Fi nch Cle~cland Insco, Jr. Jame s H. \1atlcins Herbert R. Fields Amos G. Smith Mayor-Commissioner Commissioner Comrni ssioner Corruni ssioner Commissioner Also present were: James R. Stewart H. H. Baskin, Jr. \'i. Maclcey City Manager City Attorney Asst. Police Chief The Mayor called the meeting to order. The Manager read a letter from Mr. .and Mrs. Herbert ~. Brauer applying for special permit under Ordinance 841 to allow the "Dix:ie Queen" to operate f'rorn its berth at 401 East Shore Drive pending a determinat~on of the val~dity of Ordinance 841 in Circuit Court. ~~. Ben Krentzman, attorney, appeared for the applicants. He stated his clients had received a letter from the City Manager enclosing certain proposed regulations ~mich would become a part of the temporary permdt if granted. The rules and regulations were discussed item by item with the Commission. After consultation, Mr. Krentzman stated his clients would accept the permit with the understanding that these regulations will be applied equally to other boats of similar type operating within the limits of the City of Clearwater. Commissioner Insco moved the permit be granted. Motion was seconded by Commissioner Fields and carried unanimously. Mayor Finch invited the Commission to attend the baseball game bet\'reen the Baltimore Orioles and Kansas City Athletics on Friday, December 4th, at 8:00 P.M., at Jaclc Russell Stadium to be hcld for the benefit of the Red Cross. The City Attorney presented Ordinance 842 and the Mayor suggested it be read on first reading only at this meeting. Commissioner Fields moved that Ordinance 842 be read on its first reading by the unanimous consent of the Commission. Motion was seconded by Commissioner \'/atlcins and carried unanimously. The Attorney read on its first reading Ordinance 8L~2 amending Ordinance 841, prohibiting the operation of U-Drive-It rental boats, charter boats and other types of marine vessels and equipment for fishing or excursions for which a fare is charged, o~er the waters of Clearwater Bay \~ithin the municipal limits until after special permit has been obtained f'rom the City Commission. Commissioner Watkins moved Ordinance 84-2 be passed on its first reading. f\1otion ~ras seconded by Commissioner Fields and carried unanimously. Commissioner Insco read a letter from Colonel Paul D. Troxler, Corps of Engineers, U.S. Army Engineer District, Jacksonville, expressing appreciation for the many courtesies extended to Mr. Brandon, his representative, at the recent annual meeting of the Florida Shore and Beach Preservation Association in Clearwater, and stated Mr. Brandon reported the meeting was interesting, beneficial and an unqualified success. The Manager reported the baffles to go in the groins at Clearwater Beach would be delivered on Tuesday, December 1st, and would be installed as soon as possible.
