The Mayor called the meetinG to crder. The invocation \'laS given by the Reverend
A. L. Shell ~ Jr. The fJIaycr aSj(ed if there were any correc tions to the minute s of'
November 27th or December 2nd. The Manager conunented that he i'lould lil-ce to have one
parag!'aph in the meetine of November 27th. changed. By cCJnsent, the approval of the
minutes of November 27th and December 2nd \'laS deferred to the next regular meeting.
Conunissioner Insco carne in at this time -- 1:40 P.M.
The Mayor annCJunced a Public Hearing on the request of f>1r. Hill Radford to build
a single family residence facing Osceola Avenue on Lot 51, First Addition to Enghurst~
which presently has a garage apartment in rear and is zoned R-2. The Zoning Board
reconunended that the request be granted provided a 25 f'00t sctbacl-c f'rom the front
property line to the carport of the proposed house be maintained. Mr. Radford
stated he would agree to conlply with that requirement. Mr. Winton Bennett, owner of
Lot 50, protested the granting of the request as he thought the proposed house would
cut off' the circulation of air to 1.1i s home. It I'/aS pointed c-ut that the building of
a s:ingle family dVlelling \'lOuld approJoi:imate R-2 use of the property. After having held
this Public Hearing and having heard no valid legal objection, COlIunissioner Strang
moved that the request for two family use~ separate structures, on Lot 51, First
Addition to Enghurst Subdivision, be granted according to the reCOllUllendation of the
Zoning Board. rototion was seconded by Commissioner' 1'!at1dns and carried unanimously.
A Public HearinG was called on the request 0f Mr. Don '>'I. Armstrong for a fif'teen
foot setbacl\: from Aurel Street for Lot 5, Bloc:c J+3, riIandalay Subdivision. The Zoning
Board reconunended that the request be c;ranJecd as similar setbacl:s have been granted
in that area. The r.Iayur inquired if there \'ras any objection and there \'las none.
Having held this Public Hearing and havinr; heard no valid ob,jectlon, Commissioner
Roberts moved that the request o~ Don W. Armstrong for a fifteen foot setback f'rom

seconded by Commissioner Vlatlcins and carried 'i),nanimously.

Mr. J. T. Rogers also (:.>b,jected. It \'/aS pointed out that the neighbors on either side

side property line, After having held tills Public Hearing and having heard no legal
valid objection, Conmlissioner Strang moved that the request for a 3 foot 6 inch setback
from the side lot line for Lot 8~ Block C, Peale Park Subdivision, be approved in
accordance wi tll. the reconunendation of the Zoning Board. fvlotion was seconded by
Commissioner ':latkins and carried unanimously.
A Public HearinG was announced on t11e request o~ Mr. Sam Garvin to build a carport
with a setback of' three feet eight inches in line with existing setback of garage
from east line of west half of' Lot 18" Bloclc G, Keystone f'.1anor. The Zoning Board
recommended the request be granted. The Mayor inquired i~ there were any objections
and there were none. After having held this Public Hearing and having heard no valid
legal objections~ Commissioner Strang moved that the building setback line of three
feet eighti.nches instead of' the required 1'1 ve feet for Lot 19 and the \'lest half of
Lot l8~ Block G, Keystone Manor, be approved in accordance with the reconunendation of
the Zoning Board. Motion was seconded by Commissioner Insco and carried unanimously.
flW. Bill Schulte was introduced as a representative f'rom the Sertoma Club.
A request \'1as presented from Mr. Bill I'lard, owner of \'lard' s Checker Cab, for
three additional taxi permits as he did not have enough permits to satisfy the calls
of his business. He also asl(ed permission for his ccmpany to use the taxicab space
on the west side of South Fort Harrison in frunt of' the Fort Harrison Hotel. He
explained that the other t\10 cab companies were both using this space now. He said
he had checked with the Chief of Police and had been advised that he had no obiection
to all three cab con~anies sharing'this space and also that he had been inform~d that
Mr. Ed Hunt, Manager of the Fort Harrison Hotel, had no objections. A letter was read
from r.1r. George Kersey of C1ear\'later Yellow Cabs obj ecting to the request for additional
permits. Mr. Blackburn of' Blaclc1e1s Cab Company also protested the issuing of more

