'llhe meeting was called to order by tts Mayor. The Mayor introduced Lt.
Colonel Marion T. Sanders as an observer at the meeting representing the
Clearwa~er Federation of Civic Clubs. The Manager introduced Mr. James V.
Doyle, Jr., who has been appointed as administrative assistant to the City
Manager t.o manage various City properties such as the Marina, the Clearwater
Cemetery, the Muni.cipal Audi torium and the Jack Russell Stadium.
the Mayor announced a Public Hearing on the request of Dr. R. C. Steele
for a twenty foot setback from Lantana Avenue for lot 5, Block 29t Mandalay
Subdivisiono 'l'he City Attorney explained the request and reporteQ that the
Zoning BOdrd's recommendation was thae, the application be granted as the set-
back is in conformity with the other buildings in that block. The Mayor
inquired if there were any objections and there were none. .Having held
t.his Public Hearing and having heard no valid objections, Commissioner
Roberts moved -chat the request for a twenty foo t setback from Lantana Street
for Lot 5, Block 29, Mandalay ~ubdivision, be approved under ~he hardship
provision. Motion was seconded by Commissioner. Strang and carried unanimously.
A Public Hearing was called on t he request of ~lr. John C. Cosgrove and Mr.
A. Wilbur My-lander for a ten foot setback from Juniper St.reet for Lot.B, Block
62, Mandalay Subdi vision. 'J.'he Mayor explained t.hat the Zoni ng Board had
recommended that the application be granted as it ~ould be in accordance with
other setbacks on the same street and would not adversely affect the area.
'1'he Mayor asked if there were any objections and there were none. Having held
~his Public Hearing and having heard no valid objections, Commissioner
Roberts moved that the request under' the hardship pravi sian for a ten foot set-
back on Juniper Street.~ for Lot 8, Block 62, MandaJ.ay Subdivision, be approved.
Motion was seconded by Commissioner Watkins ani carried unanimously.
In regard to the proposed agreement between the City and the North Bay
Company, doveloJ:e rs of Island Estates, the City Attorney reported that he had
prepared a revised v.ersion of the agreement but that the devel.opers had requested
that discussion of the agreement be deferred to the next Commission meeting.
Commissioner St;rang requested copies of t he revision for the Connnissionars
alllong with changes suggested by t he developers. Ey consent, the matter was
deferred to the next meeting.

The Manager reported in a letter that the Plaming Board had adopted
a resolution requesting the City COiumission to support a proposed general
law providing for t.he establishment of comprehensi ve pihanning and zoning
and by reso~utionconvey' to the PinelJas County legislative delegation the
Commission's endorsement of the propos ed act. 1<1r. Arthur Kruse, Planning
Board Chairman, explained that the proposed act would be enabling legis-
lation and would allow the cities to participate in Federal aid programs.
Commissioner Watkins moved that t hi.s matter be pcs tponed to the negular
Commission meeting on May 6th. MOtion was seconded by Commissioner Roberts
and carried unanimously.
The Mayor announc.ed the continuation of the Public Hearing on the request
of Mr. G. C. Eldridge and others for Business usage (to erect a shopping center)
on the Ei of t.he NWt of' the SE~ and part. of the NW~ of the NW~ of the SEt,
Section 1,3-29-15 (locat.ed between Gulf to Bay Boulevard and Druid Road west of
Bamboo Subdivision). Mr. R. L. Baker, Chairman of the Property Owners Committee.
report9d that the CommiUbee had met and called on~. Lloyd Phillips, attorney
for the developers, and that the only suggestion to them was that if the Business
use was not permitted by the Commission, that the developers would const.ruct
the buildings within the area presently zoned Business am use the area south
to Druid Road for parking; therefore, he said the property O'Wn3 rs $Jill objected
to the grancing of the application.. M:.:-. J. W. Lester, Sr., and Mr. J. W.
Lester, III, confirmed the objection. '.I'her e was a cplestion as to whether a
parking lot COllld be extended such a great distance \mder provisions of the
Zoning Ordinance. It. ~-Jas the Cit.y Attorney's opinion that the extension of the
zoning would be subject to the control of the City Commission. Having held this
'Public Hearing and having heard many v-alid object.i. ons, Commissioner Roberts moved
that t.m application under tb:> hardship pro vis ion of the Zoning Ordinance of G.
C. Eldridge and others for Busi ness usage of tl'e described property for a
shoppmng center be denied. Motion was seconded by Commissioner Strang and

