In response, Mr. Dorian reported there would b~ a total of 60 units in the two phases constructed condo- style but they would be rentals. No children or pets will be permitted, and all proper drainage will be pro- vided so as to pose no hazard to surrounding properties. The construction will be comparable to, or higher grade than, existing development in the area. There will be no government financing of the project. John Gilbertt Executive Director of the Clearwater Neighborhood Housing Services, reported the original project was started in the mid-1970's and then abandoned. Because of defective construction, the Building Department ordered the walls torn down. . The developer reported willingness to meet with the concerned citizens to present his site plan for their review. Having held a duly constituted public hearing and since, based on the material submitted by the applicant, there are practical difficulties or unnecessary hardships in complying with the zoning code, Mr. Gans moved to grant the request with the provision that the building permit be 'obtained within six (6) months of this date. Mr. Regulski seconded the motion. Mr. Regulski stated, for the record. that conservation of energy and natural resources should be considered in requests of this type. Upon the vote being taken, the motion to grant carried unanimously. Item #7 - Thomas Simmons for a front setback variance to construct a room addition on a nonconforming structure on Lots 5 & 6. Block C, Harvey Park, located at 1485 S Washington Ave nnd zoned RS 50 (single- family) . The Planning Official' reported' the existing home 'en- croaches into the setback area and the proposed addition would also encroach, but to a lesser degree. John Gilbert, Executive Director of Clearwater Neigh- borhood Housing Services representing the applicant, reported this is an area of older homes. most of which are now non-conforming. The applicant has already received a mortgage commitment to construct the addition. The City has made a major, commitment to the upgrading of prop- erties in various areas of the City, and similiar cases will be coming before, the Board in the future.
