The City Commission o~ the City of Clearwater met in regular session at the City
Hall, Monday, June 2, 1958, at 1:30 P.M. with the following members present:

The ~yor called the meeting to order The invocation was given by the Reverend
Fred Vining of Missouri Avenue Baptist Church, Clearwater. The Mayor aslced that
approval of the minutes of May 19th be deferred to the next meeting.
Mr. Charles Ware, attorney, reported that Mr. and Mrs. David Brown were requesting
annexation or their property in Section 17-29-16 located on the north side o~ Gul~ to
Bay Boulevard approximately one mile east of Route 19. Mr. George McCall, representing
the County Health Department stated no sewers were available in that section and soil
tests show the area does not meet the standard to use septic tanl{s. The Mayor
commented that a new sewage disposal plant in the east section of the City had been
discussed. Commissioner Strang suggested that Mr. Brown install a sand filter system
as he did in Edenville Subdivision which could be connected into a sewer system when
available. The Engineer stated that studies should be made to determine the cost of
the sand rilter and collection system. Commissioner Strang moved the request or Mr.
and Mrs. Davld Brown be postponed to the meeting of June 16th. Motion was seconded by
Commissioner Fields and carried unanimously.

Commissioner Insco on behalf o~ Ricardo M. Arias E., Ambassador rrom the Republic
of Panama, presented to the City a picture of the President oS Panama, Don Ernesto de
La Guardia, Jr., as a token of friendship from Panama. The Mayor expressed appreciation
and suggested that the Attorney be instructed to send a proper Resolution to the
Ambassador expressing sincere thanks for th~ gift.
Commissioner Insco presented two plaques from Mayor Itaru Kurashima of Nagano,
Japan, expressing appreciation for the City of Clearwater medal awarded him after his
visit to Clearwater. Commissioner Insco mentioned he had talked with Senator Smathers
and Congressman Cramer by telephone and t11ey both expressed gratitude for the City's
activity in promoting friendShip not only in Latin America but in Japan.
A letter was presented from Mr. John Y. Hunter, Vice President, City Fuel Oil
Company, asking permission to construct off-street parking at their place of business
(Lots 4 and 5, Block 11, Magnolia Park) and to replace the straight curb with modified
curb at their expense on Franlclin Street. Commissioner Strang moved that this permit
be granted subject to revocation in case the City needs the right of way. Motion was
seconded by Commissioner Watkins and carried unanimOUSly.
Regarding the bids for paving Eldridge Street from Missouri to Greenwood and
alleys in Green~ield Subdivision conSidered at the last meeting, the Manager reported
he had received a letter from the low bidder~ Mr. E. H. Holcomb, Jr., stating that he
would use number eleven and number fifteen slag on the surface treating of Eldridge
Street instead of limerock. Commissioner Ivatlcins moved that the bid or E. H.
Holcomb, Jr., for paving and curbing of Eldridge Street and alleys in the amount of
$12,661.00 be accepted and the proper o~ficials be authorized to sign the contract.
Motion was seconded by Commissioner Fields and carried unanimOUSly.
Mr. Sam Davis was present representing Hadley Contracting Company and in answer
to a question from Commissioner Insco explained tlB. t the Watldns Road paving project
completed last week had been delayed by wet weather and he had had to wait ~or drier
weather in order to produce a good paving job.
Regarding the low bid of $4,090.59 from Hadley Contracting Company for paving,
Widening and drainage of Cirus Avenue from Rainbow 335 ~eet south, Mr. Sam Davia
representing the Hadley Company assured the Commission that slag would be used instead
o~ limerock in the final surface treatment. Cornmdssioner Watkins moved the bid for
the paving and curbing or Cirus Avenue, Gulf to Bay to Rainbow, be awarded to the
Hadley Construction Company in the amount of $4,090.59, and the proper authorities
be authorized to sign the contract. Motion was seconded by Commissioner Fields and
carried unanimously.
The Manager recommended accepting the low bid of $5,158.82 from Campbell Paving
Company, Clearwater, for resurfacing Highland kvenue ~rom Gulf to Bay Boulevard to
Cleveland Street. Commissioner Strang moved on the recommendation o~ the proper
officials that the low bid of $5,158.82 submitted by the Campbell paving Company ~or
the resur~ac~ng o~ Highland Avenue, Gulf to Bay to Cleveland, be awarded and the proper
officials be authorized to execute the contract. Motion was seconded by Co~ssioner
Insco and carr~ed unanimously.

