The Mayor commented on some of the commitments o~ the City which the new
Comndssion would have to find means of financing:
1. Houston Texas Gas & Oil Corporation contract for natural
gas, minimum to convert from present system
Contract for space for off street parking lot
Commitment to erect a civic center on the beach
Funds for right of way on Myrtle Avenue and other
streets ~or which the State has let contracts 200,000
Comndssioner Insco stated he thought some method of financing could be developed
which would not necessitate raising the tax rate.

January 5, 1959
The City Commission or the City of Clearwater met in regular session at the City
Hall, Monday, January 5, 1959, at 1:30 P.M. with the following members present:

The Mayor called the meeting to order. The invocation was given by the Reverend
Carl Houston of Slcycrest Baptist Church, Clearwater. The Mayor presented a citation
to Mr. Ben Krentzman recognizing his public service to the City during the time he
served as City Attorney. Commissioner \~tkins presented several citations to members
of the Ground Observer Corps in recognition of their work.
Commissioner Insco moved that the minutes o~ the regular meeting of December 22nd
be approved in accordance with copies submitted to each Commissioner in writing.
Motion \'las seconded by Conunissioner Watldns and carried unanimously.
The Clerk administered the oath of o~fice as Commissioner to James H. Watkins and
Amos G. Smith. Commissioner Watkins pledged to the people to continue to the best of
his ability to represent them in all things that come be1'ore the City Commission.
Commissioner Smith stated he would worle diligently for the people and with the other
members of the Commission. Retiring Comndssioner Strang said it had been a pleasure
to have served the City for the last six years and thanked the City employees and
ofricials for their cooperation during that time.
The Clerk administered the oath of orfice as Mayor-Comnissioner to Alex D. Finch.
Retiring Mayor Homer expressed gratitude to the Commissioners, City orficials,
employees and the people of the City for their cooperation while he was in o~fice.
Mayor Finch presented Retiring Mayor Homer with the gavel he had used while in office.
He presented citations from the City to Retiring Mayor Homer and Retiring Commissioner
Strang recognizing their public service.
Mayor Finch assumed the Chair and expressed appreciation for the large group of
people present. He suggested that the Commission deviate from the agenda to consider
the appointment of a nel.'l City Attorney. Conunissioner Fields moved to deviate from
the agenda ror this purpose. M.)tion was seconded by Commissioner Insco and carried
unanimously.
The Mayor recommended the appointment of ~w. H. H. Baskin, Jr., as City Attorney.
Commissioner Insco moved to appoint H. H. BiJskin, Jr., to the position or City
Attorney under the conditions outlined in the discussions with him on the responsibil-
ity of the job that he is to talce over at a salary of $12,000.00 per year. Motion
was seconded by Commissioner Fields and carried unanimously. The Clerk administered
the oath of orfice as City Attorney to Mr. H. H. Baskin, Jr.
The Mayor recommended the reappointment of City Manager James R. Stewart and
Assistant City Attorney Owen S. Allbritton, III. Commissioner Insco moved to
reappoint the present City Manager, James Stewart, at his present salary. Motion was
seconded by Commissioner Fields and carried unanimously.
Commissioner Watkins moved that the present Assistant City Attorney Owen
Allbritton, III, be reappointed to serve at the same salary. Motion was seconded by
Commissioner Rmith and carried unanimously,
Mr. Harold Briley, Consulting Engineer, presented plans and specifications
for the Myrtle Avenue water main from Druid Road to Lakeview at an estimated cost
of less than $20,000.00. By consent, the plans were approved.

The Manager recommended the acceptance o~ the low bid of $650.00 from MartinIs
Unifo~ms, Tampa, for 65 leather belts and holsters for the Police Department.
Commissioner Fields moved upon the ~ecommendation of the Police Chief, Finance
Director and the Assistant Purchasing ~gent that the lowest bid or $650.00 submitted
by Ma~tinls Uniforms, Tampa, be accepted and the proper authorities be authorized to
execute the contract. Motion was seconded by Commissioner Watkins and carried
unanimously.
It was reported by tne Manager that only one bid had been ~eceived to repair the
drawb~idge on Memorial Ca~Beway, that one being from C. F. Ogles, Dunedin, for $4,200.00.
