The Mayor annollnced the continuation ci' the Public HearinG on the widening,
repaving and drainac;e in Nissourl A.ven1J.c from Grove Street to DreH Street. The
Attorney said that tllC matter o:f securinG the additional five feet of right of way
on the east slde of Missouri in return :for cancellatioll of assessment for the widening
had been discussed with the property OIIDers. Howevcr~ a:fter questioning the property
owners present it developed that not all of them were i'lillin~ to accept the C1 tyl s

A Public HearinG l'las announced on the construction of a :five f'oot side\'lalk on
the \-lest side of ~tls souri Avenue from Grove Street to Drew Street. The Engineer
reported that the sidewalk had been requested in a petition si~ned by five property
o\'mers and estimated the cost at $2.95 per front foot. riJI'. H. U. Hopper, 114 North
~lissouri Avenue, and one other property o~mer objected to the cost of the assessment
for the side\'laH~. Commissioner Strang sugGested continuing thi s hearing on the side-
l'Talle and authorizing the t\lanager and Engineer to advertise :for bids on the N'idening
and pav:Lng with an alternate bid for the sidewall\: as it might cost less if done at
the same time as the complete project. Conullissione." Strang moved that thi s hearing be

The Zoning Board recommended that the matter be placed in the 195G referendum file.

any correct:t.ons by the City Engineer. The EnGineer stated he had recommended a
change in the way the draincige was beJ.nG handled. Commissioner Roberts moved that

A request from r.ll'. Charles N. Phillips, ,Jr., on behalf of the North Bay Company,
was presented askinc; permission to erect a temporary sales and information office

Commi ssion inquired aD to the location 01' the bnildinc; but no plot plan ViaS included
in the application. COl1unissioner StranG moved that this request be returned for
proper plot plan and additional infe'rmaticn as required by the City Conunission.

The Nanager reported tlwt no official al}propriation had been made to cover the
contract \'1i th Stansf:Leld Construction Company for drainage and 8;l>adin[; at the
Clearwater Industrial Park; therefore, he rcconmlended that the appropriation of
;?19,060.75 for the contract be approved. Comnissioner StranG moved the appropriation
of *19,060. '75 to the General Fund from thc proper fund to proceed vli th thi s contract
and that it be secured by the first sale l/f property from the Industrial Park so that
the mone~r \'llll g(; back in the General Fund. Motion I'laS seconded by COltunissioner
\'1atJcins and carried unanimously.
Regarding the bids for resurfacinp- Di..ll1can Avenue from Drei'l to Gulf to Bay
Boulevard, the I'lanager reconullended ~cceptin[j the 10\'1 bid of ~i7, 068 .18 from Campbell
PavinG Company, Cleari'later. Conunissioner Roberts moved that the bid of the Campbell
Paving Con~any in the amount of $7,068.13 ror the resurfacing of Duncan Avenue from
Drew to Gulf to Bay be approved and that the proper officials be authorized to sign
the contract. Notion vias seconded by Commissioner Strang ai1d carried unanimouslJr.
It 1'las pointed out that this \'1ould be charGed to the Special Improvement Fund
created by the tHO mlll tax levy.
Concern:tng the bids for paving and curb on Keystone Avenue from Druid to Gulf' to
Bay Boulevard, the Manager recommended accept:i.ng the lC)\.'1 bid of :plO,886.90 from
E. H. Holcomb, Jr., Clear\'later. Conunissioner Roberts moved that the bid of E. H.
IL::lcomb, Jr., for ~>lO,eG6.90 for paving Keystone Dr:tve from Druid Road to Gulf to
Bay be approved and the proper officials be authorized to sien the contract and that
the assessment for the cost of the \'lorlc be applied against the property mmers as
previously agreed in Public Hearing. Motion uas seconded by Commissioner Insco and
carried unanimously.
Since there were identical bids of $1,726.25 received for various sizes of
storm sewer pipe f'rom Universal Concrete Pipe Company, St. PeterSburg, and Pinellas
Industries, St. PeterSburg, the rvIanager rcconunended that the bid be a\'larded to
Universal Concrete Pipe Company because they specified inunediate delivery. On the
reconunenda tion of the City r'Ianager and the'Jthel" proper offi cial s, Commi ssj.oner
Strang moved that the contract be a\'larded f.or storm se\'1er pipe to the Universal
Concrete Pipe Company in accordance with the prices bid on the bid sheet and the
proper officials be authorized to execute it. r'Iotion was seconded by Conunissioner