Regarding the bids for Eldridge Street sanitary sewers from Jefferson to Betty
Lano, the Manager recommended accepting the low bid of $8,898.60 from Cone Brothers
ContractIng Company. Commissioner Watkins moved on the recommendation of the Utilities
Business Manager, City Engineer and City Treasurer that the bids on the Eldridge Street
aanltary sewers from Jefferson to Betty Lane be awarded to the Cone Brothers Contracting
Company, Tampa, in the amount of $8,898.60 and the proper officials be authorized to
olgn tho contract. Motion \'las seconded by Commissioner Fields and carried unanimously.

rumpo at the end of Seminole Street on this day and presented a tabulation showing only

the bid .for the launching ramps of' the City of Clearwater in the amount of $2,220.00

'rho Manager reconunended accepting the low bid of $2,595.00 from Bailey Builders,
Lurgo, to cunotruct a control tower at the Marina, but suggested that payment for the
,lub bo mude from tho Marina Fund in the next budget year af'ter July 1st. Mr. Allen
Builey Vlaa present and ag!'eed to this. Commissioner Strang moved according to the
roclIllUlIcndation that the contract for the construction of the control tower at the
MarJIlE.l bo awarded to Bailey Builders, Largo, in the amount of $2,595.00 with the
stipulation that payment will be made after July 1st. Motion was seconded by
C0~nIDoluner Fields and carried unanimously.
In an effort to make the Marina Station Sewer Plant more attractive, the Engineer
and the Consulting Engineer recommended a fountain in front of the plant to be lighted
at night in five colors. Mr. Harold Briley reported the American City magazine had
agreed to run a full color cover photograph and an article in the October issue if the
plant can be completed sufficiently by that time. Commissioner Watkins moved that a
change order be approved in the Marina Station contract to include such a fountain.
Motion was seconded by Commissioner Strang and carried unanimously.
Mr. Harold Briley, Consulting Engineer, presented a tabulation of bids received
for the repair and painting of the East Avenue water tank and recommended accepting
the low bid of $18,768.00 from utility Service Maintenance Corporation as part of the
1958 Water Improvement Project. Comrrdssioner Strang moved on the recommendation of
the proper officials that the utility Service Maintenance Corporation, Orlando,
Florida, be awarded the contract for the repair of the East Avenue water tank in the
amount of $18,768.00 and the proper officials be authorized to execute the contract.
Motion was seconded by Commissioner Fields and carried unanimously.
The Engineer reported the receipt of copies of notices of a hearing before the
Pinellas County NaVigation and Water Control Authority on applications to fill
submerged land, one from Paul Randolph in St. Joseph's Sound and the other from Wm.
Wightman in Tampa Bay inside the City limits. He stated he was informing the
Commissioners in case they wished to enter a protest. The Mayor suggested including
the balance of Clearwater Beach, the Clearwater Bay area and Tampa Bay in one final
seawall hearing and also part of Stevenson Creel{ if the aerial photos arrive in time
to help determine the bulkhead line. Commissioner Strang moved that a final special
seawall hearing be advertised for Wednesday, June 11th, to include the balance of
Clearwater Beach, the Clearwater Bay area, the Tampa Bay area and also part of
Stevenson Creel{. Motion was seconded by Commissioner Fields and carried unanimOUSly.
In reply to a question from Commissioner Insco, the Engineer stated that from
a recreation standpoint the proposed second fishing pier on Clearwater Beach should
be at Mandalay Park but from an erosion standpoint it would be better in the vicinity
of Aurel Street. By consent, the Engineer was requested to send copies of his
recommendation to the Commission.
In answer to a complaint published in the Clearwater Sun that there was effluent
from the Marshall Street Plant in Stevenson Creek, Mr. Harold Briley, Consulting
Engineer, read a letter dated August 15,195'7, from Mr. Wm. E. Dunn, Sanitary Engineer,
County Health Department, allowing this temporary discharge of effluent during
construction of the addition to the plant. Mr. George McCall of the County Health
Department recommended the City post signs prohibiting swimmdng in the creek.
In reply to the Manager's request for a prcgress report on the Skycrest Disposal
Plant expansion, Mr. Harold Briley, Consulting Engineer, explained that before plans
for the addition could be started it would be necessary for the City Engineer to
determine the area he feels should be served by that plant.
The Mayor complained that the contractor installing the water pipe in the 1958
water improvement project (Boyce Company, Inc.) had damaged some light posts and
street marker posts along Fort Harrison near Stevenson Creek Park. r~. Harold Briley,
Consulting Engineer, said any damage would be covered by the contract and those would
be replaced.
Cornm1ssioner l,vatl{ins commented that when a force main from Clearwater Beach
failed several months ago a temporary sewer main was laid on the west bridge of
Memorial C~useway and the contractor for the Marina Station Plant, Chilton Construction
Company, was asked to lay the new force main immediately and hool{ it in to eliminate
the temporary part on the bridge. Mr. Harold Briley, Consulting Engineer, reported
the contractor did lay the line as requested. The City Engineer was asked to check on
this.