He recommended acce~tance of the bid, and explained that a proposal for painting had
been included in the amount of $2,400.00. Commissioner Watkins moved upon recommenda-
tion of the City Engineer that an emergency so far as to the repairs to the drawbridge
are concerned be declared and that the bid of C. F. Ogles, being the lowest and best
bid, in the amount of $~,200.00 be accepted, that the funds be appropriated from
unapP~opI'iated surplus, and the proper authorities be authorized to execute it.
Motion was seconded by COlnmissioner Fields and carried unanimously.
The r1a:yor announced Item 4, "Bids, Paving Beach Parking Lot,ll (City Park Rubdivi-
sion, Lot 1). Commissioner Fields moved that the item be deferred to the next meeting
until the Mayor and Cornmdssioner Smith have an opportunity to study this and rev~ew
the plans. Motion was seconded by Commissioner Watk~ns and car~ied unanimously.
The Manager reported that Clearwater Transit, Inc., had asked permission to
increase its fares ~rom fifteen to twenty cents and discussion of the request had been
de~er~ed f~om the last meeting to see if there was any objection rrom the public. He
said no objections were received in his office. Mr. W. A. Boyd, Manager of Clearwater
Transit, Inc., stated that new buses were due soon and that it was planned to give a
long delayed wage increase to their employees. The Mayor suggested that the Commission
meet with the bus company o~ficials to discuss the service, equipment, etc.
Commissioner Fields moved to delay the decision to January 12th and that the Commission
meet with the officials 01 Clearwater Transit, Inc., in the meantime. Motion was
seconded by Commissioner Insco and carried unanimously.
The Engineer reported that the bridge on South Druid Road was in such bad con-
dition that he had closed it to traffic. He estimated repairs using prestressed
concrete would cost $2,500.00 and stated there was some money available for bridge
repai~ in the budget. Commissioner Watkins moved that the City Engineer be authorized
to expend up to $2,500.00 for prestressed concrete, work to be done by City crews;
that ne be authorized to do so irnmediatelY3 it being considered an emergency, and
any additional money needed be authorized from unappropriated surplus. Motion was
seconded by Commissioner Fields and carried unanimously.
Resolution 59-1 was presented which would require eight property owners to clean
their lots o~ weeds and undergrowth. Commissioner Watkins moved Resolution 59-1 be
passed and adopted and the proper orficials be authorized to execute it. Motion was
seconded by Commissioner Insco and carried unanimously.
A letter was read from Mr. Harry vi. Shepard resigning from the Board of Adjustment
and Appeals on 7.onlng. Commissioner Watkins moved that the resignation be accepted
and that he be reappointed ~or the ensuing year. Motion was seconded by Commissioner
Insco and carried unanimo~sly.
The Mayor requested that other appointments be deferred to the next meeting.
Commissioner Fields moved that such appointments be postponed to the next meeting.
Motion was seconded by Commiss~oner Insco and carried unanimously.
The Manager reported in regard to a proposed traffic light at Missouri Avenue
and Belleair Boulevard it was suggested that the County should pay 3/4 of the estimated
cost of $1,287.05, that the City pay 1/4 of the cost, provide the necessary labor to
make the installation and assume maintenance. He explained that division was made
since only one corner of the intersection was inside the City limits. He said there
is an item in the budget lor traffic lights. Commissioner Watkins moved that the
City enter into a contract with the County of Pinellas to install this light as
recommended on the basi& of 3/4 of the cost being pa~d for by Pinellas County and
1/4 being paid for by the City and that we assume possession of the light and the
maintenance thereof after the installation. Motion was seconded by Commissioner
Fields and carried unanimously.
A letter was read from the Clearwater Federation of Civic Clubs extending its
full cooperation ~n any capacity possible. Commissioner Insco moved the letter be
received as read and that the Manager be asked to acknowledge it. Motion was seconded
by Commissioner Watkins and carried unanimously.
The Attorney read on its first reading Ordinance 808 which would annex acreage
known as Oak Acres Unit 8. Commissioner Insco moved Ordtnance 808 be passed on ~ts
rirst reading. Motion was seconded by Commissioner Fields and carried unanimously.
