CITY COMMISSION MEETING
April 18, 1960
The City Con~isoion of the City of Clearwater met in regular session at the City
Hall, Monday, April 18, 1960, at 1:30 P.M. with the rollowing members present:

The Mayor called the meeting to order. The invocation was given by the Reverend
Harry Russell of Belmont Park Methodist Church, Clearwater. Commissioner Watkins
moved the minutes of the regular meeting of April 4, 1960, be approved as recorded
and as submitted in written summation by the ClerJc to each Commissioner. Motion was
seconded by Commissioner Insco and carried unanimously.
The Manager recommended accepting the lovl bid or $4,284.00 from U. S. Pipe and
Foundry Company, Birmingham, Alabama, for 1,300 feet of eight inch cast iron pipe
for utilities Department. Commissioner Smith moved on the joint reconunendation of
the utilities Manager, Hater Superintendent, Finance Director and Assistant Purchasing
Agent, the City Manager concurring therein, that the contract for cast iron water pipe
for the Utilities Department, Water Division, be a'\'larded to U. S. Pipe Company in the
amount of $4,284.00, which is the lowest and best responsible bid, and the appropriate
officials of the City be authorized to execute said contract which shall be in
accordance with the plans and specifications and the bid. Motion was seconded by
Commissioner Weatherly and carried unanimously.
Regarding bids for 24 uniform white shirts and 330 uniform gray shirts for Fire
Department summer uniforms, the Manager reconunended accepting the low bid of $1,239.00
from f.lcCain I s Uniform. Commissioner vJeatherly moved the contract for the Fire
Department summer uniforms be awarded to McCain Uniform of Birmingham, Alabama, for
the Sunl of $1,239.00, vnlich is the lowest and the best responsible bid, and that the
appropriate officials of the City be authorized to execute said contract which shall
be in accordance \~ith the plans and specifications and bid. Motion was seconded by
Commissioner vlatl<:ins and carried unanimously.
Concerning bids for chain replacement, sewage treatment settling tanks, the
Manager recommended accepting the low bid of $2,446.00 from Cameron & Barkley Company,
Tampa. Commissioner vJatkins moved the contract for the chain replacement, se\'lage
treatment settling tanks, be awarded to the Cameron & Barkley Company in the amount
of $2,446.00, which is the lowest and best responsible bid, and the appropriate officials
be authorized to execute it in accordance with the plans and specifications and bid.
Motion was seconded by Conunissioner Smith and carried unanimously.
The Manager reported the Police Chief had recommended the acceptance of the
second lowest bid of $2,308.50 from Martin's Uniforms, Tampa, for Police Department
summer uniforms instead of the low bid of *1,919.45 rrom McCain Uniform, Birmingham,
as it would be possible to get a new policeman uniformed vdthin 24 to 48 hours in
Tampa instead of the thirty days required for delivery from the other firm.' Commissioner
Watkins moved the bid for Police Department Sunlller uniforms be awarded to the Martin'S
Uniform Company of Tampa in the amount of $2,308.50, which is the best responsible
bid and appropriate officials be authorized to execute it and the contract shall be in
accordance with plans and specifications. Motion was seconded by Commissioner Smith.
Upon the vote being taken, Commissioners Watlcins, Smith, and Finch voted 11 Aye" .
Conunissioners Weatherly and Insco voted "No". Motion carried.
Mr. O. C. Locl<:ett, Executive Director, read a letter from the Chamber of Commerce
explaining that in the process of making a study to set up a new year around attraction
for Clearwater the Committee had found there was also a need for additions to Clearwater's
present natural attractions and recreational facilities such as additional beachside
launching facilities, a public area for regattas, slci shows, etc., a giant glass-enclosed
heated swimming pool for year around use, additional boat dock and marina facilities.
The letter also suggested the addition of a tropical garden landscaping plan and
possibly a live sea aquarium and that such an area could be located in presently City-
o\qned shallow water areas just south of the Memorial Causeway or north or south of the
east end of the Memorial Causeway on the mainland. The letter suggested some of the
facilities could be builu by private interests and operated on a lease basis.
Conunissioner Insco moved the letter from the Chamber of Commerce be accepted for study
both by the City Commission and the Zoning and Planning Board at this time and that
the City Planner and Zoning and Planning Board be instructed to work with the Chamber
of Commerce Committee to the end that certain definite recommendations could be made
which the City Commission then can pass on. Motion was seconded by Commissioner
Weatherly and carried unanimously.