Commissioner Fields said he had received a complaint that the Boyce Company had
lef't the parkway on Sunset Point Road between Kings Highway and Highland Avenue in a
very rough condition after the laying o~ the water main in that a~ea. Mr. Briley,
Consulting Engineer, said that would be checked.
Commissioner Strang and the Mayor commented that inquiries had been made as to
when sewer service would be available in the eastern end of the City. The City Engineer
stated that Belcher Road would be the east boundary of the area to be served by the
Skycrest Plant and all areas east of that point should be connected to the new plant.
Mr. Harold Briley, Consulting Engineer) stated his firm would mal{e up studies, reports,
estimate of costs, preliminary plans of the major collection system of sanitary sewers
required in that area with the definition of the area to be served, whether it waa
within the City or within the County, for a lump sum total of $2,500.00. Commissioner
Watkins moved that Mr. Briley submit the proposal in writing to the Commission for
approval on June 16th. Motion was seconded by Commissioner Fields and carried
unanimously.
Mr. Harold Brile~, Consulting Engineer) reported in regard to the part of the
3.9513 water improvement program which included South Myrtle Avenue that his office
had checked with the State Highway Department at Bartow but had been informed that
the drainage plans in connection with the State project of paving South Myrtle had
not been completed yet because other projects had higher priority. He said as soon
as those drainage plans were received, the remainder of the water improvement could
be advertised for bids.

The Engineer presented a report on the resurfacing and repaving o~ streets
completed in the past eleven months. The Mayor commended the Engineering Department
on its work.

Commissioner Fields recommended the Co~nission reconsider the bids awarded at
the meeting of May 19th for seven refuse bodies. He stated there had been a number
of brealcdowns in the Palc-Mor truclcs and the refuse collection was running behind
schedule. Commissioner Strang requested permission to refrain f'rom discussion and
voting as he was not present wiLen the bids \'lere awarded. Conunissioner Insco moved
Conunissloner Strang be excused from voting and discussion. Motion l,'laa seconded by
Commissioner Watkins and carried unanimously.
The Mayor reported that on Monday, May 26th~ the Commission with the exception
of Commissioner Strang had met in executive session with Mr. C. Kilgore, Refuse
Superintendent, Mr. Paul Kane, G~irage Superintendent R. Shaner and Assistant Purchasing
Agent G. Weimer and had reviewed the sub.ject of trash bodies and chassis and there had
been no unanimity of opinion from these persons on the cause of the breakdowns or
agreement as to recommending different equipment. Commissioner Fields moved to
reconsider the bids ror refuse bodies awarded at the meeting of May 19th. Motion was
seconded by Commissioner Insco. (CommiSSioner Insco explained he was seconding the
motion in order to bring it up for discussion and determine if there was sufficient
evidence to justify changing the bids.) Upon the vote being taken" Conunissioners
Fields and Insco voted \I Ayell. Commissioners Homer and Watl<ins voted "No". Commissioner
Strang did not vote. Motion did not carry.
Conunissioner Fields asl{ed that the bid awarded for seven trucl{ chassis at the
last meeting be reconsidered. Commissioner Strang requested permission to refrain
from discussion and voting. COmmissioner Watkins moved that Conunissioner Strang be
excused rrom voting and discussion. Motion was seconded by, Commissioner Insco and
carried unanimously.
CommiSSioner Fields moved to reconsider the motion passed at the last meeting
to award the bids for seven truck chassis. The Mayor ruled that the motion died
for lack of a second.
The Manager reported after the joint meeting o~ the CommiSSion, the Civil Service
Board and the employees on Wednesday, May 28th~ it was agreed that the Personnel
Director and he would rechecl{ all of the points brought up at that meeting. He stated
that this had been done. Commissioner Watkins moved that the Civil Service Board
be requested to meet with the Commission on Thursday evening, June 5th, Motion was
seconded by Commissioner Strang and carried unanimously.
Resolution 58-1~3 was presented which would require thirty-five property owners
to clean their lots of' weeds and underbrush. COnmUssioner Strang moved Resolution
58-43 be passed and adopted and the proper of'ficials be authorized to execute it.
Motion was seconded by Commissioner Insco and carried unanimously.
The Attorney suggested Item 18 be taken up next as Mr. Arthur Jordan was present
for that purpose. Commissioner Insco moved that Item 18, llRequest to Vacate Portion
of Hamlet Avenuo 111 Milton Park Subdivision)ll be discussed. Motion was seconded by
Conunissioner Strang and carried unanimously.
The Attorne;y presonted the request of Mr. Arthur W. Jordan, Jr., on behalf of
Mr. H. H. Baskin, Sr." to vacate the portion of Hamlet I\.venue adjoining Lot 8 and a
portion or Lot 7, J. B. Roberts Subdivision, since Mr. BaSkin owned Lots 7 and 8 and
the portion of Porna Parl<: lying acrosa the street east of said lots. The Engineer
stated there was a two inch water line in the street put in many years ago, that
there were no eleotrio power lines or telephone lines and that the sanitary sewer
line as .shown on the sketoh runs to the edge of the proposed vacation. Conun1ssioner
Watkins moved that Resolution 58-44 vacating that portion of Hamlet Avenue as covered
in the request of Mr. H. H. BasH,in.. Sr... be adopted and the proper officials be
authorized to sign ~t. Motion was seconded by Commissioner Fields and carried

