The C1cy Commission of the City of Clearwater met in regular session at the
City Hall, Monday, January 20, 1958, at 1:30 P.M. with the following members

'{'he 14ayor called t.he meeting to order. Commissioner Insco moved t.hat the
minutes of the Special meeting of January 13th be approved in accordance with
copies submitted to each Commissioner in wri~ing. Motion was seconded by
Conun1ssioner Fields and carried unanimously. .
A Public Hearing was announced on the construction of paving and drainage
in the alley between Block 12, Magnolia Park and Block 12, Court Square. The
Engineer explained the improvement ~as requested by a petition from five pro-
perty owners and a letter from the Red Cross. He stated the work w::>uld include
one catchbasin and paving the alle4' from existing paving to the railroad right
of way. He estimated the cost at il.al per lineal assessable foot. A written
objection ~as presented from Mr. Herbert Brown on behalf of Mrs. Sarah F. Brown.
Mr. Fred McManus appeared for the Red Cross asking that the alley be opened and
the obstructions removed. Mr. Herbert Brown and Mr. James Magurno objected to
paving the alley. The Engineer explained that opening an alley without paving
causes an expensive maintenance problem. Commissioner Strang moved in view of
these obstructions that the adjacent property owners having obstructions in this
alley be notified by the Legal Department to remove them or they will be removed
by t he City and that this Public Hearing be adjourned until February 24th to
give them ample notice for this and that the Commission look at the area to
determine the value of this improvement. Motion was seconded by Commissioner
Insco and carried unanimously.
Mr. Wesley Short representing the Merchants Association asked the Commission
to act as quickly as possible on the Resolution presented at the last meeting
asking the appointment of a Parking Commission. Commissioner Watkins moved
that a Parking Board be established far the City to look into the possibility
of the establishment of parking facilities in Clearwater. Motion was seconded
by Corr~issioner Strang and carried unanimously.
Commissioner Watkins suggested that the Mayor at the next meeti~ recommend
a list of ri#e persons for the Parking Board, all of whom should be freeholders
and live inside the City. He also suggested the Parking Board look into the
te~sibility of appointing a qualified engineer to make a survey of the parking
si~uation and that the Board bring back an estimate of the proposed engineering
tees to t.he Commission for approval.
A plat of Island Estates of Clearwater, Unit III, was submitted for approval.
The Manager reported the Ordinance 632 contract had been signed and a letter
trom the Bank of Clearwater, as Escrow Agent for the North Bay Company, advised
t.hat suffie ient funds were on hand for construction of all improvements required
by the City. It was recommended this letter be accepted in lieu of performance
OOrId. 'l'he City Attorney explained the contract included provisions for bulkhead-
ing the area and for installation of street lights and street signs. It was
s~gested that the street marked Midway Islarn should be called Midway Island
Drive. Commissioner Watkins moved that the contract under the provisions of
Ordinance 632 as amended by Ordinance 750 for Unit III of Island Estates be
approved and accepted and that the proposed plat of said subdivision be approved
with the understanding tha t the area is to be zoned as R-l residential and the
proper authorit.ies be authorized to execute tm plat on behalf of the City.
Motion was seconded by Commissioner Strang and carried unanimously.
Regarding the bids for the resurfacing of Jeffords Street from Myrtle to
Greenwood, the Manager recommended accepting the low bid of $2,900.93 from
Hadley Contracting Company, Clearwater. Commissioner Strang moved that the
Je~fords Street resurfacing from Myrtle to Greenwood be awarded to the Hadley
Contracting Company in the amount or $2,900.93 and the proper officials be
au~horized to execute the contract. Motion was seconded by Commissioner
Wa~k1ns and carried unanimously.
The Manager recommended accepting the low bid of $12,301.00 from Van Orden
& Van Ess, Tampa, for the construction of sanitary sewers and storm sewers in
Eldridge Street from Greenwood to Missouri. Commissioner Strang moved on the
recommendation of the proper officials that the bid for t~ storm and s~itary
sewers on Eldridge Street from Greenwood to Missouri be awarded to Van Orden &
Van Eas, T8.lIlpa, in tne amount of $12,301.00 and the proper officials be author-
ized to execute the contract and the proper assessment be made. Motion was
seconded by Commissioner Watkins and carried unanimOUSly.

