the City 11811 Annex Conference Room (formerly the Operations Conference Room).

1. HIGGINS SUNSET POINT ROAD located on the. south side of Sunset Point Road
FINAL SITE PLAN
Nick Lewis: Stated there was no fire hydrant shown on the plan to protect the
site. Mr. Kettell replied there have been provisions made for a fire hydrant on
the new entrance road to the west, on the south side of Su~set Point Road. The
building is also going to be sprinklered. Nick Lewis questioned if they had
considered where they were going to put the siamese for fire hydrant. Mr.
Kettell replied they had. and Mr. Lewis stated there were no further comments.

Manda Pancholy distributed written comments to the development representatives
stating the following: Parking lot lighting plan 1s requested at the time of
permit application; separate permits ate required for each building, parking
lot, fences (including dumpster location). and signs; the architect or developer
may contact Julie Jeffers, Permits Specialist, about permit procedures; and
" .Manda Pancholy. Code Analyst. can answer questions about permitting and codes.
Mr. Kettell stated that the building plans for this site have not been done at
this time. This was an environmentally sensitive site and the owner has been
holding off on the building plana until he feels like the print has been
approved. The clientts architect will be submitting the building plans.
Glen Bahnick distributed written comments (See Attach. #1), and stated that
Engineering-feels this item needs to be continued to another meeting.

Mr. Kettell questioned why the Committee had not seen the final engineering
plans wit~ the drainage. Paula Harvey explained that the Committee was only
reviewing the site plan for certification. not reviewing the final construction
plans, and what is being pointed out today are the requirements in the Code to
be shown on the Final Site Plan.

Uon Meerians questioned adding 65 new spaces, which will require 3 handicapped
spaces. He also questioned the ownership of the property. Mr. Kettell stated
that the property is owned by D. A. Johnson Properties of Plant City, Florida.
The bank has a land lease at this time for the west parcel. Mr. Meerians also
stated that a minimum of 3 ft. is needed between the south property line and the
parkins lot. At this time the plan is only showing 2 ft. (S foot minimum requirement
for th15 site.) ,

Ream Wilson distributed written comments (Attach. V4). He also stated there
will be an open space assessment fee required for the project, and questioned if
this including Home Federal Savings as a part of this overall site & would
include the old bank bUilding, plUB the proposed building. Mr. Kettell replied
that it would, and Mr. Wilson stated it would, be treated as an expansion. Mr.
Wilaonts office should be contacted if there are any questions regarding this.

Paula Harvey introduced Michael Wright, the City.s new Assistant City
Manager/Community Services, to the Committee. Mrs. Harvey called for any final
comments to the item. Bob Perkins commented on the water system and fire system
being shown on the Final Site Plan, and Mr. Kettell replied that he felt the
probl~ was that they had done a full set of plans rather than putting all the
utilities and other requirements on the certified site plan, but that this would
be done immediately.
NOTION:
Paula Harvey called for a motion.
Sandy Glatthorn mov~d to continue the Final Site Plan based upon the finding of
this Committee that the plan does not conform with the design gUidelines for
site plan review.
The motion was seconded by Nick Lewis, and the motion carried unanimously to
continue the item.
Mrs. Harvey asked Mr. Kettell and l1r. Bellhorn if they had any questions ahout
the motion, and they replied there were no further questions.

Sandy Glatthorn moved to approve the Final Site Plan based upon a finding of
this Committee that the plan conforms with the design guidelines of the site
plan review, subject to the. following:
1. The radii for driveway shall be shown on the site plan, as required by the
Traffic Engineering Department, prior ~o certification;
2. Sidewalks must be shown on the Final Site Plan 'prior to certification;

3. The required 4 handicapped spaces, as per State law and tl~ City of
Clearwater, shall be shown on the site plan prior to certification;
4. The existing and/or proposed dumpster location is requested for the approval
of the Utilities Engineer~ and must he on the Final Site Plan prior to
certification;
5. The existing natural gas main must be shown on the plan prior to
certification;
6. The existing fire hydrant must be relocated by the City of Clearwater Water
Division at the owner's expense;
7. Visually screened enclosures must be placed around existing and proposed
dumpsters prior to the issuance of the Certificate of Occupancy;
8. Gates must be provided with a minimum of 12 ft. clear of opening to the
front for access by Sanitation trucks.
9. Signs and ,fencing walls are subject to separate review and permitting
processes;
10. If deemed necessary by the City the grasB parking. shall be paved in '
accordance with City standards;

