He presented retiring Patrolman Dave Caruthers ~ith a citation ~or outscanding work and complimented him on his t~enty years o~ service ~ith the City. Commissioner Insco moved the minutes of the regular meeting of January 20th be approved as correc&ed in accordance with copies sent each Commissioner in ~riting. Mo~ion ~as seconded by Commissioner Watkins and carried unanimously. ~ne Mayor announced the continuation of the consideration of the revised plat of Lembo Subdivision. Mr. Charles Phillips said his client, Mr. Nick Lembo, would be willing to return to the origina1 plat if the remainder of the fifty foot right of way for Lincoln A~enue could be secured. The Engineer stated the deed sent to Mrs. El~zabeth Lind which described ~he needed strip of &and as varying ~rom 4.02 feet at one end to 1.27 feet at the other end was correct. Mr. Lloyd Phi1lips, speaking for Mrs. Lind, said she would execute that deed. Mr. Aldo Chambers stated he was in favor of having the right of way of Lincoln Avenue extend straight south as in the ori~inal plat and therefore was willing to give his portion of &he right of way. vOIlunissioner Watkins moved &hat the proposed plat of Lembo Subdivision as approved by Leo Butler dated April 17, 1957, be approved; and that the contract under the provisions of Ordinance 032 and the bond &hereto attached be approved; and that the proper officials be authorized to approve the plat subject to the City obtaining the required deed of conveyance from Mrs. Elizabeth Lind which she agreed in open Commission meet- ing to deliver; and subject ~urther to the contract under the provisions o~ Ordinance 632 and the bond thereto attached being dated as of this date rather than its receiving date and also subject to the provisions of Ordinance 750. Motion ~as seconded by Commissioner Strang and carried unanimously. Regarding the bids for construction of paving in Watkins Road the Manager' recommended accepting the low bid or $3,all.OO from Hadley Contracting Company, Clearwater. Commissioner Wa~kins moved the bid of Hadley Contracting Company in the amount of $3,all.OO for the paving of Watkins Road from Bay Avenue &0 Wa~ers Avenue be approved and the proper officials be authorized to sign the contract and that ~he assessment be made as per the original motion at the Public Hearing. Motion was seconded by Commissioner Strang and carried unanimously. A request was presen&ed from The Texas Company for permission to construct a gas station at the corner of Mars and Drew Street. The Manager reported the Engineer had recommended a complete plumbing layout and survey plat be required, and su~ested other corrections ~n the proposed plans. Commissioner Watkins moved the matter be postponed to the next regular meeting. Motion was seconded 'by Commissioner Insco and carried unanimOUSly. The Manager reported only one bid had been received for an electric ozonizer for the Skycrest Disposal Plant and he recommended the acceptance of that bid or .625.00 from the Invex Company of Coral Gables, Florida. Commissioner Wa&kins moved that the bid for electric ozonizer from the Invex Company, Coral Gables, be approved in the amount of *625.00. Motion was seconded by Commissioner Fields and carried unanimously. The Engineer reported regarding 'C~ ol.d well site in the northwest corner of Lot 22, Block GJ Sunset Po~nt 2nd Addition, that he had not made a test of &he well bu~ had looked in~o its past history and found after being drilled in 1939 it had showed high salt content and the Department of Health would not accept it as it ~as worthless for drinking water; it was his recommendation that this well be abandoned, Commissioner Wa~kins moved on the recommendation of the City Engineer and the Utility Depart.ment that t.he application of Fred. J. Kuhn, the owner of the remainder of the lot, be allo~ed to purchase the property owned by the City in the northwest corner of Lot 22, Block G, Second Addition to Sunset Point Subdivision, for the sum of $50.00 and that. the City vacate the easement running from Douglas Avenue to the well site and that the proper of:ficials be authorized to execute the deed of conveyance upon receipt of the sum o:f $50.00 and the City Attorney prepare the necessary Resolution for vacating to be brought back to the next regular meet- ing. ~tion ~as seconded by Commissioner Strang and carried unanimously. , , , " ". .... . CITY CO)DaSSION MERTING Karoh 3, 1958 The Bngineer asked permission to advertise tor bids for new aerial map8 a8 the present