In regard to ~he suggestion or ~he Commission to check the possitil1tty
or using armored car service to replace the: practice of sending an employee
to ~he banks daily wit.h a police escort, the f4anager reported t.hat armored
car service would be actually less expensive considering man houDs and vehicle
time; there.fore, he ~as recommending approval of an agreement wit.h Rasd'ale
Armored Car Service a~ ~he rate of 135.00 per month plus seals at ~3.50 per
hundred. Commissioner Watkins moved on the recommendation of' the City 1-1anager

It was recommended by the Manager that the Police Chief be given Q car
allowacte of ~lOO. 00 per month for t.he remainder of the fiscal year for the use
of his personal autbmobile. Commissioner Wat.kins moved that the Chief of Police
be allowed $100.00 per month allowance for the balance of this fiscal year
retroactive to the date of his appoint me nt, and that 'the transfer of funds be
made. Mot.ion was seconded by Commissioner Str-ang and carried unanimously.
Commissioner Insco came in at this time -- 2:20 P.M.
The Manager reported receipt of a letter from Mr. Rocco Grella, Pres!dent of
the Musicians Protective AS5ociat~on, Local 729, Clearwater, which offered to put
on a series of ten band concerts in the proposed bandshell in Coachman Park by a
band 'to be known as the Clearwater Concert Band, all concerts to be free to the
public, and off'ering to cover the cost of .BOO.OO per concert or $3,000.00 pel"
year by the musicians contributing ~l,OOO.OO and the City payin~ $2,000.00.

files to be taken up at budgec time. Motion was seconded by Commissioner Strang
and c an'ied unanimously.
'l.'he Attorney presented Resolution 57-24 which would authorize the ~paymen't
o~ $848.74 to Briley, Wild and Associates, ~onsul~ing Engineer~ for their
services in connec~icn with the water improvement project and the sewage sludge
digester. Commissioner Roberts moved that Resolu~ion 57-24 be passed and adopted
and. that the proper officials be aut.horized 'to execute it. Motion was seconded
by Commissioner Strang and carried unanimously.
'l'he City Attorney reported that Resolution 57-21 which was lpassed April 15th
assessing the pa vin~ of Hobart. Street to 'the benefited prope rties had an error in
the description in the first part of the Resolution and that he had prepared
Re~lution 57-25 which ~ould correct the description to read "Construct paving and
curb in Hobart Street from the south line of Pin-ewood Street extended to the nort.h
line of Dre"" Street.". He seated that. there would be no change in the assessment
figure s. COl!ll1issioner Strang amoved 1; hat liesolut ion 57-25 be passed and adopted
and t.hat. ~he proper officials be authorized to execut.e it. Motion was seconded by
Commissioner Roberts and carried unanimously.
It was reported by the Cit.y Attorney that the City had asked the Saaboard
Air Line Railroad for an easement. to install a water main under their tracks on
Highland Aven ue and that t he railroad had submitted an agreement .for approval.

Mr. Herbert Brown, attorney ror Mr. M. Alfred Gregory, asked that his

shop be renewed ror a period or five years. It was the City Attorney's
recommendation that the matter be cont inued and be put on t.oo agenda next ""aek.
Commissioner Watkins moved that. the matter be de.ferred .tor.~bhe rlext meeting of

In regnrd to the City's legislative program submitted by the City Attorney
to th e Florida Legislature, t.he l/iayor statt:.ed that the At.t orney had report.ed that
there i.s an c:rgainzed opposit.ion to the proposed CiV'il SerV'ice amendment which
would take the Chief of Police and the Chier of the Fire Department out from
under the Civil Service provisio ns t.o make them direct appointees or the
Commission and that. one of the objections is from a group of City employees.
'!'he Mayor recol1ll'rended that the Manager be instructed to set. up a meet.ing of all
employees o~ the City for the purpose of discussion or the City's legislative
program at which all the Cominissioners, the Attorney and the Manager would be

