The meeting was called to order by the Chairman at 4 p.m.
in the Commission meeting room in City Hall. He announced
the request of Eugene R. Smith and Associates IncoI'porat~d
for a six months extension on the approval of a variance
gI'anted to construct townhouses on Lot 10 and a portion of
Lot 11, Island Estates of Clearwater, Unit 2.
Tom Lochridge, representative of Eugene R. Smith and
Associates IncorpoI'ated, stated an additional six months
extension had been requested for financing of the project.
Mr. House moved that the applicant's request fOIl a six
months extension to 4/14/78 be granted. Mr. Donnell seconded
the motion which carried unanimOUSly.
ITEM 11 - Request of William Keith Arnold for a vaI'iance.
The Building Di~ector reported RS-50 zoning I'equires a
25-foot setback from the pI'operty line abutting a stI'eet
right-ai-way and permits lot coveI'age of 25\. The applicant
has I'equested a lO-foot setback and 40\ lot coverage. The
~ui-lding Director also reported setbanks of other residences
l~long ,the street vary from 10 to 25 feet.

will allow a view of the Gulf from the street. There will
be no living quarters on the ground floor.
Charles Geng, representing four adjoining property o~m-
ers, spoke in support of the request and two letters of ap-
proval were read into the record. There were no objections.
Upon consideration of the appeal of William Keith Arnold
from the decision of the Building Official concerning the
request for a variance to allow a lO-foot setback from Eldorado
Avenue, and building coverage of ~O% of lot to erect a dwelling on
Lot 6, Block 5, Mandalay SUbdivision, which property is located on
the west side of Eldorado Avenue about 330 feet north of Mango
Street, and is zoned RS-50 (single family), it appearing, after
this duly constituted public hearing, that there are practical
difficulties or unnecessary hardships in the way of carrying out
the strict letter of the provisions of the zoning ordinance as
it affects such property and that the same can be varied in harmony
with the general purposes and intent of the zoning ordinance,
Mr. Youngstrom moved that such appeal be ~ranted in accordance
t~ith the application submitted therewith, with the provision that
the right to cbtain a building permit in accordance with such
variance shall ~ease after six (6) months from this date.
Mr. House seconded the motion which carried unanimously.
ITEM #2 - Request of Stephen Guter for a variance.
The Building Director reported this is a corner lot and
RS-50 zoning requires a 25-foot setback from street right-of-
way lines. This is an older section of the City. The appli-
cant proposes to put a roof cover over a patio and is requesting
a variance of 9.8 feet.

Stephen Guter reported there is an existing patio. Rain
water runs into the house and placing a roof over the patio will
alleviate the condition~

Upon consideration of the appeal of Stephen Guter from
the decision of the Building Official concerning the request
for a variance to allow a lS.2-foot setback from the west
property line, to roof-over the existing patio on Lot 7,
Block A, Pinebrook Subdivision, which property is located at 1348
Palmetto Street and is zoned RS-SO (single family), it appearing,
after this duly constituted public hearing, that there are
practical difficulties or unnecessary hardships in the way
of carrying out the strict letter of the-provisions of the
zoning ordinance as it affect such property and that the
same can be va~ied in harmony with the general purposes and
intent of the zoning ordinance, Mr. House moved that GUch appeal
be granted in accordance with the application submitted therewith,
witfi the provision that the right to obtain a building permit in '
accordance with such variance shall cease after (6) months from this
date.
Mr. Youngstrom seconded the motion which carried unanimously.