The Manager presented Resolution 58-4 which would requirs one proper~y owner
to have his loes cleaned o~ weeds and underbrush. Oommissioner Watkins moved that
Resolution 5B.~ be passed and adopted and the proper authorities be authorized to
execute it. ~otion was seconded by Commissioner Insco and carried unanimously.
The Manager recommended accep~ing the low bid of $696.25 less 2% from
Columbia Pipe Company, Oolumbia, South Carolinar, for one carload o~ clay sewer
pipe and fittings, part of which wo u1d be used at Jack Russell Stadium drainage
project. C0l'llIl1is6ioner Strang moved on recommendation of proper officials that
the bid for clay sewer pipe for the City be awarded ~o Columbia Pipe Company
in the amount of ~696.25 and charged to the proper account and the proper orficials
be authorized to execute the contract. Motion was seconded by Commissioner Watkins
and carried ~animo~sly.
A sign application was presented from the First Ohurch of Christ Scient.ist,
210 West Turner Street, for chree directional si8ns, one on pUblic property at
Gulf to Bay Boulevard at the high school (4' x 7'), one si~n at Turner and Oak
St.reet (2' x 4' ) and one at t.he southeast corner of Cleveland and Pierce Boulevard
on public property (J' x 6' ). 'L'he Attorney quoted the requirements for a direc-
~onal sign as being four square feet in area. Commissioner W~tkins moved the
request. be denied and the City Manager be authorized to work out direction signs
with them of a reasonable size for one week only. Mot.ion'was seconded by Commissiomer'
Fields. Upon the vo~e being taken, Commissioners Watkins, Insco and Homer voted nAye".
Wotion carried. Commissioner Strang refrained from voting.
1he Attorney presented for i~s second reading Ordinance 756 which would amend
Section 4, Article I, Chapter 15, City Code, by providing for the sale of intoxi.'
eating beverages in Eayside #5 and filled land to tha east. Mr. H. H. Baskin, Sr.,
asked that the descrip~ion be changed to include two unplatted areas between
Bayside No.5 and Harnden Drive as e3~ended. The Reverend Burt Hilton from Chapel
by the Sea,Clearwater Beach, s~a~ed that he was opposed to any general extension
of the liquor Zone. The Mayor explained this change would cover only hotels.
motels and restaurants and would not permi~ any new bars or package stores.
Commissioner Strang moved to consider Ordinance 756 on its second reading by title
only wi~h the unanimous consent. of the Commission. Motion was seconded by Commis-
sioner Watkins and carried unanimously. The Attorney read the ordinance by title
only. Commissioner Strang moved that Ordinance 756 be passed on second reading
by tit le only as amended. Motion '~Ias sec'Jnded by Co~nmi3siol:er Watkins and carried
unanimous ly.
The Attorney read the ordinance on its third reading. Comnissioner Strang
moved that Ordinanc e 756 be passed on its third and fi nal reading and be adopted
as amended and t he proper offic ials be aut horized to execute it. Motion was
seconded by Conllllissioner Watkins and carried unanimously.
Resolution 5$-5 was presented which would auchorize the payment of $l,Og5.03
to Bri ley J \'/ild and Associ ates, Consulting Engineers, for services in connection
with the ~arshall Street Sewage Treatment Plant. Commissioner Strang moved that
Resolution 58-5 be passed and adopted and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Insco and carried unanimously.
'l'he A'\:ttorney reported on an applicat ion considered formerly for a jewelry
auction license from Mr. Robert Tench, attorney, on behalf of Messrs. George
Brown, Arthur Brown and John Kat.en. He explained the license could not be granted
wit hout changing the pr ovisions of Chapter 16 of' the City Code, ~950, as the
applicants wished to operate at 417 l\iIandalay from 9:00 A.M. until about. 10:30 P.M.
to midnight t~oughout the year. Mr. Reade Tilley and Mr. Wm. Trickel, jewelers,
objected to any change in the ordinance. Cowmissioner Watkins moved to deny the
request for the 1ieense as it does not comply with Chapter 16 of the Code of the
City of Clear~ater. Motion was seconded by Corrmissioner Insco and carried unani-
mously.
'l'he Attorney requested tha t Item 12, "Amendment to Ordinance 705 Regulating
Conscruction OI Drive'Ways" be de~erred.
Resolution 58-6 "Was read 'Vlhich would vacate a part of City right of way for
Franklin Circle west of Lincoln Avenue. ~. Guy L. Kennedy, Jr.. who represented
the property owners involved, was present. Commissioner Strang moved that Reso-
lution 58-6 be passed and adopted and the ~o~er officials be authorized to exe-
cute it.. Motion 'Was seconded by Comrnissioner Watkins and carried. unanimously.
Resolut ion 58-7 was read which would re-establish the City Zoning and Plann-
ing Board whose Illembers shall consist of the pr-esent members of the City Planning
Board eo be appoineed for three year terms. Commissioner Strang suggested appoint-
ing the present members each for one year term and in January, 1959, start the

