The C1 ty Conunission of the Ci ty of Clearvmter met in specif~l session at the City
Hall, Monday, September 29, 1958, at 1:30 P.N. with the followin~ members present:

The Mayor called the meeting to order. The Acting Manager recommended that the
minutes of' September 15th in Parac;raph 5, Page 1, be changed to read "By consent3 the
matter VTas referred to the Attorney, Finance Director and the Acting City Manager f'or
further study as to the proper method of finance. II Commissioner i.</atkins moved that
the minutes of the l"egular meeting of September 15th be approved as amended in
accol"'dance \'vi th copie s submitted to each Conmli ssioner in \1riting. Motion \'las seconded
by Commissioner Fields and carried unanimously.
The ~1ayor presented an a\'lard from the International Association of Chiefs of'
Police to Chief Willis Booth for traffic supervision and congratulated him and the
department for receiving this citation. Safety Officer Randy Robinson of' the Florida
Highway Patrol presented a National Safety Council award on traffic safety to John C.
Marcero113 Safety Council Chairman, and Traffic Sergeant Ken l'lilliamson. A special
National Safety Council award for school traffic safety vlas given by Officer Robinson
to f<1r. Roy Kinnick3 Assistant County School Superintendent in charge of instruction.
The Mayor announced a Public Heari11~ on construction of an ei8ht inch sanitary
sewer in the easement betvTeen Jasmine and Magnolia to serve Block D3 McVeigh Subdivision.
The Engineer stated this hearing had been advertised on the request of one of the
property owners and, if approved, would be done in conjunction vTith the sewer worle
in Blocles A, Band C. The Engineer estimated the cost at $2.83 per assessable lineal
foot. A petition \'las read from five property (H-mers objectine to locating the sewer
in the easement. Mr. Fred Gilleland objected as he thought the sewer should be in
the street instead of the easement. Having held this Public Hearing and having heard
no valid objections, Commissioner i'/atkins moved that construction of' an eight inch
sanitary sewer to serve Lots 1-6 and north half of Lot 7, Bloclc D, McVeigh Subdivision,
be approved and the properties be assessed. Motion was seconded by Commissioner
Fields and carried unanimously.
In reply to editorial COLUnent in the Clearl'rater Sun on Sunday, September 28th3
regarding removing the Australian pines along the beach on Lot 13 City Park Subdivision,
the Mayor stated the Commission intends to use the area to create an attractive,
landscaped and lighted parking area which will eliminate problems the Police Department
has in this area at night.
The Acting Manager presented a plat of flighland Estates Subdivision for approval
and stated the contract in accordance with Ordinances 632 and 750 had been signed by
the developers, Wm. Dean and inn. T. Smith3 and bond for improvements had been posted.
The Zoning and Planning Board recommended approval of the plat. Comnissioner Strang
moved that the plat of' }lighland Estates Subdivision be approved and the proper
officials be authorized to execute the necessary contracts that go with it. Motion
"las seconded by Conunissioner \^latkins and carried unanimously.
The Acting Manager recommended accepting the low bid of $982.50 "lith 2% discount
for one Scotchlite applicating machine f'or the Police Department from Peter J. Curley,
Orlando, Florida. Commissioner Watkins moved that the bid of Peter J. Curley~ Orlando,
Florida, for Scotchlite applicating machine in the amount of $982.50 be approved and
the proper officials be authorized to execute it. Motion \'las seconded by Conun1.ssioner
Fields and carried unanimously.
It was recommended by the Acting .Nanager that the low bid of $1,051.20 be accepted
f'rom l\1artin' s Uniforms, Tampa, fer ho 't'lhite uniform shirts and 179 blue uniform shirts
for the Police Department. Commissioner Strang moved upon the recommencation of the
proper officials that Martin's Uniforms, Tampa 3 be awarded the bid for police
uniform shirts in the amount of :'>1,051.203 this being the 10\'Test and best bid3 and
the proper officials be autllorized to execute the contract. Motion was seconded by
Commissioner Insco and carried unanimously.
The Acting Mana8er recommended acceptinc the lo~~ bid of $7,469.00 from Holcomb
Pipelines, Clearwater~ for construction of sanitary se''ler in McVeigh Subdivision.