Motion was seconded by Comnllssiorer Wat.kins and carried unanimously.
The City Attorney reported that while in Tallahasseee he had checked the
application of Mr. H. H. Baskin, Sr., on behalf of W. D. OWBaS and others, to
purchase .from the Int.ernal Improvement Board approximately seven acres of land
developed by accretion iUlmediately south of Bayside Subdivision #5. He stated
that he was in.formed that it wab the opinion of t,he I. I. Board that the land
belonged legally to the deve1o}:ers of Bayside #5 and that the applicationto
obtain deed to the property was being made to perfect the record ti.tle; t.hers-
fore, he saw no reason for the City to objecit. The City Engineer recommended
that a seawall should be bui1t to prevent further accretion which might
interfere with the channel. Commissioner Watkins moved the matt.er be postponed
unt.il the next. meeting and that t.he developers be invited to a ttend to discuss
the matt.er and the Cit.y Engineer be instructed to bring all the necessary
a~rial photos and map surveys. Motion was seconded by Commissioner Strang and
carried unanimously.

Comlnissioner Strang reported that the re ~as an art ic:le in the Clearwater
Sun from the Federation of Civic Clubs complaining about the Cit.y's traffic
court. and reque sted that. the Manager look into it and give the Commission a
report on it.

East Cleveland Street betwenn CleveJand and Drew Street.s 'Was a poor job and
requested that the City Engineer check the work and hold up final payment to
the contractor until the 'Work is satisfactory.
Commis sioner Insco reported 'that t. her e were numerous 'ivendor s coming :.into
the City to cpera-.:.e who are not licensed to operate in Clearwater. Commissioner
Watkins comment.ed t.hac in other c it ies persons operating without. a license when
apprehended w~ fined and chen t.old to buy a license but in Clearwater such
persons are merely rEq uired 'bo buy a license 'Wit hout penalty.
Commissioner Watkins coml1}3nted that plrt of the traffic difficulties when
trains are loading is caused by drivers who block intersections of streets which
st.al1s traffic going in a ncrth-south direction. He suggested that t.he 'fra.ffic
Department have signs printed to indicate that there wou1d be a $10.00 fine for
blocking i.ntersections. By cons~t, the Trarfic Department was asked to maKe a
study of it and make a recommenda tion to the Commission on it.
Commissioner Strang cOInmeI#ted on how ~ll the t.raffic actuated Signal was
working a t Sunset Potnt and Edgewatier Drive and suggested th at a similarly
controlled light. might work better at some other sections in place of the
standard'traffic light.s.
The Commission now adjourned as the City Commission ani acting as Trustees
of the Pension Fund hea~ a letter read from Mr. Harvey D. Dozier, Sewage Plant
Opel'ator, Disposal Plant. 'Which requested retirment under the disability provision
or the Employees Pension Act, and an accompanying letter from the Advisory
Uommitt.ee of the Employees Pension Fund recommended that Mr. Dozier be ~etired
at a minimum pension of $75.00 per month. Commissioner Strang moved t Mt Mr.
Dozier be placed on pension in accordance with the Committee's recommendatione

