously..

The City Engineer returned to the meetin~ at t~is time -- 2:00 P.M.
A petition sie;ned by approximately nine property owners was presented asking
that the vacant lots on the south finger of Clearwater Beach (Bayside #5 and #6)
be cleaned of weeds and debris including mounds of dirt which should be graded.
The Manager explained thnt the usual procedure would be followed for lot mowing
to take care of the weeds. Gomrn issioner 1t!erttherly moved that the bulldozer level
off the mounds of dirt after permission is received from the owner. Motion was
seconded by Commissioner Smith and carried unanimously.
An application was surnnitted from Mrs. May E. Hayhurst for a license to
operate a second hand store at l73hA-1736 Drew Street. The r~anager reported
the Police Department after investigation had recommended approval. Commissioner
Insco moved the application be approved. Motion was seconded by Commissioner
Weatherly and carried unanimously.
The Commission considered an application submitted by i\iIr. Ernest L. Lanning
to operate a second hand store at 1341 S. Fort Harrison. 'l'he Manager reported
the Police Department had investigated and recommended approval. Commissioner
Insco moved the application be approved. Motion was seconded by Commissioner
Weatherly and carried unanimously.
A letter was read from the Civil Service Board recommending upon receipt of
a request from John Winn, Collector, Refuse Division, that he be granted an
additional fifteen days sick leave. Comnissioner Insc0 moved that the request
be approved. Motion was seconded by Commissioner Smith and carried unanimously.
The Engineer reported that Shoreline Dredging, Constructior Company, Jackson-
ville, who are doing the dredging in Little Pass had orfered to supply fill to be
used on the south end of Clearw8ter Beach to build up the City beach at 16 cents
a yard. He recommended purchasins 15,000 )r~rds at an approximate cost of ~'2,400.00
to t3,OOO.OO. Commissioner Insco moved the work be approved and that the ManRger
arran~e for a transfer of the necessAry funds. ;.1otion \'Jas seconded by Commissioner
Weatherly. Upon the vote being taken, Commissioners Insco, Weatherly, Smith and
Finch voted "Aye". Commissioner Watkins voted nr~o". ]\I[otion carried. Commissioner
Watkins stated he 'vIas in favor but would like to know where the money is coming
from before voting for it.
The Attorney presented for its second reading Ordinance 880 establishing
requirement s for obtaining permit s t'J engacs€ in advertisi T1~ by m~ans of couFon
books and gift certificates. Commis sioner ~.vatkins moved Ordinance 8$0 be read
on its second reading by title only by the unanimous consent or the Commission.
Motion was seconded by Commissioner Insco and carried unanimously. The Attorney
read the ordinance by title only. Commissioner Watkins mo~ed Ordinance 880 be
passed on its second reading by title only. ~lotion was seconded by Commissioner
Insco and carried unanimously.
Co~nissioner Watkins moved that Ordinance SSO be considered on its third and
final reading at this meeting of the Commission with the unanimous consent of the
Commission. Motion was seconded by Commissioner Smith ar.d carried unanimously.
The ordinance was read in full. Commissioner Watkins moved Ordinance 880 be passed
on its third and final reading and adopted and the proper officials be authorized
to execute it. Motion was seconded by Commissioner Weatherly and carried unanimously.
A statement was presented from Rompon .~: Associates in the amount of $65.00
for surveying the north line of Lots 1,2,3 and 4, Longvie~ Subdivision, in connection
with Gulf to Bay Condemnat ion proc€edin~s. Cornmissi oner Insco moved the bi 11 be paid.
Motion was seconded by Commissioner Weatherly and carried unanimously.
A statement for ~1,170.00 was presented from Rompon & Associates, for surveying
parcels along Drew Street bet~een Greenwood and Osceola Avenue to determine whether
there were any encroachments. Commissioner Smith moved Lhe bill be paid and that
the proper officials be authorized to Fay it. ~otion was seconded by Commissioner
Weatherly and carried unanimously.
Resolution 60-93 was read authorizin~ the proper off'icials of the Cit)r to
execute a Utilities Agreement with the State Road Departmer.t in connection ~ith
the west bridge and approache s on i.lemoria 1 Caus eway (Stat. e Roa d 60). 'l'he Attorney
explained the agreement had been approved at the last meetjn~. Commissioner Insco
moved to pass Resolution 60-93 and the rroper officials be authorized to execute
it. Motion was seconded by Commissioner Weatherly and carried unanimously.
Resolution 60-94 was read authorizin~ the proper City officials to execute an
agreement providing the Atlantic Coast Line Railroad Company would permit the City
to install a sanitary sewer line under its tracks at Hart Street. Commissioner
Watkins moved Resolution 60-94 be passed and adopted and the proper officials be
authorized to execute it. I,lotion was seconded by Commissioner Smith and carried
unanimously.
Resolution 60-95 was presented authorizing the proper City officials to ~ant
a perpetual capal right of way easement to the West Coast Inland Navigation District
(Parcel 291). Commissioner Watkins moved Resolution 60-95 be approved and the
proper officials be authorized to execute it. Motion was seconded by Commissioner
Weatherly and carried unanimously.

