The invocation was given by the Reversnd Hugh Powell of Trinity Presbyterian Church, Clearwater. The continuation of the Public Hearing on construction of sidewalk on the west side of Missouri Avenue from Grove Street to Drew Street was announced. The Engineer reported at the original hearing held December 2nd the property o"mers objected tc the esti.mated cost so it 'Was decided to continue the hearing and receive the bids for the Missouri street pRving and sidewalk at the s~e time. He said the bid price was less than his original estimate; therefore, his revised es~imate was approximately $2.21 per front foot. The propert~'owners present expret1sed approval 01' the red uc ed co st and there were no objections. After having held this Public Hearinb and having heard no legal valid objections, Commissioner Strang moved that the sidewalk project on the west side o~ Missouri Avenue from Grove Street north to the present sidewalk of the Hamlin Building be apI~oved and that it be assessed. Motion was seconded by Commissioner Watkins and carried unanimously. Regardin[; the bids for widening and resurfacing Missouri Avenue from Grove to Drew Street and an alternate bid for sidewalk on the west side of Missouri Avenue from Grove to Drew, the t>lanager recorrnnended accepting the low bids of $4,302.71 for the widening and $914.10 ~or the sidewalk from E. H. Holcomb Company, Clearwater. It was pointed out that the resurfacing cost would be assumed by the Ci ty and the widening and the sidewalk would be asse5~.ed. Commissioner Strang moved the M~n3ger's reconmendation be accepted and the proper officials be authorized to execute the necessary documents and that E. H. Holcomb, Jr., be awarded the cont.ract in the amOUIll. o~ $5,216.$1. Motion was seconded by Commissioner Watkins and carried unanimously. The Mayor recommended the appointment of the following persons to the Parking Advisory Board: Messrs. E. C. Marquardt, George W. Smith (attorney)) Jules Bragin, rrom Brown and Cl)rde Pos ey. Commissioner Watkins moved that the f'i ve men recommended by t he Mayor be appointed to t he Parking Advisory Board. Motion was seconded by Commissioner Insco and carried unanimously. The Mayor explained the scope o~ the Boat-d's "Work would be to accumulate data; to make recommendations for offstreet parking throughout the City; to make recommen- dations as to the feasibili'ty o~ employing a qualified engineer to make a sur- vey of the parking situation. He stated he would call a meeting of the Board at which time a Chairman could be elected. Regarding the parking meters installed on Clearwater Beach last fall, Mr. Leonard Merrell, speaking ~or the Citizens Committee, pointed out that the 90 day trial period was completed. He submitted petitions containing approximately.l,GOO signatures asking removal of all parking meters on Clear- water Beach. A companion petition was submitted in which the Clearwater Beach business people asked the City to establish time limit s in the various areas and agreed not to allow their cars or their employees' cars to be parked in such a way as to handicap their neighbors' businesses. Mr. Adon Smith read a letter from t he Clearwater Beach Resor~ Association stating the orgainiz~tion had voted unanimously that the parking meters be removed. Captain W. L. C1ark representing the Commercial Boatmen of Clearwater; Mr. Joseph Schultz, owner of the Beach 5 & 10; Mr. James Olson, 520 Mandalay, and others objected to the meters. Mr. Gonzalo Garcia, President of the Clearwater Beach Business Group presented a letter pointing out the need for contro+led parking stating t.here are businessmen am residents in favor o:f the meters, and suggesting certain faults in the meter control program that could be corrected. Mr. A. B. Darlir~, manager o~ the Yacht Basin Apartments, and Mr. C. G. Rudderbam, 4S9 Mandalay, spoke in ~avor of t m meters. The Manager read a letter from t. he Clearwater Beach Association stating the Association still favored the meters in the Beach business section and asking for a fair trial of the meters in more favorable ~eather. Commissioner Fields moved to remove all meters on Clearwater Beach immediately or as soon as possible. Motion was seconded by Commissioner Insco. (Commissioner Insco commented that at the time o~ the original vote he had stated he was personally opposed to parking meters on the Beach but had voted for them because the Beach people asked for them; now since there were indications ~he majority do not want meters, he was seconding this motion.) Commissioner Strang ex- plained he thought the tra~fic engineer should report on whether the program was successful and the petitions should be checked to see how many or the signers were actually affected by the meters. The Mayor summarized by saying that the matter would be deferred until the report was prepared and the survey completed. 