Regarding the bids ror construction o~ the natural gas transmission main in
Belcher Road to serve New Port Subdivi.sion, the Manager recommended accepting the low
bid of $33,605.50 from Smith-Sweger Construction Company, Inc., Clearwater. CommiBs~oner
Smith moved on the joint recommendation of the City Engineer, utilities Engineer,
Finance Director, Assistant Purchasing Agent, the City Manager concurring therein,
that the contract for the Belcher Road lateral and other work appurtenant thereto be
awarded to Smith-S'\I1eger Construction Company in the amount of $33,605.50, which is
the lowest and best responsible bid, and the appropriate ofricials of the City be
authorized to execute said contract which shall be in accordallce with the plans and
specifications and bid. Motion was seconded by Commissioner \1eatherly and carried
unanimously.
The request of ~w. Joe L. Green for the City to indicate approval of annehation
witll Business zoning for trailer pa~~ use o~ acreage in Section 17-29-16 considered
at the last meeting was discussed again. !ilr. Ben Krentzman, representing Mr. Green,
presented a sketch of the proposed trailer parle. !'vir. Herbert Brown, representing
Nrs. Myrtle Drew, 2930 Gulf to Bay Boulevard, objected. Miss Mary Drew stated according
to the proposed sketch the shuffleboa~d courts and lights would be located right next
to the bedroom windowo of their residence. ~~s. D. G. Penney, Mrs. W. L. Green~ Mrs.
R. R. Meador objected. The Clerk read a petition of objection signed by rorty-~ive
residents of the Bayview area presented at the last meeting, and a petition of
objection signed by representatives of property o~mers living in Del Oro Groves stating
it was relt additional trailer parks on Gulf to Bay would depreciate their property.
Commissioner \veatherly moved the request of .Nr. Joe L. Green as submitted by Mr.
Krentzman be denied. Motion was seconded by COlnmissioner Smith and carried unanimously.
Mr. Harold Briley, Consulting Engineer, recomncnded accepting the low bid of
$1.12,590.55 from D. \'J. Smith Pipeline Construction Company, Clearwater, for construction
o~ \lfater main in Hercules Avenue. Conunissioner ~{atkins moved the contract for Hercules
Avenue water main, Part I, be a\lfarded to D. W. Smith Pipeline Construction Company,
Clearwater, Florida, in the amount of $42,590.55, the lowest and best responsible bid,
and the appropriate officiuls of the City be authorized to execute said contract
which shall be in accordance with plans and specifications and bid. Motion was
seconded by Co~nissioner Smith and carried unanimously.
It \lfa s recommended by Hr. Harold Briley, Consulting Engineer, that the 101'1 bid of
$17,424.30 frOln D. \'1. Smith Pipeline Construction Company, Clearwater, for water main
in Highland Avenue be deferred for further consideration as tl1.ere \'laS not enough
money remaining in the 1956 revenue certificate issue fund to cover this project.
Commissioner Watkins moved the bid be deferred for further consideration. Motion was
seconded by Commissioner Smith and carried unanimously.
An application ~~as presented to transfer a permit to operate a taxicab from Fred
Scott to '\'lillie J. Norris, to operate under the name of Jac]c1 s Cab. The Manager
recommended the transfer be approved subject to final clearance from the Police Chief.
Conunissionel~ Smith moved the transfer be approved subject to final approval by th.e
Police Ch.ief and subject to the applicant continuing the same operational rates in
the transfer of the license. Motion was seconded by COlrunissioner Weatherly and
carried unanimousJ.y.
By consent, the f\lanager \>~as instructed to call a meeting of the taxicab owners in
the city to discuss whether they would rather have meters or strict zone rates that
would be enforced and report back to the COlluuission.
An application \'fas presented for a permit from the Internal Improvement Board for
the City to construct seven groins on Clearwater Beach from SOlnerset to Kendall.
CommiSSioner Insco moved to approve the permit application ror the seven groins and
that the City Engineer be instructed to bring the plans for the jetty and pier to the
next regular meeting. Motion ~las seconded by Conunissioner \1eatherly and carried
unanimously.
A letter was read from Mrs. Eugene Balmi, President, Clear\~ater League of Women
Voters, requesting the Mayor to appoint ubi-racial committee to aid in solving racial
problems as recoITmlended by President Eisenhower and Governor Collins. Commissioner
Watkins moved the letter be received and made a matter of record. Motion was seconded
by Conmdssioner Smith and carried unanimously.
A letter was read from the Reverend Charles Folsom-Jones enclosing a Resolution
enacted at a meeting of the Ep~scopal Clergy of the St. Petersburg Deanery, asking
that a bi-racial committee be appointed by the Mayor to confer on racial problems.
Commissioner \'latlcins moved the letter be received and made a matter of recol~d. l\1otion
was seconded by CommiSSioner Insco and carried unanimously,
The Manager read a letter from the Reverend Lloyd W. Mullis of Friendship Methodist
Church voicing appreciation for the privilege provided by the Clearwater Country Club
to use the gol~ course but recommended that land for another municipal golf course be
purchased so that men of moderate means would be able to play. Commissioner Insco
moved the letter be accepted ~or study. Motion was seconded by Conmdssioner Weatherly
and carried unanimously. Commissioner ~'1atlcins suggested a copy of the letter be sent
to the Clearwater Country Club and the Chamber of Commerce for consideration by the
committee on year around attractions.

