Mayor called the meeting to order. The invocation ViaS given by Dr. Don Cool{e
r.1cthodist Church, Clearwater. Conunissioner Insco moved the minutes of'
1959, be approved j,n accordance \'lith copJes submitted to each Corrunissioner in
Motion was seconded by Commissioner Fields and carried unanimously.
The Mayor announced a Public Hearing on the Glenwood Subdivision area. The
Engineer reported many con1plaints had been received about the drainage condition in
Glenwood ParI.;: area and that he had made several inspections. He said the area was
originally a muck pond and that soundings indicated as much as 1.1-0 feet of muck belovl
the street level. He explained one street is closed now and in order to make permanent
street repairs it i'1ould be necessary to dig out the muck and stabilize the soil. He
said it was impossible to hold the sanitary sewers in line, they have to be repaired
about once a month and that the storm sewers are in poor shape. He stated the State
Road Department realizing that the condition had been aggravated by bringing a storm
Sewer from Drew Street had prepared plans for a drainage project at approximately
$40,000.00 and had asked the City to participate in the cost. The Manager reported
receiving complaints about underbrush and ponds on private property that harbor rats"
snalces" alligators, etc. Mr. Avery Arent, Nr. Howard Rives and others complained of
unsanitary areas on private property near their homes. Mr. J. E. Puckett, owner' of
Lot 130" Glenwood, offered to cooperate with the City in cleaning up his lot.
Cormnissioner Insco moved that the City EnGineer be requested to present to the
Conmission at its next regular or special meeting the findings and estimates on
correcting the condition out there as it exists now. Motion i~as seconded by
Conunissioner Smith and carried unanimousl~T.
Conunissioner Insco moved that the City Manager be instructed to have the Fire
Chief go out to the Glenwood area and mal{e arrangements to burn the area where he finds
it f'easible to do so and carry personnel f'rofll the Public ~Iorl{s Department to clear the
area. Motion was seconded by Conmnssioner Smith and carried unanimously.
The Manager recormnended accepting the lo'll bid of $577.92 from the Carter-Moody
Agency, Inc.} Lake Hales" for three transformers for the Kings Highway lift station.
He explained cost would be covered by funds from the Construction Trust Fund.
Commissioner Fields moved on reconIDlendation of the Electrical Superintendent and the
Assistant Purchasing Agent that the bid of $577.92 by Carter-Moody Agency, Inc.,
Lake Wales, be accepted and the proper authorities be authorized to execute it.
Motion \'las seconded by Conuni ssioner \'Ia tkins and carri ed unanimously.
In regard to the bid of $1,779.00 for one base station radio and two
transmitter-receiver sets for the Fire Department and one mobile transmitter-
receiver for Police Department, the Manager recon~ended accepting the bid subrndtted
by General Electric Company, Tampa, at the last meeting. He reported no additional
personnel would be needed at this time. He explained half the cost would be repaid
by the Federal Government under Civil Defense matching funds. CommiSSioner Watkins
moved that the contract f'or radio equipment be av"arded to the General Electric
Conwany, Tampa" in the amount of $1,779.00 for Items 1, 2 and 3, which is the lowest
and best responsible bid, and that appropriate officials of the City be authorized to
execute said contract in accordance with plans and specifications of the bid.
Motion iI/aS seconded by CommiSSioner Fields and carried unanimously.
The fJIanager reconunended since no bids \'lere received for three motorcycle
transmitter-receiver sets for the Police Department that authority be granted to
purchase them by the 1I0pen market" method. Conunissioner Watkins moved that the City
Manager be authorized to purchase on the open marl{et the motorcycle radios necessary
for the new motorcycles ~Lich have already been purchased since no bids were received
from any company relative to that item. Motion was seconded by Commissioner Fields
and carried unanimously.
It was recommended by the Manager that the low bid of $1,132.25 from Columbia
Pipe Company, Columbia, South Carolina" be accepted for 2,,315 feet of clay sewer pipe
of various sizes. Commissioner Fields moved upon recommendation of the City Engineer"
Public Works Superintendent and Assistant Purchasing Agent that the lowest bid of
$1,132.25 rrom the Columbia Pipe Company be accepted" this being the lowest and most
responsible bid" and the proper authorities be authorized to execute it. Motion waS
seconded by COmrrUssioner Insco and carried unanimously,

A resolution was read from the Clearwater Fire Fighters Association signed by
Mr. E. z. Jacl<:son, President, requesting consideration of an ordinance to provide a
maximum number of 168 duty hours in any three calendar weel<:s for muni cipal firemen.
Assistant Chief Danny Becl{ speaking on behalf of the firemen pointed out that Tampa
and Sarasota are already operating on a 56 hour week and estimated cost at $44,000.00
per year. Conunissioner Insco moved that the resolution be accepted for consideration
and study. Motion vias seconded by Conunissioner Fields and carried unanimously.
The Manager read a resolution from the Clearw'ater Lodge No. 10, Fraternal Order
of Police, signed by Kenneth P. Williamson, President requesting that the Commission
in the new budget period consider (;ranting a five day ""ork weel{ to policemen.
Assistant Chief fJIackey estimated the cost at *~(O,OOO.OO per year. Commissioner Insco
moved that the resolution be accepted for study and that the City Manager be instructed
to tell us the approximate cost of maintaining a policeman during the year including
equipment and clothing. Motion was seconded by Commissioner Watkins and carried
unanimously.

