The invocation was given by the Reverend Robert Coleman of First Christian Church, Clear\'later. The Mayor introduced Commdssioner-Elect Robert L. Weatherly who was in the audience. Commissioner Insco reported that he approved the minutes of November 16th and November 23rd and moved that the m~inutes of November 9th, November 30th and December 7th be approved as recorded and as submitted in written summation by the Clerk to each Commissioner. Motion was seconded by Commissioner Watkins and carried unanimously. Comnussioner Watkins as Civil Defense Director introduced Mrs. Virginia DeWees who has been acting as Civil Defense Coordinator for the school program for the City of Clearwater. The Mayor officially appointed Mrs. DeWees as Civil Defense Coordinator f'or the schools \1i thin the City limits of the City of Clearwater. Commissioner Smith moved that Commissioner Fields be excused from this meeting in- asmuch as he is visit~ng his children out of town for the Christmas holidays. Motion was seconded by Commdssioner Watkins and carried unanimously. The rllanager recommended accepting the low bid of $660.00 from Clear't'later Fire Equipment, C1ear~mter, f'or 30 black bunker coats for the Fire Department. Commissioner Smith moved on the jOlnt recomnlendation of the Fire Chief, the two Assistant Chiefs, Finance Director and the Assistant Purchasing Agent that the contract for bunker coats be awarded to Clearwater Fire Equipment Company in the aInount of $660.00 which is the lowest and best responsible bid, and the appropriate officials of the City be authorized to execute said contract which shall be in accordance \llith the plans and specifications and bid. Motion was seconded by Commissioner Watkins and carried unanimously. It was recoIrnnended by the Manager that the low bid of $1,470.00 from Burd1s Tractor & Mower Sales, Clearwater, be accepted for one 76 inch Toro Mower with electric starter for the ParIes and Recreation Department. Conunissioner Watkins moved that the contract ror the Toro Mower be awarded to the Burd's Tractor & MO\'ler Sales, Clearwater, F~orida, f'or the sum of $l,2.QO.OO, which is the lO\'lest and best responsible bid, and the appropriate officials of the City be authorized to execute said contract which shall b~. iJl accordance \'1ith plans and specifications and bid. Motion was seconded by Commissioner Insco and carried unanimously. Regarding the bids for 15,000 feet of #12-8 conductor cable and 1,000 feet of #12-4 conductor cable for fire alarm system for Fire Departlnent, the Manager recommended accepting the low bid of' $3,310.00 frOIn Florida Electric Company, St. Petersburg. Commissioner Watkins moved the contract for conductor cable be awarded to the Florida Electric Company of St. Petersburg for the sum of $3,310.00, which is the lowest and best responsible bid, and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Insco and carried unanimously. Concernins the bids for construction of curbs, drainage and resurfacing Venetian Point Drive, the Manager recommended accepting the low bid of $10,604.20 from Sam Davis Contracting Company, Inc., Dunedin. Comnissioner Watkins moved that the contract f'or the curbs, drainage and resurfacing, Venetian Point, Block A, be awarded to the Sam Davis Contracting Company, Dunedin, in the amount of $10;604.20 which is the lowest and best responsible bid, and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with plans and specif'ications, and that the City be assessed in the amount of $6,852.~.00 as per mdnutes of the Comrrdssion meeting of January 19, 1959. Motion was seconded by Commissioner Sluth and carried unanimously. The Engineer reported in compliance \'dth the Commission'S instructions on October 19th he had investigated a drainage situation in Oxford Drive from Magnolia to Druid Road land found that on the east side of the street the ground water lays on top of hardpan in the high spots and COInes down to the low spots and in order to correct this, he proposed to put in a six inch subsurface drain along the east curb in the parkway. He estimated the cost at $1,395.00 and stated if it was to be an assessment project, the cost to property owners on the east side df the street would be approxi- mately $2.32 per front assessable foot. Mr. T. H. Baru<s, Mrs. A. F. Wolski and Mr. WID. O'Malley representing Lt. Colonel Mary Cuppy stated that most of the trouble was arising in one spot. Commissioner Watkins moved Resolution 59-115 be approved and adopted and the proper officials be authorized to execute it. Motion was seconded by Conuniosioner Insco and carried unanimously. The Manager reported thc Service Exchange, Inc., a non-profit organization to help elderly citizens find cmployment, had requested Bome office space on City-owned property. He otated there wao u room available in the Library Annex which the City is not using at the prcsent time Llnd l'ccollunended the Service Exchange, Inc., be allowed to use thi s space. The City Attorney presented for its second reuding Ordinance 842 prohibiting the operation of rental boats, charter bouto and other types of marine vessels and equipment for fishing or excursions until after opecial permit has been obtained from the City Comndssion. Commissioner v~tkins moved Ordinance 842 be considered on its second readin~ by title only by unanimous consent of the Commission. Motion was seconded by Commissioner Insco and carried unanimously. The ordinance was read by title only. Commissioner Watkins moved Ordinance 842 be passed on its second