The meeting was called to order by the Chairman at 4 p.~.
in the Commission meeting room in City Hall. The Chairman
outlined the procedures to be followed and announced the re-
quest of the Florida Clearwater Beach Hotel Company, dba
Clearwater Beach Hotel, for Q variance.
The Building Director, Edwin Blanton, reported the ap-
plicant wishes to conotruct four additional hotel roomo with.
out furnishing the necessary parking spaces, and the zoning
ordinance requires one parking space for each two hotel rooms.
The proposed additions will be on the north and south wings
of the existing building. Extensive alterations were made
to tbe property last year and at that time they provided ad-
ditional parking spaces on a one-to-one basis. The iBsue
before the Board will be the vRiver of two parking spaces.
Uarry Cline, Attorney, representing the applicant, stated
the business was a seasonal one with a yearly average of 50%
occupancy. The majority of their patrons fly in and are
picked up at the airport Gnd muny of their guests are elderly
and do not drive.
There were no objections.

Upon consideration of the appeal of the Florida Clear-
vater Beach Hotel Company, dba Clearwater Besch Hotel, from
the d~ci8ion of the Building Official concerning the reque.t
for a variance to allow construction of four additional hotel

Resub of Blocks 10 and 11 and Lots 2 to 15 inclusive, Block
9 of Revised Hap of Clearwater Beach (Plat Book 19. Page 96),
which property is located at 500 Manda1ay Avenue and is zoned
CG (business), it appearing. after this duly constituted pub-
lic hearing, that there are practical difficulties or unneceo-
sary hardohips in the way of carrying out the strict letter
of the provisions of the zoning ordinance as it affects such
property and that the aame can be varied in harmony with the
general purposes and intent of the zoning ordinance, Mr. House
aoved that such appeal be granted in accordance with the ap-
plication sub.itted therewith, with the provision that the
right to obtain a building permit in accordance vith auch
variance shall cease after six (6) months fro. this date.
Mr. Youngstrom seconded the motion. Kes.ere. Nichols and
Donnell expressed serious resorvnttons about granting a parking
variance on the Beach becauoe of many traffic and parking
probleus. Upon the vote being taken, Messrs. House, Youngstrom
and natstone voted "Aye"; Messrs. Nichols and Donnell voted
"Nay." Motion carried.
ITEM 12 The request of Andy Kou10uvaris for a special
exception to operate an automotive repair and body shop.
The Building Director stated the applicant operates a
used car lot on Missouri Avenue and he wants to do painting,
automotive and body repair work. All cars tn be repa~red
will be under cover in the new addition he vi11 build. These
two lots are in the City but are surrounded by County property.
The zoning ordinance only permits a repair and body shop as a
special exception.
Andy Kou1ouvaris stated all repair work will be done in
the sddition he proposes to build to the existing building
Dnd he was agreeable to erecting a fence.
Two letters of objection were read into the record. Mr.
Youngstrom noted that one of the letters of objection did not
come from n City resident but from an owner of property zoned
C-2 in the County.

Upon consideration of the appeal of Andy Koulouvaris
from the decision of the Building Official concerning a spec-
ial exception to operate an autouotive repair and body shop
on Lots 15 and 16. Hislouri Heights Subdivision. which property
1. locsted at 1371 South Missouri Avenue and is zoned CG (busi-
n..s). it appearing. after this duly constituted public hearing
that the proposed .uae is consistent with the general zoning
plan and with the publiC interest. Mr. Young.tro. aoved that
.aid .appeal be Rranted in accordance with the application
