The City Commission of the City of Clearwater met in regular session at the
City Hall, Monday, November 21, 1960, at 1:30 P.M. with the follo~ing memebers

The Mayor called the meeting to order. The invocation was given by the
Reverend John Vander May of Community Reformed Church, Clearwater. Commissioner
Insco moved the minutes of the regular meeting or November 7, 1960, be approved
as recorded and as submitted in written summation by the Clerk to each Commissioner.
Motion was seconded by Commissioner Watkins and carried unanimously.
The Attorney read on its ~irst reading Ordinance 8$2 amending Ordinance 627.
zoning ordinance, and amending the City zoning map of 1959. Commissioner Smith
moved since the proposed zoning changes contained in Ordinance 882 had been duly
advertised and a public hearing had been held, that Ordinance a82 as corrected be
passed on its first reading. Motion was seconded by Commissioner Watkins and
carried unanimously.
Commissioner Smith moved Ordinance 882 be read and considered by title only on
its second reading with the unanimous consent of the Commission. Motion was seconded
by Commissioner Watkins and carried unanimously. The ordinance ~a8 read by title
only. Commissioner Smith moved Ordinance 8a2 as corrected be passed on its second
reading by title only. Motion was seconded by Commissioner Watkins and carried
unanimously.
Commissioner Smith moved Ordinance SS2 be read and considered on its third
and final reading at this meeting of the Commission by the unanimous consent of the
Commission. Motion was seconded by Commissioner Watkins and carried unanimously.
Ordinance 8S2 was read in full. Commissioner Smith moved Ordinance 882 as corrected
be passed on its third and final reading and adopted and the appropriate ofricials
be authorized to execute it. Motion was seconded by Commissioner Weatherly and
carried unanimously.
The Attorney read on its first reading Ordinance ae; providing for a special
municipal election to be held in conjunction with regular election on December 20,
1960, to determine whether or not Ordinance 882 shall be ratified. Commissioner
Smith moved Ordinance 883 be passed on its first reading. Motion was seconded by
Commissioner Weatherly and carried unanimously.
Commissioner Smith moved Ordinance 883 be considered on its second reading by
title only by the unanimous consent of the Commission. Motion was seconded by
Commissioner Weatherly and carried unanimously. ~he ordinance was read by title
only. Commissioner Smith moved Ordinance 883 be passed on its second reading by
title only. Motion was seconded by Commissioner Watkins and carried unanimously.
Commissioner Smith moved Ordinance 883 be read and considered on its third and
final reading at this meeting of the Commission by unanimous consent. Motion was
seconded by Commissioner Watkins and carried unanimously. The ordinance was read
in full. Commissioner Smith moved Ordinance a83 be passed on its third and final
reading and adopted and that the appropriate of~icials be authorized to execute it.
Motion was seconded by Commissioner Watkins and carried unanimously.
The Manager recommended accepting the low bid of $10,82~.05 from A. A. Schultz
Construction Company, Dunedin, for paving and curbing Jones Street rrom Garden to
Myrtle. Commissioner Watkins moved the contract ~or Jones Street paving and curbs,
Garden to Myrtle, be awarded to the A. A. Schultz Construction Company ~or the sum
of $10,824.05, which was the lo~est and best responsible bid and that the appropriate
officials be authorized to execute said contract ~hich shall be in accordance with
the plans and specifications and bid. Motion was seconded by Commissioner Weatherly
and carried unanimously.
Regarding bids for Safety Harbor gas ~eeder lines, the Manager recommended
accepting the low bid o~ $10,620.00 from D. W. Smith Construction Company, Clear-
water. Commissioner Watkins moved the contract for the Safety Harbor gas ~eeder
lines be awarded to the D. W. Smith Construction Company for the sum of $101620.00,
which is the lowest and best responsible bid and that tne appropriate o~ric als of
the City be authorized to execute said contract which shall be in accordance with
the plans and speci~ications and bid. Motion was seconded by Commissioner Insco
and carried unanimously.

'l'he Manager reported slx bids had been recei ved for t.he construction of Little
Pass Bridge with the apparent low bidder being Bay Dredging & Construction Company,
Tampa, in the amount of $767,231.21. He e~p1a1ned the specifications required that the
bids be good for sixty days and subject to the sale of the revenue bonds for the bridge.
By consent, this information was received to be held for the letting of the contract
at a later date.

