Watkins Herbert R. Fields Mayor-Commissioner Corrunissioner Conunissioner Absent: W. E. Strang, Jr. Cleveland Insco, Jr. Corrunissioner Corruni ssioner Also present were: Gerald Heimer Ben Krentzman S. Liclcton Capt. C. Lawson Acting City Manager City Attorney City Engineer Representing Police Chief The Mayor called the meeting to order. Tlle invocation was given by Dr. D. P. McGeachy of Peace Memorial Presbyterian Church, Clearwater. The Mayor appointed Commissioner Fields as general chairman of the clean up and beautification program from October lOth to October 31st. Commissioner Fields announced to the representa- tives from the civic and service clubs present that the first meeting would be called on Thursday, October 9th, at 7:30 P.M. at City Hall. The Actin8 City Nanager read an outline of suggestion~; for the clean up campaign and announced that during this period the ref'use cre\'lS would pick up junk as well as refuse. A di scussion of various aspects of the program was held. By consent, approval of the minutes of the special meeting of September 29th was postponed to the next meeting. The Mayor announced there was a delegation present that wished to speak to the Comrrdssion on the one way street program. Commissioner Watkins moved to deviate from the agenda to hear the delegation. f10tion was seconded by Commissioner Fields and carrled unanimously. Mr. ~lm. Birchall presented a resolution from the Clear\'rater Business and Taxpayer's Association requesting the Commission to abolish the existing one way street system and to restore two way streets as the businessmen have sustained losses and it has created hazardous traffic conditions. The Mayor suggested since two Con~issioners were out of town it would be well to postpone the matter to the next meeting. Commissioner Watkins moved to accept the resolution for further study and that a copy be sent to each Commissioner and that the Zoning and Planning Board and the Traff'ic Division be authorized to continue the study of the problem and that the matter be put on the agenda to be heard at the next Commission meeting on October 20th. Motion was seconded by Commissioner Fields and carried unanimously. The Mayor stated that both Commissioner Strang and Co~nissioner Insco were out of town and unavoidably absent. Conunissioner Hatl{ins moved they be excused. Motion was seconded by Commissioner Fields and carried unanimously. The Acting City Manager recommended the bid of $7,378.95 from Florida-Georgia Tractor Company, Tampa, for one front end loader for the Public Works Department and stated because of maneuverability and ease of handling this machine ~las better sui ted to perform the required '.'Jerk. Commissioner via tkins moved upon the joint recommendation of' the Public Works Superintendent, the Finance Director and the Assistant Purchasing Agent that the bid of $7,378.95 submitted by the Florida-Georgia Tractor Company for a front end loader be accepted and the proper off'icials be authorized to execute the contract. Motion i'TaS seconded by Commissioner Fields and carried unanimously. It was recommended by the Acting Manager that the low bid of $762.35 with 2% discount from Pinellas Welders, Clearwater, be accepted for one portable electric welder-power plant for the City Garage. Comrrdssioner Fields moved upon the joint recommendation of the City Engineer, Garage Superintendent and Finance Director that the bid of Pinellas Welders for $711.32 be accepted and the proper authorities be authorized to execute it. Motion was seconded by Commissioner Watkins and carried unanimously. The Acting City Manager recommended the acceptance of the bid of' $879.25 from Martin's Uniforms for 42 police uniform trousers and 53 caps. Commissioner Fields moved upon the recommendation of the Police Chief, Finance Director and the Assistant Purchasing Agent that the lo\~ bid of Martin's Uniform Company, Tampa, of' $879.25 be accepted and the proper authorities be authorized to execute it. Hotion was seconded py Commissioner Watkins and carried unanimously. The Acting City Manager submitted the City Engineer's estimate of cost for moving the two story building located on the Library Annex property to a new location near the colored swimming pool to be used for a colored library. The estimate of $7,700.00 included the moving o~ the building, foundation, painting, wiring and remodeling. The ~ayor suggested that a special appropriation should be allocated for this reloca- tion of the building but suggested that it should be delayed until after December 1st to see how the tax money was coming in. Commissioner Watkins moved that the recom- mendation be accepted and we continue to study this problem on the basis of the City employees doing as much of the work as possible. Commissioner ~""'atkins moved the report be accepted. Motion was seconded by Commissioner Fields and carried unanimously. The Mayor stated it vIas the intention of the Commission to publish an annual report of activities of the City during the previous year, that it would be approxi- mately twelve pages to be inserted as a tabloid supplement into the edition of' the Clearwater Sun printed on November 16, 1958, and there would also be extra copies for the public at the City Hall. He reconunended taking action to authorize this project in the amount of $1 ,LWO. 00. Commissioner vlatkins moved to publish a twelve page general annual report as outlined und that it be published as a Sunday supple- ment on I~ovember 16th in the Clearwater Sun and that the amount of $l~400.00 be authorized from the previously budgeted ~und. Motion was seconded by Commissioner Fields and carried unanimously. Resolution 58-81 \'las presented \'111ioh would require fourteen property o\mers to have their lots cleaned of weeds and undererO\'lth. Conuni