ITEM 14 - Heye et al (Clearwater VOA Elderly Housing, Ino.),
for varianoes in height, minimum floor area pel' unit, and
off-street parking requirements to oonstruot a 3-story
apartment bUilding in Seo. 3-29-15, M&B 42.01, looated on
S side of Sunset pt Rd W of Betty Lane and zoned RM-8
(single family duplex-apt).
The Planning Offioial reviewed the applioation, whioh is
identical to the one approved by the Board on 2/11/82. Since the
time limitation for pulling a building permit has expired, the
applioant has reapplied.
The Clerk reported, for the record, the item had been
readvertised to refleot the Qurrent owners of reoord.
Robert Renfrow, attorney representing the applicant, stated a
request for time extension to pull a permit had not been submitted
through an oversight on his part. The City Commission revalidated
their site plan on 9/16/82, and the applicant has reoeived final HOD ,
approval. The property is soheduled for closing on September 30.
No one spoke in opposition.
Having held a duly oonstituted public hearing and since,
based on the material submitted by the applioant, therQ are practioal
diffioulties or unneoessary hardships in complying with the zoning
oode, Mr. Gans moved to poant the request subjeot to all oonditions
imposed at the hearing of 2/11/82, The motion was duly seoonded and
oarried unanimously. Request sran~.
ITEM .6 - Jim Hamond for varianoes to upgrade motel to
permit: 1) oonstruotion of a storage/offioe building 3 ft.
from E property line; 2) zero olearanoe to construot roof
and sundeok on E & N sides; 3) to oonstruct 3rd floot"
manager's apartment 10 ft from property line, and 4) 8 ft
from S property 11ne; 5) oonstruot one parking space on
existing nonoonforming lot; 6) permission to expand non-
oonforming parking at 530 Mandalay Ave looated in Miller's
Replat, Lot 6 and zoned CTF-28 (high density commercial
tourist).

The Planning Offioial described the existing development, and
the nature of the request. He reported the property is nonconforming
in density t lot area, setbaoks, impermeable surfacing, and parking.
As the property is nonoonforming in so many major areas, there appears
to be no justification to further vary the oode. The Traffio Engineer
has stated there would be ample vision at the oorner of Mandalay and
Rockaway.
Ed Robbins spoke in support, oiting the esthetio improvement to
th~t'area of the Beaoh.