Commissioner Insco requeseed assurance that all members of the new Zoning

all members met those qualifications except one who ~as act.ing in an advisory
capacity and did not vote.

The Attorney presented Resolution 58-8 assessing the paving and curb con-
struction in Yelvington from Gulf to Bay Boulevard to Druid Road and in Turner
Street from Yelvington to Keystone) against the benefited property owners.
Commissioner Strang moved Resolution 58-g be passed and adopted and the proper
officials be authorized to execute it and the assessment be spread. Motion was
seconded by Commi6s~oner Insco and carried unanimously. Commissioner Strang re-
quested that the Engineer's estimate be included in the assessment resolutions
in the future.
The Attorney presented for its first reading Ordinance 760 which would
de~lare the City's intention to'annex acreage (N~ of NE~ of NE~, Section 22-29-15)
to be kno~ as Lakeview Estates, Commissioner Strang moved that Ordinance 760 be
passed on its first reading. Motion was seconded by Commissioner Watkins and
carried unwnimously.
Commissioner Strang moved that Ordinance 760 be considered on ice second
reading by title only with the unanimous consent of the Commission. Motion was
seconded by Com~issioner Fields and carried unanimously. The Attorney re~d the
ordinance by title only. Commissioner Strang moved that Ordinance 760 be passed
on its second reading by title only. Motion was seconded by Commissioner Watkins
and carried unanimous ly.
Commissioner Strang moved that Ordinance 760 be considered on its third read-
ing with the unanimous consent of the COllmission. Motion was seconded by Commis-
sioner Fields and carried unanimously. The Attorney read the ordinance in full.
Motion was seconded by Co~unissioner Fields ffi1d carried unanimously. Oo~aissioner
Strang moved that Ordinance 760 be passed on its third and ~inal reading and
adopted and the p~oper officials be authorized to execute it. Motion was seconded
by Commissioner Fields and carried unanimously.
The Attorney reported that he had amended the agreement approved at the last
meeting limiting Constantine FalIDs right of access to a well located in Clearwater
Industrial Park (Sections 1-29-15 and 12-29-15). He explained t.he amendment re-
quested by the Constantines' attorney had been approved by the City Engineer~
Commissioner Watkins moved to aut.horize execution of the agreement with Constantine
Farms, Inc., concerning the use of the easement in Clearwater Industrial Park with
the specific understanding that it grants to them and limits to them the right to
use all of' the easements and streets as shown on the plat. Motion was seconded by
Commissioner Fields and carried unanimously.
Mr. Harold Briley, Consulting Engineer, reported on the progress on plans and
specifica~ions for t.he \'later improvement ~)rogram to be financed by the 1957 revenue
certificate issue.
The Iv1ayor reported that after a meeting of the Commission wi th the employees
and the Civil Servic e Board on 'l'hursday, J~nuary 16th, to discuss the departmental
organization chart, it appeared advisable to change the chart in two ways: first,
to take the ElectrLcal Department ou~ cf its present org~nization undar the City
Engineer' and make it a separate department reporting directly to t.he ManaO'er;
secondly, to have the proposed Public Works Superintendent (Mr. Paul Kanej remain
in the same place in the chort but report directly t.o the Manager. Commissioner
Watkins moved that the Couunission submit Co the Civil Service Board the organiza-
tional chart with those two changes in it. Motion was seconded by Commissioner
Insco and carried unanimously.
Commissioner Strang reported that the Bomber Booster Club and the Clearwater
JayCees had agreed they would like to bid for che Men's World Softball Tournament
in Clearwater again this year and to request the City to guarantee the bid and
authorize travel ex~enses for three people to go to San Antonio, Texas, for the
purpose of presenting the bid. Con~ission~r Insco moved that the City Commission
agree to pay the expenses of Robert McDermott, Eddie Moore and Commissioner W. E.
Strang, Jr., to attend the meeting of the World Softball Commissioners to be held
in San Antonio, Texas, beginning January 30th, 1958, ~or the purpose of their
submitting the bid o~ the City o~ Clearwater to serve as host to the 1958 World
loren's So~t ball 'l'ournament to be held dun ng the mont.h of September, 19 5e, a.nd that
the City Manager be authorized to prepare and deliver for submission at that time
the gU9.rantee of the City in connect.ion with said tournament i11 an amount to be
set at his discretion. Motion was seconded by Commissioner Fields. Upon the
vote being taken, Commissioners Inscot Fields, Watkins and Homer voted "Aye". Com-
missi oner Strang did not vote. Motion carried. The question of bidding for the
Women's World Softball Tournament also was discussed but a decision on that matter
was deferred.
The Mayor announced the Co~missioners were planning to meet representatives
of the U. S. Army Corps of Engineers at Jacksonville on Friday, January 24th, to
submit the preliminary outline of the City's request on harbor improvements before
the public hearing schedulea for February 4th in Clearwater. He said it may be
necessary for the Harbormaster, t.he Engineer and the Attorney to go also.
Commissioner Insco moved the Commission appropriate sufficient funds to send the
proper authorities to Jacksonville on or about the 24th of January to the U. S.
Army Corps of Engineers to discuss the hearing. Motion was seconded by Commissioner