Regarding rehabilitation of the City docl{ in front of the Municipal Auditorium,
the Engineer reported by salvaging some of the piling he could make a new repair
estimate of approximately $L~,022.00; however~ he suggested building a new dock on the
north side of Smith's Finger extending northerly 100 feet about 250 feet from the
shoreline at an estimated cost of $9,000.00. Conunissioner Hatldns moved the matter
be referred to budget sessions for study. Motion \'18.8 seconded by Commissioner Fields
and carried unanimously. The Engineer stated he would authorize some minor repairs
to the present dock in the meantime.
The Engineer stated he and [~. Eddie Moore, Recreation Director, after checking
various sites for the Model Aeroplane Club, would reco~nend the area at the inter-
section of Hercules and Palmetto street extended as a temporary site. Conunissioner
Smith moved according to the Engineer's recommendation that the area near Hercules
Avenue and Palmetto Street extended be used as a temporary area for the Model Aeroplane
Club until a further site can be secured. Motion was seconded by Commissioner Fields

The I'-1anager reported receipt of a request from General Ready-I'v1ix Concrete, Inc.,
for permission to put a trailer on its property at Lakeview Road and the A.C.L.
Railroad for a night 'ilatchman. f1r. El\'lood HOEjan, Jr., appeared on behalf o:f the
General Ready-Mix Company. By consent, it \'las agreed that the City Manager could
issue a temporary permit as an exception to the trailer ordinance if he Sa\'T fit.
Resolution 59-52 'Vlas presented which would require twenty-one property owners to
clean their lots of weeds and underbrush. Conullissioner Watkins moved Resolution
59-52 be passed and adopted and the proper officials be authorized to execute it.
Motion was seconded by Conunissioner Fields and carried unanimously.
The Attorney presented Resolution 59-53 which would authorize the payment of
$1,532.44 to Briley, Wild and Associates, Consulting Engineers, f'or engineering
services in connection \.11 th the f\1arshall Street Sewage Plant and the r-1arina Station
Sewage Plant. The Mayor suggested that ~~. Harold Briley be notified in writing that
the City no longer needs residential supervision on the Marina Station Sewer Plant.
CO~1rlssioner Watkins moved Resolution 59-53 for payment of Briley, Wild and Associates
in the amount of $1,532.414- be approved and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Fields. Upon the vote being taken,
Cornmissioners Watl{ins, Fields, Insco and Smith voted 11 Ayelt. Mayor Finch voted II No" .
Motion carried.
Conunissioner Insco moved that the City Attorney along '.'Ti th the City Engineer and
the City Manager appraise the Comnission of the status of the contract with Briley,
Wild so we are all up to date on this. Motion was seconded by Commissioner Watkins
and carried unanimously.
The City Attorney requested that Item 11, "Ordinance :/1819 - Intention to annex
Lot #1, Bl. 23, 4th Adm1. to Highland Pines Subd.; Lots 15 & 16, Bl. D, Pine Ridge
Subd.j and property in Sec. 1 & Sec. 2, T\~. 29S, Rge. 15E, Pinellas County, F10rida~
be deferred. By consent, the ConmUssion agreed to this.
The City Attorney reported he had conferred with Judge Alfred C. Marshall ~mo
represents Frank Tacl{ regarding Lots 9,10,11, Tack &: Warren Subdivision. He explained
that the City was interested in acquiring this property to trade it and other property
to Mr. Maurice Thayer for his property in Gould & E~ting 1st Addition, now in process
of conde~1ation. He presented an option for Lots 9,10,11, Tack & \varren Subdivision,
with a total price of $35,000.00, providing the City pay $2,000.00 dOitn, and an
additional $1,500.00 at the end of six months at which time a contract would be drawn.
COl1unissioner 1va tldns moved to authorize the City ['/lanager and other appropriate officials
to disburse $2,000.00 for an option on the above-named property payable to Alfred C.

It was reported by the Attorney that he had received the requested agreement from
Wilbur Sm1 th and Associates, Parking Consultants, under which they would \'lork setting
forth terms as required by the IVIunicipal Parldng Meter Bond Ordinance. Conunissioner
Watl<:ins moved to approve the contract bet'\'leen \'Jilbur Smith and Associates and the City
on a consulting fee basis required by the Municipal parking Meter Bond Ordinance, if
and when such bond ordinance is passed, and such contract be subject to approval of the
Mayor and City Manager. Motion was seconded by Conmfissioner Fields. Upon the vote
being taken, Commissioners vlatkins, Fields~ Insco and Smith voted" Aye'1. Mayor
Finch voted "No". Motion carried.