A list of election workers for the December 20th election prepared by the City
Clerk was presented. The Clerk recommended compensation of $13.00 per day for the
inspectors and $15.00 per day for the clerks. Commissioner Watkins moved that the
appointment of the precinct workers as set forth in the list handed to us by the City
Clerk be approved and that the compensation be approved as follows: Eleven clerks
at $15.00 per day and forty-seven inspectors at $,13.00 per day which makes a slight
increase over last year's compensation. Motion was seconded by Commissioner Weatherly
and carried unanimously.

Regarding the application of Mr. Joseph Thuot and l~r. Hugh W. Batcheller to have
acreage located in the swi of the NEi of Section 17-29-16 annexed into the City if it
would be zoned for a trailer park, the Manager reported the Zoning and Planning Board
had recommended that action on the application be deferred pending the result of the
vote on the zoning ordinance amendment on December 20, 1960, as it includes a section
setting up a special zone for trailer parks. Mr. John Bonner representing the appli-
cants stated his clients were willing to comply with the proposed new trailer park
zoning requirements as set out in the referendum. Mr. Herbert Brown appearing for
~trs. Alan Drew, 2930 Gulf-to-Bay Boulevard, and other Froperty owners in the neigh-
borhood, spoke in opposition and pointed out the Commission had recently denied a
trailer park on property nearby. Mrs. Nancy Meador also spoke in opposition.
Commissioner Insco moved that this be postponed until after the zoning referendum
as recommended by the Zoning and Planning Board. Motion was seconded by Commissioner
Weatherly. Before the vote was taken and after a brief discussion with his clients,
Mr. Bonner requested the annexation application be withdrawn. Commissioner Insco
then withdrew his motion and Commissioner Weatherly withdrew his second.
The Manager presented a petition signed by approximately 100 persons requesting
that the City grade and pave a parking lot on the east side of the Memorial Civic
Center on Clearwater Beach and asked that it be done in the near future. !J1r. Charles
Rudderham explained that some type of controlled parking would be needed. The Manager
stated a detailed study had not been made but a rough estimate of cost would be
approximately $10,000.00, and explained no funds were budgeted for this project.
Commissioner Insco moved the request be received for study and that no action be
taken on it until we have finished the study and have a complete financial report
from the Manager and Finance Director as to whether there are any unappropriated
funds available and also that the request be submitted to the Parking Board for
their recommendations as to control of it. Notion was seconded by Commissioner
Watkins and carried unanimously.
Captain C. Martin replaced Assistant Chief Mackey at this time.
The plat of Brookhill Terrace was presented for approval. The Manager reported
the contract in accordance with Ordinances 632 and 750 had been signed by the
developer, ~~. E. H. Holcomb, Jr., and bond had been posted to cover improvements.
Commissioner Watkins moved all legal requirements having been met that the plat
and contract of Braokhill Terrace be approved subject to the passing of the annexa-
tion ordinance. Motion was seconded by Commissioner Weatherly and carried unanimously.
A utility agreement with t.he State Road Department was presented providing that
the City will be responsible for moving utilities in connection with the west bridge
o~ Memorial Causeway. Commissioner Watkins moved the utility agreement with the .
State Road Department for the west bridge area of Memorial Causeway be approved and
the proper officials authorized to execute it. Motion was seconded by Commissioner
Insco and carried unanimously.
The Manager presented Supplemental Agreement #1 to the contract with the Smith-
Sweger Construction Company covering the relocation of a 20 inch water main on Gulf
to Bay Boulevard which would increase ,the contract by $3,255.20. Commissioner
Watkins moved Supplemental Agreement #1 with Smith-S~eger Construction Company be
approved and the proper officials authorized to execute it. Motion was seconded
by Commissioner Weatherly and carried unanimously.

Regarding bids for steel library bookstacks and accessories, the Manager
recommended accepting the low bid of $4,736.00 from the Estey Corporation, Red
Bank, New Jersey, with the purchase to be charged to the library construction
project account. Commissioner Watkins moved that the contract for the steel
library bookstacks and accessories be awarded to the Estey Corporation, Red Bank,
New Jersey, in the amount of $4,736.00, the lowest and best responsible bid, and
the appropriate of~icials of the City be authorized to execute said contract in
accordance with the plans and specifications and bid. Motion was seconded by
Commissioner Weatherly and carried unanimously.