Commissioner Insco moved Ordinance 808 be conSidered on its second reading by
title only w~th the unanimous consent of the Commdss~on. Motion was seconded by
Commissioner Fields and carried unanimously. The Attorney read the ordinance by
title only. Commissioner Watk~ns moved Ordinance 808 be passed on ~ts second reading
by title only. Motion was seconded by Commissioner Fields and carried unanimously.

Commissioner Watkins moved Ordinance 808 be considered on its third and ~1nal
reading by unanimous consent of the Commission. Mot~on was seconded by Commdsaloner
Insco and carried unanimously. The Attorney read the ordinance. Commissioner Fields
moved Ordinance 808 be passed on its th~rd and final reading and adopted and the proper
officials be authorized to execute it. Motion was seconded by Commissioner Watkins
and carried unanimously.
The Manager read a wire from Mr. Arthur Kruse" Zoning and Planning Board
Chairman" expressing his appreciation for flowers sent on the death of his wi~e and
expressing best wishes for a successful administration. Commissioner Watkins moved it
be received and made a matter of record. Motion was seconded by Commissioner Fields
and carried unanimously.
The Mayor recommended passing over Item 10" "Resolution Confirming Authority of
Assistant City Attorney to Defend Suit of Fields & Finch vs. Homer" et al."
Commissioner Watkins moved by unanimous consent to skip over Item 10 on the agenda.
Motion was seconded by Commissioner Smith and carried unanimously.
Resolution 59-2 was read which would dedicate as a public park the acreage in
Section 22-29-15 being purchased from Mr. Walter Freeze and deSignating the name of
the park as "Ross B. Norton Park". CommiSSioner Insco moved to pass Resolution 59-2
and that the proper officials be authorized to execute it. Motion was seconded by
Commissioner Fields and carried unanimously.
Mr. Garrett McKernan" Mr. Samuel Roberts and Mr. Leonard Merrell registered
complaints about the terms of the agreement the Commission entered into on December 22nd
with Hickey & Endwright concerning the rental of beach equipment on the south end of
Clearwater Beach. Commissioner Watkins moved the matter be re~erred to the C~ty
Attorney for a report on January 12, 1959. Motion was seconded by Commissioner
Fields and carried unanimously.
Mr. Joseph Schultz asked if it would be necessary to secure new petitions asking
for removal of parking meters on Clearwater Beach. Commissioner Smith stated that
he was in favor of parking meters in general but believed the majority of people on
Clearwater Beach would like to have something done about the meters. CommissLoner
Watkins said he would go along with a change only after a study was made by the Police
Department and recommendations made to the Con~ission. Commissioner Fields moved
to remove all parking meters from Clearwater Beach, that certain limitation sLgns as
recommended by the Chief of Police be put in place where needed and that a survey be
made to see whether meters should be placed in the bus~ness area. Motion was seconded
by Commissioner Insco. Upon the vote being taken" Comrrdssioners Fields, Insco, Smith
and Finch voted "Aye". Commissioner Watkins voted "Noll. Motion carried.
In regard to the present one way street system, Commissioner Watkins stated it
has been proven that traffic is not being moved on North Fort Harrison since Lt was
changed back to two way traffic between Drew Street and Myrtle Avenue and he would
like to consider a return to one way southbound traf~ic. Commissioner Watkins moved
one way streets be put back into e~fect as originally recommended by the Police
Department of the City of Clearwater. The motion died for lack of a second. The
Police Chief reported a traffic check on the original system showed that Fort Harrison
southbound and Garden northbound were handling more traffic together than the two
streets had been handling under the two way system. He said changing Fort Harrison
north of Drew Street and leaving Garden northbound only has created three lanes of
northbound traffic leaving only one lane for the southbound traffic on Fort Harrison
which is making a traffic pile up there.

RESOLUTION
No. 59-2
WHEREAS, the City of Clearwater has made arrangements to acquire for the use of
its citizens as a public park, certain property as hereinafter d~scribed; and,
WHEREAS, the late Ross B. Norton was for many years an outstanding civic leader
and resident of the City of Clearwater, whose services to the City include~, among
many other things, a long-time effort to secure a public park for the City in the
general area in which said property is located; and,
WHEREAS, it is desired to dedicate said area as a public park and to honor the
memory of Ross B. Norton by naming the same for him;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS:
1. That the following described property is hereby dedicated as a public park
~or the use and benefit of the citizens of the City of Clearwater:
The North 1/2 of Northwest 1/4 of Southwest 1/4 of Section 22,
Township 29S, Range 15E.