of Clearwater to perfornl services as covered by the statement therefor hereinafter
de scri bedj and,
HHEREAS, said services, as so descrlbed, have been performed and there is due and
payable said Engineers f'rom the City of C1CUrl'later the sum of' $1,532.44, according to
the statement of said Engineers dated May L~, 1959, a copy of \'lhich is hereto attached
and by reference made a part hereof;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~U1ISSION OF THE CITY OF CLEARWATER,
FLORIDA, in session duly and regularly assembled, as follows:
1. That the sunl of $1,532.44 be paid f'ronl the Construction Trust Fund by the
First National Bank of' Clearwater, Florida, Trustee thereof of Construction Trust Fund
Agreement dated June lO, 1957, which Construction Trust Fund is derived f'rom proceeds
or the sale of utility Revenue Certificates Series of 1956.
2. That a certified copy of this Resolution be delivered forthwith to said
Trustee, which said certified copy shall constitute the direction of' the City of
Clearwater to said Trustee to pay the foregoing sum directly to the said Engineers
forthwith in compliance with Section 3 (b) and other provisions of' said Construction
Trust Fund Agreement.

BE IT ENACTED BY THE CITY COr~SSION OF THE CITY OF CLEARWATER, FLORIDA;
Section 1. Municipal firemen of the city of Clear\1ater, Florida shall not be required
to remain on duty for more than one hundred and sixty eight (168) hours in any three
calendar weel{s, The hours during which each shift is to be on duty shall be so divided,
by the shifts alternating, that no shift shall be discrimated ae;ainst in the number of
hours during which the members thereof' arc required to be on duty; provided, however,
that firemen shall be required to remain on duty twenty four hours per day, but only
on alternate days, except \'Then a f'ire emergency exists.
Section 2. Nothing in this act shall be construed as repealing any of the provisions
of laws or ordinances of the city of Clear~nter, Florida, allowing vacations for
firemen.

We the undersigned, citizens of Clearwater, respectf'ully request the ~ollowing civic
improvements be made by the City of Clearwater:
1 - That Shore Avenue", 11h1ch extends from Lakeview Road south to Lake Belleview, be
opened to the lake, so that the public may have full benefit of the use of' this
city street,
2.- That a public dock be constructed on the lake shore at the terminal of Shore
Avenue,
At this time no nubIic dock serves this lalce. Furthermore, it is unsafe ~or persons
to stand near the edge of this lake at the street terminal Nhile fishing,
These improvements would be greatly appreciated by the public of' this community in
general, and by the senior citizens on particular for the use of such a dock facility,

The Mayor announced a Public Hearing on the Glenwood Subdivision area. The
Engineer re�orted many complaints had been �eceived about the dra3n�ge condition in
Glenwood Park area and that he had made several inspec�ior_s, He said the area was
oxiginally a muck pond and that soundings incl3cated as much as 40 �eet of muck be'!ow
, the street level. FTe e.xplained one street is closed naw and iri arder to make pe�manent
stre�t repairs it would be necessary '�o dig out 1>�e muclz and stabilize the soil, ue
said it was 3mpassible to hold the sanitary sewers in I.ine, they have to be repaired
about once a mon,th and that the storm sewers are in poor sh2pe. He stated the S�atie
Roa:d Departme�t sealizing that the condition had been aggravated by bringing a storm
sewer from Drew Street had prepared plans ior a drainage project a� approximately
�$0,000,00 and had asked the City to participate in the cost. The Manager reported
recei�ring complaints about underbrush and ponds on �rivate property that harbor r^ats,
s snakes, alligators, etc. Mr, Avery Arent, NLr. Howard Rives and othe-rs complained of
unsanitary areas on private proper�y near their homes, Mr, J. E. Puekett, owner of
Lot 130, Glenwood, ofi ered to cooperate VTi.th the Ci �y in clearing up his lot . .
Commissiorzer Insco moved that the City Engineer be requested to present to the
Co�rmission at its next regular or special meeting the fir_dings and estim�.tes on
correct�ng �he condition aut there as it exi'sts now. N�otion tivas secon�ied by
Comm�.ssioner Smith ancl carried unanimously.

' Chief go out to the Glenwood area and make arrangements to burn the area where he iznds

The Manager recaxnm�nded since no bids tiyere received for three motorefcle
transmltter-receiv'er sets for the Police Department �hat authority be g,:anted to
purchaae them by the "apen market" method. Commissioner k'atkins moved that the City
Mana�er be authorized to purchase on the open mar�cet the ntotoreycle radios neces:sary
f'or the n�w motorcycles �ahich have already been purchased sir_ce no bids were rece�.ved
from any compan� relai;ive to that iter?m, Motion was seconded by Commissioner Fields

It Was recommended by the Manager that the low bid of �I,132.25 froni Golumbia
P3pe Company, Columbia, South Carolina, be accepted for 2,315 feet of clay sewer pipe
of' various sizes. Commissioner Fields moved ttpon recommendation of the City Engin�er,
Fublic Woxks Superinteizdent and Assistant Purchasing Agent that the lowest bici oi