and resurfacing in Nimbus Avenue to the benefited properties. Commissioner
Weatherly moved Resolution 60-96 be adopted and that the appropriate officials
be authorized to execute it. i'lot.Jor: \~as seconded by Commissioner Watkins and
carried unanimously.
The Attorne~' presented a proposed construction trust fund agreement with
the First National Bank for funds to be secured from sale of utility revenue
certificates in accordance with Ordi.nance 875. The Attorney explained that
I-ir. Loomis Leedy, Jr., fjscal a~ent, had requested the a greement be approved
prior to the sal~ of the revenue certificntes. Commissioner Watkins moved the
construction trust fund agreement be approved and the proper officials authorized
to execute it as soon as the amount of money is ascertained that is to be put
into the trust agreement. I~otion was seconded by Commissioner ~eatherly and
carried unanimously.
Resolution 60-97 was presented designating the First National Bank of
Clear\~ater as 'l'rus tee in accordance with Ordina nc e 875, approving the Construction
Fund Agreement and authorizing the proper orficials to execute it. Commissioner
Watkins moved Resolution 60-97 be adopted and that the proper officials be author-
ized to execute it. I.lotion was seconded by Commissioner Weatherly and carried
unanimously.

The Attorney explained an error had been found in Ordinance 875 and that in
Section 1.02 D, Fa$e 3, the amount should have been $621,486.00 for a two year

The City Attorney stated there were three notes payable December 15th, one
to First National Bank for v166,666.00, one to Bank of Clearwater for ~166,666.CO,
one to City National Bank for ~166,66g.00, a total of ~500,OOO.OO borrowed to loan
to the County for the ~yrtle Avenue project. ~e explained that these were one year
notes and that the City was paying a total of ~100,OOO.00 of the rrincipal at this
time or fp33, 3J3 .33 to each bank except City Nat ional which was a ,~33, 333 .34 payment.
He stated $100,000.00 had been collected rrom the County in Rcc~rdance with the
agreenent and the three notes should be renewed ror a total of ~400,000.OO.
Commissioner Watkins moved the Mayor and proper officials be instructed to sign
such agreements with the banks and thA.t the banks be paid. Notion was seconded
by Cormnissioner i'leatherly and carried unanimously.
r":r. J. Edmur..d Croft stated that an examination was given for the position of
license inspector last August, that five men had passed the exmnination but no one
had been hired to fill the position from the eligible list and he was inquirin~
as to the status of the job. Cow~issioner Smith suggested accepting Mr. Croft's
request for consideration, looking into the matter, and giving him some type or
answer.
Upon inquiry from Commissioner Smith, the City Manager stated the City would
receive bids for ;t:600,ooo.00 in Utility Revenue Certificates on December 19th, 1960.
Commissioner Weatherly commented he had been asked by a eroup of mothers in
south Clearwater to see if there was anythin~ the City could do to i~Sluence the
County to construct a sidewalk on Lakeview Road east of Missouri, as there was a
dangerous hazard to the school c~ildren walkin8 in the road. By consent the City
Attorney was requested to write such a letter to the County Commission.
There being no further business, the meetin;; was adjourned at J:50 P.M.