Clear\'iat er may have a Band Shell in Coachman Park next winter and we
do believe that it will be a valuable asset to the City for the entertainment of
our local people as well as our winter visitors.
One 01' the most valuable part.s of t he asset of a Band She11 is a Band
to go with it, as a good Milit.ary Band is the only real music for outdoor concerts
We have two Symphony Orchestras who play several concerts during the
wint er season but. an Orchestm belongs indoors and for outdoors a 20 or 25 piece
Milit~y Band is equal to 60 or 70 members in an orchestra.
Miami, St. Petersburg, Tampa and Daytona Beach all have Symphony
Orchestras, but. t.hese cities also have milit.ary band concerts for the en'tertainment
of "the home folks as well a s the visitors.
Symphony orchestras are very expensive, the Director dam nding $500 or
$600 per concert, besides the payment. of the indi vidual musicians. Mlso nei~her
the Ole anlat.er or the Philharmonic orchestra employ any Clearwater musicians, they
are made up from Tampa and St. Petersburg.
Eacb year Local 729 of' Clearwater receives around ilOaO from the Trust
Fund or t.he unLf'ied :funds recieved from the tax on Radio and TlC, for the payment
of t. he musicians for free music in our area. .
We offer to apply this sum available to us toward Band Concerts to apply'
on a Concert Band of 20 or more pieces picked'f om the best band men in Clearwater,
and we have around 100 members to select rrom.
The Band will be called the Clearwa.ter Concert Band and all concerts will
be :free.
Rocco Grella at one time furnished such a band called the Scarlett.
Guards to the City fer 'three years and has a lar.!?;e library and uniforms which lie is
~illil1g t.o pu't to the disposal of such a band.

WHEREAS, the said Consulting Engineers were retained for resident
supervision of constructio n \.1nder letter dated Novanber 29, 1955, whi ch was
approved by the City Commission of the City of Clearwater, Florida, 011 Feb"
ruary 6.1956; and,
WHEREAS, l3'ai'ddEngineers have per formed services in t he nature of"
consu~tion dur ing com truction aIld in accordance with the tems of said
contrac t and have pe rformed services of" supe rvis ion of construct ion according
to t12 terms of said letter; and,

WHEREAS, after public hearing on the 15th day or August, 1955,
the City COlJll1ission of t.he City of Clearwater t Flori da, detennined that
certain work and improvements hereinafter described should be done arld mads; and,
WHEREAS, pursuant thereto said improvements have been made as follows:
Construc"t..~.,:. a pavement. and curb in Hobart Street from the
South Line of Pinewood Street extended to the North line
of Drew Street.
The properties facing and abutting these improvements
are deemed to derive special benefits ~herefrom.
WHEREAS, under the provisions of Section 123 and other pertinent
provisions of the City Charter, after said improvements shall have been
completed 'the City Commission shall assess the cost thereof again:t the
properties facing and abutting and receiving benefits from said improvements
so nade; and,
WHEREAS, cert.ain parcels of real estate facing and abutting and in
the vicinity of said improvements have been bena1tt.ed thereby and the p~-rata
cost. thereof shall be assessed against such property;
NOW, '.l.'BEREFORE, BE 1'1.' RESOLVED BY 'l'HE CI'!'Y COMM.ISSION OF THE CITY OF
CLEARWATER, FLORIDA, in session dul, and regularly assembled, as follows:
1. 'l'hat t.he above described improvements in Hobart Street be and
~he same are hereby accepted and approved as having been completed.
2. That the followin8 described properties facing ani abutting and
in the vici nity of the aforesaid improvement.s, are hereby deemed to have been
benefitted by said improvement s in t.he following proportions of t he cost 'Chereor,
and the same are hereby assessed in accordance with ~he following schedule:

`L'he City Commission of the City of Clearwater met in special session at the
City Hall, Mo.nday, April 29: 195'7, at 1:30 P.M, with the following menbers present:

`L'he meeting was called to order by tk� Mayar�. The Mayor introduced Lt.
Colonel Marion T. Sanders as an observer at the meeting representing the
Clearwatier Federation af Civic Clubs. The Nianager introduced Mr. Jame� V.
Doyle, Jr., who has been appointed as administrative assistant to the Ciiy
iKanager to manage various City properties such as the iKarina, the Clezrwater
Cemet�ry, the �Iunicipal Auditorium and the Jack Russell Stadium.
'1'he 1�Iayor annaznced a Public Hearing on the request of Dr. R. C. SteelP
for a twenty foot setback from Lan�ana AvenaP for Lot 5, Block 29, i4andalay
Subelivision. `l'he City Attorney explained the request 3nd reported that the
Zoning Board's recommendation was thaL the application be �ranted as the set-
�ack is in confoxmity with the other buildin;s in that- block< The P�Iayor
inquired if there were any objections and there were none. Having held
this Public Eearing and having heard no valid objections, C�mmissioner
Roberts moved that the request for a twenty foot setback from Lantana Street
for Lot 5, Block 29, Mandalay 5ubdivision, be approved under the h�rdship
provision. I�Io�ion was seconded by Commissioner Strang anci carried unanimously.
A Public Hearing was cal].ed on the request of Mr. John C. Cosgrove and Mr,,
9. V�7ilbur N;�lander for a ten foot setback from Juniper Street for �ot$, Block
62, Mandalay Subdivision. The Niayor explainecl that the Zoning Board had
recor�Qnded that t he application be granted as it wouTd be in accor dance with
oi:her setbacks on the same sbreet and would not adversely aff ect the area.