A letter was presented from Mr. John Bonner as Chairman of a Chamber of Conunerce
Committee to secure additional postal facilities asl{lng the Commission to support
a Chamber of' Conunerce 1'"'eso1ution requesting the Post Office Department to plan for
a new postal f'aclli ty in the Ci ty. Conunissioner vlatlcins moved the resolution be
approved and the proper officials be authorized to execute it and that it be mailed
to the proper authorities. Motion was seconded by Commissioner Weatherly and carried
unanimously.
The Manager read an excerpt from the minutes of the ClearNater Chamber of
Commerce Board of Governors meeting on March ll~th, 1960, concerning the possibility of
the Clearwater Air park being used for a new junior high school and a junior college.
Commissioner Watlcins moved the excerpt be received and made a matter of record. Motion
was seconded by Comnussioner weatherly and carried unanimously.
The Manager presented a petition signed by t\'lenty-one property o\'mers on Broolcside
Drive complaining of the condition of the resurfacing recently completed on the street.
The Manager reported the worle on the street was done during cold weather and the
asphalt did not have the proper opportunity to cure and therefore has been bleeding
but the contractor planned to be there this afternoon putting fine rock on top of the
street and rolling it in to absorb the asphalt. Con~issioner Watkins moved the
petition be received and the City Manager be instructed to bring a report back to
the next meeting and a copy of his report be sent in care of the organization that sent
in the complaint. Motion was seconded by Conooissioner Weatherly and carried unanimously.
The Manager reported a letter from r1r. HO\1ard Rives concerning property owned
by his mother, Mrs. Betty R. Rogers, located south of proposed Drew Street extension
west of Osceola, asleinG if the Oi ty is interested in acquiring it. A similar letter
was presented from Judge Alfred Marshall regarding his property on the bayfront
(Lots A and B, Sunset Court Subdivision). By consent, the Engineer was requested to
prepare a map of all of these properties showing the location, dimensions, etc., for
the Co~nisslon to study.
A letter was read from the Historical Co~nittee recol~lending preservation of all
historical lan~narks, and particularly requesting that necessary steps be taken to
preserve the spring at the foot of Turner Street as it was feared that during the
excavation and sewer work being done on Turner Street that it might be destroyed.
Commissioner Watkins moved the City Engineer be instructed to see that it is preserved
as long as it is on City-o~1ed land. Motion was seconded by Conmdssioner Weatherly
and carried unanimously.
The Manager reported he had received three applications to conduct a water ski
school on the south side of the west end of Menlorial Causeway, the three applicants
being Don Wallace, Diclc Hartman, Jr. and VIm. J. Plunkett. The r-1anager did not think
there \'lould be enough space to operate three school s. Dick Hartman, Jr., said he
understood, Don Wallace was no longer interested, and he thought he and the other
applicant could get together and make one application. Commissioner Watkins moved
that the matter be referred back to the City Manager to see if they can work out one
school. Motion was seconded by Commissioner Weatherly and carried unanimously.
The Manager requested permission to be avmy from the office on April 28th and
29th as well as during the short course for city managers from April 25th through
April 27th. Commissioner Insco moved the City Manager's absence be approved. Motion
was seconded by Conunissioner Watkins and carried unanimously.
The Attorney presented a replat of Causeway Business District to be known as
Ron~on and BaSkin'S Corrected Map of Causeway Business District. He explained it was
planned that this replat \~ould replace the portions of six plats describing City-owned
land which the City was requesting the County to vacate and this plat would be filed
upon conclusion of the hearing before the County on the vacation of the six prior
plats. Cornmissioner Watl:ins moved that the replat be approved and a copy of it be
sent to the County Conwission for its approval, that the proper City officials be
authorized to execute it and also direct the Ctty Manager as Supervisor of Plats to
put his approval on it. Motion was seconded by Conunissioner Heatherly and carried
unanimously.
The Attorney presented two proposed leases, one with Bayside Hotel Company, Inc.,
and one with Suncoast Holding Company, o\'mers of' property in Bayside #5 and #6, which
would malce two locations available to the City for the period from June 25th to July
1st to use as launching sites for the Boat-a-Cade scheduled from Clearwater to Fort
Myers during that time. Commissioner Watkins moved both leases be approved and the
proper officials be authorized to execute them. Motion was seconded by Commissioner
Weatherly and carried unanimously.
Resolution 60-23 was presented requiring seven property owners to clean their lots
of \'leeds and underbrush. Conunissioner Vlatleins moved Resolution 60-23 be adopted and
the proper of'ficials be authorized to execute it. Motion was seconded by CommiSSioner
Insco and carried unanimously.
The Attorney reported Mills Pipeline, Inc., has asked the City to consent to an
assignment of' the contract for construction of the Clearwater East Sewer Plant to the
Union Tr.ust Company, St. Petersburg. Commissioner Smith moved to authorize the proper
City officials to execute the assignment in duplicate returning the original to the
bank. Motion was seconded by Commissioner Weatherly and carried unanimously.