City of Clearwater t.o perform services as covered by the statement therefor here-
inafter described: and,
WHEREAS: said services, as so descrLbed, have been performed and there is
due and payable said Engineers from the Ci~y of Clearwater the sum of $1,085.03,
according to t.he statement of said Engineers dat.ed 12/16/57, a copy of which is
hereto attached and by reference made a p~t hereof;
NOW, THEREFORE, BE I'l' RESOLVED BY 'l'H& CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, in session duly and regularly assembled, as f01lows:

the First. National Bank of Clearwater, Florida, Trustee t.hereof of Const.ruction
Trust Fund Agreement dated June 10, 1957, ~hich Construct.ion Trust Fwnd is de-'

2. That a certified copy of this Resolution be delivered forehwith t.o said

and improvements hereinafter described should be done and made: and,

Construct a 30 ft. pavement and curbing in Yelvington from the
existing paving line in Gulf-to-Bay Blvd. to existing paving
line in Druid Road and in Turner Street from Yelvington,
easterly to Keystone.
1.'he properties facing and abutting these improvements are deemed to ~ive special
benefit s therefrom.

of the City Charter, after said improvements shall have been completed, the City

I repr8sent Mrs. Sarah P. Brown who is the owner of Lot 13 in Block 12 o~ Court
Square Subdivision, which said property abuts the proposed improvement.
Mrs. Brown wishes to interpose a very strenuous objection to this alley being
put through, due to the fact it. \'1ould serve her property in no manner \'1 hat soever ,
inasmuch as neither she nor her tenants own an automohile. Instead of benefiting
the property, it would become an extreme nuisance ~nd would be detrimental to
the value of the property for the purpose for \~ich it is being used, to wit, rental
property, ir.asmuch :is the ;111p.y \\0 uId cnrry traffic wi thin?; 3 feet of t he doorway to
the property, cr~ating both a noise, safety and dust hazard. It is my contention
that th~ pro perty \"/Ould not be benefited at all in view of the se ne\'l hazards which

