The City Commission or the City or Clearwater met in regular session at the City

The Mayor called the meeting to order. The invocation was given by the Reverend
Frank Stoff~ Jr.~ of Friendship Methodist Church, Clearwater. Commissioner Strang
moved that the minutes of July 28th and August 4th be approved and also that the ndnutes
or July 7th and 14th (which were held up pending Mayor Homer's approval) be approved in
accordance with copies submitted to each Commissioner in writing. Motion was seconded
by Co~ssioner Watkins and carried unanimously.
A Public Hearing was announced on the construction of sanitary se~ers in the ease-
ments o~ Blocks A and B, Druid Heights Subdivision~ Hillcrest to Evergreen and in parts
or Evergreen and Druid. The Engineer explained that a petition had been received from
several property owners for this work and a preliminary hearing was held on July loth
attended by ten property owners. He estimated the cost at $3.70 per front assessable
foot and stated that corner lots would be assessed on the short side. After having held
this Public Hearing and having heard no legal valid objections, Commissioner Strang moved
that the project of the sanitary sewer, manholes and appurtenances in the easement of
Blocks A and B, Druid Heights SubdiviSion, IUl1crest to Evergreen and in parts of Ever-
green and Druid be authorized and the proper officials be authorized to take bids, and
that the property be assessed at the termination or the work. Motion was seconded by
Commissioner Fields and carried unanimously.
A letter was presented from Mr. H. D. Parker of Radio Station v~AN asking some re-
duotion in the assessment o~ $9~O.18 ror sanitary sewer against their property on Pierce
Boulevard because he felt the assessment based on a property frontage of 80 feet was
unreasonable since it was not possible to have full use of the property because of set-
back requirements and because of a storm sewer easement. The Engineer recommended the
assessment be calculated on a basis or 70 front feet. Commissioner Insco suggested the
matter be deferred for further study so the Commission can make a recommendation as to
policy which would apply to other property holders in a similar situation. Commissioner
Insco moved that this matter be postponed to the meeting on August 25th. Motion was
seconded by Commissioner Fields and carried unanimOUSly.
Comndssioner Strang commented it had been decided to hold a Commission meeting on
August 25th~ September 8th and 15th, but not on September Ist~ Labor Day.
Mr. Charles Ware~ Attorney~ on behalf of Mr. David Brown, requested the City to
extend the contract for improvements in Edenvi1le Subdivision for a period of two years.
The Engineer stated the contract provided for the paving of certain roads and construction
of sewers in an undeveloped area and recommended the extension. Mr. Ware explained that
the subdivision was connected at one end with the proposed extension or Druid Road and
it was almost impossible to proceed with the development until the County approved the
extension or Druid Road. Cornndssioner Strang moved upon the recommendation of the City
Engineer that the agreement with Mr. Brown on Edenvi1le Subdivision be extended for a
period o~ two years. Motion was seconded by Commissioner Fields and carried unanimously.
In regard to the proposed plat of Gulf to Bay Gardens in Section 17-29-16, Nr.
Charles Ware, Attorney, stated that the developer, Mr. David Brown, had requested
annexation. Mr. Ware read a proposed agreement concerning temporary use of sept~c tanks
in which Mr. Brown agreed to place in escrow with the City $12~OOO.OO with the follOwing
provisions:
that 1r within a two year period the County Health Department and the City
Eng~neer agree that the septic tank system is not functioning properly~ the
subdivider will construct a sewerage collection system and a sand filter;
that if within a two year period the City constructs a sanitary sewer in that
area the subdivider shall construct a collection system and connect to the sewer;
that after the expiration of two years if the owner has not been obliged to
construct either system, that the amount held in escrow be refunded.
The Engineer and Mr. George McCall of the County Health Department recommended
acceptance or the agreement. Commissioner Strang felt that the sand filter system should
be put in at this time to avoid cutting the neWly paved streets for sewers later. Mr.
Ware commented if the collection system was put in for a sand filter system it could not
be used to connect to the sanitary sewer later because of the grade of the property.
Co~ssioner Watkins moved the contract agreement between Mr. and Mrs. Dav~d Brown and
,the City of Clearwater be approved subject to the approval of the City Attorney. Motion
was seconded by Commissioner Insco. Upon the vote being taken, Commdssioners Watk1ns

In regard to the bids o~ paving Lincoln Avenue from Court to Druid, the Acting City
Manager recommended accepting the low bid or $9,809.61 from Campbell Pavi~ Company,
Clearwater. Cornmdssioner Watkins moved the bid of $9,809.61 from Campbel1 Paving Company
~or the paving o~ 1654 lineal feet o~ curb and 4547 square yards of paving in Lincoln
Avenue be approved and the proper of~icials be authorized to execute the contract. Motion
was seconded by Commissioner Insco and carried unanimously.

