Mr. Turnburke, of Turnburke, Brock and Raines, City's Auditors, has asked that the follo~ing stat.ement. be made ~o ~he City Commission which is quoted verbat.im: "Several months ago members of a local group were quoted in a front page story of the Clearwater Sun as being critical of the professional services of Turnburke, Brock and Raines, cert.ified pub1ic accountants, which firm has been performing t.he audit. \Ork or t.he Cit.y for a number of years past. on a continuous audit basis. Shortly t.hereafter the City engaged t.he nat.ionally known public account.ing firm of Price Waterhouse and Company to make an examination of the City's :financial "records for its fiscal year ended June 30, 1956, a1though Turnburke, Brock and Raines were then in the process of completing t..heir own audit. of che same ~8CC'al year. 'Was found that the financial position of t. he City as at June 30, 1956 in all of its seventeen funds as stat.ed in the two reports was identical, except ror the accrual by Price Waterhouse as at that date in the Utility Revenue Fund of certain items of income arn expense which were treated as July: 1956 transactions by ~h. e Cit. y and by 'l'nrnburke, Brock and Rai nes in t he interests or consistent accoanting treatment.. from year to year. Price Wat.eraause replied tihat there was no doubt in t.he minds of its represencatives who parformed the Clearwater audit as ~o t.he quality of the work and th e independence of 'l'urnburke, Brock and Raines. "Inasmuch as the publicit.y pert.aining to the services of Turnbnrke, Brock and Raines and the engagement of Price Wat.erhouse might have been construed as a refiection upon the professional competency, a bility and independence of 'l'urnburle, Brock and Rai nes, t.he Oity Commission is glad to make t.his public st.atement. to correct such impression. Ver3 truly yours, Advisory Commitee of The Emglopees' Pension Fund. s/ Pal Kane, Chairman /s/ Dorc.Lhy Roh /s/ Dic k Nelson May 6, 1957 The Honorable Mayor and Members City Commission City of Cl:earwater Clearwater, Florida Gent lemen; aubject: Request of Auditor ivIr, turnburke, a 7'urnburke, Brack and aines, City's Auitars, has asked that the following statement be made Lo the City Commission which is quoted verbatim; r'Several monhs G.go members of a local grpup were quoted in a front page story o£ the Clearwater Sun as baing citical of the professional services of `lurnbzrke, Brock and Raines, certified pubZic accountants, which firm has been pexforming the audivark of the Gi.ty for a number of years past on a continuou audit basis. Shortly t hereafter the City enaged t he na ionally known public accoiznting i rm of Pri ce Wat erhouse and Comp3ny to mke an examination of the ityTs finan.cial ''records for its fiscal year ended June 3, 1956, although Turnburke, Brock and Raines were then in tihe process of completing their own audit of Lhe same sal year. 'tUpon examination of the Price Waterhou se audit report and compax:ison with tne audit report of Turnburke, Broc: and Raines it aas found that the f inancial pa sitio n of & he City as at June 30, 1956 in all o its seventBen iunds as staLed in the Lwo reports was identical, except for the accrual by Pric Waternouse as aL that flate i the Utilit y Revenue Fund af eertain items of inaoue and expense which were treated as July 19,56 transactions by the City and by Tnrnburke, Brok and Raines in the interests of consisent accounting treatment, from year to year. The net result of these accruals had only a minor ef'ect upon the Util3ty Fund Balanc e Sheet. 'Subsequent to the recevpt of the Price Waterhouse report, the then Mayor, Mr. Herbert r4. Brown, wrote that #'irm inquiring whether or not as the result of its audit, Logether with its examination of the wnrk papers of 'i'urnburke, Brocg and Raines and cansultations with the members of said firm, Price Waterhouse as•convinced of the adequacy of the audiing proced.ures and gofessional corrrrtency of Turnburke, Brock and Ftaines. Price Waterhause replied ihat here was no d.oubt in the minds of its representat ives who performed the Clearwater audit as to the qualit y o the work and tne independence of `1'urnburke, Brock and Raines. "Inasmuch as the pnblicity pertaining to the services of'`Purnbke, Brack and Raines and the engagement of Price WaterhoUse might have beer. construed as a reiection upon the professional competency, ability an d independenee of Z'zarnbzarle, Brock and Rai nes, the Czty Commi.ssion is g].ad to uaite his public statement to correct such impression, ^tke City Commission has bomplete con- fidence in t he professional ability and inependedce of the firm of 'Turnburke Brock and Raines, and is satisfied that said firm is rendring competent and efficient accounting services for the City of Clearwater.'T (PQr.
