Signs and fenCing/walls are subject to separate review and permitting processes. V 2. Proposed lighting shall be arranged and installed to deflect, shade and focus lights away from nearby residential properties. 3. The requisite initial building permit shall be procured within 6 months of certification of the site plan and the requisite certificate of occupancy must be obtained within 3 years from the date of 'occupancy. Thomas Chaplinsky seconded the Motion. Motion carried. 2. GREEK ORTHODOX CHURCH OF THE HOLY TRINITY (Renovation and additions) located north of Gulf-to-Bay Boulevard and east of Old Coachman Road. FINAL SITE PLAN - Aooroved with Conditions Nick Lewis - Asked about the use of the gymnasium for other purposes than basketball and athletic events. If it was to be used as a meeting hall then sprinklers should be provided. Developers indicated that during the annual festival the gymnasium might be used but that was the only other use of the gymnasium planned. Mr. Lewis also said that the existing fire hydrant was too far away and should be relocated, probably at the second planter from north to south, at the entrance of the existing canopy. Bob Maran - Written comments as follows: 1. Prior to certification, copies of permit applications to DER and SWFWMD are to be provided to the City of Clearwater Engineering Department. 2. Prior to certification, the site plan is to show existing and proposed elevations for the proposed gymnasium area and adjacent 50 foot along the north and east property lines. ~ 3. Prior to issuance of a building permit, copies of the approved DER and SWFWMD permits are to be provided to the City of Clearwater Englneering Department. Thomas Chaolinskv - No comments. ' Don Meerians - He said that he understood that the gymnasium was not to be in use at the same time as the existing church or classrooms. In that case, the parking there now would be sufficient. Bob Perkins - ~ittten comments as follows: 1. The s4te.of the existing domestic water meter may have to be increased to adequately serve the site. Contact Utilities Engineer at 462-6790 to coordinate water meter sizing. 2. A Pinellas County Health Department Permit is required prior to the installation of the fire line. 3. An ingress/egress easement and a 10' utility easement must be provided over water mains up to and inclUding hydrants and meters prior to the issuance of a building permit. 4. The rroposed, dumpster location cannot be approved as shown. Contact Utilities Engineer to d scuss a suitable location. An approved location must be shown on the site plan prior to certification. Prior to certification, fire hydrants and Siamese connections shall be shown on the site plan as required by the Fire Marshal. 2. If an additional dumpster site is required to adequately serve the retail additions, it must be shown on the site plan prior to certification. 3. The site plan shall be subject to conditions of site plan certified on January 10, 1989. 4. The site plan submitted for certification shall be readable. Motion seconded by Bob Maran. Bob Maran - Written comments. 1. Prior to issuance of a building permit, copies of approved SWFWMD permits are to be provided to the City of Clearwater Engineering Department. 2. Prior to the issuance of a building permit, the 10 foot drainage and utility easement is to be dedicated to the City of Clearwater. ~~Bob Maran added that if they planned to do site work, they should apply for a Clearing and ~Grubbing permit. Don Meerians - Commented that three handicapped spaces would be required. 1f spaces were placed next to existing ones, state regulations require the ramp outside the 12 ft. stalls. He questioned the dumpster location shown at the loading zone. The loading space radius needs to be redesigned. Bob Perkins - Mr. Perkins was to check the loading dock and dumpster location with template and discuss with developers. Sandy Glatthorn - Signs and fencing/walls are subject to separate review and permitting processes. All existing pavement and curbing for the driveways to be closed must be removed and replaced with appropriate permeable landscaping, sidewalks and curbing for Gulf-to-Bay Boulevard in accordance \'lith City standards. Ream Wilson - Mr. Wilson commented that from the notes on the site plan, it appeared that when they torn down the existing buildings on the site, which is 7,200 sq. ft., they were adding a 11,499 sq. ft. building which does exceed the existing sq. footage by more than 50 %. An open space fee of 2% would be required. Mr. Wilson gave the developer a work sheet tO,be completed. A copy of the just value of land only from the Pinellas County Property Appraiser's Office should be attached to the work sheet and returned to the Parks and Recreation Department. Don Meerians - Commented that pre~ently they have left turns that come in off U.S. 19 and by moving the left turns to the south, a movement would be created that came across traffic creating three lanes in and three lanes out. In the last year there have been three accidents at this location and to increase this type of capability would create a problem. Traffic Engineering would be completely opposed to changing the lanes. In a year's time the DOT is going to be starting an overpass 1n that area. Discussion ensued about parking and shifting aisles. Bob Perkins - Commented that the trash compactor service for the site must be approved by the Sanitation Division. Contact the Sanitation Superintendent at 462-6657 to determine if a trash compactor is acceptable for this site. Sandy Glatthorn - Plan would be subject to previous conditions for plan certified on 11..20- 87.
