The City Commission of the City of Clearwater met in special session at the City Hall, Monday, June 27, 1960, at 1:30 P.M. with the following members present: Alex D. Finch Cleveland Insco, Jr. James H. Watkins Amos G. Smith Mayor-Commissioner Conuni s si oner Commissioner Conuni s si oner Absent: Robert L. Weatherly Conuni ssioner Also present were: James R. Stewart H. H. Baskin, Jr. S. Lickton City Manager City Attorney City Engineer The Mayor called the meeting to order. The Manager recommended accepting the low bid of $26,791.57 from U. S. Pipe and Foundry Company, Birmingham, Alabama, for 14,600 lineal feet of six inch cast iron pipe and fittings for utilities Department, Water Division. Commissioner Watkins moved the contract for pipe and fittings be awarded to U. S. Pipe & Foundry Company for the sum of $26,791.57, which is the lowest and best responsible bid; and the appropriate officials of the City be authorized to execute said contract, which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Insco and carried unanimously. It was recollunended by the Manager that the 10\'1 bid of $2,082.00 from Oconee Clay Products be accepted for vitrified clay sewer pipe and fittings for the Public Works Depart- ment. Commissioner Watkins moved the contract for clay sewer pipe and fittings be awarded to the Oconee Clay Products, Milledgeville, Georgia, in the amount of $2,082.00, which is the lowest and best responsible bid, and the appropriate officials of the City be authorized to execute said contract, which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Smith and carried unanimously. The Manager recommended accepting the low bid of $4,862.34 from Morley Electric Supply Company, Clearwater, for Item A, three 167 KVA transrormers and Item B~ three 10 KVA trans- formers for Electrical Department. Commissioner Watkins moved the contract for electric transformers, Items A & B be awarded to Morley Electric Company in the amount of $4,862.34, which is the lowest and best responsible bid, and the appropriate orficials of the City be authorized to execute said contract, which shall be in accordance with the plans and speci- fications and bid. Motion was seconded by Commissioner Smith and carried unanimously. It was recommended by the Manager that the low bid of $6,251.50 from Oconee Clay Products Company, Milledgeville, Georgia, be accepted for vitriried clay sewer pipe and fittings ror the Public Works Department. COlnmissioner Watkins moved that the bid for clay sewer pipe and fittings be awarded to Oconee Clay Products Company in the amount of $6,251.50, which is the lowest and best responsible bid, and the appropriate orficials of the City be authorized to execute said contract, which shall be in accordance with the plans and specirications and bid. Motion was seconded by Commissioner Insco and carried unanimously. Regarding the bids for hydrants and valves for the utilities Department, Water Division, the Manager recommended accepting the low bid of $3,433.52 from Ben F. Crabbe, Inc., for various sized gate valves and hydrants but explained that the section of the bid covering 28 two inch gate valves should be omitted as an inventory check showed the City has sur- ficient two inch valves on hand. Commissioner Watkins moved that the contract for two 8~ gate valves, thirty 611 gate valves, four 4" gate valves and 13 hydrants be awarded to Ben F. Crabbe~ Inc., in the amount of $3,433.52, which is the lowest and best responsible bid, and the appropriate officials or the City be authorized to execute said bid in accordance with plans and specirications and bid. Motion was seconded by Commissioner Insco and carried unanimously. The Manager presented a letter from Mr. G. A. McMillan, Division Freight Agent, Sea- board Air Line Railroad Company, requesting permission to construct a spur track in the alley between Lot 6 and Lots 7,8 and 9, Block 16, Belleair Subdivision. He said the Engineer had reported there were no utilities in the alley and he had no objection provided that the City maintains ingress and egress to the property. Commissioner Insco moved that the re- quest to build a spur track by the Seaboard Air Line Railroad be granted, that the proper City ofricials be authorized to execute an easement and that the City retain for the public the title to the land and upon abandorunent by the railroad that it revert back to the public and public use. Motion was seconded by Commissioner Watkins and carried unanimously. The Engineer stated the water taru{ at Crest Lake needed painting and the screens on the tank are worn out. He requested per~tssion to have the work done by force account and stated he had a proposal from Mr. C. F. Ogles to do the work with the City furnishing the paint for a total amount of $3,500.00 including the paint cost. Having ascertained that it is an emergency that the City cover and replace all vents and screens at the water tank at Crest Lake and at the same time necessary that it be painted with the City rurnishing materials, Commissioner Watkins moved the City Manager be authorized to execute a contract for this job and it be let as soon as possible.