`Phe iRayor called tihe meeting to order. Commissioner Insco moved that the
minutes of �he Special meeting of January 13th be approved in accordance with
copies submitted to each Gommissi.oner in writing. Motion was seconded by
Commissioner Fields and carried unaninously.•
�1 Public Hearing was announced on t:�e construction of paving and drainage
in the alley bet*deen Block 12, Magnolia Park and Block 12, Court Square. The
Engineer explained the improvement was requested by a petition from five pro-
pex�ty owners and a letter from the Red Cros�. He stated the work ��nuld include
one catchbasin and paving the alle from existing paving to the railroad right
of way. He estimated the cost at �l.$1 ,per lineal assessable foot. A writtan
ob�ection was presented from Mr. Herbert Brown on behalf of Mrs, Sarah F. Brown.
Mr. Fred McManus appeared for the Red Cross asking that tne alley be opened and
the obstructions removed, I�Ir. Herbert Brown and Mr. James Magurno objected to
paving Lhe alley. The Engineer explained that opening an alley wit hou� paving
causes an expensive maintenance problem. Gommissioner Strang moved in view of
Ll�ese obstructions that the adjacent property owners havin� abstructions in �his
alley be notified by t he Legal Department to remove them or they will be removed
by the Gityand that this Public Hearing be adjourr_ed until February 21�.th to
give them ample notzce for this and that the Conmission look at the area to
determine the value of this improvement. T�iotion was seconded bq Commissioner
Insco and carried unanimously.
Mr. Wesley Short representing the Merchants Association asked the Gommi::sion
to act as quickl;� as possible �n the Resolutzon presented at the last meeting
asking the appointment of a Parking Gommission. Commissioner Watkins moved
that a Parking Board be est�blished far� the C�ty to look into the possibility
of the estab].ish�ent of parking facilities in Clearwa�er. �q�tion was seconded
6y Commissioner Strang and carried unanimoasly.
Co�nissioner GTatkins suogested that the riayor at the next meeting recommer_d
a list of fia�e persons for �he Parking Board, all of whom should be freaholders
and live inside the City. Iie aiso suggested the Parking Board look into the
feasibility of appointing a qualified engineer to make a surveq of the parking
siLuation and th�t the Bo�rd brin? pack an estimate of the proposed eng�neering
£ees Lo the Cormnzssion for approval.
f� plat of Island Estates of Clearwater, Unit III, was submitt�d for approval.
The Manager reported the Ordinance 632 cont,ract had been signed and a letter
f.rom �he Bank of Clearwater, as �scrotiv Ager.t for the No.rth Bay Company, ad�ised
that sufficient funds were on hand for canstruction of all improvements required
by t he City. It was recommended t his letter be acaept�d in lieu of performance
bond. The City Attorney explained the contract included pro visiotts for bulkhead-
ing the area and for ir_stallation of street lights and street s� ns. It was
su;gested that the street marked I�Iidway Island should bs callerl Midway Island
Drive. Coir,mis�ioner Watkins moved that the contract under the provisions of
Ordinance 632 as amended b� Ordinance 750 for Unit III �� Island Estates be
approved and acc�pted and that the proposed plat of sai.d subdivision be approved
with th e understanding tha t tl-ie area is to be zoned as R-1 residential and the
proper authoriti�s be authorized to exeoute the plat on behalf o£ the City.
Motion was seconded by Comn�.ssioner Strang and carrisd wnanimouslge
Regarding the bids for the resurfacing of Jeffords S�reet from Myrtle to
Gr�enU�ood, the Manager recommended accepting the lo�a bid of �2,900.93 from
Hadley Contracting Company, Clearwater. Commissioner Str�ng moved tYnt the
Jeff ords Stree� rasurfacing from Myrtle to Greenw�od be awarded to the Hadley
Contracting Company in the amount of �2,900.93 and the proper officials be
authorized to execute the contract. Motion was seconded by Commission�r
Watkins and carried unanimously.
The Manager recommen ded accepting the low bid of �12,301.00 from Yan Orden
& Yan Ess, Tampa, for the construction o�' s�nitary sewers and storm sewers in
�ldridge Street from Greenwood to Missourio Commissioner Strang moved on the
recommendation of i;he proper officials that the bid for the storm and s�nitary
sewers on Eldridge Street from Greenwood to �issoura be awarded to Aan Orden &
Van Ess, Tampa, in the amount of �12,301.00 and the propsr officials be author-
izefl to execut� the contract and the proper assessment be made. Motion was
seconded by Gommissioner 4�iatkins and carried unanimously.

