that the developer, Nir, I4. E. Sever, ilad signed the Ordinance a32 contract and provided
bond to cc;ver impravernent;s. The Engineer stated that easements should be provided
in the plat far u1;ili.ties and drainage, The Attorney said tits plat should be approved
sub?iect to final approval of the City Engineer. In ansti?rer to a question from Mr.
Sever, the 62ayor explained that the ord,na2lce declaring intention to annex the

By consent, the request of Mr. Robert Baker regarding assessment against Lot 2,
Blrfclc 2, Moase and Harrison Subdivision, was deferred to the next meeting if Mr.
Balzer could be present then.
The Manager presented the request of h1r. Neil Johnson to erect a sign, 13' x 5',
on the property of Phillips Petroleum Company on Duncan Avenue near Gulf to Bay
Boulevard. The Zoning Board recommended granting the application as the property
is in a Business zone, Commissioner Strang moved the application be referred back
to the Zoning Board for a clearer plot plan, Motion was seconded by Commissioner
Roberts and carried unanimously.
Corrunissioner Insco suggested that when small maps are furnished with material
on the agenda that a copy be prepared for each Commissioner. By consent, the 1'?lanager
was instructed to have this done in the future,
The Manager reported that the City had advertised for bids for Workmen's
Compensation Insurance and Public Liability and Property Damage Insurance and although
invitations to bid had been mailed to 3'7 agents only one agent, Mr. Roger Bouchard,
had submitted a bid. The Manager recommended that Mr, Bouchard's bid of $17,413.31
for Workmen's Cornpensat9.on Insurance and the bid of $9,253.44 for Public Liability
and Property Damage Insurance be accepted, After having taken bids and having the
recommendation of the Purchasing Agent and the City i'?9anager, Commissioner Strang
moved that the 1Jorlcmen's Comperisatian Insurance be awarded to Roger Bouchard in the
amount of $17,413.31 and the public liability and property damage in the amount of
$9,253,44 be awarded to him also, these being considered the best and lowest bids
and the proper officials be authorized to execute the contract. Motion was seconded
by Commissioner ?Jatlcins and carried unanimously.
In regard to the plans for Fire Station ??11 to be located at Drew and Weber Road,
Commissioner Strang reported that Mr. Horace Hamlin, the Architect, read informed him
that the plans were about complete. Commissioner Insco requested that a progress
report be made at the next meeting on the matter.

The Attorney reported the City had been requested to extend sanitary sewer to
anew bowling alley located just outside the City limits being constructed by Mr.
George F, Hostetter. The Attorney presented fox appxoval an easement in Lot 21,
Block M, Skycrest Terrace 2nd Addition from Jean C. Yeager to the City and the
Clearwater Ten Pin Lanes, Incorporated, for the sewer extension. Commissioner
Roberts moved that the City accept the easement deed from Jean Yeager for right of
way for sanitary sewer across his property and that the proper City officials be
authorized to execute it. Motion was seconded by Commissioner Insco and carried
unanimously,
It was reported by the Attorney that 1`4r. Paul Agnew had requested that the
eastern portions of North Pine Street and South Pine Street be vacated and that he
would give the City a deed for the east ten feet of Lot 7, the west fifty feet of
Lot 8, the east ten feet of Lot 14, and the west fifty feet of Lot 13, Block B-4,
Maryland Subdivision, as new street right of way. The Attorney explained that this
exchange of property had been recommended by the Planning Board as it would prevent
those two streets opening on Missouri Avenue, a heavily traveled street. He said he
had prepared Resolution 57-35 vacating the pats of North and South Pine Streets and
had received tare deed from Mr. Agnew for the exchange of right of way. Commissioner
Roberta moved that the Resolution 57-35 be approved and adapted, the Resolution
to cover the vacation of certain portions of parts of Pine Street in exchange for
certain easements and the proper City officials be authorized to execute the deed.
Motion was seconded by Commissioner Strang and carried unanimously.

The City Attorney reported that the Manager had received a petition from affected
property owners represented by Mr. Leon Whitehurst to vacate a sixteen foot east-west
alley between Blocks A and B of Drew Heights Subdivision. He presented Resolution
57-36 vacating the alley. Commissioner Roberts moved the adoption of Resolution
57-36 and that the proper officials be authorized to execute it. Motion was seconded
by Cammissioner Strang and carried unanimously.