The Attorney presented a proposed renewal of lease with Lucky Links (miniature
golf course), .for an area described as "park" west of Lot 5, Ci.ty Park Subdivision.

effective Kovernber 1, 1960, for a period of ten years. Commissioner Smith moved
the agreement and lease between the Cit:r of Clearh';'lter and Lucky Links be approved
by this Board and the proper officials be authorized to sign it. Motion was seconded
by Commissioner '::eatherly and carried un:1nimously.

The Attorney read on its rirst reading Ordinance 886 authorizing condemnation
of necessary rights of way for Gulf to Bay Boulevard. Commissioner lnsco moved to
pass Ordinance 886 on its first reading. Motion was seconded by Commissioner
Weatherly and carried unanimously.
Commissioner Insco moved to consider Ordinance 886 on its second reading by
title only with the unanimous consent of the Commission. Motion ~as seconded by

Resolution 60-92 was presented requiring fifteen property owners to clean
their lots of weeds and undergrowth. Commissioner Insco moved Resolution 60-92
be adopted and ~he proper officials be authorized to execute it. Motion was
seconded by Commissioner Wea~herly and carried unanimously.
Commissioner lnsco moved that this Commission adopt a policy and so instruct
the Manager that in the future all plaques carry the name of the administration
when the project was started and also the administration when the project is com-
pleted. Motion was seconded by Commissioner Watkins and carried unanimously.
Commissioner Smith requested investigation by the City Attorney and the City
Manager as to what can be done about mowing the weeds on improved property,
particularly in the Brookhill area.
In reply to a query from Commissioner Smith about the proposed new drawbridge
for the east end of Memorial Causeway, the Manager stated he was informed by a
State Road Board member that the project was being held up pending the investiga-
tion of Cone Brothers Construction Company, che low bidder, and when the investi-
gation was complete, either Cone Brothers would start the project or it would be
awarded to the second low bidder.
Commissioner Insco left the meeting at 6:00 P.M.
Regarding the validation of the revenue certificates provided for in Ordinance
g76, the City Attorney reported the Court is going to require more specific
estimates by the City as to paving costs as well as right of way requirements for
the improvements to the Pinellas County Court House access roads.
The Commission now adjourned as the City Commission and acting as Trustees of
the Pension Fund, heard a letter read from the Advisory Committee recommending
that Donald W. Weaver, Patrolman, Police Department; Howell A. Norman, Tradesworker,
Building Maintenance Division; Rudolph G. Becker, 'rradesworker, Building Maintenance
Division; Paul H. Cochran, Conwunity Center Supervisor, Recreation Department;
Stanley L. McGlaughlin, Driver, Refuse Division, be admitted to the Pension Plan.
Commissioner Watkins moved the employees named be admitted to the Pension Plan.
Motion was seconded by Commissioner Weatherly and carried unanimously.
There being no further business, the meeting was adjourned at 6:15 P.M.

City Hall, Monday, November 21, 1960, at 1:30 P.M. with the following memebers

The Mayor called the meeting �o order, The invocation was given by the
Reverend John Vander May of Community Reformed Church, Clearwater. Commi�sioner
Insco moved the minutes of the regular meeting of NovemY�er 7, 1g60, be agpro�ed
as recorded and as submitted in written summation by the Clerk to each Gommissioner.
Nlotion was seconded by Commissioner Watkins and carried unanimously.
The Attorney raad on its first reading Ordinance $$2 amending Ordinance 627,
zoning ordinance, and amending the City zoning map of 1959. Commissioner Smith
moved since the proposed zoning changes cont ained in Ordinance $�2 had been duly
advertised and a public hearing had been held, that Ordinance $$2 as correctsd be
passeci on its first read�ng. Motion was seconded by Commissioner Watkins and
carried unanimously.
Coramissioner Smith moved Ordinance $$2 be read and considered by title only on
its second reading with the unanimous consent of the Commission. Motion was seconded
by Commissioner Watkins and carried unanimously. The ordinance was r�ad by title
only. Con.missioner Smith moved Ordinance $$2 as corrected be passed on its second
reading by title only. Motion was seconded �y Commissioner VJatkins and carried
unanimoasly.

municipal election to be held in conjunction with regular election on December 20,

