that the minutes of the special meeting of fvla~l 2'(th be approved in accordance with

The Mayor explained that the City was concerned with the proposed plans for the
bridge over Little Pass to be built by the State from Clearwater Beach Island to
Belleair Beach ISland and the relocation of the channel. He reported that Mr. Al
Rogero J State Road Board member, \'/as unable to be at the meeting as he ~'1as called
baclc to TallahasseeJ but that Mr. George S. JenLins and ~'Ir. A. J\. l\1astrianniJ represent-
ing the J. E. Greiner Company &; l\ssocia tes, Albany J Georgia, W3re present with the
proposed plaos for the Com~ission's information. He introduced COmmQssioners J. A.
Lowell and John Bates from the Town of Belleair Beach and invited t:lem to participate
in the discussion. After examining the plans.. Mr. Bob -~'licl--;:man stated that he approved
the height of' thirty feet as sho~~ on the en~ineer's drawings but be was at: the
opinion that the horizontal clearance ':,ras still too narro", and should be approximately
90 feet wide. He also stated that the part of Bayside Unit 5 Subdivlsion north of the
pass should have been. bulkheaded to prevent the sa:ld from going into the channel.
Colonel Roland Birnn, Messrs. David Hand, Gene Spaulding and Jacob Court agreed with
IvIr. l-Jicl-:man's reconunendation regarding the horizontal clearance of the bridge. The
City Engineer sup;;?;ested that the seawall line or buljehead line on the south side of
Bayside Unit 5 could he placed at the present high l'luter mark. fvlr. H. H. Baslcin, Sr. J
indicated that he and his associates as developers of Bayside Unit 5 would be willing
to cooperate in meeting the City's requirements. The Mayor suggested that a letter
be written to the County and the State requesting that no contract be let until the
City has received assurance that its interests in the matter will be protected.
Commissioner Watldns moved that the Commission \1ri te the proper authorities requesting
addi ti onal information concerning the problem connected I'll th the channel, the establi sh-
ment thereof and the maintenance thereof and also to include ~Il that letter the request
that the horizontal width of' the bridge be increased ~rom 50 to 90 feet and that we
would appreciate their not signing any contract until after the matter had been
discussed with the City officials of Clear~later and that the proper authorities be
authorized to SleD tll/lt letter and send it. l\lotion was seconded by Conunissioner Strang
and carried unanimously.
The City Attorney read Resolution 57-31 conunending Captain Barnett Harris,
retiring Curator of the Sea Orama ~luseum, for his servi ce to the City and awarding
the honorary ti tle of Curator-Emeritus of the Clearvrater Sea Orama. Commissioner
Strang moved that Resolution 57-31 be passed and adopted and the proper officials be
authorized to execute it. Motion was seconded by COmrrUssioner Watkins and carried
unanimously.
The Mayor announced a Public Hearing on the construction o:f an eight inch sanitary
sewer in the rear of' Lots 5-11, inclusive, Bloc1' E, Pinebrook SubdivisionJ to connect
to existing line north af Lot 11. The Manager read a letter signed by Mr. F. D.
Saunders, F. J. Korbal, J. D. Bullock and W. A. CodYJ affected property Ol1nerS-, opposing
the installation of the sewer in the rear of the lots and asking that the line be
installed in front of the houses along Betty Lane. The Engineer estimated that the
installation of'the sewer line in front of the homes would cost $6,100.00 or $7.92 per
front Foot and in the rear would cost $2,920.00 or $3.79 per front foot, and stated
that either plan \'lould be feasible. He explaj.ned that the Public Hear-ing t'las adverti sed
for the rear of' the lots as at a previous Commission meetin~ several property ol~ers
had indi cated that ....las their preference. Nr. F. D. Saunders and other- affected
property- owners addressed the Commission. The City Attorney reconunended that this
Public Hearing be cancelled and that a ne\'!. Public Hearing be adverti sed based on
installation o~ the proposed sewer in the street in front of the houses. Commissioner
Strang moved that thi s Public Hearing on the sani tary se\'ler in Block E, Pinebroolc
SubdivisionJ be ca~celled and readvertlsed in the proper manner as soon as possible.
Motion was seconded by Conuniss:Loner Insco and carried unanimously.
The City Attorney reported that jn connection with the development of the Clear-
water Industrial Park the Florida Pot'ler Corporation has asked for an easement over
a portion of Lot ll~. He said he and the City Engineer approved the gr-anting o~ the
easement. Commissioner Strang moved that the easement :from the City to the Florida
Power Cvrporat~on covering a portion of Lot 14 ot: the Clearwater Industrial Parle plat
be approved as to form and that the proper off'icials be at\thorized to sign it. Motioi1
was >seconded by Cornmis~ioner Insco and carried unanimously.