The Commission now adjourned as the Gity Conunission and acting as Trustees of
the Pension Fund heard a letter read from the Advisory Committee concerning the
retirement of Mr. D. L. Glisson, Utilities Serviceman lI, Utilities Department,
at a pension of X158.12 per month to be effective July 11, 1957. The letter stated
that Mr. Glisson's birth date was on May 2, 1899, and therefore he was entitled to
his pension under Section 5 of the Employees' Pension Plan, Commissioner Insco
moved approval of the retirement of Mr, D, L, Glisson at a pension of X158,12 per
month, Motion was seconded by Commissioner Strang and carried unanimously,
A letter was read from the Advisory Committee of the Employees' Pension Fund
recommending that Miss Phyllis M. McClarnand, Cleric I, I+ibrary, be accepted into
membership in the Pension Plan, Commissioner Roberts moved that Phyllis I+1cClarnand
be adrr?itted to the Pension Plan in accordance with the recommendation of the Advisory
Committee. Motion ti?ras seconded by Commissioner Watkins and carried unanimously.
The Cleric read a letter from the Advisory Committee which recommended that
Wilmer T, Cone, Jr,, Electrician Helper, Electrical Division, be accepted into
membership in the Pension Plan. Commissioner Roberts moved that Wilmer T. Cone, Jr.,
be accepted into membership on the recommendation of the Advisory Committee, Motion

As directed by the City Commission, the City Engineer, in con,?unction with the Ellcs
Lodge, is requesting that the north 310 feet of parcel C, New Country Club Addition,
also ]mown as Lot 12, Block B, New Country Club Addition and north 139 feet Block C,
New Country Club Addition,) presently zoned R-1, be given a permissive use for an
Ellcs nursery and playground as allowed in R-14 -
"Churches, schools, (elementary and high), hospitals, except hospitals or homes
caring for mentally deranged persons or nervous disorders, private clubs, except
those the chief activity of which is a service customarily carried on as a business,
libraries, museums, institutions, of an educational or philanthropic nature".
The Elks nursery school is operated as a non-profit enterprise, and during the school
days, there is controlled activities for the children, There is also playground usage
-??;: of the property for a neighborhood playground for the children during the summer and
after school hours.

Consulting Er?ineers by contract dated November 10, 1953; and,
WHEREAS, the said Consulting Engineers were retained for resident supervision of
Constructian under letter dated November 2g, 1955, which was approved by the City
Commission of the City of Clearwater, Florida, on February 6, 1956; and,
UIHEREAS, said Engineers have performed services in the nature of consultation
during construction and in accordance ???ith the terms of said contract and have performed
services of supervision of construction according to the terms of said letter; and,
WHEREAS, there is due and payable said Engineers from the City of Clearwater the
sum of $2,441,59 for the foregoing consideration, according to the statement of said
Engineers dated 3/26j57-5/25/57, a copy of which is hereto attached and by reference
made a part hereof;
NOW, THEREFORE, BE IT RESOLVED BY THE C1TX COMMISSTON OF THE CITY OF CLEAR'dJATER,
FLORIDA, in session duly and regularly assemb3ed, as follows;
1, That the sum of $2,441.59 be paid frp? the Construction Trust Fund by the
First National Banlc of Clearwater, Florida, Trustee thereof of Construction Trust
Fund Agreement dated November 28, 1955, which Construction Trust Fund is derived from

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF CLEARWATER, ADOPTING A BUDGET, FIXING THE
RATE OF TAXATION, AND GIVING NOTICE OF PUBLIC
HEARING THEREON.
WHEREAS, the City Manager of the City of Clearwater,., Florida, has submitted an
estimate of the amount of money necessary to carry on the City Government for the
fiscal year beginning July 1, 1957, a,nd ending Juno 30, 1858; and,
WHEREAS, the estimated income to be received by the City during said period from
ad ralorem taxes and other saurces has been submitted to the City Commission; and,
WHEREAS, the City Commission has, in special meeting duly assembled, examined
carefully, considered, and approved the same;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Clearwater,
Florida, in session duly and regularly assembled, as follows:
1. That the City Manager's Annual Report and Budget for the fiscal year
beginning July 1, 1957, and ending June 30, 1558, a copy of which is ors file with the
City Clerk and is by reference made a part hereof, and of which the following schedule
is a summary, is hereby adopted as the Budget for the City of Clearwater:

WfiEREAS, the plat of C?laryland Subdivision, as recorded in Plat Book 15, Page 25,
Public Records of Pinellas County, Florida, indicates the extension of North Pine
Street and South Pine Street to Missouri Avenue; and,
WHEREAS, it is the decision of the present otivners of lots in said subdivision,
the City Planning Board and the City Engineer that the Eastern portions of North Pine
Street and of South Pine Street hereinafter described, be vacated providing there is

The Manager presPnted the request of N,r. Neil Johnson to erect a sigri, 13� x 5',
on ths property of Phillips Petroleum Company on Duncan Avenue �ear Gulf to Bay
$oulevard. ThE Zoning }3oard recommended granting the applica�ion as the �roperty
is in a Business zane. Commissioner Strang moved the appl3cation be referred back
to the Zoning Board ior a clearer plot plan. Mo�ion was seconded by Commissioi�er
Roberts and carried unanimously.
Commissioner Insco suggested that wI�en small maps are furnished with material
on the agenda tha� a copy be prepar�d for each Commissioner. By consent, the Mana�er
was instructed to have this done in the future.
The Manager reported trat the City had advertised f'or bids for lVorYnnen�s
CompEnsation Insurance and Fublic Liability and Property Damage Insurance and although
invita�ion3 to bid had been mailed to 37 agents only one agent, Mr, Roger Bouchard,
had submitted a bid. The Ma,nager recommended that Mr. Bouchard�s bid of �y17,413.31
for Workmen�s Compensation Insurance and tize bid of �9�253.4�+ for Public Liability
and Property Damage Insurance be accepted, After having taken. bid� and havin� ihe
recommen�iation of the Furchasing .�gen� and uhe C�ty Manager, Commissioner Strang
moved that the Worrflnen's �ompensation Insuranee be awarded to Roger Bouchard in the
amount of �17,413.31 aiad Lhe public liability and property damage in the amount of
�9�253.44 be av,rarded to him also, tr^�se being considered the best and lowest bids
and the proper officials be authorized iv execute the contract. Motion jaas seconded
by Commissiener Watkins �nd carried unanimously.
In regard to the plans for Fire Station �4 to be ]ocated at Drew aizd tiVeQer Road,
Commissioner Strang reported that Mr. FIorace Hamlin, the Architect, had inf'ormed him
tl�at the plans were about complete. Commissioner Insco requested that a progress
report be made at the next meetin� on the m�tter.
The Attorney presented Resolution 57-3� which would authorize payment to Briley,
Wiid and Associates, Consulting Engir,eers, of $l,og8.43 for supervision services in
connection with the sewage sludge digester for the period from March 26th bo P.pri1
25th and of �1,3�+3.16 for the period from Apri1 26th to May 25th for the same purpose.
Comm�.ssioner Strang moved that Resolution 57-34 be passed and adopted and the proper
officials be authorized to execu�te it. P+Iotion was seconded by Commissioner Roberts
and carr�ed unanimously.
The Attorney reported the City had been requested to exter�d sanitary ser:er to
a new bowling alley located just outside the City limits being constructed by Mr.
George F. Hostetter. The Attorney presented for approval an easemeni in Lot 21,
Block M, Skycrest Terrace 2nd Addition irom Jean C. Yeager to the City and the
Clearwater Ten Pin I�anes, lncarporated, for the sewer extension. Commissioner
Roberts moved that the City accept the easement deed from Jeari Yeager for right of
way�ior sanitary sewer across his property and that the proper Gity officials be
authorized to execute it_ T+Iotion tivas 3�conded by Commissioner Insco atid carried
unanimously.
It w�:s reported by �he Attorney that Mr. Pau1 Agnew had requested that the
eaatern portions of North Pine Street and Sovth Pine Street be vacated and that he
would give tY�e City a deed for the east ten feet of Lot 7, the west �ifty feet of
Lot 8, the east ten feet of Lot l4, and the west fifty feet oi' Lot 13, Block B-4,
Maryland Subdivision, as netv street ri�ht of way. The Attorney explained thaL this
exchange of groperty had been recommended by the Planning Board as it would prevent
t�ose �wo streets opening on Missouri Avenue, a heavil.y traveled street. He said he
had prepared Resolution 57-35 vacating the parts of North and South Pine Streets and
had received the deed from Mr. Agnew fnr the exchange of right o#' way. Commi�sioner
R.oberts moveci that the Resolution 57-35 be approved and adopted, the Resolution
�� cover the vacatian of certain portions of parts of Pine Street in exchange for
certain easements and the proper City officials be authorized to execute the deed�

Tne City Attorney reported that the Manager had r�cer��ed a petition from affected
property awners represented by Nir. Leon Whibehursi to vacate a sixteen foot east-west

57-36 vacating the alley. Commissioner Raoerts moved the adoption of Resalution

The City Atterney said that the Clearwater Sun's e�'ltor�:al page on Sunday,
June 23rd, had discussecl proposed Ord3nance 742 whicii would regulate solicitations
for charitable, patriotic, religious and educational purposes, and had recommended
that all org�nizations submit a financial report tc the Commission whether they za.sed
their or�m members for selicitation or not. The Abtorney said that Svas already
included in the ordinance. Commis..,ioner Watkins recommended that the ordinance be
put on the a�enda July lst f'or its first reading. By consent, the Manager was
direc�ecl to include this on the agenda.
The Attorney reported that he had prepared Resolu�ion 57-37 wnich would adopt
the budget for the fiscal year from July 1, 19�7, to June 30, ZgSu, set a tar. rate
of 11 mi11s for operatin� expenses and 3 mills for debt service and set up a Puplic
Hearin� t� consider the proposed budoet and �roposed tax levy on Friday, June 28th,
1'957� at 1:30 P.M. The Mayor expressed thanks to the City P1ana�er for the method in
which he presented the budge� and congratulated him on the accountino system th�t
svill be put into effect at the beginziing of the fiscal year. He announced that �he
tax levy of 14.0 mills against real estate was being reduced irom 14.2 nLlls of last
year. ^1he other Gommissioners complimented the Manager on h�ts preparation of t;he.
budge�. Commissioner Roberts moved that Resolution 57-37 coverjng the budget for
the fiscal year beginning July 1, 1957� be passed and adopted and the proper
ofFicials be authorized to execute it. Moticn was seconded by Commissioner Insco
and carried unanimously.
Mr. Curt Janson, 1513 Kings High�aay, addressed the Commission complaining about
the drainage af Kin�s Highway sinee the new school was constructed and asked also ii
there �ere any plans to install stree�Iights and a firecall box in his subdivision.
He also suggested that the City ask the Clearwater Transit Company if the buses now
going down Palmetto to Highland could Ue rou�ed cloaer ta the area. The Manager made
a note of the complaints and said he would have �hem checl�ed. Gommissioner Strang
sugges�ed to Mr. Janson Lhat a pe�ition from residents of the area about re-rou�ino
the bus line might have more effect than a req_uest from jus� one person relay;� by
the Commission to the bus company.
The Commission now a.djourned as the City Commission and acting as Trustees of
the Pension Fund heard a letter read from f,he Advisory Committee concerning the
ret-irement of Mr. D. L. Glisson, Utilities Serviceman II, Utilities Department,
at a pension of �158.12 per month to be eifective Jul3r ll, 1957. The letter stated
�hat Mr. G7.isson's birth date was on May 2, l�gg, and therefore he was entitled to
his pension under Section 5 �f the Employees� Pension Plan. Co*nmissioner Insco
moved approval of the retirement of Mr. D. L. Glisson at a pension of �158.12 per
manth. Motion �vas seconded by Commissioner Strang and carried unai�imously.
A letter was read from the Advisory Committee of t;he EmployEes� Pension Fund
recommending that Miss Phyllis M. McClarnatid, Clerk I, Zibrarj�, be accepted into
membership in the Pens3�n Plan. Commissioner Roberts moved that Phyllis McC�arnand
be admitted to the �ension Plan in accordance with the recommendation af the Advisory
Conunittee. Motion was seconded by Commiss-ioner Watkins and carried unanimously,