Construction Company, Dunedin, for pavir.g and cur•bing Janes Street from Garden ��
Myrtle. Commissioner Watkins r�oved the contract for Jones Street paving and curb�,
Garden to �Iyrtle, be awarr?ed to the A. A. Schultz Construction Company for ti-,e sum
oi �10,$24.�5, whicll was the lowest and best r�sponsible bid and that the appropriate
officials be authorized to execute said contract w�ich sha11 be in accordance with
the nlans and specifications and bid. Motion was seconded by Com[nissioner Weatherly
and carried unanimously.
Regarding bids for Safety Harbor gas feeder� lines, the Manaber recommended
accept�ng the lo�N bid o� �10,b20.00 from D. W. Smith Construction Companp, Glear-
water. Commissianer Watkins moved the contract; for the Safety Harbor �as feeder
lines be awarded to the D, W. Smith Construc4ion Company for the sum of �10,620.00,
which is the lowest and best responsible bid and that the appropriate officials of
the City be authorized to execute Uaid contract whici; shall be in accor�ance with
the plans ana specifications and bid. Nlotion was seconded by Gommissioner Insco
and carried unanimously.

The Manager reported six bids had been received for the constructi:on of Little
Pass Bridge with the agparent low bidder bein� Bay Dredging �c Gonstruc�ion Campany,
Tampa, in the amount of �76�,231.21. He explained the specifica�ions required that the
bids be good for sixty days and subject to the sal� of the revenue bonds for the bridge.
By consent, this informa�ion was received to be held for the letting of the contr�ct
at a later date.
The Gity Clerk submitted a list of eleven polling places to be used in the Cit,y
electzon on December 20, 1960. Commissioner Insco moved the approval of the polling
places as presented by the City Clerk. Motion was seconded by �ommissioner Smith and
carried unanimously.
A list of election workers for the December 2�tn election prepared by the City
Clerk was presented. The Clerk recommended compensa�;ion of �13.00 per day for the
inspectors and �15.00 per day for the clerks. Commissioner Watkins moved that the
appointmE:nt of the precinct workers as set forth in the list handed to us by the Cit3*
Clerk be a�proved and that the compensation be a�proved as follows: Eleven clerks
at �15.00 per dap and forty-seven inspectors at ,�13.Q0 per day which makes a slight
increase over last pearts comper�sation. Mot ion was seconded by Commissioner Weatherly
and carried unanimously.
Regardir_g the application of ��r. Joseph Thuot and tdr. Hugh jtT. Batcheller to have
acreage lacated. in the SW4 of the NEµ of Section 17-29-16 annexed into the City if it
would be zoned fnr a trailer park, the l�tanager reported the Loning and Planning Board
had recommended that action on �he application be deferred pending the result of the
vote on the zoning ordinance amendment on December 20, 1g60, as it include5 a section
settir_g ug a special zone for trailer parks. PQr. John Banner representing the appli-
cants stated his clients were willing to compZSr with the proposed new trailer park
zuning requirements as set out in �he referendum, lyIr. Herbert Browr: appearing ior
R4rs. Alan Drew, 2930 Gulf-to-Bay �soul�;vard, and otl�er property owners in the neigh-
borhood, spoke in opposition and �ointed out the Couunission had recently denied a
trailer park on property nearby. Mrs, Nancy Meador also spoke in opposition.
Commissioner Insco moved Lhat th�� b� postponEd until after the zoning referendum
as recommended by the Zoning and Planning Board. �Iotion was seconded by Corranissiontr
Vdeatherly. Before the vote was taken and after a brief discussion with his clients,
l�ir. Bonner requested the annexation application be withdrawn. Coznmissioner Insco
then withdrew his motion and Commissioner H�eatherly withdrew his second.
The Manager presented a petition sioned by approximately 100 persons requesting
that the City grade and pave a parking lot on the east side of the I�temorial Civic
Cen�er on Clearwater Beach and asked that it be done in the near future. R4r, Charles
Rudderham explained that some type of controlled parking would be needed. The Manager
stated a detailed s�udy haci not been made but a rough e�timate of cost would be
approximately �10,000.00, and ex�,lained no funds were budgeted for this project,
Commissioner Insco moved the request be received f or study and that no action be
taken on it until we have finished the study and have a conplete financial report
from the T�ianager and Finance Director as to iahether there are any unappropriated
funds available and also that the request be submitted to the Parking Board far
their recommendation� as to control of it� I�lotion was seconded by Commissioner
V7atkins and carried unanimously.

