Mr. House seconded the motion which carried unanimously. ITEM #2 - Request of George Hirsch for a special exception to allow a doctor's office. 8 Mr. Blanton stated that the property consisted of a single family home and a vacant lot that he proposes to use for off- street parking. Mr. Wolle, planning official, reported a change of zoning for the area is being considered to provide for single family homes from DeLeon north on the West side of Highland, as the majority now are single family. It may be zoned to include some duplexes or small low density apartments. Therefore, he felt that a doctor's office would not fit into the plans of the proposed comprehensive plan and rezoning of the area. Dr. J. F. Winterstein, the proposed purchaser of the property, stated that the zoning law now allows a doctor's office by a special exception in an RM-28 area. He also mentioned businesses approximately a block West of this property. Mr. George Hirsch, present owner of the property, spoke in favor of the special exception. Mr. Robert Van Bomel spoke in opposition and pre- sented a petition with 58 signatures on it. The City Clerk reported a phone call from Mrs. Nora Monroe in Grosse Pointe Park, Michigan, opposing the request as her property is immediately West of the applicant's and stated that there was a letter in the mail. The Clerk .also read a lette~ of objection from Robert W. Wilson. In answer to a question he reported that most of the signatures on the petition appeared to be East of Highland Ave. in the 1500 and 1600 blocks of Cleveland Street. Upon consideration of the appeal of George Hirsch from the decision of the building official concerning a special exception to allow a doctor's office on Lots 1 to 4 incl., Block D, Highland Grove Sub., whicb property is located on the southwest corner of Cleveland St.,and South Highland Ave. and is zoned RM-28 (high density multi-family), it appearing, after this duly constituted public hearing that the proposed use is not consist- ent with the general zoning plan and with the public interest, Mr. Homer moved that said appeal be denied in accordance with the application submitted therewith.