major reasons why people vi:Jlt Clearwuter.

has voted unanimously tha t the i'ollowlnr; roocollunendations should be made to our" City
Coromi ssj.on for eonsidernli ion \'/i th the 1'urtlwr r'econunendation that they be referred
to the City Planninr; Conullisnion for tlleir utudy and further recorrunendations to the
City Commission.
Here are the findings nnd recommendations of the Clearwater Chamber of'
Commerce:
1. That there is an increasing need for additional public beachside
launching facilities to tal<:c care of and attract nn increasing nwnber of boat owners
to the Clearwater area; and
2. That there is need for a publlc area to be established where such
water sports and entcrtainnlcnt as regattas, sId shows, racing, and other water events
can be presented regularl~ to entertain vloitors and the pUblic in general - it being
the feeling of the Chamber that since Cloarwater is one of the prominent seaside
resort cities, visltors to this area not only need, but expect such entertainment to
be regularly presented, and such racilities to be available; and
3. That it wou~d nppear extrcme1y advantageous if Clearwater could also
have available a giant, g~ass-enclosed, air conditioned, heated swimming pool for
year round use of visitors. This would provide swinmdng for visitors during
inclement (windy, rainy or cold) weather, and could be so designed that the entire
glass top could be rolled back for use in normally good weather.
4. That there ~s already need for additional boat dock and marina
facilities; and with the deepening of Little Fazs, there will be further need; and
5. That these four needs (beachoidc boat launching facilities, water show
facilities, giant endlosed pool, boat docking and marina facilities) could conceivably
be combined into one general plan, or aren, and with the addition of a tropical
garden landscaping plan, possibly a "liv.e" cca aquarium, where admission might be
charged, and a parldng area for a large number of cars; and
6. That such an area could conceivably be planned and located in presently
city-o\fl1ed shallow water areas (1) just south or the Memorial Causeway, (2) north or
south of the east end or the Memoribl Causeway on the west shoreline of the city,
(3) or in such other area or areas that the City Corr~ission might select; and
7. That such attractions, if combined, might be named the Clearwater
Aquarena, and thereby be publicized as a recreation attraction.
8. That the suggested sea aquarium, bout marina, enclosed giant poo~, and
any other concession facilities, (such as restaurant, hobby shop, gift shbp, that might
be included in the area) could be built by private interests and operated on a lease
basis, so that a monetary return would be real:lzcd by the City; that such summer-
winter facilities \-TOuld go f'ar to underwri to our t ouri st business and overcome loss
sustained during an inclement period, especially with incluslon of suggested
weatherproof facilities; and
9. That there appears to be an increasing number of both summer and
winter visitors bringing children under 12 yeurs of age, und that some consideration
be given to setting up 1l10~e faciIi ties, even Dpecial fac111 tics, \lJhich would appeal
to children of that age and thereby encourage their parentG to come to Clearwater.
We wish to make ..it clear that v-Ie are not propos:tng that the City enter into
the building and operation of any of' these Duggested facilities. We believe the
City could conceivably wo~1c intne direction 0.1' providing pubIle areas where tl'lese
needed boat launching and water recreation facilities might be provided indiVidually
or ~fu a grouped area, and the concession projects built and operated by private
interests. If a grouped area is provided, we believe that there would be a wonderful
opportunity to capitalize on it by obtaining conoiderable uddltlonal publicity.
Our one purpose in making those oug~cst11)nS 10 to do evorything possible to
insure that we protect our present economy and promote its continued growth in the
future. With this in mind we hope that ~rou \'1ill study these recommendations from a
feasibility standpoint and give consideration to possible oiteo.
We will appreciate your consideration of this letter and ito reconunendations.