The Attorney etated that he had a Resolution concerning the assessing of LaSalle
Street paving but since it was n.ot on the aGenda he pecorrunended it be deferred to
the next meeting.
It vras reported by the Attorney that the Charity Solicitations Board was
functioning and had held t\'lO meetinGs; hO\'Tevcr, since it had been found that Howard
Lm.'lrence representing the Junior Chamber of Conunerce and Hilliam Collins representing
the Better BU.Jiness Bureau lived outside the City, 110 recommended that rJIr. James
Nurray be appointed as a substitute member of the Board from the Junior Chamber of
Commerce and that Commissioner i;latldns be appointed to represent the Better Business
Bureau temporarily. The Nanae;er concurred in tills reconmlenda tion. Commissior..er
Roberts moved that the appointments be approved. r.10tion \'laS seconded by Corrunissioner
Insco and carried unanimously.
Commissioner Insco aslced tIle Manager for a report at the next mGetin3 on the
traffic lights which were approved in the budget. The Nanager said the lights had
been ordered but that he r,lOuld secure a report as to ;'Then they vlOuld be delivered
and installed.
Commissioner Roberts asked if the survey of residen'cial llghting had been
completed and the Engin.eer replicc1 that the survey had oeen made and !lad been sent
to the Florida Power Corporation to c;et .acost estimate.
Commissioner Strang referred to a letter from the Dre\1 Street Taxpayers
Association and asked if the Attorney \'/as read;l to mal(e a report on it. The Attorney
stated that he was going to report to the orGanization that he had made an lnvestiga-
tion and f01.md that State Road 590 runninG from Route 19 on the east to Fort Harrison
Avenue on the \'lest is muinta-t nQGi a.nd controlled by the State and that no State
highvlays are closed to truclc use. He also found that the Traffic Division in
Clearwater had not designated Drew' street as a truck route since it is a State
high"\'ray .
The Nayor sue;gested that the City have 10,000 copies printed of a parking map
designating all off street parking, both public and private use, so the merchants can
send them out with their bills to show \'rhere the parlcing areas are and 11m..,r many cars
they will park and he i'lOuld also li1<:e the City at its expense to put up signs on.
Cleveland and Fort Harrison saying llparlcin[!; Lot Turn Herel!. Conunissj.oner Strang moved
on the r'1ayor's recommendation that 10,000 maps be printed in J.etter size and made
available to the merchants \'1ho \'lant them and to the general public and that the
necessary directional siGns be painted and erected to point out parlcing areas.
Motion was seconded by Commissioner Roberts and carried w1animously.
CommiSSioner vlatldns asked if the ne\'1 arrow lights for Cleveland and Osceola had
been ordered. The f.1anager stated he .,'[ould checlc to see if the order had been placed.

WHEREAS, Briley, Wild and Associates have heretofore been retained by the City of
Clearwater to perform services as covered by the statement tl~erefor hereina~ter describedj
and,
WHEREAS, said services, as so described, have been performed and there is due and
payable said Engineers from the City of Clearwater the sum or $1,019.53, according to
the statement of said Engineers dated November 15, 1957, a copy o~ which is hereto
attached and by reference made a part hereofj
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA, in session duly and regularly assembled, as follows:
1. That the sum of $1,019.53 be paid from the Construction Trust Fund by the
First National Baru< o~ Clearwater, Florida, Trustee thereof of Construction Trust
Fund Agreement dated June 10, 1957, which Construction Trust Fund is derived f:rom
proceeds of the sale of Utility Revenue Certificates Series o~ 1956.
2. That a certified copy of this Resolution be delivered forthwith to said
Trustee, which said certified copy shall constitute the direction of: the City of
Clearwater to said Trustee to pay the foregoing sum directly to the said Engineers
forthwith in compliance with Section 3 (b) and other proviSions of said Construction
Trust Fund Agreement.

WHEREAS, the plat or Bayside Subdivision No. 53 as reoorded in plat book 383
page 38, Pinellas County Records, indicates two certain boulevards running generally
East and West~ designated respectively as ~ulf Way Boulevard North and Gulf Way
Boulevard South; and,
WHEREAS, such designations have res~lted in confusion to the general public and
the original subdividers~ and some of the property owners in said subdivision have
requested that said names be changed; and,
WHEREAS, it is to the best interest or the general public and the City that said
boulevard names be changed as hereinarte~ set out;
NOW" THEREFORE" BE IT RESOLVED BY TIfE CITY COMMISSION OF THE CITY OF CLEARWATER"
FLORIDA, in session dUly and regularly assembled, as follows:
l~ That the name of Gulf Way Boulevard North" as shown on the plat of Bayside
Subdivision No~ 5, plat book 38, page 38, Pinellas County records, be changed to that
or Bayway Boulevard.
2. That the name of Gulf Way Boulevard South, as shown on said plat, be changed
to that or South Gulf View Boulevard.
3. That the City Engineer and City Clerk are authorized and directed to make
said changes where required on orficial City maps.

underbrush, and that after ten (10) days notice and railure of the owner thereof
to do so, the City should clean such property and charge the costs thereof against
the respective property.
NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Clearwater,