Sandy Glatthorn moved to approve the revalidation of the Master RPD 5.8 Site
Plan for Cooper's Bayou, subject to the following:
1. Subject to previous conditions of approval, with an amended Number 6 to read
as follows: That the requisite initial bUilding permit must be procured no
later than April 17, 1989, and all requisite certificateS of occupancy shall be
secured within 3 years of the date of certification of the final site plan; and
a new Number 7 to read as follows: Revalidation has no effect on any impact fee
requirements now in force or Bubsequenc1y enacted.

Glen Bshnick - Commented that prior to issuance of a bUilding permit, copies of
approved DER and Sw.nn1D permits are to be submitted to the Public Works
Department.
Don Meerians questioned if Space 07 was the handicapped space, and Mr. Gaylor
stated that it could be; and would mark No. 7 space for handicapped. Mr.
Meerians also questioned why Space 16 was left out, and further stated that a
note on the plaQ should show that all the standard spaces shall have a clear
distance of 9'x19', and all aisles will be a minimum of 24 ft. The two
different pages don't match up, and some apaces amount to about 7 or 8 ft. The
spaces ~ust be 9 ft.

Sandy Glatthorn commented as follows: (1) Signs and fencing walls need separate
. permitting , with the note: If fencing is to be provided around the swimming
pool, it may'not be permitted at its proposed location in clear apace area.
(2) As multiple family dwellings on the site are to be regulated by the RM-28
district, the street setback was correctly identified at 32 ft. on the site
plan; therefore, the site plan should again indicate this setback. (3) The
required handicapped parking 6pace must be shown on the plan prior to
certification. (4)The site plan should be reoriented with North direction as top
of the page. Mr. Gaylor questioned the need fat' changing the North direction
arrow. Mrs. Glatthorn stated that it might be confusing in the future if 'the
North direction arrow was not changed.

accessible by City sanitation trucks, a roll-out refuse collection is acceptable
for this site; however, it is the responsibility of the owner to place the
dumpster in a designated area at a scheduled time as approved by the Sanitation
Superintendent;
6. Open space recreation fees shall.~e paid prior to certification;
7. Signs and fencing walls shall he subject to separate review 'and permitting;
with a note "fencing will not be permitted around the swimming pool at its
proposed loca~ion in clear space area";
8. Multiple family dwellings on this site are to be regulated by the RM-28

5. JACK RUSSELL STADIUM CONCESSION STANDS
DISCUSSION AND COURTESY REVIEW
Keam Wilson stated that the "Phillies" have a little over $21,000 left from the
$735,000 the City pledged for improvements last year, and would like to use the
$21,000 for two concession areas. They would like to put in another small
concession building under the stadium roof, and a1Go expand the existing
concession bUilding. They will he preparing the plans, have a contract, and
will he getting the permitting and inspection from the Building Dept. to satisfy
all the City codes. He further stated that he wanted to discuss this with the
Committee in the event the departments would have any questions or concerns,
etc. Discussion ensued regarding the proposed plans and the need for a site
plan and the City to follow the same proc~dures as a private developer.

Sandy Glatthorn commented that Lot 22 has already been split. The owner has
been working with DER to establish the line for the wetland area, and has come
up with a wetland lIne. He would like to be able to build two houses and
further split these lots down the center of Lot 23, including Lot 22. The Code
is in a "gray" area as to whether it can be approved by the City Manager or if,
it would be a transference. Mrs. Harvey questioned whether the developer wants
to do a lot division without a replat, and commented that she was trying to
learn if the Committee has any problems with these plans. She also questioned
if the lot should be divided this way. The owner still has the opportunity to
ask for a variance. Consensus of opinion was that there would be a possible
encroachment into the wetland area"there is a need for easements, snd there is
a need for a review of the plans by the Environmental Division. Mrs. Harvey
questioned the need to take th~B to the City Commission.