ssioner \'/a tkins moved that Resolution 58-81 be passed and adopted and the proper officials be authorized to execute it. r10tion \'/aS seconded by Comm:t.ssioner Fields and carried unanimously. A letter was read from Mr. E. B. Lokey, Safety Chairman of' Belleair School P.T.A. , requesting the installation of a traffic signal at the intersection of' Missouri and LakevieVI Avenues. Resolution 58-82 was presented which would authorize the payment of $3,276.40 to Briley, Wild and Associates for services in connection with the Marshall Street Sewage Treatment Plant, Marina Station P~unt and the 1958 Water Improvement Project. COlrumissioner Watkins moved that Resolution 58-82 for payment to Briley, Wild and Associates in the amount of $3,276.ltO be passed and adopted and the proper officials be authorized to execute it. f\10tion was seconded by Commissioner Fields and carried unanimOUSly. The Attorney reported receipt of a ~orm resolution from the State Road Department requesting the City officials to convey the right of way for ~~rtle Avenue to Cedar Street and authorizing execution of cont~act for conveyance of such right of way. Commissioner Watkins moved that Resolution 58-83 regarding obtaining the right of way for North ~~rtle Avenue be passed and adopted and the proper of~icials be authorized to execute it. Motion was se~onded by Commissioner Fields and carried unanimously. Commissioner vatkins moved the authorization of the proper officials to execute the right of way contract between the State Road Department and the City of Clearwater for that portion of Myrtle Avenue in the form submitted by the State Road Department. Motion was seconded by Conmissioner Fields and carried unanimously. Mr. Henry Blanton, st. Petersburg r€altor, offered the City as a site for a new City Hall a twelve acre tract located on Clearwater Bay between Turner Street and an extension of Chestnut Street. He stated the City could buy the twelve acres for $440,000.00 or four acres for $150,000.OG with two buildings on it. In answer to a question from the Commission~ Mr. Blanton stated 55% of the land was uplands and 45% was submerged land. The M�.yor appo3.nted Commissioner Fields as �enera:i chairman of the clean up and beautification program from October 10�h to October 31st. Commissioner Fields announced to the representa- tives from the civic and service clubs presen� that the first meeting �iould be calle� on Thursday, Uctober gth, at 7;30 P.M. ai City Hall. The Acting City i�lanager read ar_ outline of suggest3.ors for the clean up campaign and announced tha� during this period the re:fuse c�Fnvs would pick up jvrvk as well as refuse. A discussion of various asperts of the program was held. I3y consent, approval of the minutes af the special meeting o� September 29th tNas poatpon�d to the next meeting. The Mayor announced there was a delegatian present that wished to speak to the Commission on the one way street program. Commissioner Watkins moJed to deviate �rom the agenda to hear �he delegation. Motion was seaonded Uy Commissioner Fields aizd carried unanimously. Nir, Wm. Birchall presented a resolution from �he Clearwa-ter Businass and Taxpayer�s Association requesti.ng the Commission to aY�olish the existin� one way street system and bo restore two way streets as the businessmen have susta�ned losses and it has created hazardous traffic conditions. The Mayor suggested since �wo Commissioners were out of town it would be well to postpone the m�,tter to the naxt meeting,. Commissioner i�datkins moved to accept the resalution for further stuc.�y and that a copy be sent to each Com.•nissioner and that the Zoning and Planning Board �.nd the Traffic Division be authorized to continue the study of the problem and that the matter be put on th� agenda to be heard at the next Commission meeting on October 20th. 1'vIotion was seconded by Commissioner Fields and carried unanimausly. The Mayor stated that both Commissioner Strano ar.d Commissioner Insco vrere out of tovm and unavoidably absent, Commissi�ner 1�7atkins moved they be excused. The Acting City NTanager recommended �he bid of �7,378.q5 from Florida-Georgia Tractor Company, Tampa, for one front end loader for the Public Works Department and s�ated because of maneuverability and ease of handling this machine trtas bet�er suited to perform the required work. Commi.ssiorer YJatkins moved upon the joint recommendation of the Public llorlcs Superini,endent, the Finance birector and the �ssistant Purchasing Agent that the bid of $7,37�•95 submitted by the Florida-Georgia Tractcr Company for a front end loader be ac.repted and tYie proper officials be author3zed to execute the contract. Motion was seconded by Comm�ssioner �`ields and carried unanimously, It was recommended by the Acting Manager that tize low bi�l of �762.35 with 2� discount from Pinellas t9elders, Clearwater, be accepted for one portable electric T�elder-poWer plant �or the City Garage; Commissioner Fields moved upon the joint reeornmendation of the City Engineer, Garage Superintendent ancl Finance Director that the b3d of Pinellas Walders for $711,32 be aecepted and the �r�per authori�ies l�e 2uthorized to execute it. The Ac'cing City T+Ianager recommended the acceptance oi tize bid of $$79,25 from M�rtin�s Uniforms for 42 poliee unlform trousers and 53 caps. Commissioner Fields moved upon �the recoirmenddtion of the Police Ghief, Finance Director and the Assistant purchasing A�ent that the low bid of Martin's Uniform C�mpany, Tampa, of $879.25 be accepted and the proper authorities be authorized to execute i�. The Actin� C:;.ty Managex submitted the City Engineer's estimate of cost for moving the two stor� build�ng located on the Library Annex property to a new location near the colored swimming pool to be used for a colored librar;�.
