However, since sufficient appropriated funds are not available to purchase, he recommended that the equipment be rented for $300.00 per month for a three month period and then applied to the purchase price of $2,953.08. Cornmdssioner Fields moved on the recommendation of the Parks Superintendent, Recreation Director, Finance Director and Assistant purchasing Agent that the bid or International (Orange State Motor Company) in the amount of $2,785.93 be accepted for the purchase or a tractor-mower and that the money be appropriated from unappropriated surplus. Motion was seconded by Commissioner Strang and carried unanimously. Mr. Arthur Kruse, Chairman or the 7.o~ng and Planning Board, presented a Resolution from the Board asking that the Commission return one-way traffic to Fort Harrison Avenue between the Sunburst Apartnents and Drew Street to expedite the flow of traffic to and through the central business district. Birchall stating that they did problems in the City. with the Resolution. unanimously. The Acting Manager reported he had been informed that Mr. I. E. JOhnson, present holder of the City'S lot mowing contract, had sold his business and equipment to Mr. M. E. Johnson and had requested that the low mowing contract be assigned to the new owner. The Acting Manager recommended that the assignment be approved to Mr. M. E. Johnson under the same terms and conditions o~ the present contract. Commissioner Fields moved approval of the assignment of the contract to Mr. M. E. Johnson. The Attorney presented a plat or Gulf to Bay Gardens for approval and stated the developer, Mr. David Brown, had signed the contract in accordance with Ordinances 632 and 750 and had submitted performance bonds for $12,000.00 on the sewage plant and $9.600.00 to cover other improvements. Corrmdssioner Strang moved that the plat of Gulf to Bay Gardens Subdivision be accepted and the proper officials be authorized to execute the same, and that the contract under the provisions of Ordinances 632 and 750 be accepted and approved subject to the Clerk's checking for delinquent taxes. Motion was seconded by Commissioner Watkins and carried unanimously. It was mentioned that a trade had been considered for the City to transfer property on the northeast corner or RusselL and Harbor Drive for property on the northwest corner of Marshall and Harbor DrLve. Commissioner Watkins moved that the details of the trade be placed on the agenda for the next meeting. Motion was seconded by Commissioner strang and carried unanimously. The Acting City Manager asked approva~ for $675.47 in bills ror expenses o~ the Florida League of Municipalities convention in Clearwater. COmnUssioner Insco moved that the amount be approved and appropriated from unappropr~ated surplus. Motion was seconded by Commissioner Fields and carried unanimously. The Acting City Manager reported receipt of a letter from the Florida Shores and Beach Preservation Association outlining a program on November 14th and l5th at Fort Lauderdale on beach erosion. He recommended that the City Engineer be authorized to attend that meeting. Commissioner Strang moved that the City Engineer be authorized to attend. Motion was seconded by Commissioner Fields and carried unanimously. The City Attorney presented for its second reading Ordinance 786 which would establish a roofing code. Commissioner Fields moved that Ordinance 786 be considered on its second reading by title only with the unanimous consent of the Commission. Motion was seconded by Commissioner Insco and carried unanimously. The Attorney read the ordinance by title only. Commissioner Strang moved that Ordinance 786 be passed on its second reading as amended by title only. Motion was seconded by Commissioner Watkins and carried unanimously. Con~issioner Watkins reported that as Civil Def'ense Director he had attended a Southern Industrial Survival Conference in Atlanta on October 27th and 28th and it was suggested that a definite plan of succession of City officials and departlnent heads. By consent, it was recommended that the City Manager and the City Attorney study that and give the Conunission the reconuuendations as to the line of succession of the elected City of'ficials together with the department heads.