reading by title only. Motion was seconded by Conunissioner Insco and carried unanimously. Commissioner Watkins moved Ordinance 842 be considered on its third and final reading at this meeting of the COlnmission with the unanimous consent of the Commission. Motion was seconded by Conunissioner Smith and carried unanimously. The ordinance was read in full. Conunissioner Insco moved Ordinance 8L~2 be passed on its third and final reading and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Watkins and carried unanimously. Resolution 59-116 was presented assessing the cost of construction of sanitary sewer in Devon Drive against the benefited properties (Lots 7-52, Bayside Replat). Commissioner Watkins moved Resolution 59-116 be passed and adopted and the proper officials be authorized to sign it. Motion was seconded by Commissioner Smith and carried unaninously. Resolution 59-117 was read authorizing the City Attorney to defend the suit of Herbert A. Brauer and Hedwig Joan Brauer vs. the City. Commissioner Smith moved Resolution 59-117 be passed and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Watkins and carried unanimously. Resolution 59-118 was read authorizing the payment of $20,,000.00 to Briley, Wild and Associates from the Construction Trust Fund ~or engineering services in connection with the plans for Clearwater East Sewerage Project. Commissioner Watkins moved ResolutLon 59-118 be passed and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Insco and carried unanimously. Resolution 59-119 was read authorizing the payment of' $14.05 from the Construction Trust Fund to the First National Bailie for compensation as Trustee of said fund. Commissioner Watleins moved Resolution 59-119 be approved and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Smith and carried unanimously. Resolution 59-120 was presented authorizing the acquiring and appropriating of' additional properties f'or Myrtle Avenue right of way as view parcels and corrections in descriptions l"equested by the State Road Department. The Attorney explained if some of these parcels cannot be obtained by agreement it will be necessary to institute condemnation proceedings. He stated a list of' the parcels was attached to the Resolution. Commissioner Insco moved Resolution 59-120 be passed and adopted and the proper of~icials be authorized to execute it. Motion was seconded by Commi ssioner v.Jatkins and carried unanimously. ~w. Leonard Merrell reported in the election on December 15th it appeared that a percentage of the voters were voting for just one candidate instead of for the two Commissioners I seats that were vacant. He asked that the charter be amended to prevent this in the next legislative session. Commissioner Insco suggested that consideration be given to changing the date of the municipal election from December to some other month as people are so busy with Christnms activities at that time. Commissioner Insco recommended that the motorcycle division in the Police Department be dressed in the proper attire to ride a motorcycle such as breeches and boots. By consent, the matter was referred to the City Manager f'or investigation. In reply to a question from Commissioner Smith about what action had been taken on the complaints about noise from the train whistles, the Manager stated the City Attorney had written to the Interstate Commerce Commission and the Attorney- General o~ the State of Florida on the matter. ' The Mayor suggested that the Engineer go over the plans for the drainage of Myrtle Avenue to see if the City needs to put in any supplementary drainage at this time in the area bounded by Jones Street" Greenwood Avenue, Turner Street and Clearwater Bay. Resolution 59-120 tvas presented authorizing the acquiring and appropriating of additional properties for Myrtle Avenue right of. way as vietia parcels and corrections in descriptions requested by the �tate Road Department. The Attorney explained if some o�' these parcels cannot be abtained by agreement it will be necessary to institute condemnati_on proreedings. He stated a list of �he parcels was attached to the Resolution. ComrrAissioner Insco moved Resolution 59-120 be passed and adopted and �he proper oificials be authoriz�d to execute it. Leonard Merrell reported in the election on Decembe� 15th it appeared that a percen'tage of the voters were voting for just one candidate instead of for. the tt�ro Commissinners� seats that were vacant. He asked that the charter be amended to prevent 1;his in the nex-F legislative session. Commissioner Insco su�gested t:�at c�nsideration be given to char�ing the da�e of the municipal election from December to some other month as people are so busy with Christmas acti,vities at that time. Commissa.oner Insco recomrnended that the motorcycle division in 1�he Police Department be dressed in the proper attire to ride a motorcycle such as breeches and boots. By consent, the matter was leferred to the City Manager for• investigation. In re�ly to a question from Commissioner Smi.th about what action had been +.;aken on the complaints abou� noise from the train whistles, the Man�,ger stated the C�_ty Attorney had written to the Interstate Cammerce Comn�.ission ancl the Attorney- General o�' the State of Floricla on the matter. The Mayor suggested that the Ehgineer go over vhe p.lans for the d�ainage of Myrtle Avenue to see if the Citjr needs to put in any suppl�mentary clrainage at this' time in the area bounded by Jo�e� Street, Gr�enwood Avenue, Turner Street and Clearwa�er Bay.