The Acting City Manager recommended accepting the low bid of $5,902.80 from Ray
Birkbeck, Dunedin, for sanitary and storm sewers in Engman Street. CornmdsBioner Strang
moved on the recommendation of the proper officials that the bid ~or the sanita~ and
storm sewers in Engman Street be awarded to Ray Birkbeck, Dunedin, in the amount o~
$5,902.80 and the proper officials be authorized to execute the contract, Motion was
seconded by Comndssioner Watkins and carried unanimously.
Concerning the bids ~or construction or storm sewer in Aster Street, the Acting City
Manager recommended accepting the low bid of $2,74L~.65 from Kenneth W. Moore, Tampa.
Comndssioner Watkins moved upon recommendation of the proper authorities that ~. Kenneth
W. Moore be given the contract for Aster Street stornl sewers from Bay Esp~anade to Bruce
in the amount o~ $2,744.65 and the proper officials be authorized to execute the contract,
Motion was seconded by Conmissioner Fields and carried unanimously,
The Acting City Manager recommended accepting the low bid of $3,382.00 from Kenneth
W. Moore, Tampa, for the construction of storm sewers in Iris Street from Lantana to Bruce.
Comrrdssioner Strang moved on the recommendation of the proper officials that the bid ~or
the Iris Street storm sewer from Lantana to Bruce be awarded to Kenneth W. Moore in the
amount of $3,382.00 and the proper officials be authorized to execute the contract. Motion
was seconded by Commissioner Watkins and carried unanimously.
The Acting City Manager reported that only one bid had been received for two tons or
post card stock, that one being for $794.00 from Graham-Jones Paper Company, Tampa, and
recommended its acceptance. Commissioner Strang moved the Graham-Jones Paper Company be
awarded the bid for the post card stocle for the utilities Department in the amount of
$794.00 and the proper of~icials be authorized to execute the contract. Motion was
seconded by Commissioner Insco and carried unanimously.
Regarding bids ror boiler and machinery insurance for three years, the Acting City
Manager reported there were three identical low bids of $4,084.21 from Mutual Insurance
Agency, Wedig Insurance Agency and WorlDUan & Company with possible dividends considered.
He recommended accepting the bid rrom Wedig Insurance Agency (American Motorist Insurance
Company) based on known service and previous dividends. Mr. Y. F. Wedig and Mr. James
Smith, representatives of the American Motorist Company, were present. Commissioner
Watkins moved on the recommendation of the proper officials that the bid of Wedig Insurance
in the amount of $4,084.21 ~or bids on boiler and machinery insurance be accepted and the
proper of~icials be authorized to execute it. Motion was seconded by Commissioner Fields
and carried unanimously.
The Engineer reported the receipt of the new aerial maps, one of which was displayed
in the auditorium.

The Engineer stated he had been informed the County was planning to install an eight
inch water line in Belleair Street from the County main to Keene Road. He asked that the
County be requested to install a 16 inch line in Belleair Street to Keene Road, a 12 inch
line to Highland. He also asked sonle agreement be reached as to the areas to be served by
the City and the County. Commissioner Strang moved that the Mayor be authorized to meet
with the County to ask that a larger trurue line be installed in Belleair Street as re-
commended by the Engineer. Motion was seconded by Commissioner Insco and carried unanimously.
The Engineer reported that immediately after the Public Hearing on the ~aving and
widening of Turner Street west of Fort Harrison a petition of objection ~ms received from
several property owners and the former City Manager had issued an order to stop all work
on the project. By consent the Engineer was instructed to proceed with the bids and to
hold a rublic Hearing later to present the figures to the people involved,
It was reported by the Engineer that a letter dated August 14th had been received
from Briley, Wild & Associates, Consulting Engineers, asking approval of e~tra welding
on the East Avenue water tank repair job. Commissioner Strang moved on the recommendation
of the Consulting Engineers that the additional sum of $750.00 be appropriated for the
East Avenue elevated tank from the revenue certificate fund. Motion was seconded by
Commissioner Fields and carried unanimously,
The Engineer stated that several complaints had been received about a piece of wooden
groin at the end of Idlewild Street and gave an estimated cost of $100.00 to $200.00
for temporary repairs until the next budget year. The Mayor asked to be excused from dis-
cussion and voting as he was an affected property owner and requested CommiSSioner Strang
to act as Ma~or. Commissioner Watkins moved to appropriate from unappropr~ated surplus
a sum up to $300.00 for such repairs. Motion was seconded by Commissioner Insco,
Commissioner ~latkins, Insco, Fields and Strang voted lIAyell. Mayor Homer d~d not vote.
Motion carried.
Mayor Homer assumed the Chair again. A proposed replat or Block 12, Clear~ter
Cemetery, was presented ~~th the explanation that the graves spaces were re-aligned to
conform with those of the old section of the cemetery. Commissioner Stra~ moved that
the re~lat or the cemetery be approved and the proper officials be authorized to execute
it. Motion was seoonded by Commissioner Watkins and carried unanimously.

