a Type A Marina on Lots 45 and 46, Bayside Sub H2, :
located at 150 Brightwater Dr and zoned CTF 28 (high'
density commercial tourist facility).
The Planning Director located the propcrty on an aerial
map.
Robert Pfeil, AAA Marine, stated the dock would be 24 ft
wide and 30 ft long, and no services would be offered nor fees
charged.
No one spoke in opposition.
Having held a duly constituted public hearing and since,
based on the material submitted by the applicant, the proposed
use is consistent with the zoning codc, Mr. House moved that
said appeal be granted with the provision that the use permit
be obtained witliin six (6) months of this date. Mr. Regulski
seconded the motion which carried unanimously.
Item #3 - Upper PillelIas Association for Retarded Citizens,
Inc., for a special exception to place a temporary structure

still there.
The Planning Official expressed concern over the number of
temporary buildings at this site when their functions seem to
have an ongoing purpose. The proposed location of the building
is of particular concern and he suggests a different site be
established if the request is granted.
Walter Schoenigl President of Resident Home Association
of Upper Pincllas, Inc., stated they want the mobile home
10catQd as indicated on the plan so they would not be in the
way when UPARC begins their expansion program. Plans for ex-
pansion have boen made but financing is not yet available.
He ,spoke of n possible merger with UPARC1 in which case they
woul~ have offi~e space within DPARC1s facilities. If the
merger'does not materializc, they will seck a different 10-
catio~. Thoy prcsently are considered a tenant. There
currently arc two temporary buildings housing home-bound
services and adult basic education. If definitive merger
actions a~o not accomplished within the time frame set forth, in
Ordinanco 1988, then it might be necessary to come back for
another special exception. Persons with whom Resident Home
, Association 'doa1s have mental handicaps and need to experience