Conwissioner Watlcino moved at the request of the Gwners thereof that the tract at the
nort1"uTcst corner of the intersection of' Island Hay and \'lindward Passage as described
by metes and bounds l1S shown on the request be zoned as Business under the provisions
of Ordtnunce 61.~2 of the City and that the C:L ty Clerk and Ci ty Ensineer be authorized
and dlrected to indJ.cate such zoning on the zon:lnc; map and off:Lcial maps of the City.
Motion VlaS seconded by Commissioner Inscu. Upon the vote being taken, Conunissioners

Conullissioner StranG r-elinquished the Chalr to l\1ayor Homer.
The City Attorney presented a proposed agreement with Mr. W. H. 'lurner \'1h1011
provided for Mr. Turner to operate the City parking lot on Lots 10J IlJ 12, 14,
parts of' 2 and 13, Bloclc 6, Magnolia ParleJ during the interim period until Janua.ry 15th
on a 50/50 basis by wi1ich time bids will be received for its operation. Commissioner
Strang moved that the Conunission approve the proposed agreement with W. H. Turner
covering operation of the parking lot f'or the period ending January 15thJ 1958.
Motion vms seconded by Commissioner Roberts and carried unanimously.
The Engineer described plans fer an extension of the main dock at the Marina
to provide twenty-nine additional slips and space upon which an office for the
Har-bormaster would be erected on the doc.i~. The Engineer stated that he would not
reconunend a building placed on pilings as beinG structurally sound. He estimated
the cost of the project at $32J700.00. It was pointed out that an amount of' over
$32,000.00 was appropriated in the Marina budget to cover this cost. The Harbormaster
recommended omittinc.:; the fender pilings as shcI'-n1 in the plans to be added later if'
deemed nece ssary . Ce,nuni ssioner ':/a tl<:ins mCJ'led approval of the plans as amended
relating to pilings. Motion was seconded by Co~nissioner Roberts and carried

The I"layor anno1.mccd that on February L~thJ lS53, the U. S. 1\rmy Corps of Engineers
\'lill hold a hearinG in the f'.Iunicipal AudJ.torium on harbor imprr.'vements for Clearwater
Har-bor, us the result of appropriation made by Congrecs in this year's budget for
a final survey of requ:Lrcments in the Ilarbcr for widening and deepening the pass and
establishing proper channels inside the harbor. He said the City would call upon
boa ting interest sand. ci v:L C organi zat:i.cns te' send representatives to the heaping.
He suggested calling upon the adjoininG cities to cooperate also.
It was reported that a letter had been received from the Drew Street Taxpayers
Association stating that representatives of the ASDociati0n would lilce to meet with
the Conunission for a pubJ,i c hearing on tb.elr problems. C0lTU11i ssioner Strang moved
the letter be received and the hearing be scheduled for the next regular meeting and
be so publicized on the aGenda. ~lotiol1 \'ms seconded by Commissioner ~'lat]cins and
carried unanimously.
Conunissioner Insco reported that he planned to be out of to\'Tn the ,\'leel,;: of
December 22nd and asked to be excused from the meetinG oi' December 23rd if there was
ene. Conuni ssioner Strang moved tl1a t Conuni ssloner Insco be excused from the meeting
of December 23rd if one is called. Motion was seconded by Con~issioner Watkins and
carried unanimously.
The fv1anager commented he did not believe it \'TOuld be necessary to call another
meetinG during December. Conunissioner Strang moved that ti'1ere be nc more meetings
in December except those required by the Charter unless called by the City Manager of
l\1ayor. l'vlotion \'las seconded by Commissioner 'datlcins and carried unanimously.
There being no further business to come before the Conuni 88ion, the meeting was
adjourned at 3:50 P.M.
