A Public Hearing 'Was announced on construction of pavin~, curbs, storm and
sani tary sewers in GrA.nt Street from Gree nwood Avenue east.erly one block. The
Engineer reported i.jr. Floyd Christian, School Superintendent, had requested the paving.
An objection to the paving was read from ~~.James ~I. Jackson and ~~. C. E. Jackson, Jr.
'rhe Engineer estimated the sanitary sewer cost at ,~3. 40 per front assessable foot, the
paving and storm sewer a~ ~6.37 per front foot. He explained the high cost was due to
having to run the storru sewer through the school property past },Iarshall Street into a
storm sewer on Beckett Street. 'l'he tc.tal cost of the pavin)S was estimated at ~15,667~OO,
drainaee at ,iP2,555.00. f.lavinR; held this Public clearing, Commissioner Vlatkins moved
since no valid objec'tions hRve been filed, that the pavin'S and storm sewers and sani-
tary sewers in Grant S'treet from Greenwood ~venue e~st to its terminus be approved
and that the City pay ~,l, 000.00 of' the co st of the storm sewer and that th e rest of
the project be assessed against the property o\mers on a front foot basis, that this
be put to bid and the Engineer be directed to proceed with such i"~rovements. Motion
was seconded by Commissioner Fields and carried unanimously.
Regarding bids for jani torial service for one year at the En~ineering Department
and 1.iarina Bui Iding, the darldger recOlmuendinr; acceptinp; the lo'W bid of' ~l, 174. 50 f'or
the Engineering ar.d Building Inspection offices and the low bid of ~2,347.50 for the
Marina Building from hagen's Vdndow Service, Clearwater. Commissioner Viatkins moved
that 'the contract for the janitorial service of the En,~ine0ring Building in the amount
of ~1,l74.50 and the i.iarina Building at ,;(2,3h7.50 be awarded to Hagen's ':iindow Service
Company, which is the lowest and best responsi ble bid, and that 'the appropriatle of'fi-
cials of the City be authoriz~d to execute said contract. ~otion was seconded by
Commissioner Fields and carried unanimously.

seconded by Commissioner Field~. Upon'the vote being taken, Commissioners \','atkins,
Fields and 5mi th voted "Aye". ~'1ayor Finch vot,ed "No". i\1otion carri ed. The Mayor
explained he thou;ht City employees could handle the work.
The ~anagcr presented a tabulation of' the proposals received to operate a bait
and marine fuel concession for small boats at Seminole I~ier. Commissioner Watkins
moved that all of the bids be rejected and returned to the bidders as it was thought
more advantageous to hire tVJO p:::l'sons to operate the facility for the time being and
not include the bait stand at 'that location. I.lotion was seconded by Commissioner Fields
and carried unanimously.
Regarding bids f'or a neon gas .flaine sign adverti sing na\:,ural gas at the Utilities
office~' the i,lanager recoIIl1ilended accepting the 10vJ bid of ~715.00 from Doug Price Studio
of Signs, Clearwater. Corrunissioner Watkins moved that the con'Cract for neon'~as flame
sign be awarded to the Doug Price Studio of Signs for the swm of ~7l5.00, which is the
lowest and best responsible bid, and that the appropriate of~icials of the City be
authorized to execute said contract which will be in accordBnce with the plans and
specifications of the bid. ~otion was seconded by Commissioner Fields and carried
unanimously.

which shall be approved by the Cit.y Manager and the City Att.orney as to the contents,

The Mayor reco~aended that. October 4th through October 10th be designated as
"Fire Prevention 'fleek" for 1959, and also reported it had be~n suggested by the
l\at.ional Board of ,Fire Underwricers that tIle Corn;;dssion appoint a Fil~e Safety Com-

Regarding the auction license for Howard the ~rader at GulH to Bay Boulevard
and Duncan Avenue, t.he ~;janager raporced he had had a conference with li1r. G. \'I. Beneke,
appointee of the Federal Court as ~,~anag8r, and had agreed he can continue to haul waste
material in his own truck too the dUlllp as he is not cont.ractinr, wit.h anyone else to
haul it as was reported. Inasmuch ~s we ~Jve had this on the agenda two different times
and it has. been before 't.ile puulic and ~her'e being no objectors today, Commissioner Smith
moved after the proper requests have been received in writing that the license be

Resolution 59-91 was presented authorizing the vacation of a part of street right

Upon inquiries from Commissioner Smith, the City I-1anager reported that easements
for street lighting in the Ki~~s nighway area were difficult to obtain. the City
Nanager also sl,at:.ed he hoped to have the proposed pay adjustment plan on the agenda
for the first meeting in October. The City Engineer reported that a preliminary
hearing would be held shortly for sewer work in Kipling Plaza. He also sta~ed that
the sewer project was complete in Devon Drive and that the street will be repaired.
There being no furth~r business, the meeting was adjourned at 4:20 P.N.