The Acting City Manager requested permission for the Finance Director to borro~
up to $400~ooo.00 at an inte~est rate not to exceed 4% in order to meet current expensp.s
until sufficient revenues are received in November from tax collections, Commissioner
Strang moved that the Finan~e Director be allowed to borrow up to $400~OOO.00, interest
rate not to exceed 4%, and the loan to be payable on or before six months at the City's
discretion. Motion was seconded by COlnmissioner Fields and carried unanimously.
The Acting City Manager reported that on June 16, 1958, the Commdssion had approved
an amount not to exceed $5,000.00 for dredging at the Marina. He stated the total cost
of the project was $3,408.88 and aslced approval of a supplemental appropriation to the
Marina budget to cover this work. Co~nissioner Strang lnoved the amount of $5,000.00
be set up to take care of the dredging at the Marina. Motion was seconded by Commissioner
Fields and carried unanimously.
Commissioner Strang suggested that the Attorney prepare a standard motion to be made
at the start of every year so that when the Commission awards a contract that the money
will be automatically approp~iated.
Commissioner Strang moved to reconsider the previous motion concerning the approp-
riation of $5,000.00 for dredging at the Marina. Motion was seconded by Commissioner
Watkins and carried unanimously. Commissioner Strang moved the amount of $3,408.88 be
appropriated for the dredging at the Marina. Motion was seconded by Commissioner Watkins
and carried unanimously.
The Acting City Manager requested approval of a supplemental appropriation of
$11,977.97 for final payment on the contract of Kenneth W. Moore, Inc., Tampa, for the
construction of sanitary sewer line in Eldridge Street from Greenwood to Myrtle Avenue.
Cornmassioner Strang moved $11,977.97 be appropriated fron1 the Utilities Fund unappropriated
surplus to 520.538. Motion was seconded by Commissioner Watkins and carried unanimously.
The Acting City Manager presented a request for the following supplemental approp-

Commissioner Insco moved that the items shown on the letter for equipment for the City
Manager's Office, the City Clerk, General Communications Division, Engineering Department,
and the Electrical Department be appropriated from unappropriated surplus. Motion ~s
seconded by Commissioner Fields and carried unanimously.
An invoice in the amount o~ $5,000.00 was presented for approval from Wilbur Smith
and Associates, Consulting Engineers, as the first payment for the off-street parking survey.
Commissioner Strang moved that the payment of $5,000.00 be approved. Motion was seconded
by Commissioner Fields and carried unanimously.
The Acting City Manager presented Resolution 58-68 ~lich would require thirty-one
property owners to clean their lots of weeds and tmdergrowth. Commissioner Strang moved
that Resolution 58-68 be passed and adopted and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Watkins and carried unanimously.
The Acting City Manager explained that the Police Department, the Parks and Recreation
Director, and Mr. C. Moloney of Building Maintenance checked on reports o~ damage to the
Belmont Community Center and had ~ound a little damage but no evidence of breaking in
and that repairs were being made.
In reply to a question, the Acting City Manager reported that he had not yet received
the information needed on the transformer vault for the Marina Station Sewer Plant but a
representative from Briley, Wild and Associates had assured him that the information would
be ready for the meeting of August 25th. He reported that bids had been received by the
City for the three power transformers to go in that vault, and that three of the bidders
offered a type and make of transformer not acceptable to the Electrical Department. He
recommended the bid df $2,934.00 from Florida Electric Company, St. petersburg as the lowest
acceptable bid. Commissioner Strang moved on the recommendation of the proper officials
that the best and lowest bid from Florida Electric Company in the amount of $2,934.00 ~or
the trans~ormers for the Island Estates plant be awarded and the proper officials be
authorized to execute the contract and that delivery be effected upon them immediately.
Motion was seconded by CommiSSioner Fields and carried unanimously.
The Acting City Manager reported at the meeting of July 28th the Commission awarded
a bid for a 1958 model white station \mgon for the Police Department to Lar~ Dimrrdtt, In~.,
the low bidder. He read a letter from Mr. Larry Dimmitt, Jr., advising that his firm sold
the white station wagon that answered the City specifications and cannot order as the
factory is converting for 1959 model production. The letter reported Mr. Dimmitt had in
stock a station wagon in a turquoise color but there would be an extra charge for painting
it. Commissioner Strang moved to refer the matter to the Legal Department and that the
maximum damage be assessed under the bid. Motion was seconded by Commissioner InB~o and
carried unanimously.
In regard to the one way street program, the Acting City Manager said that the City is
'following through on that and there could be more expenditures that are not covered by an
appropriation but that he w.11l bring a report on it when the program 1s completed. By
consent, the Commission agreed to this.

