The meeting was called to order by Paula Harvey. Acting Chairman. at 9:00 A.M.. in
the City Hall Annex Conference Room (formerly the Operations Conference Room).
The minutes of the April 27. 1989. DRC meeting were approved aa submitted.

FINAL SITE PLAN
No representative for the applicant was present for the meeting. but discussion
of the item continued as follows:
Nick Lewis: No Comment.
Bob Maran: See written comments (Attach. #1). Further discussion ensued
regarding Public Works/Engineering comments. Mr. Haran stated that the plans
should be shown on two pages instead of the three they have now submitted. and
show the easements on the 2nd page. Also. elevations should be shown on the
site which would show how the stormwater gets to the retention pond.
Vic Chodora: No comments.

Don Meerians: Questioned the number of parking spaces required and the number
~shown on the plan. snd whether the plan is short on parking spaces. It was
resolved that the plan needs 3 handicapped spaces. Mr. Meerians further stated
that the note shown on transportation impact fee is based on the old rate and
should be removedj a ramp is needed between the handicapped sapces to get them
to the sidewalk level. as previously mentioned at the DRC meeting 1/12/89; also.
one of the access points on Sunset Point Road could be eliminated, as the
radiuses on the accesses do not need to have the size opening shown. which is
approximately 100 ft.. and could be changed to a 20 ft. radius.

BoL Perkins: See written comments (Attach. 12). Discussion ensued regarding
parking space arrangement for garbage pick-up from the dumpster.
Sandy Glatthorn distributed written comments (Attach. 03). Bob Perkins
questioned if the removal of the westerly driveway off SUnset Point Road would
affect the fire hydrant placement. Nick Lewis stated that it would. Discussion
ensued as to the access to the dumpster with the elimination of the driveway,
and the placement of another driveway, or placing the..dumpster in a different
location.
Art Kader: See written comments (Attach. #4).
Paula Harvey called for a motion on this item.
Sandy Glatthorn moved to continue the Final Site Plan based upon the finding of
this Committee that the plan does not conform with the design guidelines for
site plan review.

The motion was seconded by Don Meerians, and the motion carried unanimously to
continue the item.

RE: F'Ulal Site Plan for Higgins Sunset Point Road Located on the South Side of Sunset Point Road and East
of Kel:nc Road (pSP 88-16).
COMMENTS:
1. Signs and fcncingfwalls arc subject to l5eparatc review and permitting processes.
2. Building setbacks ODd height shall be defined and dimensioned on the site plan to be in accordance with
the OL district dimensional and numerical development requirements.- (Note: Maximum height is 2S
feet without height bonuses of Section 136.004.)
3. The zoning designation on the site plan shall be corrected to be OL (Limited Office).-
4. An application to rezone the wetlands area to AU! (Aquatic LancWInterlor) must be submitted prior
to cerlification of the site plan and the proposed mitigation plan must be approved by D.E.R. prior to
certification of the final site plan.
5.
The reference to two parcels must be deleted and the legal description must be revised on the site plan
prior to certification.
Sidewalks required along both streets shall be dimensioned on all copies of the site plan prior to
certification.

7. The perimeter landscape buffers shall be dimensioned on all copies of the site plan prior to certification.
8. The following calculatior;o must be corrected or the applicant must obtain variances to the requirements:

building unless the first floor docs not contain habitable area)
. Proposed open space for the front yard (Note: Minimum requirement is 55%)
. Proposed exterior landscaped buffers (Notc: 5 ft. is required along the south property line due to the
adjacent residential uses)
. Required interior landscaped areas (Note: 6% minimum required)
9. In keeping with the intent of the Land Development Code to restrict the number of driveways on public
streets and as the site plan bas been revised to include an internal drive from the existing bank development
to the new office development, thereby permitting cross traffic flow and aa:cssibility to the new
development from Keene Roa~ the new westerly driveway off Sunset Point Road should be eliminated.