'llhe Engineer asked tha. t Item 4., "Bids, Industrial Park, Paving, Curbs and Catch Basins", be deferred to the next meeting as there was one portion of the speci~ications concerning the number of cubic yards of shell that was being questioned by the contractor as not being clear. He suggested a conference wi th Commissioner Strang, the Manager and himself present to discuss the matter with the low bidder, E. H. Holcomb, Jr~ Commissioner Watkins moved that the matter be held over to the ne~t agenda. Motion was seconded by Commissioner Insco and carried unanimously. The Manager explained that three bids were received to mow lots on a con- tract basis and recommended accepting the low bid of Mr. I. E. Johnson of'$4..00 for mowing 6,000 square feet or less and $.50 cents for each additional 1,500 square feet or any fraction thereof. Commissioner Fields moved the contract be awarded to Mr. Johnson subject to the requirements of the insurance and that the proper authorities be authorized to execute the contract. Motion was seconded by Commissioner Insco and carried unanimously. The Manager presented an application from Ethel G. Baumgardner for per- mission to erect a commercial adverti sing sign (6' x 10') on t he property of Early J. McMullen at the northeast corner of North Haines Road and Gulf to Bay Boulevard. It was exp1a ined the sign would advertise the Kapok Tree Inn. Commissioner Insco moved the si~n be approved subject to its final location on the ground being approved by the Trarfic Division. Motion was seconded by Commissioner Fields and carried unanimously. The Manager repor~ed receipt of a letter dated February 3, 1958, from Mr. Charles Phillips, Jr., at~orney, on behalf of Atlas Advertising, Incorporated, a firm which formerly had a contract ~or placing advertising benches on City right of way or parkways. He stated in accordance '\lith the Conunission' s in- structions he gave the firm notice on October 30, 1957, to remove the benches and later in December he had given further notice if the benches were not re- moved by JanuaI~ 31, 1958, they ~ould be picked up and stored at the expense or the firm. He said ~. Phillips' letter requested that the City hold off picking up the benches. Commissioner Watkins moved the action of the City Manager in ordering the removal of the signs and the park benches owned by Atlas Adver- tising Incorporated'be approved. Motion was seconded by Commissioner Insco and carried unanimously. The Attorney presented Resolution Se-12 which would assess the cost ,of construction of sanitary sewer in Brightwater Drive from Harnden Drive easterly approximately 2,050 feet and in Hamden Drive from Brightwater to Fifth Stree~ extended and construction of a lift sta.tion near the easterly portion of Fifth Street extended. He read an exce~pt from the minutes of October 15, 1956, the date of the Public Hearing, which indicated that some of the properties were already connected with a temporary line to the sewer in Hamden Drive and those properties would be charged a pro rata share of the lift station only. He stated there wer e six agreements on file to this effect. Con:missioner Watkins moved that Resolution 58-12 be adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Insco and carried unani- mously. Regarding the public hearing wi th the Corps of Engineers at the Municipal Auditorium in Clearwa~er on February 4th, the Mayor urged all of those that had been contacted ~o be there and that each Commissioner be present. 'I'he Attorney requested authorization of travel expenses to go to Tallahijssee to represent the City in the case of Boucher vs Novotny and the City which ~as being argued before the Supreme Court o~ Florida on February 12th. Commissioner Insco moved to authori ze travel expenses to Tallahassee for the Cit y Attorney and that the proper funds b~ transferred from the General Account. Motion was seconded by Commissioner Watkins and carried unanimously. Commissioner Insco invited the other Commiss ion~rs to attend ~he meeting of the Kiwanis Club at noon on Friday, February 7t.h, when the Harbormaster will speak on the Clearwater Marina. There being no further business, the meeting was adjourned at 3:50 P.M. Homer City Commissioners of Clearwater City Manager, Mr. Jack Tallent Dear Sirs: It seems appropriate at this time, to review a few facts in connection with the ~resent controversy over Parking Meters on Clea~ater Beach. On November 9, 1956, March 20, 1957 and April 10, 1957, Directors, Officers and Members of this orga~ization, met with the Trarfic Department of Clearwater for finding a satis- factory way to control parking and traffic. The proper use and placement of Park:ing Meters seemed then and now, the most effective way of solving this grow- ing problem. The simple and unalterable facts are these: 1. 'l'here is a need for controlled parking. 2. There are substantial businessmen who want Parking Meters. 3. There are residents ~no have expressed satisfaction wi tn meters because they have been able to find parking spaces. or rn ,",;... ;z..€ci We further believe that this present controversy could have been eliminatedA had the City taken certain steps before and after the installation or meters to educate and apprise residents and business men of the p~an in genera~ ,and the ~lexibility of meeting problems as they arose. Such incidents or acts of using the wrong paint on the standards, failing to install meters which were promised on the beach area known as the Everingham Property, ins&alling meters in sections where they are not presently needed, issuing courtesy cards that state that it is necessary to pay at "Police Headquarters" and not recognizing the need for longer parking periods in some areas, all add up to irritation and lack of con- fidence. This organization was originally the interested group in fostering Parking Meter-s and yet recent ly, under 'the pressure of less effected int erests, a "90 day ~rial period" was proposed ~ithout this association of business men being cons~lted. As everyone in business on Clearwater Beach knows, tourist traffic and business during December and January was seriously reduced due to poor weat~er. This period just passed~ consequently, was not indicative of the peak traffic problems yet to corne. We thin~, therefore, that if a test is need~d it still lies before us. We hope that these comments will be construed as constructive in nature and that the City will not be swayed by questionable petitions or pressure groups that do not have the direct interest of the business man. Regarding the parking meters installed on Clear�vater Beach last fall, Mr. I,eonard Merrell, speaking for the Citizens Gommittee, pointed out that the 90 day trial p�riod was completed. He submitted petitions cont�inin� approximatelp_1,OQa signatures asking removal of all parking meters on Clear- ��vater Beach. A companion petition was submitted in t�vkiich the Clearwater Beach business people asked the City to establish time limit s in the various areas and a�reed not to allow their ears or their employees' cars to be parked in such a w ay as to handicap their neighborst businesses. Mr. A�lon Smith read a letter f rom �he Clearwater Beach Resor� Association stating the orgainization had voted unanimously th at �he parking meters be removed. Captain V�T. Z. Glark representing the Commercial Boatmen of Clearwater; Mir. Joseph Schultz, owner of the Beach 5 8c 10; Mr. James Olson, 520 Mandalay, a nd others objected to the meters. Mr. Gonzalo Garcia, President of the Clearwater Beach Business Group presented a letter pointing out the need for contro�.led parking stating there are businessmen and residents in favor of the meters, and suggesting certain faults in the meter control program that cauld be corrected. Mr. A. B. Darlir.g, manager of i�he Yacht Basin Apartments, and Mr. C. G Ruddei•ham, 4�� Mandalay, spoke in favor of tY� maters. The Manager read a letter from t he Clearwa�er Beach Associatian s�ating tlr Association still favored the meters in the Beach business section and asking for a fair trial af th� meters in more favorable weather. Commissioner Fields moved to remove al1 meters on Clearwatsr Beach immediately or as soon as possible. Motion i�uas seconded by Commissioner Inscoe {Commissioner Insco commented t hat at tne time of L-he original vote he had stated he was personally opposed t o parking meters on the Beach but had voted for them because the Beach p�ople asked for them; now since there were india�tions t.he majority do not want meters, he was s econdin; this motion.) He stated in accordance with the Commission's in- struc tions he gave the f irm notice on October 30, 1957, to remove the benches and later in December he had given further notice if the benches were not re- moved 'ey Jan•aary 31, 195$, they would be picked up and stored at t he expense of th� firm. He said Mr. Phillips' letter requested that the City hold off 'picking up the benches. He read an excexpt from the minutes of October 15, 1956, the date of the Public Hearing, which indicated that some of the properties were. already connected with a temporar,y line to the sewer in Ham den Dri ve and those properties would be charged a pro rata share of the lift stat•�on only. On November 9 1956, March 20, 1g57 and April 1Q, 195�, Directors, Officers and Members of this organiz�tion, met with the Traffic Department oi Clzarwater for findina a satis- iactory way to control parkin� and traffic. The proper use and placement oi Parking I�ieters seemed then and now, the most effective way of solving this groc�- ing problem. TYie simple and una�eratale facts are these; 1. There is a need for controlled parking, 2. There are substantial businessmen who want Parking l��eters. 3. There are residents who have expressed satisfact_on with meters because they have been abla t o find parking spaces. �� rn� n r�n iz,E� We furtlier believe t h3t this present controversy could have been eliminated,� had the City taken cer�ain steps before ar.� after the installation of ineters to educate and apprise residents and business �en of' the plan in general and the flexibi].ity of ineeting problerns as they arose. Such incidants or acts of using the wrong paint on the standards, failzng t o install metsrs which were promised on the beach area known as the Everingham Property, installing meter� in se�tions where they are not presantly needed, issuing courtesy c�rds that state that it is necessary to pay at "Police Headquarters" and not recognizing the need for longer parking periods in some areas, al1 add up to i=ritation and lack of con- fidez�ce. This organization was originally the interested group in fosteri:ng Parking Meters and yet recent ly, under the Pressure of less eifected interests, a 1�90 �ay trial period" was proposed without this association of �usiness men being consulted. As ever3Tone in buszness on Clearwater Beach knows, tourist trafric and business durino December and January was seriously reduced due t o�oor weather. This period just passed, consequently, was not indicative of the peak traffic problems yet to come. We tha.nl�, therefore, th3t if a test is needed it still lies before us. We hope that t hese comme nts will be construed as ^.onsi;ructive in nature and that the City will not be swayed by questionable pet�tions or pressure groups that do net have the direct interest oi the business man.