ones were nearly obsolete. Commissioner Watkins moved to authorize the BDg- ineer to advertise for bids as 800n as possible. Motion was seoonded by Commi8sioner strang and oarried unanimously. The Manager presented Resolution 58-21 whioh would require one property owner to olean bis lot. of weeds and underbrush. Commissioner Watkins moved that Resolution 88-21 be adopted and the proper offioials be authorized to sign it. Motion was seconded by Commissioner Insoo and carried unanimOUSly. In regard to pe~ssive pay inoreases effective January 1st, 1958, the Manager recommended t.he City Clerk and the City Treasurer be raised from step One to step Two in their respeotive pay soales. Commissioner Strang moved the approval ot the pay raises for the City Clerk and the City Treasurer from step Gne to step Two in the pal soa1e. Motion was seoonded by Commissioner Watldns and oarried unanimously. Resolution 58-22 was presented whioh would authorize the payment ot $3,319.11 'to Briley, Wild and Assooiates, Consulting Sngineers, for services rendered in conneotion with the Marina Sewage Treatment Plant and the Marshall street Plant. Commissioner Strwng moved Resolution 58-22 be passed and adopted and the proper offioials be authorized to execute it. Motion was seconded by Commissioner Insoo and oarried unanimously. The Attorney read on its first reading Ordinanoe 765 whioh would amend Seotion 4 (0) of Chapter 26, City Code, by ohanging the amount of charge for oonnection to san1tarJ sewer lines to $50.00. ColllDissioner Watld.ns moved that Ordinanoe 765 be passed on :l.ts first reading. Motion was seconded by Commissioner Insco and carried unanimOUSly. The Attorney suggested that second and third readings be deferred to the next meeting. The proposed plat of Second Addition to Fair Oak~ was presented tor approval. The Attorney stated the contract had been signed in aocordanoe with Ordinanoes 632 and 750 and the bond ~or improvements had been posted bl the developer, Mr. H.B. Wyman~ Belle Haven Trailer Park, complained of being fined $55.00 in the Municipal Court for allegedly turning on a red light. The Attorney informed her anr appeal of the case should be taken to the Circuit Court. The Mayor read a letter rrom Mr. U. M.S1ater, stating he wished to resign from the Civil Service Board~ at a time that would suit the convenience of the Commission. Be explained that his new of~ice as President of the National Shuffleboard Assooiation ' would cause him to be traveling a great deal o~ the time. Commissioner Strang movedKr. Slater's resignation be acoepted with regret, that he be asked to serve until bis re- plaoement is appointed and that a oitation be prepared for Mr. Slater ror bis service on the Civil Service Board. Motion was seoonded by Commissioner Insco and oarried lDlanimously. The Mayor read exoerpts from a report of the Chamber o~ Commerce Advertising and Publioitl Committee which stated first, that no amount or advertising would improve the Karoh tourist business; seoondly, that $1,500.00 or $21000.00 spent the last half or Maroh might improve the April business and would help the overall summer tourist busi- ness. Commissioner Watkins moved to approve, appropriate and transfer to this fund a sum ot $11500.00 to advertise the City and that aotua1 details be worked out between the Commission and the Chamber ot Commeroe. Motion was seconded by Commissioner Fields and carried unantmously. The Mayor reported the Commission had entered into negotiations with the County School Board and have a pattern tor agre~ment worked out whereby the City will aoquire a strip of propert.y 100 feet wide north of the Skyorest Disposal Plant ~or expansion o~ the plant and the School Board will grant an easement ~or right of way purposes from the site or the present plan't south to Druid Road with the provision that. the City pave it and also that the Cit.y keep the propertl olear o~ weeds, eto. trom the present plant north to Gulf to Bay Boulevard. He asked what could b~ done to speed up the drainage projects on the Beach. The Engineer explained those people having septic tank trouble should petition for san1.t.ary sewers; as to 'the storm sewer pro- ject he explained the weather and the rapid turnover of men in his department were delaying the work. In reply to a question, he stated two of his men were spending two or three hours a day supervising the construction o~ the Marshall Street Sewage Plant Addition and the Marina Sewage Plant. It was suggested it might be well to