Sandy Glatthorn moved to approve the final site plan for Clearwater Fleet Maintenance Facility based upon the findings of this Committee that the plan conforms with the design guidelines for site plan review subject to the following conditions: 1. Prior to the issuance of a building permit, copies of the approved DER and SWFWMD permits must be submitted to Public Works Department. 2. Signs and fencing/walls are subject to separate review and permitting. 3. The date (2-14-89) and use specifications (approval included major repairs, including engine or transmission dismantling, painting, body, fender, muffler, top and upholstery) of the conditional use approval by Planning and Zoning Board must be given on the final site plan prior to certification. 4. The requisite initial building permit shall be procured within 6 months from certification of the site plan and all requisite certificates of occupancy shall be obtained within 3 years of certification of site plan. Motion was seconded by Bob Perkins. It was opened for discussion on the motion or questions from the developer. The developer questioned if the item had to go back to P and Z Board. Acting Chairman Harvey informed developer that this was just a documentation of P & Z action on the plan. Motion carried unanimously. ITEM # 2 - SHOP PES AT THE SAVOY PHASE II, located on the west side of McMullen Booth Road, North of Terrace View Lane. ~ ~ FINAL SITE PLAN - APPROVED WITH CONDITIONS. Jeff Daniels, Fire Department - On site fire hydrant must be provided and a parking space in front of the building must be marked for fire access. Bob Maran, Public Works - 1) Prior to certifioation, copies of DER and SWFWMD are to be submitted to Public Works. 2) Prior to certification, the interior landscaping is to be shaded, cross hatched or otherwise delineated and square footage of each area to be so designated. Present plan appears to have in- sufficient interior landscaping. 3)Prior to certification the site plan must address the water quality requirements of the City of Clearwater. The site is to provide dry detention basins to hold the first 1/2 inch of runoff. 4) Prior to issuance of a building permit copies of approved DER And SWFWMD permits are to be provided to Public Works. 5) The final construction plans are to address the backyard drainage where the walls are proposed to make sure the wall does not block any drainage. Vic Chodora, Building Department - No comments. Provided an information sheet to the developer that consist of the following: 1) Parking lot lighting plan is requested at time of permit application. The ramp cannot be included in the 12 foot width of the space. Bob Perkins, Utilities - Prior to a building permit, provide the City with an easement over the water line that goes up to the hydrant. Sandy Glatthorn, Code Administration - 1) Signs and fenning/walls are subject to separate review and permitting processes. 2) All maximum and minimum percentage requirements must be provided with the site calculations on the final site plan prior to certification. 3) The proposed F.A.R. must be pi"ovided on the site plan prior to certification. 4) Any variances previously approved must be valid at the time of Commission review of the final site plan. Ream Wllson,Parks and Recreation - This will be an expansion of an existing non- residential building. If the square footage of building that is being added to the site exceeds 50J of the building currently on site, then a 2% Open Space Fee will be required. The developer or representative should complete the top portion of the attached work sheet. This must be shown on the plan prior to certification. 3. The handicapped space~must be redesigned as required by State law and must be shown as such on the site plan prior to certification. 4. Prior to the issuance of a building permit, an easement over the water line to the hydrant must be provided as required by Utilities. 5. If determined to be required by Parks and Recreation, open space fee must be paid prior to certification of the site plan. 6. Prior to the issuance of a building permit, approved copies of DER and SWFWMD permits must be submitted to Public Works. 7.
