In 1919, a permit was obtained to construct a two story building and, at that time, no setbaok was required. One story was oonstructed and plumbing faoilities were plaoed on the roof' with the intention of adding a seoond story in the future. They wish t~ have two motel units and a linen room on the second floor. The plumbing facilities are located on the western portion or the root and they wish to U3e those. the hardship was oreated by a ohange in tho Code whioh increased the setbaoks and not by the applicant.