The Attorney requested that Item 15, "Consideration of Amendment to Lease with
Robert V1allll be def'erI'ed to the next meeting. Conunissioner Watkins moved that
Item #15 be considered on June 16th. Motion was seconded by CommissioneI' Strang and
carried unanimously.
Resolution 58-L~5 was presented which would authorize payment of $2,669.96 to
Eriley, Wild and Associates for services in connection with the MaI'shall Street
Sewage Plant, the Marina Station Sewage Plant and the 1958 Water Improvement PI'oject,
Commissioner strang moved that Resolution 58-45 be adopted and the propeI' officials
be authorized to sign it. Motion was seconded by Commissioner Watkins and carried
unanimously.
The Attorney presented an agreement in which the Atlantic Coast Line Railroad
gave permission ~or installation of a water line at the Sunset Point Road crossing.
Commissioner Watl<ins moved to approve the execution of an agreement for installation
o~ a municipal pipeline with the Atlantic Coast Line Railroad dated May 13, 1958, at
the Sunset Point Road crossing. Motion was seconded by Commissioner Fields and
carried unanimously.

The Attorney reported the Court had extended the time for the Clearwater Flying
Company to pay the judgment entered against it in favor of Peninsula Steel Building
Company until June 18, 1958.
It was announced by the Attorney that the time for the continued hearing on the
parking meter suit, Schultz vs. the City, had been set for July 15, 1958, beginning
at 9:30 A.M.
The Attorney read on its flrst reading Ordinance 773, a refuse service ordinance
regulating garbage and trash collections. Several corrections were suggested by the
Commissioners which were noted by the City Attorney. Commissioner Strang moved that
Ordinance 773 be passed on its first readinG 'as amended. Motion was seconded by
Commissioner Watkins and carried unanimously.
Co~tssioner Strang moved that Ordinance 773 be conSidered on its second reading
by title only with the unanimous consent of the Commission. Motion was seconded by
Commissioner Insco and carried unanimously. The Attorney read the Ordinance by
title only. CommissioneI' Strang moved that Ordinance 773 be passed on its second
reading by title only. Motion \1aS seconded by Commissioner Insco and carried unanimously.
The Mayor recommended the appointment of f1r. John C. Marceron as Chairmal1 of the
Safety Council. Commissioner Fields moved that Mr. Marceron be appointed Chairman of
the Sarety Council. Motion was seconded by Commissioner Insco and carried unanimously.
The Mayor recommended the appointlnent of ~~. Daryl Swan to the Planning and Zoning
Board to fill the unexpired term of Mr. C. Robert Stuler. Commissioner Fields moved
that Mr. Swan be appointed to the Planning and Zoning Board. Motion was seconded by
Commissioner \..,ratldns and carried unanimously.
It was suggested by the Mayor that a delegation of Commissioners confer with the
U.S. Army Engineers, Jacksonville, to follow up on the request for harbor improvements
in Little Pass. Commissioner Strang moved that traveling expenses be approved for
those of~icials that the Mayor thinlcs necessary to go to Jacksonville. Motion was
seconded by Commissioner Insco and carried unanimously.
The Mayor reported he had received a copy of the Resolution adopted by the County
Commission urging the state Road Departmellt to let the contract for paving Myrtle
Avenue from South Fort Harrison Avenue to Palmetto Street.
Commissioner Strang suggested that the City award the City o~ Clearwater medal
to Ross Norton postlLWffiously in honor of his fine service to the City. Commissioner
Strang moved that the City medal be awarded posthumously to Mr. Ross B. Norton.
Motion was seconded by ComrrdssioneI' Insco and carried unanimously.
Commissioner Strang aslced if there had been any decision as to providing additional
police protection on Clearwater Beach in answer to the criticism of the Clearwater
Beach Association about having only one police cruiser. Police Chief W. Booth
described the operation of the zone system for the police cruisers and said any time
assistance is needed 011 the Beach another cruiser can be assigned and arrive in less
than five minutes. He said he felt the Beach was protected as well as other portions
of the City.
Commissioner Insco requested permission to be excused from the first Commission
meeting in August as he would be out of to~m. Commissioner StI'ang moved that
Comm1ssioneI' Insco be excused from the meeting on August 4th. Motion was seconded by
Cornmissioner Fields and carried unanimously.
The Attorney stated the Clearwater Power Squadron was relinquishing its lease
with the City covering filled land near the end of Seminole StI'eet. He suggested since
the Power Squadron had paid its rent of $1.00 per year in advance by making a payment
of $25.00 at the beginning of the lease, September 15, 1953, that the unearned portion
of rentJ $19.00, be returned. Commissioner Insco moved that $19.00 be refunded to
the CleaI'water Power Squadron. Motion was seconded by Commissioner Strang and carried
unanimously.