The Attorney reported that sometime ago Mr. Nick Sagonias had offered to exchange
the lots he owns in Navajo Park Subdivision (Lots 21-25, Blocl<: A), f'or the City owned
lots in Block D, (Lots 37-40 and 43-49) and in addition he will pay $2,000.00 in cash
and furnish ti tIe insurance on his lots. COllunissioner Insco moved that the exchange of
Lots 21-25, inclusive, Block A, from Mr. Sagonias, plus $2,000.00 cash and title insur-
ance, for the City-owned lots> Lots ,37, to JIO, inclusive, and 43 to 49, inclusive,
Block D, Navajo Parle Subdivision, be approved. Motion was seconded by Commissioner
Fields and carried unanimously.
Commissioner Strang asked permission to deviate from the agenda and sldp Items 20,
21~ 22, 23, and 24 and talce up Item 25 because he would like to be excused from the
meeting after that time. Commissioner Insco moved that Commissioner Strang be excused
at that time. Motio n was seconded by Conuni ssioner Fields and carried unanimously.
The Attorney presented Resolution 58-69 which would assess the cost of construction
of paving, curb and drainage in Jeffords Street from Druid Road 400 feet west. The
Mayor asked if there were any objections and there were none. Commissioner Strang
moved that Resolution 58-69 be passed and adopted and the proper officials be
authorized to execute it. Motion was seconded by Commissioner Insco and carried
unanimously.
Mayor Homer stated he had an interest in the property concerned in the next item
and asked Conunissioner Strang to assume the Chair. Resolution 58-70 was read which
would vacate a five foot strip of Aurel Street (formerly Laurel Street) which adjoins
the south side of Lot 1, Block 61, Mandalay Subdivision, as there was a house encroach-
ing two and one-half feet on Laurel Street on that side. Commissioner Fields moved
that Resolution 58-70 be passed and adopted and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Insco. Upon the vote be~ng taken,
Commissioners Fields, Insco, Strang and vlatkins voted "Aye". Mayor Homer did not vote.
Motion carried.
Commissioner Strang relinquished the Chair to Mayor Homer. The Engineer reported
that when the County repaved Druid Road a spillway had been rebuilt in Druid Acres Unit
2 and the developer, Mr. L. W. Sever, had objected to the spillway and wanted a catch-
basin built. He said the former City Manager had promised the developer verbally that
a catchbasin would be bullt. Commissioner Strang moved the matter be deferred to the
next meeting until the Commissioners have had a chance to take a look at it. Motion
was seconded by Commissioner Watkins and carried unanimously.
Mr. Jaclc Russell, distributor for the Pure Oil Company, appeared before the
Commission to object to the designation of Park Street as a one way street east
between Garden and Fort Harrison as he declared that would create a hardship on the
Pure Oil Station on the corner of Parle and Fort Harrison operated by Mr. Bert Meares.
Commissioner Strang suggested it might be possible to make park Street two way with no
parking in that particular block. By consent, the recommendation was referred to the
Police Department for study and consideration.
The Acting City Manager reported receipt of a letter from the State Road Depart-
ment dated August 14, 1958, directed to the P lice Chief, which recommended that the
pedestrian phase of the traffic lights be eliminated f'rom the intersections of Cleveland
at Garden, Fort Harrison and Osceola, and also that the intersection of Cleveland and
Fort Harrison and Cleveland and Garden should carry no turn signs. Commissioner Insco
commented a year and a half ago the State Road Department had requested the City to
permit a left turn on Cleveland and Fort Harrison after a program of no left turns
was instituted, and he and qaptain Carey had spent a couple of hours over the City in
a plane making traffic counts in order to recommend a way to reroute that would satisfy
the State. Mr. W. A. Boyd, Director of Clearwater Transit, said that if a regulation
o~ no turns at those two points was adopted it would work a hardship in routing the
buses to the downtown transfer point on Cleveland Street in front of Woolworth's
5 ~ 10. Commissioner Watkins stated at the meeting the Commission had with State Road
Department representatives last week it was agreed that the City would institute the
system recommended by the Traffic Division and if problems developed later, the plan
would be revised.

The City Attorney read on its third reading Ordinance 781 which would provide for
a Board of Roofing Examiners for roofing contractors. Mr. Robert Baker, attorney, was
present representing the roofing contractors. Commissioner Watkins moved Ordinance 781
be passed on its third and final reading and adopted and the proper officials be
authorized to execute it. Motion was seconded by CommiSSioner Fields and carried
unanimously.
Ordinance 784 which would extend the ~ranchise for the Clearwater Transit Company
held by W. S. Wightman and J. W. Rowe for a period of twenty years was read on its
third reading by the City Attorney. Commdssioner Insco moved that Ordinance 784 be
passed on its third and final reading and adopted and the proper officials be
authorized to execute it. Motion was seconded by Commissioner Fields and carried
unanimously.
The Attorney read on its third reading Ordinance 783 which would replace Ordinance
705 requiring perIni ts for construction of any sidewall<:, curb, curb cut, driveway, park-
way or street. Commissioner Insco moved that Ordinance 783 be passed and adopted on tts
third and final reading and that the proper officials be authorized to execute it.
Motion was seconded by Commissioner Flelds and carried unanimously.
The Attorney read on its first reading Ordinance 785 which would amend Ordinance
648 to allow reciprocity with certain municipalities and counties for general contraotorsl
licenses. Commissioner Watkins moved that Ordinance 785 be passed on its first reading.

