The meeting was called to order at 9:07 a.m. by Acting Chairman
Paula Harvey in the Operations Center conference Room.
Chairman Harvey stated she would be inviting the two new
Assistant City Managers to the next meeting.
A'motion to amend the Minutes of october 27, 1988 was made as
follows:
Sandy Glatthorn moved to amend the motion for Item #3, October
27, 1988, for Clearwater community Hospital site Plan to add a
conditio~ #6. to read as follows:
The initial requisite building permit shall be procured within
six (6) months from certification of the site plan and -the
requisite certificate of occupancy shall be obtained within
three (3) years from certification of the site plan.

Traffic Engineering: commented that the CUl-de-sac was not
designed to standard City specifications. He also questioned if
anyone had any problems on some of the vacations where part of
the lot is in the city and part in the County. No one had a
problem with this.

Planning: - 1) The width and front yard setback dimension
for Lot 20 must be given on the plat prior to certification.
2) Signs and fencing are subject to separate
review and permitting processes.
3) If the lot south of proposed Lot 6B is no
longer a part of this replat, this must be clarified on the

4) Applications to zone the wetlands area to
ALII, rezone the RM-12 property to RS-B and amend the Land Use
Plan to Low Density Residential must be submitted prior to
certification of the preliminary plat.
5) Idlewild Drive, poinsetta Avenue and Lantana

MOTION: Sandy Glatthorn moved to approve the amended final site
plan based upon a finding of this Committee
that the plan conforms with the design quidelines for site plan
review subject to the following:
1) All required site improvements such as drainage,
landscaping, sidewalks, etc., for entire site must be
completed with Phase I and also the required amount of
parking for that phase. This must be indicated on the
final site plan prior to certification.
2) Signs and fencing/walls are subject to separate review and
permitting.
3) All certificates of occupancy must be obtained prior to
March 10, 1992.
4) Revalidation has no effect on any impact fee requirements
now in force or subsequently enacted.
5) Fire protection systems shall be revised on the site plan
as required by the Fire Marshal and Utilities Department
prior to certification.
6) A note shall be added prior to certification that all aisle
widths wil be a minimum of 24 feet.

Motion was seconded.
The developer questioned if the landscaping for Phase III had to
be done at the time Phase I landscaping is completed. Paula
Harvey suggested they install landscaping along Coachman Road
side of Phase III which faces the residential area.
Also, the developer distributed a new plan which shows the bank
being shifted 20 feet to the north to avoid encroa~~~t into the
Pinellas county drainage easement. None of the-R~~~: ~embers
had any objections. This new plan does not have any effect on
the motion as stated.
Motion carried unanimously.

Prior to certification, copies of SWFWMD and DER permit
applications are to be provided to the city of Clearwater
pUblic Works Department.
The 10 foot drainage, utility and sidewalk easement is to
be dedicated to the city of Clearwater prior to the
issuance of a building permit.
Prior to certification, the site plan is to show the
proposed 10 foot drainage and utility easement on Lot 23 of
Bayway Shores Condominiums.
Prior to issuance of a building permit, the drainage and
utility easement for the proposed 18" Rep outfall is to be
provided to the city of Clearwater.

COHNEN'rS: Subdivision Plat - This plat was amended ~nd now
includes sixty-nine (69) residential lots instead of sixty- ,
seven (67). The revise~ preliminary plat shows a g~oss site ;.,
area of 15.01 acres and a net site area of ~0.25 ac~es. ':
Based on these figures, the open space assessment (4%\of,net '
site area), is 17,860 square feet. The recr~ation facility
land assessment {ISO square feet x 69 unitsp is 10,350 square
feet.' Therefore, 28,210 square feet (.65 acres) is !requ~red
for park dedication. This dedication may be satisfied by.the
conveyance of'land or money in lieu thereof. According to
notes on the site plan, the developer propo~es to deaicate
.36 acres of upland and .65 acres of wetland to satisfy,the
land dedication. The wetland portion is not accepta~le for
park property. Therefore, the upland area must be increased
or the difference shOUld be satisfied by mo~ey in li~u of
land. In addition to the above land dedication fees; recrea-
tion fees of $200 per unit will also be req~ired. ' .
The developer or his representative shOUld G~mplete the top
portion of the attached worksheet and returt) same, tot the
Parks and Recreation Department. In order to arrive! at a
value per square foot, the most recent sales price and just
value are needed. These should be recorded; on the worksl1e'et
with copies of the contract and just value attached for veri-

2. The 10 foot drainage. utility and sidewalk easement is to be dedicated to
the City of Clearwater prior to issuance of a building permit.
3. Pri9r tg certification, the site plan is to show the removal of the old driveway
in the right-of-way. ~These areas are to be replaced with sod/landscaping and
curb along the street and ,to be noted as such on the plan.
4. Prior to certification. the site plan is to show the proposed 10 foot drainage