The City Commi.ssion o£ the City of Cle�rwater met in regular sesaion at the City
Ha11, Monday, June �, 1958, at 1:30 P.M, with the followin� members present;

The Mayor called the mee�ing to arder The invacation was given by the Reverend
Fred Vining of Missouri Avenue Baptist Church, Clearwater. The Mayar asked that
approval o£ the minutes of May lqth be cleierred to the next meeting.
Mr. Charles Ware, attorney, reported that Mr. and Mrs. David. Arown were requesting
annexa�ion of their property in Section 17-29�-16 located on the north side of Gulf t�
Bay Boulevard approximately one mile east of Route l9• Mr. George I�cCall, represen�ing
the County Health Department stated no sewers were available in that section and sail
tests show the area does not meet the standard to use septic tanks. The Mayor
commented L-hat a new sewage disposal plant in the east section of the City had been
discussed. Commissioner Strang sugoested that Mr. Brown install a s�nd filter system
as he did in Edenville Subdivision which could be connected inta a seVter system vrhen
available. The �nginzer stated that s�udies should be made f,o determine the cost of
the sand filter and collection system. Commissioner Strang moved the reauest of Mr.
and Mrs. David P,rown be postponed to the meeting of June 16th. Motion was seconded by
Commissioner Fields and carried unanimously,
Commissioner Insco on behalf of Ricardo M. Ar�as E., F,mbassador £rom the Republic
of Panama, presented to the City a picture of the President of Panarna, Don Ernesto de
Za Guardia, Jr., as a token of friendshi� fr�m Panama. The Mayor expressed appreciation
and suggested that �h:e A�torney be instructed to send a proper Resolution tQ the
Ambassador expreasing sincere thanks for thP gift.
Commissioner Insco presented two plaques from Mayor Itaru Ifurashima of Nagano,
Japan, expressing appreciation for the City of Clearwater medal ativarded him after his
visit to Clearwater, Gommissioner Insco mentioned Y±e had talked tvith Senat�r Smathers
and Congressman Cramer by telephone and they both expressed gratitude for ihe City's
activity in promoting friendship not only in Latin America uuc zn Japan.
A letter was presented from Mr. John Y. Hunter, Vice President, City Fuel Oil
Company, asking permission to construct aff-street parking at their place o£ business
(Lots 4 and 5, Block ll, Magnolia Park) and io replace the straight curb with modified
curb at their expense on Franitlin Street. Commissioner Strang moved that this permit
be granted sub�ect to revocation in case the City needs the right of way. Motion was
seconded by Commissioner Watkins and car�ied unanimously.
Regarding the bids for paving Eldridge Street £rom Missouri to Greenwood and
alleys in Greenfield Subdivision considered at the last meeting, the Manager reported
he had received a letter from the law bidder, Mr. E. H. Holcomb, Jr., stating that he
would use number eleven and number fifteen slag on the sur£ace treating of Eldridge
Street instead of limerock. Commissioner Watikins moved that the bid of E, H.
Holcr�mb, Jr., for paving and curbing of E�dridge Street and alleys in the amount of
�12,661.00 be aecepted ar_d the proper officials be authorized tc, sign the contract.
Motion was seconded by Commissioner Fields and carried unanimausly.
Mr. Sam Davis was present representing Hadl�y Contracting Company and in answer
to a question from Commissioner Insco explained tYa t the Watkins Road paving project
completed las;; week had be�n delayed by wet weather and he had had to wait for drier
weather in order to produce a good paving job.
Regarding the low bid of �4,090.59 from Hadley Contracting Company for paving,
widening and drainage of Cirus Avenue from Rainbow 335 feet south, Mr. Sam Davis
representing the Hadley Company assured the Commission that slag would be used instead
of limerock in the final surface treatment. Commissioner l�atkins moved the bid for
the paving and cuxbing o�' Ciruu Avenue, Gulf to Bay to Rainbow, be awarded to the
Hadley Canstruction Company in the amount of �4,090.59, and the proper authorities
be authorized to s3gn the contract. Motion was seconded by Commissioner �ields and
carried unanimously.
The NIanager recommended accepting the low bid o� $5,158.82 from Campbell Paving
Company, Clearwater, for resurfacing Highland Avenue from Gu1f to Bay Boulevard to
Cleveland Street. Commissioner Stra moved on the recommendation of the prope�
officials that the low bid of $5,Z58�2 subniitted by the Campbell P�,ving Company for
the resurfacing of Highland Avenue, Gulf to Bay to Cleveland, be awarded and the proper
officials be authorized tc execute tne contract. Motion was seconded by Commissioner
Insco and carried unanimously.