2. That said park is hereby designated and named the "ROSS B. NORTON PARKI1,
and shall henceforth be known and referred to by that name.

59-1
WHEREAS, it has been determined by the qity Commission of the City of Clearwater,
Florida, that the property described below should be cleaned of weeds, grass and/or
underbrush, and that after ten (10) days notice and failure of the owner thereof
to do so~ the City should clean such property and charge the costs thereof against
the respective property.
NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Clearwater,
Florida, that the following described property, situate in said City, shall be
cleaned of weeds, grass and/or underbrush within ten (10) days after notice in writing
to the owners thereof to do so and that upon failure to comply with said notice, the
City shall perform such cleaning and charge the costs thereof against the respective
properties in accordance with Section 128 of the Charter of the City of Clearwater,
as amended.

The Mayor called the mE.eting �o �rder. The invocation was given by the Reverend
Carl Houston of Skycrest Baptist Churah, �learwater, The Mayor presented a citation
to Mr. �en Krentzman reco�nizing his public serviee to the City during the time he
served as City Attorney, Cor.nmissioner ti�datkins presented several citations io membert�
of the Ground Observer Corps in reco�nition of their work.
Corrunj.ssioner Insco moved that the minutes of the regular meeting of Deceruber 22nd
be a�proved in accordance j,ii�h copies submitted to each Commissioner in vmiting,
Motion was seconded by Commi�sioner UJatkins and carried unanimously.
The Glerk administered the oath of office as Commi.ssioner to Jamss H. Watkins and
Amos G. Smith. Commissioner Watkins pl,edged to the �ec,ple to continue to the best of
his ability to represent them in all things tY!at come before the City Comm3ssion.
Commissior_er Smith stated he would work diligently fc�r the people and with the other
members of the Commission. Retiring Commiasioner Str.ang said it had been a plsasure
to tiave served the C�ty for the last s3x years and thanked the City employees and
officials for their cooperation during that �ime.
ThP C1er.k administered the oath of ofiicP. as Mayor-Commissioner to Alex D, F�nch.
Betiring Mayor Homer expressed gra:titude �o the Commissioners, City officials, '
employees and the people of the City for� their cooperation while he was ir� office.
Mayor F:Lnch pressnted Retiring Mayor Homer `�rith the gavel he had used while in affice.
He presented citations from the City to Retiring Mayor Homer and Retiring Commassioner
Strang reco�nizing their public service.
Mayor Finch assumzd the Chair and expressed appreciat�on for the large group of
people present. He suggested that tize Commission deviate from the agenda to consider
�he appointment af a new City Attorney. Corn�-nissioner Fields moved to deviate from
the agenda fur this pu.rpose. Mation was seconded by Cominissi�ner Insco and carried
unanimou,sly,
The Mayor recommended the appointmenL af N1r, H. H. I3askin, Jr,, as City Attorney,
Commissioner Insco moved to appoint H. H, B�skizz, Jr., to the position of City
A�torney under the conditions outlined in the diseussions with him on the responsibil-
ity of the job that ne is to take over at a salary og $12,OOC.00 per year. Mot�.on
was seconded by Commiss3oner Fields an� carried unanimously. 'Phe Clerk adminis�ered
the oatlz of office as City Attorney to NLr, H. H. Baskin, Jr.
The Mayor recommended the reappointment _:f City Manager James R. Stiewart and
Assistant City l�ttorney Owen S. Allbritton, SII. Commissioner Insco moved to
�eappoint the present Cit�r Manager, James Stewart, at his present salary. NTotion was
seconded by Commissioner Fields and carried unanimously.
