ManON Sandy Glatthom moved to approve the final site plan for Carlisle Motors Bamboo Lane Display Lot West based upon a finding of this committee that the plan conforms with the design guidelines for site plan review subject to the roUowing: 1. Signs and fenclnglwalls are subject to separate review and permitting processes. 2. Prior to certification of the site plan as submitted. the entire property shall be zoned Commercial General. 3. Bob Maran - Commented that: 1) Prior to issuance of a building permit, the owner is to provide the 30- foot half right-of-way dedication for Hampton Road. The City of Clearwater Engineering Department can provide a Quit Claim Deed for recording. The owner or his representative can contact Bill Shepard in Engineering for property signature and an Affidavit Of No Liens is to acalmpany signed documents. 2) Prior to ccrtificatiOI1t a 4-foot wide sidewalk 1 foot off of property is to be shown along Hampton Road. Bob Maran suggested Developer obtain a waiver for the sidewa1k. because of the proposed widening of Gulfwto.8ay Boulevard. Will Alexander stated applicant is attempting to pull building permits at this time and requested the applicant be required to provide dedication before issuance of certificate of occupancy rather than issuance of building permit. Bob Mat'aD stated applicant need only submit the proper forms, which are prepared in Public Works, for recording the right-of-way before permits arc issued but be added that he would work with Developer to get this accomplished as soon as possible. Don Meerians - Questioned accessibility of building for the handicapped and Will Alexander advised the building is currently at grade level and is accessible to the handicaPP'A. She further commented: 1) Signs and fencin,o/walls arc subject to separate review and permitting; 2) All site data calculations must be placed directly on the site plan prior to certificationj 3) Prior to issuance of the requisite certificate of occupancy, an ingress/egress casement shall be provided for the remainder of M&B 13-04 which is not part of this site plan and docs not have direct access to a public streetj and, 4) Prior to certification, the parking calculations shall be correctly stated in relationship to the applicable formula for the restaurant (not fast food) whicll does not include a separation of office space (or the restaurant. Real Wilson - Commented he doesn't think there will be open space/recreation fees due and stated that after the calculations are redone and the proposed changes are less than 50% no fees will be required. Will Alexander advised the expansion is approximately 1,000 square feet, which includes space on the second fioor, but the addition to the first floor is only in the ~hundreds~ of square feet. It was decided that, eveD if D.O.T. constructs a sidewalk on Gulf-ta-Bay Boulevar~ the sidewalk should be shown on the site plan. Don Mcerians moved to amend the ManON as follows by adding Condition #9: 1. 8. 9. A sidewalk shall be shown on the site plan for Gulf-ta-Bay Boulevard. Bob Maran scconded the motion; there was no further discussion and the motion to amend carried. The chair called for a vote on the main motion as amcnded which canied unanimously. 4. DAVIS REPLAT located on the north side of Lakcview Road, cast of Greenwood Avenue South PRELIMINARY SUBDMSION PLAT - APPROVED WI11f CONDmONS Nick Lewis ~ No comment. Bob Maran - Commented that prior to certification thc preliminary plat is to show dedication of 10 foot of right-of-way adjacent to Lot 2 and a lO.foot drainage, utility and sidewalk easeDlent adjacent to Lot 1. Discussion followed regarding when the right-of.way would be dedicated. Phillip Davis stated be was under the impression the rigbt~of-way would be dedicated at the time of development not at the time of recording.l!gb, Maran explained the City procedurc for requiring dedication of rights-of-way.