Lane, the Manager recommended accepting the low Uid of $8,8g8,6o from Cone 73rothers
Contraeting Company. Comm9.ssioner Watkins moved on the recommendation of the Utilities
Business Manager, City Engineer and City Treasurer that the bids on the E],dridge Street
sanitary sewers from Jefferson to Betty Lane be awarded to the Cone Bro�;hers Contrac�ing
Company, Tampa, in the amount of $8,8g8.60 and th� pxoper ot'ficials be authorized to
sign the contract. Motion was seconded by Commis�ianer Fields and carried unanimously,
The Manager reported that bids were opened for the construcbi�n of ttVo launch�ng
ramps at the end of Seminole Street on this day and presented a tabulati,on show3ng only
one bicl was received, that being for �2,220.00 from Misener 8c McEvoy, St, Pet�rsburg.
Co►nmissioner Strang moved that the fzrm of Misener 8c NIcEvoy, St, Petersburg, be ativarded
the bid for the launching ramps of' the City of Glearwater in tY�e amount of �2,220.00
subject to the approval of the City Engineer that the bids meet �he specificationS.
Motian was seconded by Commissioner b9atkins and carried unanimausly.
The Manager recommended accepting the low bid of y�2,595.00 frorn B�iley Bu3lders,
Largo, to construc� a control tower at the Marina, but suggested that payment fbr the
job be made from the Marina F'und in the next budget y�ear after July lstr. Mr. AlJ.en
Bailey tivas present aild agreed to this. Commissioner Strang moved according to the
recommendatioiz that the contract for the constructian of the control tawer at the
N�.arina be awarded to Bailey Builders, I,argo, in the amour_t of �2,595•00 with the
stipulation that payment will be made after July lst, Motion was seconded by
Commissionar Fields and carried unanimously.
In an effort to make the Marina Siation Setiver Plant more atiractive, the Engineer
and the Consulting Engineer recornmencled a fountain in front of the plant to be lighted
at night in five colors. Mr. Haro�;d Briley reported the American City magazine had
agreed to run a full color cover photograph and an article in the October issue if the
plant can be completed sufficiently by tha� time. Commissianer Glatkins moved that a
chan�e ordzr be approved in the Marina Stat�on contract to include such a fountain.
Motion i�as seconded by Commissioner Scrang and carried unanimously.
Mr. Harold Briley, Consulting Engineer, presented a tabulation of b?ds received
i'or the repair and pa?nting of the East Avenue wai:er tanit and recommended accepting
the loz�r bid o£ �18,7'o8.C�J from Utility Service Maintenance Corporation as part of �he
1958 Water Improvement Project. Commissioner Strang moved on the recommendatinn of
the proper officials that the Utility Service Maintenance Corporation, Orlando,
Florida, be awarded the contract fc,r the repair of the Eaat Avenue water tank in the
amount of y�18,768.00 and the proper officials be authorized to execute the contract.
Motion was seconded by Commissioner Fields and carried unanimously.
The Engineer reported the receipt af copies of notices of a hearing before the
Pinellas County Navigation and Water Control Authority on;applications to fill
submerged land, one from Paul Randolph in SL. Joseph�s Sound and the ��her from tiJm.
4Jightman in Tampa Bay inside the City limits. He stated he was informing the
Commissioners in case they wished to enter a nrotest. The Mayor suggested including
�he balance of Clearwater Beach, the Qlearwater Bay area and Tampa Bay in one �inal
seawall hearing and also part of Stevenson Creek if the aerial photoS arrive ln time
�o help determine the bull�head line. Comrnissioner Strang moved that a final special
sea,vall hearir� be advertised for T,Vednesday, June llth, to include the balance of
Clearwater Beach, the Clearwater Bay area, the Tampa Bay area and also part of
Stevenson Creek. Mation. was seconded by Commissioner Fields an� carried unanimously.
In reply to a q_uestion from Commissioner Ir_sco, the Engineer stated tha� from
d recreation standpoint the proposed aecorid fishing pier on Clearwater Beach sl�ould
be at Mandalay Park but from an erasion standpoi�t it would be better in the vicinity
of Aurel Street. By consent, the Erioineer was requested to send copie� of his
recommendation to the Corr��nission.
In answer to a complaint published in the Clearwater Sun th�t there tivas effluent
from the Marshall Street Plant in Stevenson Creek, Mr. Harold Briley, Consulting
Engineer, read a letter dai,ed August 15, 1957, from Mr. Wm, E, Dunn, Sanitary Engineer,
County Health Department, allowing this temporary discharge ot' effluent during
con�truction of the addition to the plant. Mr. Georg� MeCall of the Count,y Health
Department recommende�. the City post signs prohibiting awimming in the creer.
In reply to the Manager's request for a prcgr•ess report on the Skycrest Disposal
Plant expansion, Mr. Harold Briley, Consultir� Engineer, expla�ned that before plans
for the addition cauld be started it would be necessary far the City Fngineer to
determine the area he feels should be served by that plant.
The Mayor complained that the contractor installing the vaater pipe in the 195$
water improvement pro,ject (Boyce Company, Inc.) had damaged some light posts and
street marker posts along Fort Harrison n�ar S�evenson Greek Park. Mr. Harold Briley,
Consulting Engineer, said any damage taould be covered by the contract and those would
be replaced.
Commissioner 6Jatkins commented thai when a force main fram Clearwater Beach
failed sev�ral months a�o a temporary sewer main was laid on the NIAS� bridge of
Memorial Causeway and the con�ractor for the Marina Station Plant, Chilton C�nstruction
Company, tivas asked to lay the new forcE main immediately and i�oolc it in to elirnina�e
the temporary part an the bridge. Mr. Harold F3rlley, Consulting Erigineer, reporte�
the contractor did lay the Yine as requested. The City Eng�neer was asked to chec�c an
this.