Commissioner G7atkin,s moved that the preseni Assistant City Attorney Owen
Allbrit'ton, III, be reappointed to serve at the same salary. Motion was seconded by
Conunissioner Smith and carried unanimously,
The Mayor cemmented on some of the commitments of the City which the new
Com�r�is��nn would have to t'ind means of financing:
l, Houston Texas Gas & Oil Corpo�ation co_ztract for natural
gas, min3mum to convert from present system �800 000
2. Contract for space for off' street parking 1ot 550,000
3. Commitmeilt to erect a civic center on the beach 125,000
4. Funda f'or ri�ht of way on N�yrtle Avenue and other
sti�eets for which the State Y�as let contraets 200,000
Corrunissioner Insco stated he th4ug12t some method of financing could be developed
which �vould not necessitate raisin� the tax rate,
Mr. Harold Briley, Consulting Engineer, presented plans and specifications
for the M�rtle Avenue water main from Druid Road to Lakeview at an estimated cost
of less than y�20,000.00, By consent, tlze plans were approved,

The Manager recommended the acceptance o�' the low bid of �650.0o from Mar�in's
Uniforms, Tampa, i'or 65 leather belta and hols�ers for the �olice Department.
Comniissioner Fields moved upon the recommen.dation of the Police Ch3ef, F3nance
Director and the Assistant Purch�sing Agent that the lowest bid of $650.00 submitted
'by Martin�s Uniforms, Tampa, be ��ccepted and the proper authorities be authorized to
execute the contra�st, Motion was seconded by Commissioner Watkina and carried
unanimously.
Tt ivas reported by the Manager that only one bid had been received to repair the
drawbridge on Memorial Causeway, that one bea.ng from C. F. Ogles, Dunedin, for �4,200.00.
He recommended acceptance of �he bid, and explained that a proposal for painting had
been included in t12e amount of �2,�F00.00. Commissioner Watkins moved upon recommenda-
tion of the City Engineer that an emergency so far as to the repairs to the drawbridge
are concerned be declared and that the bid of C. F. Ogles, beii�g the lowest and best
bid, zn the amount of �4,200.00 Ue accepted, that the funds be appropriated from
unappropriated surplus, and the proper authorities be authorizad to execute it.
Motion was seconded by Commissioner Fields and carried unanimously.
The Mayor announced Item 4, "Bids, Paving f3each Parking Lot," (City park Subdivi-
sior., T�ot 1). Commissioner Fields moved that the item be deferred to the �ext meeting
until the Mayor and Conunissioner Smith have an opporLunity to study this and review
the plans: NIo�ion was seconded by Commissioner watkins and carried unanimously.
The Manager reported that Clsarwater Transit, Inc „ had asked permission to
incr�ase its fares from fifteen to twenty cents and discussion of the request had been
deferred srom the last meEting to see if there was any obj�ction from the public. He
said no objeetions were received in his office. Mr. W. �1. Boyd, Manager of Clearwater
Transit, Inc „ stated that new. buses were due soon and that it was planned to give a
long delayed wage increase to their employees. The Mayor suggested �hat the Commission
meet with the bus conipany offic;ials to dlscuss the service, ec�uipment, etc.
Commissioner Fields m�ved to delay the clecision to January l2th and that the Commission
meet with the o�ficials of Clearwater Transi�, Inc., in the meantime. Motion was
seconded by Commissioner Insco and carri�d unanimously.
The Engineer reported that the bridge on South Druid Road �Tas in such bad con-
dition that he had closed it to traffic. He estimated repairs using prestressed
concrete �,rould cost �2,500.00 and stated there was some money available for bridge
repair in the budget. Cosrunissioner watkins moved that the City Fngineer be authorized
to expend up to �2,500.00 for prestressed concrete, work to be done by City crews;
that he be authorized to do so immediately, it being considered an emer�ency, and
ai-�y ad�3it�i onal money needed �e authorized fi om unappropria�ted surplus. l�;otion was
secondeC4 by Commissioner Fields and carried unanimously.
Re�;olution 59-1 was presented which would require eight property owners to clean
their lo��s of weeds and undergrowth, Commissioner Watkins moved Resolutian 59-1 be
passed and adopted and the proper officials be authorized to execute it. Motion was
seconded by Commissioner Inseo and carried unanimously.
A letter waS read from Mr. Harry W. Shepard resigning from the Board of Adjustment
and Appeals an 7oning. Commissioner Watkins mov�d that the resi�nation be accepted
and that he be reappo?nted .for the ensuing year. Motion was seconded by Commissioner
Insco and carried unanimously.