are in accord with the people of Bayview area in objecting to any more tr.ailer parIes
oast of U. S. 19 on Gulr-To-Bay Blvd.
Oulf-To-Bay Blvd., is an entrance to our property, and we feel that making Gul~-To-Bay
Blvd. J "Trailer Parle Lane 11 , as there are already seven trailer parIes east of U. S. 19,
would deprociate the value of all our property in this area; also the City would receive
more taxes 11' that land was put into subdivisions instead of trailer parks where the
land 10 atill in acreage.
We have confidence in you men as our City Fathers, and feel that you w~ll take into
oonsideration this petition before you make your decision.

The Honorable Mayor of the City of Clearwater, Florida:
We, the owners and residents of h6mes on Brookside Drive, voice our protest regarding
the most unsatisfactory re-surfacing job and paving ''lorle done to Brookside Drive.
We were assured, at the hearings on the drainage proposal, by your engineers, that we
would have a street to be proud of. It is to be regretted that we are not.

We the members of the Historical Committee of Clearwater, meeting on March 20, 1960,
strongly recommend and urge the City of Clearwater to take whatever steps that are
necessary to assure the preservation of all Historical Landmarks within the City.
Of prime and ilnmediate consideration-Is the Ancient Spring at the foot of Turner
Street, located about half-way down the enbarucment on the north side at the west end
of the street.
This Spring, was originally used by 8pongers, who put in to shore for its cool
refreshing waters. They would fill their tanles and use this \'later for weeks while
Sponging off the shores of Clearwater in the deep waters of the Gulf of Mexico. Next
when the first Post Office, the old Turner home, was built here almost on thj.s identical
spot, it was used for drinking water and other household uses by the few families that
lived in this area. Then when South Ward School was built it was the only source of
water for the entire school. The children hauling it in bucket-fulls from the Spring
to the Schoolhouse.
We could continue on but this should be sufficient to assure you of the great
need for preserving it.
We fear that in all the excavating that is being done on Turner Street, the workmen
not knowing its great value might completely destroy it. It has been protected by a
cement culvert. Tfiis could easily be broken or dug up by a bulldozer.
Will you please take measures to protect this Spring right away. If you need
someone to identify the spot the Historical Committee will be happy to provide someone
for this purpose in~ediately.
There are many other springs and landrnarks that should be marked before they are
completely lost to posterity. Some day there will be a great longing for knowledge
of these things and alas it will be too late. Your cooperation and consideration is
urgently sought.