employ the Briley, Wild firm again for resident supervision to release those men for other work. The Commissioners considered instituting a crash program for two or three months to get the drainage projects and other emergency publiC works projects ready for bids. Commissioner Watkins felt ~he Engineer should bring back recommenda- tions at a special meeting on the 10th. Commissioner Strang moved the next meeting be held on March 17th. Motion was seconded by Commissioner Insco. Upon the vote being taken, Commissioners Strang, Insco, Fields and Homer voted "Aye". Commissioner Watkins voted "no". Motion carried. Commissioner Strang moved that there is a necessity ~or assistance to the Engineer- ing Department in obtaining irr~ediately work accomplished which the Engineering De- partment at this time is not able to do witn its own forces in the time desired; and it is found that there is an emergency requiring that this work be accomplished, that the Manager and the Engineer are authorized to take the necessary action to obtain the services of professional engineers on a part time basis, to obtain supervisory service of professional engineers on a contract basis, the contract to be approved by the City Attorney if they deem it necessary, and to obtain engineering help on the basis of emergency appointments to be made as necessary. Motion was seconded by Commissioner Insco and carried unanimously. Commissioner Insco reported chat Dr. Shayne MacCarthy, of Washington, D. C. Executive Director of President Eisenho~er's Council on Youth Fitness, had accepted the invitation to be in Clearwater during the Fun'N Sun Festival and would be present on March 20th and 21st. The Mayor suggested chat Mr. J. Gordon Roberts, Clearwater Beach resident, who was also a member of the Council be included in any invitation to the festivities. Commissioner Insco suggested requesting the Civil Service Board to relax its residence requireme~~s of one year in the State to a shorter period of time if the Board deems it advisable during this crash period to help the Police D~partment, Fire DeJ>9.rtment and other services of the Ci ty. The Mayor agreed with tm idea not just ror the crash program but whenever necessary to fill out requested personnel with preference bei~ given to local people ~here possible. It was pointed out a Civil Service Board ruling required new employees to live within an area bounded on the north by Union Street extended, on the east by Haines Road, on the south by Sixteenth Avenue, extended and on the west by Clearwater Bay or the Gulf. CommiSSioner Insco moved that the Civil Service Board be reouested to relax tre resident 1al re- ~uirements as to area location within re~son, and time in the State where necessary connected wit h furnishing employees for all City services provided the Board where- ever possible give preference to persons who are residents and have been for at least one year. Motion was seconded by Commissioner Fields and carried unanimously. The Manager reported that the Chief o~ Folice had requested permission to pay his men for holidays instead o~ giving them compensatory time o~f, at least until it was possible to have an adequate or ~ull complement of men for his depar~ment. mhe Commissioners were of the opinion that employees in the Police Department and otre r departments should be paid overtime when the employees are requested to work overtime by the departmenC head instead of taking compensatory time off. Commissioner Strang moved to authorize the Manager to approve overtime pay in cases where needed and rescind our previous motion that they be given compensatory time off, when deemed. necessary by the Manager. The Manager announced the City now has a Civil Engineer to be assigned to utilities work, Theodore M. Wardwell. Commissioner Watkins invited the Commission to participate in the Civil Defense evacuation problem to be worked out at South Ward School on Wednesday March 5th, at 9:00 A.M. It was announced that Mr. L. E. Knapp has been appointed Evacuation Officer ~or Schools far Clearwater. Commissioner Strang suggested using a street cleaning crew and a fire hose to clean the sand from Cleveland Street and some of the other main streets. Commissioner Insco suggested that the street sweeper should be used at night in the business district instead of the daytime. Commissioner Strang requested a review be made of present street speci~ications stating that he had received a complaint relative to the poor surfacing job on Duncan Avenue.