PETIT ION
The following taxpayers of Bayside #5 Subdivision of Clearwater Beach ~ish to
advise the City that ~r. Stuart, our City ManaBer, was given a similar petition
and a letter ~rom the County Health Department some 1$ months ago to clean up
the South Finger on the beach. To this date there are still lots where the weeds
have not been cut for 3 years or more and we are now faced with a problem of
field mice and rats. There are mounds of dirt g feet high which cannot be cleared
of ~eeds unless graded first. This makes ideal nesting for mice and rats. The
t~o temporary buildings wi~hout purpose also depreciate the entire subdivision.
This condition has very seriously affected our business on this finger and wish
immediate action now, before the ~inter tour~5ts arrive, and some preventive
measures taken to their reacurrence.
':!e also ~ish to advise the city of the constant "Hot Rodding" and late hour park-
ing off the streets, ~hich seems to be uncontrollable by our Police Department.

This petition is presented to the Commissioners of the City of Clearwater
requestin~ recognition of the Del Oro Groves Estates homeo~ners and tax-
payers as citizens of the City of Clearwater ~ho are entitled to City
furnished services provided to homeowners and taxpayers of the City of
Clear~ater.

Our area has legally been a part of the City of Clearwater for many years.
We are now, ~ith over fifty homes in the area, requesting in fact the
benefits provided to citizens of Clearwater. These benefits arei adequate
police protection, sanitary sewers, insect control, street and right of
way maintenance, and street lighting.
At this time, we are specifically requesting installation of appropriate
street lighting. The homeowners manirest their interest in a desireable
neighborhood as part of the City of Clearwater, by investing considerable
sums of money and time in the architecture, landscaping and maintenance
of their homesites. Therefore we request light standards and fixtures of
a type which will be harmonious to the Del Oro Groves Estates concept.
The homeowners, after due consideration, have reached a decision that
the ~ood pole, overhead wire type of installation is not compatible with
'our area and we therefore request your approval and authorization for
the installation of residential light standards, fixtures, and under-
gro und wi ring.
We, the undersigned homeowners and taxpayers, hereby manifest our desire
and support ror this requested action by your commission.

The Citp Commission of the Gity of Clearwater met in regular session at the
City Hall, Monday, December $, 1960, at 1:30 P.M. with the following members
present:

Reverend A, L. Shell, of the dssembly of God Church Clearwater. Gommissioner
`�latkins moved the minutes of the special meeting of�November ll�.th be approved
as amended in Paragraph ,5, Page 1, and the mirute"s of the regular meeting of
nT�rember 21�t he approved as recorded and as submitted in written summation by
the Clerk to each Commissioner. Motion was seconded by Gommissioner Insco and
carried unanimously.
The Mayar was presenLed with several copies of a book entit 14d "Mailman,
U.S.A.'� by b�r, Harry Hill, President, and I�Ir, George Marsh, President-elect,'
Springtime Branch ir200$, National Letter Carriers Association.
The City Engineer reported the i�iemorial Causeway drawbrid�e needed emergency
repair which would cost approximately .��'600.00 to �$00,00 and recommended closin�
the brid�e from midnight to 6:00 A.�i. on t9ednesday, Thursday, and Friday of this
week with i� being opened at 2:Q0 A.M, and y.:00 A.i•;. to permit automobiles to
pass, Commissioner Watkins moved the City Manager be instructad to sper_d the
necessary �unds to put the brid;e back in repair. Motian was seconded by Qom-
missioner Vleatherly and carried unanimously.
The City Enginaer left the meeting at this time.
The i�fanager recommended accepting the lov� bid of ��,485.00 from Y-B Air
�%onditioning Gompany to install cooling equipment in the Memorial Civie Center
Building. Commissioner Smith moved on the joint recommendation of the Finar_ce
Director and the Assistant Purchasing Agent with the City Nianager concurring
therein, th:<t the contract be awarded ta Y-B �ir Gonditionir� ComFany in the
amount of �:7,�.$5.00'which is the lowest and most responsible bid, and that the
appropriate officials of the City be authori�ed to execute said contract which
shall be in accordance wi�:'h the plans and specifications and bid. T�,otion �as
secc,nded by Commissioner ',�'eatherly and carried unanimously.
It was recommended by the isanager that the low bid os �2,320.00 irom �. L�
Stone, Inc., Ciearwater, be acceptied to construct Druid Road storm se�,�er exten-
sion to A.C.L. Railroad and south to railroad culvert. Commissioner .�deatherly
moved the contract for the Druid 'tZoad stoim sewer extenszon to A.C,L, Railroad
�:nd south to railroad culvert be awarded to �1. L. Stone, Inc,, for the sum of
�2,320.00 v�hich is the lowest and best responsible bid, and that the appropriate
officials of the City be au�horized to execute said contract which shall be in

A petition was presenL-ed signed by appr�oximately 110 residents of �el Oro
Groves and Del �ro Estates aslcing the installation of street lia,hts with ;esi-
dential liglit standards, fixtures and underground wirin�. The "r�ianager sta�ed
after a surzrey the �lectrical Department estimated the normal t�pe oi lijhtin�
would be approximately �3,075.00 at the CitpTs expense for San i-'Iateo, San Bernadinc,
San Pedro anci San Jose, bu� with underground wirin,� and concrete or metal poles
there would be an additional cost of k5,6'70.0� which if it were assessed to the
property owr,ers would be approximately I�.O cerl�,s per front foot. Mr. S. A. Sollie
objected to the assessmsnt of the property otaners. Commissioner Insco moved the
peti�ion be received far the Commission to consider a chang�� in policy of the

that the vacant lots on the south finger of Clearwater Beach (Bayside �5 and �6)
be cleaned oi tveeds and debris including mounds of dirt which should be �raded.
The i+Ianager explained that the usual procedure would be followed for lot mowin;
to i;ake care of the weeds. Commissioner hreatherlp moved th�t the bulldozer level
off the mounds of dirt after permission is reaeived from the owner. Mot;iqn was
seconded by Commissioner �mith and carried unanimausly.
An application was submitted from I�2rs. i�tay E. Hayhurst for a license to
operate a second hand st�re at 1734A-1�36 Drew Stree�, The Mana�er reported
Lhe Police Department after investigation had recommended anproval. Commissioner
Insco moved �he application be approved. Niotion was second.ed by Commissioner
Weatherly and carried unan�mously.
The Commissi�n considered an apglication submitted b}=i�Ir. Ernest L. Lannin,r;
to operate a second hand store at 131�1 S. Fort Harrison. The i4ana�er reported
the Police Department had investigated and recommended approval. Commissioner
Inscc; moved the application be approved. Motion was seconded by Commissioner
Ltieatherly and carried unanimously.
A letter was rea�i from the Civil Service Board recommending upon receipt of
a request from John 14Tinn, Collector, Refuse Division, that he be ;ranted an
additional fifteen days sick leave. Commissioner Insco moved that the request
be approv'ed, ifotion was seconded by Gommissioner Smi�h and carried unani�ously.
'i'he Engineer reported that Shoreline Dredging, Constructior_ Company, Jackson-
ville, wha are doing the dredging in Litt_le Pass had offered to supply fill to be
used on the south end of Clearwater Beach to build up the CiL�* beach at 16 cants
a yard. He rec�mmended purchasing 15,OOQ yards at an aFproximate cost of w2,400.00
to ��''3,000.00. Comtmrnissioner Insco moved �he work be approved and that the Manager
arran;e for a transfer of the necessary �un�s. :•Zotion was seconded by Commissioner
Tltieatherlv. U�on the vote baing taker., Commissioners Insco, Weatherly, Smith and

