'I'be Mayor stated he wished to officially recogrdze 1ihe tremendous work that was done by the
Y'ar1ous departments in fighting the fire at t.he nonnea.st corner of Cleyeland street and Watterson
Avenue which spread to f'our stores and the 01d B & B SUpermarket facing Ga.rden Avenue. He said. be
ofticially wanted to pay credit to the Fire Department, Police Departaent, the Hana~er. the Engineer,
the maintenance workers and all of the other departments tor the manner in which they met. a major
emergency_ With the consent of the Commission, he instructed the Manager to issue a cOIIIIlmdatioD
to all the departments commending them and thanldng them on behaJ.t of the CollllD1.ssion and the people
of ClealVater.
Concerning the merchants who were burned out, the Mayor recommended. o;tfer1ng them the facilities
C)f the Hunicipal Auditoriua to use until the buildings can be rebuilt and they can be back in buain.ss
again at their old location. He said be had asked the various merchants iuvolv.ecl to meet. with him aDd
be "WOuld like authorization to ofter th_ the use ot tbe Auditoriwa for up to six months tl'Om appron-
mtely April 1st at just the oost of the utilities. By consent, the Commission authorized th. Mayor
to proceed on tbis suggestion_
The Mayor recosnended a Resolution be drawn thanking the tollowing,:c~tie8 Cor sending men
and equipnent to help fight the fire - St. Petersburg, Tarpon Springs, Largo; the following agencies
tor assistance - CivU De;tense, Red Cross, Florida Power and others; the tollowiDg for serving coftee-
Birohall's Sundr1ee, Woolworth's, MCCrory's. CoJDllissioner Strang moved that Resolution 58-23 be passeel

A Public Hearing was announced on the construction ot an eight inch sanitary sewer line from ~e-
vater Drive to serve Lots a.,2, am 3, Block B, Floridena Subdivision, aDd Lot 41. Sunnydale Subdivision.
The Engineer stated he bad held a preliminary hearing and all of the owners present were in tavor; how-
ever, in estimatill! the costs, he had told these owners the tapping tee would be $25.00 and be understood
now the tapping tee was to be raised by a new ordinance to be presented today, One of the affected owers
present asked that they be permitted to connect at the old rate. Atter having held this Pu.blic Hearing
and heard no 1egal valid objection. CoDlDissloner stra.ng moved that the eight inch sanitary sewer froa the
west. side ot Edgewater Drive be approved according to the desoription or the Engineer; the proper ott1cial.a
be authorized to advertise for bids; the project be assessed upon completion; and that the four lots in-
volved be charged a twenty-five dollar tapping fee if they hook into the ]ine within sixty days of COlI-
ple'tion of the line. Motion was seconded by COlIIIdssioner Watkins and oa.rr1.ed unan1.mousl7,
Regarding the discussion or parking meters on Clearwater Beach, the Kayor announced that CoDlllis.1oner
F'1e1.ds was out of town and had asked that any tinal. decision on this be postponed until be could be present.

A revised plat of Lembo Subdivision was presented for approval. 'I'be Zoning and P1anning Board.
recCQIIlended approval of the plat with the exl.stiDg zoning of R-l. The Attomey stated he had. approved
the contract in accordance with Ordinance 632 and 75C> subject to receipt or revised. bond. Mr, Nicll Rcapon,
surYeyor, representing Hr, Lembo, stated there was n() change in the titty foot right ot way for Lincoln
Avenue in the new plat. The Attorney reported that deeds had been received from Mr. Aldo ChambenJand
Krs. Elisabeth Lind for the needed right ot 'flay on the east side. Camm1ssioner straD& lDln'ed the plat of
Lembo SUbdivision be approved as submitted nbjec:t to the receiv:lng of the bOM and the proper otticials

the low alternate bid of $860.00 trom Marchant Calculator, Inc., Tampa. Be expl~iJled since 01317
1450.00 was budgeted tor the calculator it would be necesl5al7 to transfer souetunds allotted ~or a