tihis Public Hearing and having heard no valid objections,, Commissioner

back on Juniper Street, for Lot $, Block 62, Mandalay Subdivision, be approved,

In re�ard to the proxosed aoreement between tha Citv and t he North Bay
Company, developers of Island Estates, the City A�torney reported that he had
prep�red a revised �r.ersion of the agreement buti that the develoF�rs had requested
that discussion of � he agreement be deferred to t he next Commissi�n meeting.
Co�iss-�oner Strang requested copies of the revision for the Commissionars
al$ong with changes suggested by the developers, By consent, the matter was
deferred to the next meeting.
The Manager rzporteu in a letter that th2 Planning Board had adopted
a resolutinn requesting tha City Commis�ion to s upport a proposed general
law providing for th.e establishment of comprehensive p�anning and zo ning
and by resolutionconvey to the Pinellas County legislative delegation the
Commission's endorsemen� of the propos ed act. i�Tr. Arthur Kruse, Planning
Board Chairman, explained that the proposed act would be enablin„ legis-
l.ation and would allow the cities t o participate in Federal aid programs.
Cnmmissioner Watkins moved that this matter be postponed to the re�ular
Commission meet ing on May �th. �oLion was seconded by Couunissioner Roberts
and carried unanimously.
The �Iayor announced the continuation o£ the Public Hearing on the request
of Mr. G. C. Eldr�d e and others f or Business usage (to erect a shopging ceni;sr)
on tY�e E� of tha I�TNT� of Lhe SE� and part of the Ni1J4 af the NW4 of the SE�,
Section 13 -29-15 {located between Gulf Lo Bay Boulevard an d Druid Road west of
Bamboo Subdivision). Mr. R. L. Eaker, Chairman of the Property Owners Coc¢nittee,
repor ted that t he Committee had met an� called on Mr. Lloyd Phillips, attarney
for the develop�rs, and tha� the only suggestion to them was t�ati if the Business
use was no� permii:ted by the Go�ission, that t he developers would construct
the buildir�s within the area presently zoned Business an� use the area south
to Druid Road for parking; �bherefore, he said the propertg ownersstill objected
to the granting of the application.. Mr. J. W. LF;ster, Sr., and A'Ir. J. W.
Lester, III, confirmed the objection. Thet G wa� a c�aestion as to whether a
parking lot could be extended such a,great distance under provis ions of the
'Loning Ordinance. It was the City Attorney7� opinion that the extension of the
zoning would be subject to the control o� the City Commission. Havi;ng held this
Public Hea�ing and having heare�.many va7.id objecti ons, Commissioner Roberts moved
that tk� application under the hardship provision of the Zonir� Ordinance og G.

In regard to thz s�gestion of the Commissian �o Gheck the possil�il�:�y
of using armored �ar service to replace the �practice af seriding an employee
to the ban+ks daily with a police escorb, the ;danager repor�ed thlt armored
car service would be actua.11y less expensive cansidering man hou�s and vehic'le
time; therefore, he was recommendin approval of an agreement with Rasdale
Armored Car Service at the rate oF �35.00 per month plus seals at v"`63.50 per
hundred. Commissioner Watkins moved on the recammendation of the C��y 14anager
that the Commission approve the agreement and authorize the proper Cit}* officials
to sign such agreement . Motion was seconded hy �ommissioner Strang • and carrie a
unanimously.
It was recommended by the i�ianager that the Police Chief Ue given a car
allowan� of �100.00 per month for the remainder of the fiscal year far the use
of his personal authmobile, Commissioner Watkins moved that the Chief of Police
be allowed �100.Q0 pzr month allowance for the b alance of t his fiscal year
retroactive to the daLe of his appointment, and that the transfer of funds be
made. i�Totion was second�d by Commissiones� Strang and carried unanimously.