The Attorney read on its first reading Ordinance 786 ~nioh would establish speoifi-
oations and requirements for rooring materials and method of installation. Mr. Maurice
Holmes from Modern Roof~ng Company stated the Roofing Cont~aotors Assooiation was re-
questing that this oode be adopted j.n order to proteot the people of Clearwater from
fraud. Mr, Robert ~ker, Attorney, stated the twenty roofing firms in Clearwater had
agreed th~8 was the t~e of ordinanoe needed. Co~ssioner Watkins stated he had re-
ceived nwnerous complaints concerning rooring and types of roofing as Director of the
Better.Business Bureau and he was heartily in favor of the passage of the code. Commissioner
Watk~ns moved that Ordinance 786 be passed on its f~rst reading. Mot~on was seconded by
Commissioner Fields and carried unanimOUSly.
Co~ssioner Watkins stated that he wished to present to the Mayor a check for
$3~788.50 as a refund to the c~ty rrom the Federal Government ror matching funds for
Civil Defense radio equ~pment.
The ~yor commented that he had reoeived the resignation of Mr. Earl W. Wilson who
was a perrrmnent member of the FUnIN Sun Committee and a member o~ the Board or Adjustment
and Appeals on Zoni~ as he was being transferred to another city. Commissioner Watk1ns
moved that his resignat~on be aocepted ~dth regrets; that a proper resolution be drawn
commending him for his services both as secretary-treasurer to the exeoutive Bommdttee
or Fun IN Sun and also as a member of the Board or Adjustment and Appeals on Zoning;
and that a citation be prepared ror him. Motion was seconded by Commissioner F~elds
and carried unanimously.
Co~ssioner Insco recommended that Coach Earle Brown be made a permanent member
-of the executive oo~ttee for Fun ~N Sun and also that he be made secretary-treasurer
and bond that covered Mr. \Alilson be transferred over to Earle Brown. The Mayor also
recommended the apPQintment. Commissioner Watkins moved that Earle Brown be appointed
to the permanent co~ttee or Fun IN Sun. Motion was seconded by Commissioner Fields
and carried unanimously.
The ~yor reported that sometime ago the developers of Island Estates inrormed
the CommdsB~on at a meeting that they were installing sprinkler systems in the var~ous
parkways that the City has acquired in the plats of Island Estates and it was ~scussed
that the City would pay the cost of the meters~ they to furnish the landscaping, the pipe
and the plwnbing and the City to furnish the water. He stated they are now at a point
where they need rou~ It inch meters and four 5/8 inch meters ror the various parkways
they are about to plant. Commissioner Fields moved to instruct the proper ofricials
to install them. Mot~on was seconded by Conunissioner Watlcins and carried unanimously.
CO~Bsioner Insco commented he was very pleased when he came back to see that the
City Electr~cal Department had installed the lights in Crest Lake Park and he would like
to be not~r~ed when they are going to be turned on. It ~ma mentioned that the ~ounta1n
was to be ordered for the pa~c as soon as possible.

WHEREAS: it has been determined by the City Commission o~ the City of Clearwater,
Florida, that the property described below should be cleaned o~ weeds, grass and/or
underbrush, and that after ten (10) days not~oe and failure of the owner thereof to do
so, the City should clean such property and charge the costs thereof against the re-
spective property.
NOW THEREFORE BE IT RESOLVED by the c~ty Commission of the City of Clearwater, Florida,
that the following described property, situate in said City, shall be cleaned of weeds,
grass and/or underbrush within ten (10) days after notice in writing to the owners thereof
to do so and that upon failure to comply with said notice, the City shall perform such