The Engineer stated the contract price did not include Bloclc D, .NcVeigh Subdivision.
Conmdssioner Strang moved upon the recommendation of the proper officials that the
contract for the sanitary sewers for McVeigh Subdivision be awarded to Holconill
Pipelines Company in the amount of $7,469.00, and that proper officials be authorized
to execute the contract3 this contract to be extended to include the add~tional part
of the subdivision (Block D) that was approved in the public hearing today on the
unit price estimates. Motion was seconded by Commissioner Insco and carried
unanimously.

It was recommended by the Acting Manager that the low bid of *2,l~47.70 from
Ray Birlcbecl{, Dunedin, be accepted to construct sanitary sewers in Pierce Street from
Prospect to 150 feet west of' Greenwood. Conunissioner Strang moved upon the recommen-
dation of the pro~er officials that the contl'act be al,'/arded to Ray Birlcbecl{, Duned1.n,
in the amount of :p2" 447.70, this being the lowest and best bid for sanitary ae''/ers in
Pierce street, and the proper off'iclals be authorized to execute the contract.
Motion '1as seconded by Commissioner Fields and carried unanimously.
The Acting Manager reported that only one bid had been received ~or providing
services f'or small boats at the Seminole street launching dock, and that bid from
Gulf IN Bay Marine, Inc., did not meet City specifications. Commissioner Watkins
moved that all bids be rejected and that the Harbormaster be authorized to make a
study as to whether or not it is feasible for the City to provide its own facilities.
Motion was seconded by Conmrlssionr Strang and carried unanimously.
In regard to improvements to Room #9, Marina Bul1d~ng, the Acting ~nager reported
that Mr. M:. A. Gregor~r had asked permission to make the follo1tling improvements:
1. Remove and replace plaster below plate glass vTindo,'[s
2. Install two or more pernmnent electric floor plugs
3. Install good quality of co~nercial vinyl tile on floor.
rrhe Acting ~1anager recommended approval. Commissioner Strang moved that the Managerl s
reconunendation about i.mprovements to Room 9, f-'larina Building, be approved. Motion
\'Tas seconded by Comm:i..ssloner Insco and carried unanimously.
A request from Pinellas Lumber Company to install a 12,000 gallon L.P. gas
storage tanl{ on its property at 602 East Jeffords Street was considered. The Engineer
and the Fire Chief' reconunended that the request be denied. Commissioner Insco moved
that the request from the Pinellas Lumber Company be deferreel until ''Ie have a further
report from the Fire Department and the City Engineer. Ii1otlon \'Tas seconded by
COllunissioner Strang and carried unanimously.
The Acting Manaeer presented a report suggesting four possible sites f'or location
of' the district office for the State Department of Public Helfare. After discussion,
the Commissioners favored the proposed site on the northeast corner of Seminole and
Nissouri. Commissioner Strang moved that the Acttng Manager be authorized to discuss
the matter of this location at Seminole and I'-1:l.ssouri \'1ith the State vlelfare Board
people and report bacl{ on the conference. Motion was seconded by Commissioner Watkins
and carried unanimously.
The Acting Manager presented an estimated cost of $6,900.00 for renting three
boats on a part tilne basis for the Police Department to use as a Harbor Patrol ~or
the remainder of the year. The rvlayor commented that there would not be much \'l'ater
skiing during the 't'linter months and that since the outboard users have been more
cooperative since the last hearing, he \.Ilould susgest that the matter be taken up in
the spring after the Commission knows how much '.'lill be left in unappropriated surplus
and that the Harborn~ster charter a boat on an hourly basis if there is a need.
Commissioner Insco moved that the report be received f'or study to be considered some
time in the future. !\'Iotion vIaS seconded by Commi ssioner Stl.'ang and carried unanimously.
The Mayor recommended that Actine City Manager Gerald i'reimer be named to
represent the City on the Pinellas County Board of' Health. Conunissioner Fields moved
that the Acting City Mana~er be appointed to represent the City on the County Health
Board. r.10tion \'/as seconded by Corrullissioner Strang and carried unanimously.