To the City Commissioners

Gentlemen:
We the undersigned do hereby wish to go on record as opposing the installing of an
8 inch sanitary sewer and appurtenances in the rear of lots 4.5,6,1,8,9,10,11.
Block E, Pinebrook Subdivision from the northeast corner of lot 2, Block E, .P~nebrook
Subdivision to the present 8 inch sanitary sewer which is approximately 12 reet north
of the north line or lot 11, Block E, Pinebrook Subdivision.
We beleive that constructing a sewer line in the rear as outlined, would not be to
the best interest or all parties concerned~ and we further believe that the proper
place for a sewer installation is in the street in front of our houses, where it
could be maintained by the city crews without damage to our la\1ns and shrubbery,
as would be the case if constructed in the rear as outlined above.

RESOLUTION COMMENDING THE SERVICES TO THE CITY
OF CLEARWATER, OF CAPTAIN BARNETT HARRIS, AND
AWARDING HIM THE TITLE OF CURATOR-EMERITUS OF
THE CLEARWATER SEA ORAMA
WHEREAS, Captain Barnett Harris and Lucile Harris, his ~dfe, were therirst,
naturalists at the Clearwater Sea Orama on Clearwater Beach, Florida, and through
their initiative, imagination. ability and constant devotion to duty, have created
there a display of native fishes and other marine life which has attracted wide-spread
conunendation as being one of' the finest of its type in the world; and
\1HEREAS, effective May 31, 1957, Captain Harris is retiring from active duty as
Curator at said Sea Orama, and it is desired to commend his service to the City;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA, in session duly and regularly assembled, as follows:
1. That this Conwission, on its behalf and on behalf of the citizens of the City
of' Clearwater, hereby recognizes and commends the valuable service rendered the City
by Captain Barnett Harris.
2. That Captain Harris is hereby awarded the honorary title of Curator-Emeritus
of' the Clearwater S a Orama.

Commissioner Insco reported that he and Cominissioner �+latltins attended the Sunc�ast
League of NIunicipalities meetin� in Ven3ce oz� June 1st and stated that most of the
session was devoted to a discussion of the by-lalvs of the or�anization. Cotrunissioner
t�Jatltins announced that the next meetin� would be held on July 6th 3.n St. Petersburg,
Cominissioner Strang asiced the City Attorney to check on tne number of people
livii�g in �he First Addition to Gates Knoll Urhich was annexed to the City an May 27,
1957, as he had had several telephone calls on �he mat�er.
Coru-nissioner Watkins ann�unced �izat the Penthouse Players would be �.n operatiozz
for the period fron: July 27th to Septen;i;er 1s� in the Fort Harrison Hotel. He thought
the Commission shoul�. �o on record as ap�roving su.eh prodact�ons.
The Commission i1oZv ad�;ourned as the City Commission and act�zzg as Trustees oi the
Pension Fund heard iwo letters read zrom the Advisory Gommittee ti�rllich recommended
that Clarence MeCal1, Patrolman, Folice Department, and Henry Smith, Labor�r, Public
Service Department, be accepted into membership in the Pension Plan. Commissioner
:�Iatl�ins moved that the two empl�yees mentioned 'Ue accepted inta the Pensi�n Plan.
I�Iotion was seconded by Commissioner Strang and carried unanimously.
Tize C1er;t read a letter =rom the Advisory Committee of tne Employees' Pension
Fui7d which reported tha� Mr. Hugh C. Fowler, steam boiler fireman at the Gas Plant,
j�ras requesting ret7rement efiective June 11, 195`j, and recomme�ued that he be retired
at a pensian of �119.�0 per month in accordance Ti��ith the provisions of the Pension
Plan. Commissioner Strang moved that the pension Ue approved ii� accardance with the.
recommendatlon of i,he Advisory Conunittee. Motion was seconded by Commissioner Insco
and carried unanimously.