WHEREAS, after public hearing on the 28th day of May , 1956 ~ the City ConuniBsion
of the City of Clearwater, Florida, determined that certain work and ~mprovements herein-
after desoribed should be done and made: and~
WHEREAS, pursuant thereto said improvements have been made as follows:
Construct a 30 foot pavement with curb and necessary drainage in Jeffords
Street from ~uid Road to a point approximately 400 feet West from the
Center Line of Druid Road, in the City of Clearwater, Pinellas Cownty,
Florida.
The propert~es facing and abutting these improvements are deemed to der~ve special benefits
therefrom.
~~EAS, under the prov~sions of Section 123 and other pertinent provisions of the
City Charter, after said improvements shall have Deen comp~eted, the City Co~sBion shall
assess the cost thereof against the properties facing and abutting and receiving benefits
from said improvements so madej and,
WHEREAS, certain parcels of' real estate facing and abutting and in the vicinity of
said improvements have been benefitted thereby and the pro-rata cost hhereof shall be
assessed against such property;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COlv1MISSION OF THE CITY OF
CLEARWATER" FLORIDA, IN SESSION DULY AND REGULARLY A.SSEMBLED" AS FOLLOWS:
1. That the above described improvements in the area of' Jeffords Street f'rom DTuid
Road to a point approximately 400 feet West from the Center Line of Druid Road, Clear-

be and the same are hereby accepted and approved as having been completed.
2. That the f'ollowing described propert~es racing and abutting and in the vicinity
of' the aforesaid improvements are hereby deemed to have been benefitted by said improve-
ments in the f'011ow1ng proportions of the cost thereof, and the same are hereby assessed
in accordance with the following schedule:
3. That if' assessments herein made are not paid ~thin thirty (30) days from the
date hereof, the City Treasurer 1s hereby directed to issue and sell certificates of
indebtedness under Section 124 of the City Charter, which certificates shall bear in-

assessments herein made immediately upon the expiration of' the foregoing thirty-day

The Mayor called {;he meeting to order. The invocation was given by the Reverencl
Frank Stoff, Jr „ of Friendship Methodist Churen, Clearwater. Conunissioner Strang
moved that the minutes of July 28th and August �Fth be approved and also that the minutes
of Ju1y 7th and 14th (Which were held up pending Mayor FTomer�s approval) be appraved in
accordance wi.th copies subm:ttted to each Commissioner in writing. Motion was seconded
�y Commissioner Watkins and carried unanimously,
A Public Hearing was announced on the construction of sanitary se�ers in the ease-
ments of Blocks A and B, Druid HeigY<ts Subdi�rision, Hi3lcrest to Evergreen and in parts
of Evergreen �,nd Druici. The Engineer explained that a petition had been received from
several properby owners for this work and a preliminary hzaring was held on July 10�h
attended by ten property owners. He estimated the cost at $3.70 per front assessable
foot and stated that corner lots would be assessed on the sh�rt side. After having held
tilzis Pu:blic Hearing and having heard no legal valid objections, Commiasioner Strang mov�d
thaf the project of the s�nitary setiver, manholes and appurtenan�es in the easement of
Blocks A and B, Druid Heights SubcU.vision, Hillcreat to Evergreen and in parts of Ever-
green and Druid be authorized and t,he pr�per officials be authorized to take bids, and
that the property be assessed at tYYe termination of the ;�ork, Motion was secon�led by
Commissioner Fields and carried unanimously.
A letter w•as presented frnm Mr. H. D. Parker of Radio 5tation YF�AN asking some re-
ducti�n in the asaessment of �920.1$ for sanitary sewer against their pro erty on Pierce
Boulesrard because he felt the assessment based on a property frontage of �U feet was
unreasonable since i� was not possible to have full use of the property because of set-
back requirements and because of a storm sewer easement. The Engineer recommended the
assessment be calculated on a basis of 70 front feet, Commisaioner Insco sugges�ed the
m�,tter be deferred for further study so the Commission can make a recommendation as to
policy w?zich would apply to other property holders in a similar situation. Commzssioner
Insco moved that this ma,tter be postponed to the meeting on August 25th, Mot�on was
seconded by Commiasioner T'ields and carried unanimously,
Commissioner Stran� commented it had been decided to hold a Commission meeting on
August 2�ti�., Se�tember 8�h and 15th, but not on September 1st, Labor Day.
Mr. Charles ulare, Attorney, on behalf of Mr. David Brown, reque,sted the City to
extend the contraet for improvements ir. Edenvi].le Subdivision for a period of two years.
The Engineer stated the contract provided �'or the paving of certain roads and construction
of sewers in an undevelo�ed area and recr;nmended the extension, Mr, YJare explained that
the subdivision wa� connected r�t one end with the proposed extension of Druid Road and
'±t was almost imposaible to proceed with the development until the County approved the
excension of Druid Road. Commissioner S�rang moved upon the recommendation oi the Cit�
Engineer that the agreement with Nir. Broti�� on Edenville Subdivision be extended for a
period of two years, Motion was seconded by Commis�ioner Fields and carried unani.mously..
In regax�d to the propbsed plat of Gulf to Ba.y Gardens in Section 17-29-16, Mr,
Charles Ware, Attorney, stated that the developer, Mr, �7avid Brown, had requested
annexatinn. Mr. Ware read a proposed agreement concerning temporar�y use of septic tanks
in ivhich Mr. Brovm agreed to place in escrok* with the City $12,000.00 ti�.th the following
provisions:
that i£ within a two ;rear period the County Health Department and the City
Engineer a�ree that the ueptic tank system is not functioning properly, the
subdivider will construct a setiverage co:tlection system and a sand filter;
that if with3n a two year per:Lod the City constructs a sanitary sewer in that
area the subdivider shall construct a collection system and connect to the sewer;
that after the expiration of two years if the owner has not been obl3ged to
construct either system, that the amount held in escrow be refunded,
The Engineer an,d Mr. George McCall of the County Health Department recommended
acceptance of the agreement, Comm�ssioner Strang felt �ha�E the sand filter system should
be put in at this time to avoid cutting the newly paved streets for aewers later, Mr.
Ware commented if' the collection sy�tem was gut in for a sand filter system it could not
be used to connect �o the sani�ary sewer later because of the grade of the property.
Cc�mmisaioner Watkins moved the contract agreement between Mr. and Mrs, David Brown and
the Cit� of Clearwater be appxoved subject ta the appx�oval of the City Attorney. Motion
w�:s s�conded by Comm3.ssioner Insco, Upon the vote being taken, Commissioners G7atkina,