T)J. Engineer reported he and a representative trom Briley, Wild & Associates had made an inspec-
tion ot the water tank on East Avenue and f'ound that the tank was salvat;eab1e and in good condition.
He said they' would make a joint reconmendation as to its rehabilitation.
It was reported. by the Manager that only one bid had been received tor the aerial sU1'VeY' and mapa,
that one being tor $3,360.00 from Abrams Aerial SUrvey Corporation, Lansing, Michigan. COIIIII1ssioner
str&n& moved the contract be entered into with the Abrams Aerial Suney Corporation in the amount of
$3.360.00, this being the 10west and best bid, and the proper authoritie8 be authorized. to execute 'the
oontract. Kotion was seconded b7 Commissioner Watldns and carried unanimously.
The Hanager presmted Resolution 58-24 which 'WOuld require tour property owners to clean their
lots ot weeds and undergrowth. C0DDd.8sioner stra.ng moved that Resolution 58-24 be passed 8.IJd adopted
and the pl'Oper ofticials be authorized to execute it. Kot1on was seconded bY' Commissioner Insco and
carried unanimouslT.
The Manager recommended approval ot appropriation ot $200.00 to the Legal Department for oftice
supplies tor the remainder of the year. CQIlIIIl1ss1oner Strang moved that $200.00 be appropriated to the
proper aocount for the Legal Departmen't. Motion was seconded by CoDlnissioner Watldns aDd carried
unanimously.
The AttomeY'reported the City is p81ing '75.00 a month to Johnnie Hae WUlians tor 1eae1ng a
building located on Lot 1, Pennsylvania Subdivision, which is being used tor a public l1brarr tor
colored people and it appears that there is a mortgage on the propertY'. He explained tha-t the
lessor had requested that the Ci't1 pay tbe $75.00 a month direct to the Fir.t Nat~ona1 Bank of Duned1D
as am.i ni strator ot the estate ot James S. Cameron. He recommended apprOYal of the assignlllent by
Johnnie Mae Williams of' her interest in t.he lease to pay on the mortgage. Commissioner Strans IIOved

The Attorney explained a proposed contract with Briley, Wild am Associatea for resident super-
vision for the Marshall street Sewage Treatment. Plant and the Marina St.ation SWage Plant.. C0m-
missioner Insco moved to approve the letter agreement dated Karch 7, 1958, with Briley, Wild and
Associates oovering resident supervision of construction and authorize the proper ofticials to exe-

The Attorney read on its 1"!rst reading Ordinance 767 which would amend Section 8, Chapter 26,
City Code 1950, by amencl1ng the schedule of rates and charges for sanitary sewer services furnished
by the Cltr. A letter from the Manager explained that the proposed rate adjustment for sanitary
sewer servioe was being recommended to partial1r off-set. the increased cost of the Sanitary Sever
Division. Commissioner Watkins lI10Yed Ordinanoe 767 be passed on ita tint reading. Motion was
seoonded by Commissioner Insco and carried unanimousl;r. Dr consent, secona reading of Ordinance

The Attorney stated the Commission had asked him to prepare a Resolution to the County and the
state, Road. Department in connection with the drainage condition on Belcher Road. between Druid Road
and Gulf to .Bay Boulevard pointing out that this is a joint problem of the City, Co1,U1tyand state
and requesting prompt consideration. He said the Rel!lolution would be numbereel 58-26. CoIIlmissioner
strang moved that Resolution 58-26 be passed and adopted and the proper oftlcius be authorized to

The Haror reported it had been recommended by the Library Direotor and the Library Board that
the CoDIDisslon request the state Librarian to have a survey lIIo9.d.e of the librarr faoilities pursuant
to recommendations tor future improvements (ahead of budget time it poss:1b1e). He suggested pre-
paring a Resolution to the State Libral'1 Director requesting such a surve1 (at no coat to the City).
Comm:1ssioner strang mOTed that the proper of.ticials be authorized to prepare the proper ResolutioDs
and exeoute them requesting a survey of the Clearwater Library. Hotion was seoonded by CoaIDissioner

Comm:ise1oner Watkins reported. that he had reoeived notice that the City had been allowed to pur-
chase two jeeps from the Surplus Property Seotion, Florida Developnent ColllDisaion, for about $1SO.00
eacb, and these will be put into resoue service in the Civil Detense, the Police and Karina Depart-
menta.