The Mayor requested that other appointments be deferred to the next meeting,
Commissioner Fi�lds moved that such appointments be postponed to the next meeting.
Motion was seconded by Gommissioner Insco and carri2d unanimously.
� The Manager reported in regard to a proposed traffic light at Missouri Auenue
and Belleair Boulevard it was suggested that the County should pay 3/4 of the estimated
cost of �1,287.05, that the City pay 1/4 of the cost, provide the necessary labor to
make the installation and assume maintenance, He zxplained that division was made
since only one corner of the intersection was insi�e �h,a City limits, He said there
is an itepi in the budget for traific ligh�s. Commission�r �iJatkins moved that the
City enter into a conbract with the County ox Pinellas tn install this light as
recomr��ended on the basis of 3��F of the cost being paid for by Pinellas County and
1/4 being paid for by i;he City and that we assume possession of the light and the
maintenance thereof af�er the installation. Motion was seconded by Commissioner
Fields and carried unanimously.
A letter was read from the Clearwater Federation of Civic Clubs extending its
full cooperation in any capacity possible, Commissioner Insco moved the letter be
received as read and that the Manager be asked to acknorn;ledge it. Motion was seconded
by Commissi.oner 4;atkins and carried unanimously,
The Attorney read on its first reading �rdinance 808 which would annex acreage
known as Oak Acres Unit 8. Commissioner Insco moved Ordi nance 808 be passed on its
first reading. Motion was seconded by Commissioner F3.elds and caY�ried unanimously.

Resolutlon 59-2 was read which would dedicate as a pubilc park the acreage in
Section 22-29-15 being purehased from Mr. Walter Freeze and designating the n�me of
bhe park as Ross B. Norton Park". Ccmmissi�n�r Insco moved to pasa Resolution 59-2
and that the proper ofiicials be authorized to execute it. Motion was seconded by
Commissioner Fields and c�.rr�?�d unanimously,
Mr. GarreLt MeKernan, NLr, Samuel Roberts and Mr. Leona�d Merrell registered
complaints about the terrns of the agreement the Commission entered int� on December 22nd
with Hickey & Endwright concerning the rental of beach equipment on the south end of
Clearwa�er Beach. Commissioner Watkins moved the matter be referred to the City
Attorney for a report on January 1?_, 1959. Motion was seconded by Commissioner
Fields and carried unanimously,
Mr. Joseph Schultz asked if 3t would be necessary to secure new pPtitiens askino
fbr removal of parking me�ters on Clearwater Beach, Commissioner Smi�h stated that
he was in favor of parking meters in general but believed the majority of people on
Clearwater B2ach would like to have something done about the meters. Commisaioner
Watkins said he would go aleng with a char_ge only af�er a study was made by the Folice
Department and recommendations made to �he Commission. Commissioner Fields moved
to remove all parking meters from Clearwater Beach, th:at cer�ain limitation signs as
recommended by the Ch3.ef of Police be pu� in place where needed and that a survey be
made to see whether meters should be placed in zhe busine�s area. Mo;Fion was seconded
by Commissioner Insco. Upon the vote bein$ �Eaken, Commissioners �'ields, Insco, Snith
and Fineh vo�ced "Aye". Commi,ssioner Watkins voted "No". Motion carried,
In regard t� the present one way street system, Commissioner Watkins stated it
has been proven that �raf.fic is nnt being moved on North Fort Harrison since it �vas
changed back to two way traffic between Drew Street and Myrtle Avenue and he would
like to consider a return to one way southbounc� traffic. Commissioner Watkzns moved
one way streets be put back into effect as originally recommended by the Police
Department of •che Oity of Clearwater, The motion died for lack of a second. The
Police Chief reported a traffic check on the original system showed that �ort Harrison
south'aound and Garden northbound were handling more traffic together than the two
streets had been handling under the two way system, He said changing Fort Harrison
north of Drew Street and leaving Garden northbound only has created three lanes of
northbound traffic leaving only one lane for �he southbcund traffic on Fort Harrison
vrhich is making a traffic pile up there.
There being no further business, the meeting was adjourned at 4:15 P.M.