The Eng�neer stated he had been informed the Coun�y was planning to install an eight
inch water line in Belleair Street from the County main to Keene Road, He asked thaf, tlze
County be requested t;o install a 16 ir.ch line in Belleair Street to Keene Road, a 12 inch
line to Highland. He also asked some a�reemeni be reached as to the areas to be served by
the City and the-County, Commj.ssioner Strang moved that the Mayor be authorized to meet
v�ith the County to ask that a 1ar�zr trunk line be �.nstalled in Be1leaYr S�creet as. re-

The Engineer reported that immediately aftsr tne Public Hearing on the paving and
widening of Turner StrEet west of Fort Harrison a petition of objection was received from
several prope�ty ovmers and the former City Manager had issued an order to stop a11 work
on the projzet. By consent �he Engineer was instructed to proceed with the l�ids and to
hold a�ublic Hearing later to present thz figures to the people involved.
I� was reported by the Engineer that a 1et�er dated August l�th had been received
from �3riley, Wild & Assoaiates, Consulting Engineers, asleir_g approval of extra wP7.ding
on the East Avenue water tank repair job. Commissioner Strang moved on the rec�mmendation
of the Consulting Engineers that the additional sum of $750,00 be appropriated for the
East Avenue elevated tank from the revenue certificate ftu�.d. Motion was seconded by
Commissioner Fields and carriecl unanimously.
The Engineer stated that several cornplaints had been received about a piece of wooden
groin at thE end of Idlewild Street and gave an estimated cost of $100.00 to �200.00
for temporary repairs until the next budget year. The Ma.yar asked to be excused from dis-
cussion and voting as he was an affected property owner and .requested Comm3.ssioner Strang
to act as Mayor. Commisa3.onex� Watkins moyed to appropriate from unappropriatecl surplus
a sum up to $300,00 f�r such rspairs. Motion was secon3ed by Commissioner Insco.

The Acting City Manager explained that the Police Department, the Parks and Recreation
Director, an�.A'!r. C. Moloney of Building Maintenance checked on reports of damage to the
Belrnont Commur�ity Center and had =ound a litt,le damage but no evidence of breaking in
and th�,t repairs were being made,
In reply te a question, the Actin� Di�y Ma,nager reported th�.t he had r_ot yef received
the information needed on the trans�ormer vault for the Ma,r:Lna Station Sewer Plant but a
representa�ive from Briley, Wild and Associates had assured him that the information would
be ready for the meetin; of August 25th. He reported that bids had been received by the
City for the thrEe power transformeru to go in thai; vault, and that three ox the bidders
offered a type and malce af transformer n�t acceptable to the Elactrical Department. He
recommended the bid �5f $2,934.00 from Flor_ida Electric Company, St.Petersbuxg as the lowest

that the best and lowest bid from Florida Electric Company in the amount of $2,934,00 for

a bid for a 195$ model �ahite station wagon for the Police Deparfiment to Larz°y Dimmitt, Ine„
the low bidder, He read a letter from Mr. Zarry Dimmitt, Jr „ advisin� that �is firm Sold
the wlzite station wagon that ans�vered the City specifications anct cannot order as the
factory is converting for 1g59 model production. The letter repo�ted Mr. D3mmitt had in
stock a station tiva�on in a turquoise color but there would be an extra charge for painting
it. Commi.ssioner Strang moved to refer tlze matter to the Legal Departm�n� and that the
maximum damage be assessed under the bid, Moti�n was seconded by Commissioner Insco and
carried unanimously.