'Phe CittT Attorney stated there :�ere three notes payable December 15th, one
to First Ivational Bank for .„��66,666,00, one to Bank of Glearwater for n166 066.�0
one to Cit}T ?�fational Bank for .�166,06$,00, a total of ��500,C1Q0.00 borrocaed�to loan
to the Count� for the i:yrtle �lvenue project. He expla�ned that these were one year
no�es and that the City was payir� a totial of x100,000.00 of the �rinci��l at this
��ma or �33,333.33 to each bank except City P'ational which was a s;'33,333.?4 ��ayment.
He stated :;�100,000.�0 had been collected from the Gounty in accordance wi�h t�ze

license ins�ector last August, that five men had passed Lhe examination but no one
had been hired to iill the posztion from the e].igible list and he was inquiring
as to the statixs of the job. Commissiar.er Smii:h suggested acceptin� i4ir. Croft�s
request foz� considera-�ion, looking in�o Lhe mattex, and giving h?m some type of
answer.
Upon inquiry from Commzssioner Smith, the Cit�r Nianager stated the Git3= would
receive bids for •�.6�0,000.00 in Utilit5� Revenue Certificates on December 19th, 1960,
Commissioner ?�reatherly commen�ed he had been asked b}� a�roup af mothers in
south Clearwater to see if there was 3nything the City could do to iri'luence the
County to construct a sidewalk on �akevietiv Road east of I�Ziss�uri, as there was a
dangeraus hazard to the school cnildren walkin� in the road. By consent the Gity
Attorney was rec;uested to write such a letter to the Count3� Commission.

The followzng taxpayers oi Bayside ��5 Subdivision of Clear�•rater Beach wish to
advise the City that i�7r. Stuart3 our Gity Manager, was given a similar petition
and a letter from tY!e County HealtY� Department some 1$ month,s ago to clean up
the SouLh Finger on the beach. To this date there are still lots where the weeds
have not been cut for 3 years or more and we are now faced with a problem of
field mice and rats. There arE mounds oi dirt $ feet high which canr�ot bs cleared
oi weeds unless graded first. This makes ideal nest'ing ior mice and rats. The
t�r� temporary buildings without purpose also depreaiate the entire subdivision.
This condition has very seriously affected our business on this finger and wish
immediaie action noV�, beiore the winter tourists arrive, and some preventive
measures taken to their reacurrence.
;;'e also wish to advise the city of the constant '�Hot Rodding" and late hour park-
ing off the strsets, which seems to be uncontrollable by our Police Department.

requestin�; recognition :f the Del Oro Groves Estates homeowners and tax-
payers as citizens of the City of Clearwater who are entitled to City
furnished aervices pravided to homeowners and taxpayers �f the City of
Clearwater.
Our area has 1ega11y been a part of the City of Clearwater for many years.
We are now, with over iifty homes in the area, reques�in� in fact the
benefits provided to citizens of Clearwater. These benefits are; aclequate
police protection, sanitary sewers, insect control, street and rioht of
way maintenance, and street lighting.
At this time, we are spscifically requestin� iz:stallaLion of appropriate
street li.ghtin�. The homeowners manifest their interest in a desireable
nei;hborhood as part of the Gity of Clearwater, by investin� consi�erable
sums of money and time in the architecture, landscapin� and maintenance
of their homesite�. Therefore we request light standards and fixt��es of
a bype which will be harmonious to the Del Oro Graves Estates concep�,
Z'he homeowners, af�;er du� f;,,^,nsideration, have reached a decision that
tne wood pole, overhead wire tyge of installation is not comp�tible with
our area and we the.refore request your agproval and authorization for
the installa�;ion of residential light standards, fixtures, and under-
ground wiring.