execute it. Motion was seconded hy Commissioner Insco and carried unanimousi.y.
The Manager recommended accepting the low hid of �b96,25 lEss 2j� �rorn
Colwnbia Pi.pe Company, Columbia, South Carolina, ior one carloa:d of clay sewer
pipe and fittings, part of which would be used at Jack Russell 5tadium �rainage
project. Commisszoner Stran; moved on reconunendation af proper officials that
the bid for clay sewer pipe for the City be awarded t-o Columbia Pipe Company
in the amount of �696.25 and charged to the proper account and the pro par officials
be auth�rized to execute the contract. Motion was seconded by Commissioner Watkins
and cairi�d unanimously.
A sign application was pre sented f'rom the First Church of Ghrist Scientist,
210 West Turner Street, for tY,ree directional signs, one on public property at
Gulf to Bay Boulsvard at the high school (4' x 7'), one sian at Turner and Oak
Street (2� x�.') and one at the southeast corner of Cleveland and Pierce Boulevard
on public property (3' x 6�). 'Phe Attorney quoted the requirements i'ur a direc-
ti onal sign as being four square feet in area. Commissioner Watl��ns motred thP
xeques� be denied and the City Manager be autiiorized ta wark ou:t direction si,�ns

cating beverages in Bayside m5 and .fillsd land to the east. Mr. H. H. Baskin, Sr.,
asked that the descripLion be changed to include two unplatted areas between
Bayside No. �$ and Hamden Drive as e�t�nded. The Reverend Burt Hiltnn f.rom Chapel
by the Sea,Clearwat�r Beach, stated that he v�as op�osed tQ any general ex�ension
of the liquor zon�. The I�Iayor explained this chan�e laou].?l cover only hotels,
mote?s and restaurants and would not p�rmit any ne�rt bars �r package stores,

1^he �Ltorney reported on an application considered formerly for a jewelry
auction license irom iylr. Rober� Tench, aLLorney, on behalf of Mrssrs. George
Brow n, Artnur Brown and John Katen. He explained tihe license c��uld not be granted
�niithout changing the provisions of Chapter 16 of the City Code, 1950, as thE
applicants wished to operate at 417 Niandalay from 9:00 A,M, until about 10:30 P.M.
to midnight ihroughout the year. Mr. Reade Ti:lley and n2r. Wm. Trickel, jewelers,
objected to any change in the ordinance, Gommissioner Watkins moved to deny the
request for the license as it does not comply �vith' Chapter 16 of the Code of the
City of Clear�•�ater. Motion was seconded by Commissioner Inscc and carried unani-

The Attorney requested th�t Item 12, �tAmendn:ent to Ordinance 705 Regulai:ing

Resolution 5$-6 was read which would vacate a part �f City ri.ght of way for
Franklin Girale west of Lincoln l�venue. I�ir. Guy L. Kennedy, Jr,, wh o represented
the proper�y owners znvolved, was y�resent, Gommiasioner Strang moved that Reso-
lution 5$-6 be passed and adopted and the proper o�'ficials be authori�ed to exe-
cute it. A+totion was seconded by Commissioner Watkins and carried unanimously.
Resolution 5$-7 was read w hich would re-establish the City Zoning and Plann-
ing Board whose members shall consist of the pr esent members af the City Planning
Board to be appointed for th�ee year terms. Commissioner Strang suggested appoint-
ing the presen� rnembers each for one year term and in January, 1959, start the
new staggered terms. Gormnissioner S�rang moved that Resolution 5$-� be passed and
adopted as amended and the proper officials be authorized to execute it. Motion

meeting limiting Constantine Farm s right of access �o a well. located in Clearwater
industrial Park (Sections 1-29-15 and 12-2�--15). He explained the amendment re-
quested by the Constantines' attorne}� had been approved by the City Engineer:�

Farms, Inc., concerning the use of the easement in Clearwater Industrial Park with

Mr. Harold Briley, Consulting Engineex, reported on the rrogress on plans and

The I�Iayor reported that after a mee�ing �f the Com�eission �aith the employees
and the Git�il Service Board on Thursdag, Jamiary 16th, to discuss Lhe departrnental
organization chart� it appeared advisable to change Lre chart in two ways: first,
to take the Electrzcal Department out cf it s present or�anization undar �he City
Engineer and make it a separate department reporting directly to the 1`�ana�er;
secondly, to have the pro��osed Public Works Super�ntendent (I�1r. Paul I�ane remain
in the same place in the chart but report directly to the Manzger. Commissior_er
Watkins moved that the Commission submit to the Civil Service Board �h.e organiza-

there was a hazard for school children crossing at the corner of Hillcrest and
Court Street. Gommissioner Watkins moved ihat the Ci�y place a patrolman on
that corner for the rest of this year and the Ci�Cy Manager be autharized to
�ransfer the necessary iunds to pay for his salaryo Motion was seconded by

according to the statement of said Engineers dated 12/16/S7, a copy of which is