The Acting Manager submitted a request from a developer to change the existing
bulldlead line at the north end of Clearwator Beach to include a proposed purchase of
submerged land in that area. The Mayor stated the Comrrdssion had set the bulkhead
line a~ter public hearings and it had been accepted by the County v~ter and Navigation
Authority. He felt that application for any chanGe should be made first to the
County Viater Authority, then if the County requests tile City to consider the change,
in the existing bulkhead line the City will hold another pUblic hearing on the change.
By consent, the matter was tabled.
The Engineer reported that there was a bad drainage situation on Boylan Avenue
south of Lakeview w~ich is partly in the City and partly in the County. He estimated
the cost of proper drainage at $3,700.00. By consent, the EnGineer was instructed
to hold a preliminary public hearing on the matter for the property ovmers affected
and that after that public hearing the matter be returned to the Conunission in report
f'orm.
Resolution 58-80 Vias presented 1"1hioh ,..]ould require thirty-five property ovmers
to clean their lots of \-leeds and undergrol'Tth. Commi ssioner Insco moved that
Resolution 58-80 be passed and adopted and the proper officials be authorized to
execute it. Ivlotion wa s seconded by Cornmi ssloner Fields and carried unanimously.
The Acting City Nanager said the Bureau of Census had orfered to take block
sta tistic s in connection \'li th the official census shOl'1ing the hOUSinG by blocks at
a cost of $2,750.00 based on present population. It was suegested that in the near
future a gas utility census will have to be made and it ,'/ould be possible to add
these factors to that survey. By consent, the Acting City Manager ~1as instructed
to that effect.
A proposed layout for the baseball diamonds ~or the Little League teams \~as
submitted to be located west or the airport property in the NEt of Section 11-29-15.
Commissioner Strang moved that the layout submitted by the City Engineer be approved,
the money is in the budget and that the worle be authorized. Motion was seconded by
Commissioner Insco and carried unanimously.

The Acting City Manager Bu~gested the submitting of a general annual report. By
consent~ the idea was deferred ~or study.
The Attorney presented a proposed lease extension for Jack Ransom for Room 8~
Marina BUilding, until November 30, 1962~ at a rental of $120.00 per month.
Conunissioner Hatl{ins moved the lease be approved and the proper officials be
authorized to execute it. Notion I.,US seconded by Commissioner Fields and carried
unanimously.
The Attorney reported that Mr. Aubrey T. Stanley, holder of a lease on Room 3,
Marina Building, for a fishing taclcle shop and sports equipment shop, was asking
perrrdssion to do vrholcsale as well as retail business. He requested the matter be
deferred. COIMussioner Insco moved the matter be deferred. Motion was seconded by
Comrrdssioner Fields and carr~ed unanimously.
The Attorney read on its first reading Ordinance 789 which would amend Ordinance
773~ by amending the requirements for incinerators and trash burners and amending the
section relating to periods when refuse collection charges are applicable.
Comrrdssioner Strang nloved that Ordinance 739 be passed on its first reading. Motion
was seconded by COIMussioner Watlcins and carried unanimously.
Conunissioner Strang moved that Ordinance '789 be considered on its second reading
by title only \'ri th the unan:tmous consent of the Conuni ssion. Motion was seconded
by Commissioner Insco and carried unanimously. The Attorney read the ordinance by
title only. Conunissioner Strang moved Ordinance 789 be passed on its second reading
by title only. Motion 11as seconded by Conunissioner Insco and carried unan~mously.
Conunissioner Strang moved Ordinance '(09 be considered on its third and f'inal
reading vrith unanimous consent of the Conunission. Motion \'laS seconded by Conunissioner
Insco and carried unanimously. The Attorney read the ordinance. Conunissioner Strang
moved that Ordinance 789 be passed on its third and final reading and adopted and
thc proper officials be authorized to execute it. Motion was seconded by
Conunissioner Watkins and carried unanimously.
Conunissioner Inooo roque sted that the fvlayor de clare a clean up period for the
City beginning October lOth through October 31st. He suggested that the Mayor request
all civic clubs to talcc part in this drive to help beautify the City. He thought
possibly some citizens might have palms and other plants they \'1ould IDee to donate if
someone from the Parks Department would picl;, them up. He sugGested a drive by the
police Department to crack dO\'1n on trucks spilling concrete and other materials on
the streets and to \'latch for litterbu[:;B on the CClusel'ray and highways. The Mayor
suggested asldng the represcntatives of' the vJ.rious clubs to meet next l\10nday at the
Commission meeting to orGanize and elect a r;eneral chairman. Conunissioner Insco
moved to set this progl.'am in ef'fect. I-lotion ':las seconded by COllU1ussloner Fields and
carried unanimously.