Con�mi.ssioner Fle�,ds said he had rece-lved a complaint tha� i;k�e Boyce Company had
left the parkWay on Sunset Point Road between Kings Highvray and Hiohland Avenue in a
very roa�h condition after the laying of the water main in thati area. Mr. Briley,
Consulting Engineer, said that would be checked.
Commissioner Stran� and •the Mayor cammented that inquiries had been made as to
when sewer service would be available i;z the east�rn end of the City. The Citv Engineer
stated that BeTcher Road would be the east boundary of �he area to 'be served by the
Skyerest Plant and a11 areas east of that point should be connected to the new �lant.
Mr. Harold Briley, Consulting Engineer, stated his firm would make up studies, reports,
esi;imate of costs, preliminary plans of the major collection system of sanitary sewers
required in that area with the defin3�ion of the area to be served, whether it vras
witha.n the City or withln i:he County, for a lump sum total of �2,500.00. Gommi.ssioner
Watkins moved that Mr. Briley submit the proposal ln writing to the Cor�mission for
approval on June 16th. Mot3,on was seconded by Commissioner Fields and carried

• Mr. Harold Briley, Consulting Engineer, reported in regard to the part of the
195g water improvement program which included South Myrtle Av?nue that his office
had checked with �he State Highway pepax�tment at Bartow but had been informed that
the drainage plans in connection with the State project of pavir� South Myrtle had
not been completed yet because othsr pro�ects had higher priority, He said as soon
as those drainage plans were received, the remainder of the vrater improvement cGuld
be advertised for bids,
The Engine�.r presented a report on the resurfacing and repav�ng of streets
completed in the past eleven months. The Mayor commended tne Engineering Department
on its work.
Commissioner Fields recommeizded the Coirunission reconsider the bids awarded a�
the meeting of May 19th f'or seven refuse bodies. He stated there had been a number
of brealcdotiyns in the Pak-Mor trucks and the refuse collection was running behind
schedule. Commissioner Strang requested �ermission �o refrain from discussa_on and
voting as he was not present vrhen the bids tivere awarded. Commissioner Insco moved
Comm:i.ssi�ner Strang be excused from votin� and discussion. Motion was seconded by
Commissioner bdatkins and carried unanimously.'
The Mayor reported that on Monday, Nay 26th, the Commission with the exception
of Corrunissioner Strang had met in execative sesSion rrith Mr. C. Kilgore, Refuse
Superintendent, Mr. Paul Kanes Garage Superintendent R, Shaner and Assistant Purchasin�
Agent G. Weimer and had reviewed the sub�eGt of trash bodies and chassis and there had
been no unanimity of opinion from these persons on the cause cf the breakdowr_s or
agreement as to recommending different eq_uipment. Cammissioner Fields moved to
reaonsider the bids for refuse bodies awarded at the meeting of May 1gtYi. B�otion was
seconded by Commissioner Insco. (Commissioner Insco explained he was seconding the
motion �n order to bring it up £or discussion and dete:rmine if there was sufficient
evidence to ,7ustify chanoing the bids.) Upoiz the vate being taken, Commissianers
rields and Insco voted "Aye". Corrunissioners Homer and Watkins voted "No". Commissioner
Str�:ng did not vote, Motion cLd not carry.
Commissioner Fields asked that the bid aUiarded for seven truck chassis at the
last meeting be reconsidered. Commissicner Strang requested permission to refrain
from discussion and votir�. Commissioner Watkins moved that Commissioner Sirang be
exct?sed from voting and discuss3on. P4o�ian uras secorded by Commissioner Inse�� and
carried unanimously.
C�mmissiorier Fields moved to r�consider the motion passed at the last mzeting
to award thz bids for seven truek chassis. The Mayor ruled that the motion died
for lack of a second.
The Mana�er reported after the joint meetino of the Commission., the Civil Service
Board and the emplayees on Wednesday, May 2$th, it was agreed t11at the Personnel
D:Lrec�or and he �vould recheck a17. of the points brought up at that meeting. He statefl
that �his had been dcne. Commissioner Watkins moved that the Civil Service Board
be requestied to meet with �;he Commissi�n on Thursday evenin�, June 5th. Motion was
seconded by Comm9.ssioner Strang an�? carried unanimously.
Resulution 58-43 was presented which �vould require tizirty-five property owners
to clean their lots of weecls and underbrush. Commissioner Strang moved Resolution
58-�+3 pe passed and adopted and the proper ofiicials be authorizFd to execute it.
Motion was seconded by Comm3.ssioner Insco and carried unanimously.
The Attorney sugge5ted Item 18 be taken up next as Mr. Arthur Jordan was present
for that purpose. Commissioner Insco moved that Item 1,8, "Request to Vacate Portion
of Hamlet Avenue in Milton Park Subdivision)" be diseussed, h7otion was seconded by
Commissioner Strang and carried unaizimously.
Tlie Attorney presented the request of iV1r. Arthur W. Jordan, Jr., on benalf of
Mr, I3. H. Baskin, Sr., to vacate the portion af Hamlet Avenue adjoining I,ot 8 and a
portion of Lot 7, J. B. Roberts Subdivision; since Mr. baslcin owned Lots 7 and 8 and
the portion of Pams Park lying across the street east of said lots. The Engineer
stated there was a two inch water 11ne in the street put in many years ago, that
th�re were no electric power lines or telephone lines and that the sanitary sewer
line as ,shown on the slcetch runs ;o the edge of the proposed vacation. Commissioner
VJatkins moved that Resalution 58-44 vacating that portion of Hamlet Avenue as covered
�.n the request of Mr. k�. H. Baskin, Sr., be adopted and the proper officials be