WHEREAS, ~he City of Clearwater, Florida, experienced a dieasterous contl.~a-
tioD in its downtown business d1atric~ during the early morning of March 11, 19~8,
which threatened the entire central portion of ~he town; and,
WHEREAS, by virtue of the concer~ed, heroic and diligent combined effort8 of
employee of the City of Clearwater and of neighboring communities of Largo, Tarpon
Springs and St. Petersburg, and of citizens, organizations and businesses ot Clear-
water, tn, tire and damage incident thereto were confined, tbere was no 10s8 of
l.11'. or personal injury and traffic and business activi~y in the downtown section
were resumed wi~h a minimum of delay; and,
WHEREAS, i~ i8 dosired to express the heartfelt apprecia~ion of the individual
members of the C1earwa~er City Commission, personally, and on behalt of the citizens
of ~he C~ty of Clearwater, to all who assls~ed in this regard;
}lOW, 'l'HEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLDOWS:
1. Tbat the members of the Fire and Police Departments of the City of Clear-
watert the City Manager, the Public Service employes, and all other employes ot

Concerning the merchattts who were burned out, the Mayor recommended offering them the facilitie�
of the Y4unicipal Auditorium to use urzt3.I the builciings can be rebuilt and thag can be back in bus3ness
again at their old location. He �sid he haci asked the various merchants involved to meet with him and
he would like suthorization to offer the� the use of the A�ditorlvm for up to six mon�hs from approxi-

WHEREl�S, the City of Clearwater��Florida, experlenced a disastarous cor,flagra-
iion in its downtown business district durirzr� the early morning o� March 17, 195�,
whiah threatened the entire central portion ri the town; and,
WHEREAS, by virtue of the concerted, heroic and diligent combined efforts of
emp].oyes of the Ci�y of Clearwater and of neighboring communities of Largo, Tarpon
Springs and St. Petersburg, and of citizens, organizations and businesses of Clear-
water, the fire and damage incident thersto were confined, there was no loss of
life or personal injury and traff3c and business �ctivity 3n the downtovan section
were resumed with a minimum of delay; and,
WHEREAS, it is �esirsd to express the heartfelt appreciation oi the indiyidual
members of the Clear�waGer Gitp Coaunission, personally, and on behalf of the citizens
of the City of Clearwater, to a11 who assisted in this regard;
NOW, ^1HEREFOREa BE iT RESOLUED BY THE CITY COi�IMISSION OF 'PHE CITY OF CLEARWATER,
IN SESSION DIILY AND REGULARLY ASSEMBLED, AS FOI,IAWSs
1. Tha� the members o£ the Fire and Police Departments of the City of Clear�
water, the City Manager, tha Public Service employes, and all other euiployes of
the City are commended for the efficient ana professional inanner in which they
performed on saa.d oGcasion.
2. That appreciation is ex.pressed to the municipalities of Iargo, Tarpon
Springs and St. Petersburg far the prompt, efficient and neighborly assistance
they rendered in furnish3ng elements of their fire departments and oth�r municipal
services at said time.
3. That thQ Florida Pawer C:o,rporation, Peninsular Telephone Company, Givril
Def'ense organization and the American Red �ross are commended for their assistance
and prompt and efficient he1p.
y.. That the owners, managers and local representatives of Birehell Sundries,
1�icCrory's Stores Corporation and F. W. Woolworth Company are commended for their
�ratu3tous and htunanitarian efforts in serving coffee to fire figY�tars and other
personnel combatting said conflagration.

that the City Con,mis�ion request the Florida Sta�e Librarian to make or have made
a. survey of the library facilities 3n the Gaty of Clearwater, Florida, for the pur-
pose of making recommendations ior future improvements of library facilities in
ths Cit�y ; and,
VIHEREAS, it is understood that such a survey can be obtAined without cogt to
the Citg and �he Gity d�sires such a survey and recommendations pursuant thereto
at the earliest poss3.ble mement;
N�W, 'PHEREFORE, BE IT RESOLVED BY THE GITY COMMISSION UF THE CITX OF CLEAR-

City limits but with�n the County of Pinellas; and.,
;JHERLAS, there is a critical draina;e problem aTon� said portion of said
road which is caused in �art by water drained from State N.oad 6(?, also known
as Gulf-to-Bay Boulevard; and,
�'�HEREAS, alleviation of this drainage problem is a joint and mutual obliga-
tion of the State Road Department of Florida, the County of Pinellas and the City
of Clearwater; and,
'fdHEREkS, the State Road Department, throu;h its proper officials, has indi.cated
its intention to pro vide proper facilities to prevent draina;e from �tate Road 60
running alono said portion of Belcher Road and the Coun�y of Pinellas has indicated
its intention of cooperating wi�h tha Gity of Clearwater in alleviatino the drainaoe
prnblem which still would exist after such action by the State Road Department; and,
�'uHEREAS, there is an i.nmediate need that appropriate action te tal:en by all
coneerned to correct this si�uation;