Concerning bids ior chain replacement, sewage treatment settling tanks, the

The Manager reportecl the Police Chief had recommended the acceptance oz the
second lo�vest bid oi y�2,308.50 from IYiartin's Uniforms, Tampa, for Police Department
summer uniforms instead of the low bid of y�1,919.�+5 from NlcCain Uniform, Birmingham,
as it would be possible to get a new policeman uniformed within 24 to 48 hours in
Tampa instead oi the thirty days required fnr delivery from �he other firm. Conunissioner
Watkins moved the bid for Police Department summer uniforms be awarded to the Martin�s
Uniform Company of Tampa in the amoun� o£ y�2,308.50, tuhich is the best responsible
bid and appropriate officials be authorized to e�ecute it and the contract shail be in
acoordance with plans and specifications. Motion was seconded by Commissioner SmitY:.
Upon the vote being taken, Commi.ssioners 4Jatkins, Smith, and Finch voted "Aye",

Nir. 0. C. Lockett, Executive Director, read a letter from the Chamber oi Comrnerce
explaining that in tr�e,process oz making a study to set up a new year around aLtraction
for Clearwater the Committee had found there was also a need for additions to Clearwater's
present natural attractions and recreational facilities such as additional beachside
launching facilities, a public area for regattas, ski shows, etc., a giant glass-enclosed
h�ated swimming pool for year �round use, additional bcat dock and marina �acilities.
The letter also suggested the ad�ition of a tropical garden landscaping plan and
possibly a live sea aquarium and that such an area could be located in presentlf City-
owned shallow water areas just south of i,he Memorial Causeway or i�orth or south of the
east end of the Memorial Causeway on the mainland. The letter suggested some of the
facilities could be buil� by private 3nterests and operated on a lease basis.
Commissioner znsco moved the letter from the Chamber of Commerce be accepted for study
both by the City Commission and the Zaning and Planning Board at this time and that
the City Planner and Zoning and Planning Board be instructed to ��tork with the Chamber
of Commerce Committee to the end that certain definite recomm�ndations could be ma23e

was presented from Jud�e Alfred Marshall regarding his property on the bayfront

A letter was read from the Historical Commit�ee recommending preservation of al1

�reserve the spring at the foot of Turner Str�et as it was feared that during the
excavation and sewer taork being done on Turner Street that it might be destroyed.

Tha re-surfacing, ar� extremely poor, sloppy jol�, is being doctored up in attempts to
rectlfy the mess. Tar, heaLed by the sun, has covared our driVewa;yrs. Qur feet traclt
tar into our homes and on our rugs. Sand; which has been s�read qve� this L-ar, is
rapial.y tY�rown off, bloi+n� off and rained o�f. ,
The e�cuse given us is �hat the j:ob was doile at' tYse tivroiig time of the year. This is _
surely �zot our fault. :

strongly recommend and urge the City of Clearwater to take whatever steps that are
necessary to assure the pZeservation of al1 F�istorical Landmarks within the Qity.
Of prime and immediat� consideratian is th� Ancient Spring at the ioot ai Turner
atreet, located about ha?f-way doum �he enbankment on the north side at tkie west end
of the s'�reet . _
This Spring, was originally used by Sp�ngers, who put in to shore for its eool
refreshing waters, They t�rould fi11 their tanlzs and use this water for' weeks while
� S�onging ofi the shores of Clearwater 'zn the deep Waters af the Gulf af. Me:�ico. Nex� `
, *rrhen the f�irs� post Off'ice, the o1d Turner home, was built here almost on this i,dentical
spot, it was' used f'or drinking water and c?�her household uses by the few families that '
lived in tl�,is area. Then tivhen South Vlard School was built it ivas the only 5ource of '
T,vater i`or the entire school. The children hauling it in bLtcket-fulls �rom the Spring
_ to the Sehaolhouse,

need for preserving ;t„
We'fear that in al1 th� excavating that is being done on Turizer Street, the �rrorkmen
not knotving its gr.eat value mi�Yit completely deutroy it. It has been protected bST a ' '
cement culveri, This could easily be broken or dug up by a bul�dozer.
' Will you please take measures to protect this Spring right away. If you nEed

Th4re are many other spY�ings and landmarks that should be marke�? before they are
