BOARD OF ADJUSTMENT AND APPEAL ON ZONING
October 25, 1984

The meeting was called to order by the Vice Chairman at 2:07
p.m. in the Commission Meeting Room in City Hall. She outlined the
procedures and advised that anyone adverselY affected by any decision
of the Board of Adjustment and Appeal on Zoning may appeal the
decision to a Zoning Appeal Hearing Officer within ten (10) days,
excluding Saturday and Sunday. She noted that Florida law requires
any applicant appealing a decision of this Board to have a verbatim
record of the proceedings to support the appeal.
ITEM iJ 1 - Marshall lIarris & Onorio Carlesimo for a special
exception to operate a used car business, at' 1867 Douglas
Ave, Harbor Vista Sub, Blk A, Lots 10-12, zoned CO (general
business) .
The application was withdrawn by the applicant.
ITEM 02 - (Cont'd from 9/27/84) New Covenant Church for
a special exception to operate a Level II group care
facility for mental health care, at 1910 Douglas Ave, Sunset
pt 2nd Addn, Blk E, Lots 23-25 & 39-42, zoned ISP
(institutional semi-public).
The application was withdrawn by the applicant.
ITEM '3 - Emanuel Kotakis for 1) a special exoeption to
expand an eXisting auto body shop and 2) a varianoe of 19
parking spaces, at 1141 Court St, Sec 15-29-15, M&B's 31.06,
31.07, & 31.09, zoned CO.(genaral business).

Having held a duly constituted public hearing and since. based
on the material submitted by the applicant. there are not practical
difficulties or unneoessary hardships that cannot be overcome. Mrs.
Dobbs moved that such appeal be denied. The motion was duly
seconded and carried unanimously. Request denied.

accordance with copies submitted to each Board member
Motion was duly seconded and carried unanimously.
NEW BUSINESS Mr. Wyland introduced Phil Bennis, who will be
attending the Board meetings. representing the Building Department.
in Mr. Wyland's place. The Board thanked Mr. Wyland for his
service to the Board. Mr. Bennis explained that a new position has
been created in the BUilding Dept. whereby he will handle complaints
and answer questions from build~rs and architects. His number will
1162-6565.
The meeting adjourned at 6:20 p.m.