The pl,at of Brookhill 'Perrace was presented for approval. The P�anager reported
the contract in accordance with Ordinance� 632 and 750 had been signed by the
deveToger, Mr. E. H. Holcomb, Jr., and bond had been posted to cover improvements.
Commissioner Watkins moved all legal requirements having been met thai; the plat
and contract of Brookhill Terrace be approved subject to the passing of the annexa-
tion ordinance. NIotion was seconded by Commissioner Weatherly and rarried unanimously,
A utility agreemant with the State Road Department was presen�ed providing that
the Citiy will be responsible for movinQ utilities in connecti�n with the west bridge
of Memorial Causeway. �ommissioner V�atkins moved the utility agreement with the
St�.te Road Department for the Htest bridge area of i�iemorial Causeway be approved and
the proper officials authorized to execute it. Motion was seconded by Commissioner
Insco and carried unanimously.
The I�anager presented Supplemental Agreement �l to the contract with tne Smith-
Sweger Construction Compar�y covering the relocation of a 20 inch water main on Gulf
to Bay Boulevard which would increase the contract by �3,255.2D. Commissioner
V7atkins moved Supplemental Agreement ��1 with Smith-Sweger Construction Company be
approved and the proper officials authorized to execute zt. Motion was seconded
by Commissioner i4eatherly and carried unanimously.

Bank, New Jersay, with the purchase Go be charged to the la.brary construction

library bookstacks and accessories be awarded to the Estey Corporation, Red Bank,

pass Ordinance 8$6 on its first reading. Motion was seconded by Gommissioner
T�'eatherly and carried un�nimously.
Com,missioner Insco moved to consider Orclinance $$6 on its second readin� by
title only with the unanimous consent of the C�mmission. Motion was second�d by
Commissioner Watkins and carried unanimously. The ordinance was read by title
only. Commissioner Insco moved Ordinance $$6 be passed on its second reading by
title only. Motion tivas seconded by Co�nisszoner Glatkins and carried unanimously.
Gommissioner Insco moved to consider Ordinance $$6 on its third and final
reading by unanimous consent of the Commission. I�Iotion was seconded by Commissioner

Weatherly moved Ordinance $$6 be passed on its third and iinal reading and adopted

Resolution 60-g2 was presented requirin� fifteen property owners to clean
their lots of weeds and undergrowth. Commissioner Insco moved ResoTu�ion 60,92
be adopted and the proper officials be authoxized to execute it. Motion was
seconded by Gor,�missioner Weatherly and carried unanimously.
Coramissioner Insco moved that this Commission adopt a policy and so instruct
the Manager thaL in the future all plaques carry the name of �he administration
when �he project was started and also the administration when the project is com-
pleted. NIotion was seconded by Commissianer GTatkins and carried unanimously..
Commissioner Smi'th requasted investigation by the City �ttorney and the City
I�Zanager as to what can be done about mowing the tiaeeds on improved property,
particularly in the Brookhill area..
In reply to a query from Commissioner 5mith about the proposed new drawbridge
for the east end of Metnorial Causewap, the �Ia.nager stated he was informed by a
State Road Board member that the project was bein� held up pending the investiga-
tion of Cone Brothers Construction Company, the low bidder, and when the investi-
gation was complete, eitrer Cone Brothers would start the project or it would be
awarded to the second low bidder.
Commissioner Insco left the meeting at 6:A0 P.I�4.
Regarding the validation of the revenue certificates provided for in Ordinance
$76, the City At�orney reporte�i the Court is going to require more specific
estimates by the City as to paving costs as well as right of way requirements for
the improvements to the Pinellas Qounty Court House access roads.
^lhe Commission now adjourned as the Cit� Commission and acting as Trustees of
t;he Fens�on Fund, heard a lettsr read from ths Advisory Committee recommending
that Donald V7. Weaver, Patrolman, Police Department; Howell A. Norman, Tradesworker,
Building i'faintenance Division; Rudolph G. Becker, 'Pradesworker,. Building Maintenance
Division; Paul H. Cochran, Communa.ty Center Supervisor, Recreation Department;
Stanley L„ MeGlaughlin, Driver, Refuse Divisian, be admitted to the Pension Flan.
Commissioner Watkins moved the employees named be admitted to the Pension P1an.