The NIanager reported receipt of a letter from Mr. Rocco Grella, President of
the i�7�sicians Protective Association, Local %29, Clearwater, which offered to put
on a series of t en band concerts in the proposed bandshell in Coachman Park hv a
band to be known as the Clearwaier Concert Band, all coneerts to be free to the
gublic , and offering to cover the eo st of .�300.00 per conc ert or �3 ,Q00. C�0 per
year by the musicians contributing �1,-0OO.00 and the Cit y paying �2,000.00.
�ommissioner Rober�s mot�ed that the �hetter be received and that iL be put in the
files to be taken up at budget time. Motion w as seconded b y Commissioner Strang
and carried unanimously.
1`he Attorney presented Pesolution 57-24 �ahich would authorize the payment
of �$�.$.i4 to Briley, Wild and Associates, �onsulting Engineers, for th�ir
services in conneGtion with the t+�ater improvem�xit project and the sewage sludge
digester. Commissioner Roberts moved that Resclution 57-21� be passed and adopted
and that the proper oif�cials be authorized to e xecute it. Motion was seconded
by Comnissioner Strang and carried unanimously.
The City Attorney reported that Resoltition 57-21 which was ?passed April 15th
assessing �;he paving of Hobart Street to ` the benefited properties haci an error in
Lhe description in the first part of t h� Resolution and that he had prepared
Resm�lution 5%-25 wFnich would corrsct the description to read "Construct paving and
curb in Hobart Street from the south line of Pin�wood Street extended to the north
line of Dre�v StreeL��. He sLated that there would be no change in the assessment
figures. Coemissioner Strang amoved that $esolution 57-�5 be passed and adopted
and that the proper officials be authorized to execute it.. Moti on was seconded by
Commissioner Roberts and carried unanimously.
It was reported by the Cit y Attorney that t he City had asked the 5eaboard
�ir Line Railroad for an easement to install a water main under their tracks on
Highland Avenue and that 1:he railroad had submitted an a�reement for approval.
�ommissioner Stran�amoved that �che City enter ir.to an agreeu�nt dated the 29th
day of �pril, 1957, between the 'Seaboard Air Line Railrosd Company and the City
of Clearwater covering the extension of a wat er line under the property and tracks
of ihe Seaboard Air Line Railroad on Highlan d Avenue at a point 790 feet more or
less northeasterly from i�file Post $73 in the City of Cledrwater and that the
proper officials be authorized to execute the same. �otion was seconded by
Commis 9.oner Roberts and carried unanimously.

The Mayor recommended that the i�lanager be instructed to set up a meeting of all
employees of the City for the purpose oi discussion of the CityTs l:egislative
program at which all the Gommissione rs, the Attorney and the Manager would be

The City Attorney reported that while in Tallahasseee he had checked the
application of Mr. H. H. Baskin, Sr., on behalf of' W. D. Ows�s and others, to
purchase from the Internal Improvement Board approximately seven acres of land
develope�3 by accretion zmmediately south of Bayside Subdivision �5. He stated
that he was informec3 i.hat it was the opinion of the I. I. Board that the land
belonged legally to tha developers of Bayside m5 and that the applicationto
obtain deed to the property was bein? made to perfecr the record title; there-
fore, he saw no reason for the Cit1� to object. The Ciiy Engineer recommended
that a seawall should be built to �mevent furt�er accretion v�h�ch might
interfere with thz channe�. Commissioner Watkin� moved the matter be postpor.ed
until the next meeting and that the developers be invited to attend to discuss
the matter and the City Engi.neer be instructed ta bring all the necessarq

