Hall, lJednesday, June 25, 1958, at 1;30 P.M, with the following members present:

The r?ayor called the meeting to order and announced that there were copies of the
proposed budget for the fiscal year from July 1, 19513, to June 30, 1959, available for
those in the audience. IIe explained various parts of the budget and stated the pro-
posed tax rate ti?rould be 1?1 mills, the sarne as last year's rate, Mr. Howard Remig
representing the Clearwater La?rrn Botivling Club asked for an additional appropriation.
hlr. Joe Turner, Mr, H, lf. B skin, Sr,, and rrlr. T. L. Jac??bsen, representing the
h7crton Plant Hospital Board of Directors, asked that X25,000.00 be appropriated to the
hospital to cover part of the expenses of its emergency room. The Attorney presented
Resolution 53-50 which would tentatively adapt the proposed budget for the 'S8-'S9
fiscal year, set a tax rate of 11.2 mills for operating expenses and 2.8 mi.11s for
debt service, and would set up a Public Bearing upon proposed budget and tax levy
on Monday, June 30th, at 1:30 P.h1. Commissioner Strat7g moved that Resolution 58-50 be
passed and adopted and the proper officials be authorized to execute lt. Motion was
seconded by Conunissioner ?latkins and carried unanimously.
The Mayor asked the Comiission to authorize travel expenses to Tallahassee on
July 1st for representation at the hearini on the Skyway refinancing. Commissioner
Strang moved the pre}per officials be authorized to go to Tallahassee on July 1st to
represent the City on the Skyway refinancint. rdotic.,n was seconded by Commissioner
"r?atltins and carried unanimously .
Commissioner Strang requested that Crave]. expenses be authorized for him tcs
accompany t}Ze City Engineer to Jacksonville on July 1st for a conference at the State
Health Department on sanitation. Commissioner Insco moved that the Engineer and
whatever City officials care to go be authorized to go to Jacl?sonville on that matter
and traveling expenses be approved. Motion teas seconded by Commissioner 6Jatltins and
carried unanimously.
The Attorney presented Resolution 58-51 ?,rhich vrould require forty-seven property
owners to clean their lots of ti??eeds and underbrush. Commissioner Strang moved that
Resolution 58-51 be passed and adopted and tl?proper officials be authorized to
exec?aelt, Motion ti?ras seconded by Commissioner Insco and carried unanimously.
The Attorney ann,?unced a suit had been filed against the City Treasurer and other
City officials by Mr, George Brot?m to test the legality of the ordinance on je?,,relry
auction sales, Commissioner ?rlaticins moved that the City Attorney and the Assistant
City Attorney be instructed to defend the Cityr and Dtir. Abernathy in said suit as far
as necessary. Motion i?ras seconded by Commissioner Strang and carried unanimously,
The Attorney reported notice had been received that the Civil Service Board had
given final approval to the pay plan and the class title and organization plan. lIe
stated tie 1?rould prepare a Resolution for t;lie meeting on June 30th formally approving
them. Commissioner Tnsco moved that the report from the Civil Service Board be
accepted, Motion was seconded by Commissioner Strang and carried unanimously.
A plat of the Sixth Addition to Highland Pines ???as presented for approval. The
Attorney explained the developer, hlr. J. Frank r-iancoclc, signed a contract in accordance
with the provisions of Ordinances o32 and 750, had pasted bond to cover improvements
and eras requesting annexation of a portion of the plat, a portion already having been
annexed, f{e stated he expected to have the ordinance of intention to annex ready to
present at the next meeting, Commissioner Strang moved on the approval of the l?rgineer
and the Zoning and Planning Board that the plat of Sixth Addition to Highland Pines be
approved and the proper cfficia7.s be authorized t;o execute the same, with the zoning
in that area to be in accordance with the reeonu?necidatioczs of the Zoning and Planning
Board of the City as of record, Motion t?ras seconded by Comnu.ssioner Fields and carried
unanimously.

WHEREAS; it has been determined by the City Commission of the City of Clearwater,
Florida, that the property described below should be cleaned of weeds, grass andjor
underbrush, and that after ten (10) days notice and failure of the owner thereof
to do so, the City should clean such property and charge the costs thereof against
the respective property.
N04J THEREFORE BE IT RESOLVED by the City Commission of the City of Clearwater.
Florida, that the following described property, situate in said City, shall be
cleaned of weeds, grass and; or underbrush within ten (10) days after notice in writing
to the owners thereof to do so and that upon failure to comply with said notice, the