The Attorney reported �hat sometime ago Mr. Nicic Sa�onias had offered to exchange
the lots he owns in Navajo Park Subdivision (I�ots 21-25, Blocic A), for the City owned
lots in B1ock D, (Lo�s 37-�+0 and #3-49) and in additlon he cv�.11 pay �2,000.00 ir, cash
and furnzsh title insurance on his lots. Commissioner It�sco moved �hat the exehange of
Lots 21-25, inclusive, Block A, from Mr. Sa�onias, plus $2,000.00 cash ana title znsur-
ance, for the City-owned lo�s, Lots 37•�to �FO, inclusive, and �3 to 49� inclusiva,
Block D, Navajo Park Subdivision, be approved. Motion was seoonded by Commissioner
Fields and carried unanimousTy.
Commissioner St�ang asked permi.ssion to deviate from tlie agenda and skip Items 2Q,
21, 22, 23, and ?4 and take up Item 2� because he would like to be excused #'rom �he

The Attorney �resented Resolution 5�-69 which would assess the cost of construc�l�n

Mayor asked if there ?�tere any objections and there were none, Commissioner Strang
moved that Resolut3on 58-69 be passed and adopted and the proper offic3als be

Mayor Homer stated he had an interest 3n the property concerned in the next item
and asked Commissioner Strang to assume the Chair. Resolution 58-70 was read which
tvould vacate a five foot strip of Aurel �Street (formerly Laurel Street) which a�ljoins
the south side of Lot l, Block 61, Mandalay Subdivision, as there was a house encroach-
ing two and one-half feet on Laurel Street on that side. Commissioner Fields moved
that Resolutio�i 58-70 be passed and adopted and the proper offic-lals be �uthor3.zed to
execute it. Motion was seconded by Commissioner Insco, Upon the vo�e be�ng taken,
Commissioners Fields, Insco, Strang,an� Watkins voted "Aye". Mayor Homer dia not vote.

Commissioner Strang relinquished the Chair to Mayor Homer. The Engineer reported
that when the Count;� repaved Druid Road a spillway had been rebuilt in Druid Acr.es Unit
2 and �he developer, Mr. L. W. Sever, had oajected to the spillway and wanted a catch-
basin built. He said the former City Manager had promised the c�eveloper verbally that
a catchbasin would be built. Commission�r Strang moved the matter be deferred to �he
next meeting until the Commissioners have had a charice to take a look at it. Mot3on
Was seconded by Commissioner Viatkins and carried unanimously.
Mr. Jaek Russell, distributor for the Pure Oil Company, appeared before the
Commission to objEct to the designation of Park Street as a one way s�reet east
between Garder� and Fort Harrison as he declared that would create a hardship on the
P�:re Oil Station on. the corner of Park and Fort Harrison operated by Nir. Bert Meares.
Commissioner Strang uuggested it might be possible to make Park Street two vaay with no
parking in that particular bloek. By consent, the recommendation �vas referred to the
Police Department for �tudy and consi�eration.
The Actin� City Manager reported receint of a letter from the State Road Depart-
ment dated August 14, 195�3, d3rected to the PL�lice Chief, which recommended that the
pedestrian phase of the traffic lights be eliminated from the intersect:;�on. of Cleveland
at Garden, Fort Harrison and Osceola, and also that the in�ersection of Cleveland and
Fort Harrison and Cleveland and Garden ahould carry �o turn sigtis. Commissioner Insco
commen�ed a year and a half ago the State Road Department had requested the City to
permit a lefi tiurn on Cleveland and Fort Harrison after a program of no left turns
was instituted, and he and Captain Carey had spent a couple of hours over the City �n
a pl�ne makir� traffic c�unts in order to rPcommend a way to i:eroute that would satisf'y
the State. Mr. 4�1. A. Boyd, Director of Clea�v�ater Transit, said that if a regulati�n
of r_o turns at those two points was adopted it would work a hardship in routing the
buses to the downtown transf'er point on Cleveland Street in front of Woolworth�s
5� 10. Commissioner 4Jatkins stated at the meetino the Commission had witY: State Road
Department representatives last week it was agreed that L-he City woLild institute the
system recommended by the Traffic Division and if problems developed later, the plar_
would be revised,

The City fittorney read on its third reading Ordinance 78T wha.ch would provide for
a Board of Roofing Examiners for roofing contractors. Mr. Robert Baker, attorney, was

authorized to execute it. Motion was seconded by Commissioner Fields and carried

that the City would pay the cos� of the meters, they zo furnish the landscaping; the pi.pe
and the nlumbing and the City to furnish the t,�ater. He stated they arE now at a point
vrhere they need �our 12 inch meters and four 5/8 inek� meters for the various park�,vays

assess the cos�t there�f against the properties facing and abutting and receiving b.enefits
from said improvements so made; and,

be and the same are hereby accepted and approved as having been completed.
2. That the fo�lowing aescribe�.propes^ties facing arld abutting and in the vicinity
of �he aforesaid improvements are hereby deemecl-to have been benefitted. by said improve-
men�s in the followin� proportions oi the cost therecf, and the same are hereby assessed
in accordance uri th the follot��ng schedule;