Conunissioner \'lntlcins conunented he had received from the Post Office Department
an Inf'ormation bulletin s'catine; the enforcement pO\'1ers of the Post Office to keep
obscene material out of' the mails I'lere r;reatly strengthened by a ne\'1 la\'l and he would
like to turn the bulletin over to tile City Attorney for his information.
Commissioner 1:Jatlcins l'eported that the COlJunlssion l'las considering other proposals
for financing a ne,,'r City Hall than the one from the ~1assell Company, Atlanta~ Georgia,
such as from Travelers InsurJ.nce Company and other insurance com~)anles and that the
Legal Department \'ras chccldnr; over the varj.ous phases of financing.
Conunissioner Insco reported he had received many telephone calls from persons
,'ranting to solI land for a C1 ty Hall si to but 11e Na s in favor of building a City Hall
on property already ovn~od by the City.
VD:'. H. H. BasldnJ Jr.~ on behalf of the Yl'ICA asked that the City appropriate
$l~OOO.OO to help pay for ~li8S America'S appearance at the annual bazaar on December
11" 1958. Commissioner Vlatl{:ins moved that the City under\'.rrite the payment for the
Y1'JCA building fund in the amount of $l,OOO.OO expenses to be conrrnitted for the
appearance of Miss America here '::li th the proviso that they repay that amount out of
the proceeds. ~10tion \'laS seconded by Conunissioner Strang and carried unanimously.
The I'-1ayor stated the Lalm BOI.,1ers Club had requested an appropriation of' $300.00
to replace a leal{ing roof' on their clubhouse in City Park. Commissioner Strang moved
the $300.00 be appropriated. IIlotion '\,'las seconded by Conunissioner Hatldns and carried
unanimously.
The Mayor explained the City had entered into an agreement \~ith Nagano~ Japan,
to conduct an inter-city program for the exchange of' information and he would lilce to
appoint Conunissioner Insco as temporary chairmn.n to form this committee and set up the
program. Conunissioner Fields moved Conunissioner Insco be appointed temporary chairman
of thi s conuni ttee. Motion I'Ta s seconded by Cormnissioner t'Jatlcins and carried unanimously.
The Commission~ 1101'1 adjourned as the City Commission and acting as Trustees of the
Pension Fund~ heard a recornnlendation f'rom the Advisory Conmdttee that Samuel Hammock,
attendant, Sewage Treatment Plant, not be aroldtted to the Pension Fund. Commissioner
Fields moved the application of this employee be rejected. Motion \1aS seconded by
Commissioner Watkins and carried unanimasly. The meeting was adjourned at 4:20 P.M.

WHEREAS: it has been determined by the City Commission of the City of Clearwater,
Florida, that the property described below should be cleaned of weeds, grass and/or
underbrush, and that after ten (10) days notice and failure of the owner thereof to do
so, the c~ty should clean such property and charge the costs thereof against the
respective prope~t~.
NOW THEREFORE BE IT RESOLVED by the City Conmdssion of the City of Clearwater,
Florida, that the ~ollowing described property, situate in said City~ shall be cleaned
of weeds, grass and/or underbrush within ten (10) days after notice in writing to the
o~mers thereof to do so and that upon failure to comply with said notice, the City
shall perf'orm such cleaning and charge the costs thereof against the respective
properties in accordance with Section 128 of the Charter of the City of Clearwater,
as amended.

The Mayor announeed a Fublic Hearing on construction of an eight inch sani-�ary
� sewer in the easement between Jasm3:ne aizd Magr_�lia to serve BTock D, Mcz7eigh Subdivision.
The Engineer stated this hearing'had beeil advertised on the request of one of the
property owners and, if approved, would be done zn conjunction Urith �he seurer -work
in 3locks A, B and G. The Engineer estimaied th� cost at �2.83 per assessable lineal