The Nlayor reported that the City l�as been put on notice that the City's
contract with Mr. R. W. Spragins, Fiscal Agent, Yad been assigned as collateral
to various financial institutions. Commissioner Stra*ig moved:.�hat the matter
be referred to the Attortiey for a report at the ne�t mee�ing. Motion was
seconded by Commissioner Roberts and carri ed unanimously.
Commissioner Strang reported that there was an article in the Clearwater
Sun from the Federation of Ci�ic Clubs complaining about the City's tra£i�.c
court and requested that the Mana�er look into it and give the Corumission a
report on it.
Commissioner Watkins conmented that ne thouglt the resurfacing of North
�ast Cleveland Street betwenn Cleve]and and Ilrew Streets was a pour job and
requested that thL City Engineer check the work and hold up final payment to
the contractor until the work is satisfactory.
Commissioner Insco reportPd Lhat t her e were numerous �suendors coming .into
the City to cperate who are not licensed to operate in Clearwater. Commissioner
Watkins commented that in other cities persons operating without a license when
apprehended wae fined and then told to bup a license but in Clear�aater such
parsons are merely req uired �o buy a license wit hout penalty.
Commissioner Watkins comme�ted that�art of the traffic difficulties when
trains are loading is caused by ti�ivers who b�.o'ck intersections of streets which
stalls traffic go,ing in a nc�th-south direction. He suggested that the �raffic
DeparGment have signs printed to indicats that there would be a�10.00 fine for
blocking intersections. By cons ait, thFa Traff ic Department was asked to make a
study of it and make a recommendation to the Co�nission o�i it.
Commissioner Strang commen,eited on howvell the traffic actuated signal w as
working at Sunset Point and Edgewater Drive and suggested that a similarly
cantro3led light might work �ezter at some other sections in place of the
standa�ci traffic lights.
The Commission now adjou•rned as the City Co*rmiis�ion and acting as Truste�s
of the Pension Fund heard a letter read from Mr. Harvey D. Dozier, SeY�age Plant
Qperat or, Disposal Plant, which requested retirment under th e disability provision
of the Employees Pension Act, and an accompanying letter from t he Advisory
�ommittee of the Employees Pension Fund recommended that Mr, Dozier be retired
at a minimum pension of �75.00 per month. �ommissioner Strang moved that Mr.
Dozier be placad on pension in accordance with the Committee�s reco�nendation.
Motion was seconded by Commissioner Roberts arri carried unanimously.

our local peaple as well as our winter visitors.
One of the most valuable parts of t he asset of a Band Shell is a Ban�
to go with it, as a good �Ii�.itary Band is the only real music for outdoor concerts
We have two Symphony Orchestras who play �everal concerts during t he
wirit er season but an Orchestra belangs indoors and f�r outdoors a 20 or 25 piece
A�ilitasg Band is equal to 00 or 70 members in an orchestra.
�Iiami, ;it. PetQrsburg, Tampa and Daytona BQach all have Symphony
Orcl:estras, but these cities also have military bznd concerts for t he entertainment
of the home folks as well as the visitors.
Symphonp orchestras are very expensive, the Dix�ector dem nding �500 or
�600 per concert, besides the payment of the individu�l. musicians. A�lsv ne�t�her
the Clearwater or the Philharmonic orchestra employ any C�e�rwater musicians, +,r�ey
are made up from Tampa and Sto Petersburg.
E��h year Local 729 0�` C]:�arwater receives around �1C00 from the Trust
Fund of the unified funds recieved from the ;.ast on Radio and T3t, for the p�yment
of the musicians for free music in otar area.
We off er to apply this sum available tio us toward Band Concerts to apply
on a Concsrt Band of 20 or more �ieces picked f om the best band men in Clearti�ater,
and we have around 10�J members to select irom.
The Band will be called the Clearwater CQncert Band and all concerts will
be free.
Rocco Grella at one tzme furnishecl such a banri called the Scarlett
Guards to the G�ty far .�.hree years and has a lar;e libra.ry and uniforms which kie is
willing to put to th� disposal of such a band.
