It is almost 5 years old ar.d was installed prior to the property being annexed. She stated they use the pool at night quite frequently and the enolosure would cut down on inseots. One letter of support was read into the reoord. ~ ~ Having held a duly oonstituted pUblic hearing and since, based on tho material submitted by the applicant, there are practical difficulties or unneoessary hardships in complying with the Zoning Code, Hr. Grimmer moved to .raat the request with the provision that the bUilding permit be obtained within six (6) months of this date. The motion was duly seconded and carried unanimously. Request sraated. Item 16 - Reoonstruotive Assooiates for speoial exoeptions to 1) oonstruot doctoral offices at 152~ Lakeview Rd, Sec. 23-29-15, H&B 21-04 zoned rn~-28 (high density multi-family) and 2) permit non-commercial off-streot parking lot on parcel proposed to be annexed on Ottawa Rd, Gates' Knoll, Lot 18, zoned RS-50 (single family). The Building Official stated the ~peci~l exception for the doctor's offioes was granted September 22, 1983 with the prOVision no, access would be allowed on Ottawa Road but the applicant did not obtain his building permit within the 6 months allowed. The Planning Offioial otated this it) a vacant parcel of land looated adjacent to the Kalmia Apartments. He stated the Board should make approval of the request for the non-oommeroial off street parking contingent upon the property being annexed into the oity. Clint Stevens, engineer representing the applioant, stated they have pursued every effort to obtain the building permit within the 6 months. 'they recently appeared before RDC and anticipate obtaining the bUilding permit shortly. He stated their plans showed no acoess on Ottawa Rd. and they intend to use heavy land soaping to prevent any pedestrian or vehioular traffio from reaching Ottawa Rd. One citizen questioned whether the project would have sewer service. George Greer, attorney repre~onting the residents on Ottawa Rd., stated they were not opposed to the projeot as long as oertain criteria were met ~ in partiCUlar no ingress or egress to Ottawa Rd.