The At�Eorney reported the Court had extended the time for the Clearwater Flying
Company to pay Lhe ,�udgment entered against it in favor of Peninsula Steel Building
Company until Jun� 18, 195$•
Tt was announced by the Attorney that the time �'or the continued hearing on tlze
parking meter su3.t, Schul�z vs, the City, had been set for July 15, 1958, beginning
at g;3o A.M.
The Attor:�ey read on its first reading Ordinance 773, a refuse servlce ordinance
re�ulating garbage and trash collecti�ns. Several corrections were suggested b.y the
Commi.ssioners which were noted by the City P;ttorney. Commiasioner Strang moved that
Ordinance 773 be passed on its first reading as amended. P�otion �was seconded by
Commissioner SJatkins and carried unanim�usly.
Commissioner Strang moved tnat OrcLnance 773 be conszdered on its second reading
by title only w3th the unanimous consent of the Commission. I?fotion was seconded by
Commissioner Insco and carried u_nanimously. The Attorney read the Ordinance by

The Mayox� recommended the appointment of Mr. John C. Marceron as Chairman of the
Safetiy Gouncil. Comm.i.ssioner �'ields m�ved that Mx. Marceron be appointed Chairman of
the Safety Council. NIotion was seeonded by Commissioner Insco and carried unanimously.
The Mayor recommended the appointinent of P'tr. Daryl Swan to the Planning and Zoning
Board to fill the unexpired term of r+Ir. G. Robert Stuler. Comm3ssioner Fields moved
that Mr, Swan be appointed to the Planning and Zoning Board. Motion was seconded by
Cc�mmissioner Watkins and c�rried unanimousl;�,
It avas sug�ested by the Mayor that a dele�ation oi' Commissioners confer with tlze
U.S. Army En�ineers, Jaeksonville, to follow up on the request for harbor improvements
in I,it�l� Pass. Commissioner Strang moved tha� traveling expenses bs approved for
those officials that the Mayor thinks necessary to go to Jacksonville. Motion was
seconded by Commissioner Insco and carried unanimously.
The Mayor repor�ed he had received a eopy of the Resolutian adogted by the County
Commission ur�ing the S�ate Road Department to let the contract for paving Myrtle
Avenue f'rom South �'ort Harrison Avenue �o Palmetto Street.
Commissioner Strang suggested that the C:ity award the City of Clearwater medal
to Ross Norton posthumously in honor of his fine service to the City. Commissioi�er
Strang moved that the City medal be aivarded posthumously to Mr. Ross B. Norton.
Blotion was seconded by Commissioner Insco and carrieu unanimausly.
Commissioner Strang asked if th2re had baeri any decisian as to providing additional
police protection on Cl2arwater Be�,ch in ansvrer ta t;Y:e criticism of the Clearwater
Beach Association apout having only one police cruiser. Po�ice Chief W. Booth
described the operat�on of the zone system for the poli�e cruisers and said any time
assistanee is needed an the Beach another cruir�er can be assigned and arrive in less
than five minutes. He said he felt the Beach was protected as well as other portiona
of the City,
Commissinner Insco -requested permission tc be excused from the first Corrunission
meeting in August as he vlould be out of tot��rn. Commissioner Strang moved that
Conuni.ssioner Insco be excusefl from the meeting on l�ugust 4th. Motion was �econded by
Commissioner Fielcls and carried unanimoixsly.
The Attorney stated the Clearwater PoUrer Squadran was relinquishing 3ts lease
with �he City covering filled land near the end of Seminole Street. He su$gested �ince
the Power Squadron had paid its rent of �1.00 per year in advanc� by making a payment
of �25.00 a� the beginning of the lease, September 15, 1953� tha�t the unearned por�ion
of rent, $19.00, ba re�urr,�d. Commissioner Insco moved that $1g.00 be refunded to
