Buildinq-Mandakina Pancholy advised that a variance would be required for any permanent

Don 'Meerians - Questioned dimensions. Aisle width is required to be 24 ft. Discussion
ensued. Mr. Meerians said a 20 ft. internal driveway could not be approved. Mr. Meerians
suggested that the landscaping could be cut back to meet the required width.
Bob Perkins - Written comments as follows:
1. The proposed dumpster enclosure must have a 121 minimum clear opening to the front. Also,
the depth should be increased from 6' to 101.
2. A variance may be required prior to installing the fencing around the dumpster. Please
contact the Planning Department regarding setback requirements.

2. One (1) handicapped space, as required by State law and the City of Clearwater, shall be

the responsibility of the owner to place the dumpster in a designated area at a scheduled
time as approved by the Sanitation Superintendent.
5. Prior to the issuance of a building permit, copies of approved DER and SWFWMD permits
must be submitted to the Public Works Department. .
6. Open space recreation fees shall be paid prior to certification.

Mr. Richter said that the first part of 17 would still apply, but developers should be aware
that fencing within the waterfront setback is going to be prohibited. They had a 25 ft.
setback from Clearwater Harbor and might want to put fencing around pool for insurance
purposes.
8. As multiple family dwellings on this site are to be regulated by the RM-28 district, the
street setbacks were previously correctly identified as 32 ft. on the site plan; therefore,
~the site plan should again indicate this setback.
9. The requisite initial building permits must be procured within six (6) months from the
date of certification of the final site plan and all requisite certificates of occupancy must
be obtained within three (3) years of date of certification of the final site plan.
Parks and Recreation - Ream Wilson gave written comments as follows:
This residential project will be required to satisfy the Cityls Open Space Assessment
Ordinance and the Recreation Facility Ordinance. The developer or his representative should
complete the top portion of the work sheet attached and return same to the Parks and
Recreation Department. Copies of the most recent purchase contract and the just value from
the Pinellas County Property Appraiser's office should be attached for verification. The
Open Space Assessment fee and the Recreation Facility Land fee is payable upon building
permit. Contact Mr. Wilson or Art Kader at 462-6531 if there are questions.

.. requirement for side slopes of wet ponds - no steeper than 4:1 out to two foot depth of

He questioned whether buildings would be sprinklered and developer advised both buildings
were to be sprinklered. Mr. Lewis advised that hydrant spacing was 300 ft. from the hydrant
itself to the farthest point of any structure on the property. Based on that figure an
additional hydrant on the south side. somewhere in between trle two proposed buildings would
be required. Discussion about location followed. The Siamese connection shall be located
in close proximity to the relocated fire hydrant.

Attached is a copy of the pinellas County PUblic Health unit
application for General Permit for Drinking Water
Distribution System, along with a Transfer of operation and
Maintenance form from the City of Clearwater. At the time
final construction plans of the water system.are completed,
submit one copy of the forms-- and five copies' of signed and
sealed drawings of the water system to the utilities Office
at 900 Chestnut street, Clearwaterr Florida 34616, to the
attention of the utilities Engineer. The applicant should
be aware that Part III of both the application and transfer
form will be completed by the city. Also, any service lines.
that are two inches or larger in diameter will require an
additional permit application. The drawings and application
must be reviewed and signed by the Water Superintendent
before they can be submitted to pinellas County Public
Health Unit. Allow for three days review time by city'.
personnel.
After the Water Superintendent has signed the application
and plans, the completed application, transfer form and
three sets of plans will be returned to you. After they
have been returned, submit the three sets of plans,
completed application and transfer form to Pinellas County
Public Health Unit, along with any fees they may require.
Two of the submitted sets of plans will be returned to you
by the Health Unit for the contractor and your files. The
eit will consider this Ian to be the onl a roved
construct on plan for your proJect. Dev~at ons from th s
plan must h~ve written approval of the Water Superintendent.
Approval must be received by pinellas County Public Health
Unit prior to the issuance of a Building Permit.
Upon completion of the water system installation, the City
will accept ownership, provided that the requirements of the
transfer form are fulfilled.
At the time of testing, or prior to a certificate of
occupancy, a set of as-builts must be supplied to the city.

STATEMENT BY APPLICANT
,The undersigned owner or authorized representative is fully aware that the statements
made in this notice are true and complete to the best of his/her knowledge. The
undersigned is fully aware that it is his/her responsibility to construct this system
in such a manner as to function as it was designed and approved per City of Clearwater
and Pinellas County Health Department specification's. Upon completion of
bacteriological sampling and subsequent clearance to place this water system into
service by the Pinellas County Health Department, the undersigned 'agrees to transfer
this system up to and including all water meters, detector checks and fire hydrants to
the City of Clearwater. The transfer is subject to acceptance of the system by the
City and provided that appropriate easements are furnished to the City. The
undersigned understands that transfer of the syatem to the City shall not relieve the
undersigned from responsibility for latent defects in design, workmanship or material.

STATEMENT BY UTILITY
The undersigned states that the City of Clearwater hereby accepts transfer of this
system up to and including all fire hydrants, water meters and backflow preventers
determined to be City responsibility and provided that appropriate eavements are
furnished to the City. me City will operate and maintain the syatem according to
current standards. The City does not accept operation or maintenence within an '
existing or proposed building or structure, nor does the City accept responsibility
for defects in designt workmanship or material for which' the owner identified in Parts
I and II above or' his/her contractor may be held responsible.
