1. There is an existing 12" raw water line, located in the
easement at the aoutheaat corner of the site, that is not shown
on the plans. .The raw water line must be shown on the plans
prior'to certification. The proposed light In this area may have
to be shifted to avoid a conflict with the water main. There
ahould also be a note on the plan at that particular light pole
showing that the water line is there and for them to be extremely
cautious in the installation of the pole.

Traffic - Don MeerianB said they would need to look at the total
number of parking spaces in order to provide the required number
of handicapped spaces for state law and also city code.
Planning - Sandy Glatthorn had the fallowing comments.
1. Signs and fencing/walls are subject to separate review
and permitting procesaes.
2. Prior to certification of the final site plan, a copy of
the lease agreement with Florida Power Corporation which
specified thia proposed uae In the Florida Power Easement must be
submitted to the City.
3. Any necessary cross access and parking easement between
Florida Power Corporation and the owner of Campus Walk. inclusive
of the drive which runs through the property of Florida Power
Corporation. must be identified with dimensions and OR and page
numbers on the final site plan.
4. Zoning of surrounding properties must be given on the
final site plan.
S. Calculations must be provided for front yard open space
on the site plan.
6. A determination must be made as to the address of the
property. If it is Drew Street. it appears the requirement is
met. If it Old Coachman Road, you will need to provide
additional open apace in the front yard.
7. The code administrator has noted that there is no
provision for grass parking for schools. It will therefore be
necessary to obtain a variance prior to certification of the
final site plan for the grass parking.

Parks and Recreation - Ream Wilson provided written comments as
follows.
This project is exempt from the City~s Open Space Assessment
Ordinance in that it consists only of a parking lot and no
build1nga.
MOTION: Sandy Glatthorn moved to approye the Final Site Plan for
the St. Petersburg Junior College Parking Area based upon a
finding of the Committee that the plan conforms with the design
gUidelines for site plan review, subject to the following:
1. The sidewalk should be extended the full length of the
parking lot to connect to the existing sidewalk on Drew Street
and ahall be Indicated as such on the 8it~ plan.

Public Works - Bob Maran had a comment that the right-of-way from
Rt. 590 is 115 ft. and they were showing 120 ft. This needed to
be doublechecked.

MOTION: Sandy Glatthorn moved to approve the preliminary plat
for Hidden Oaks based upon a finding of this committee that the
plat conforms with the design guidelines for plat approval
subject to the following:
1. A sidewalk easement shall be provided on the plat.
2. The right-of-way for State Road 590 shall be cheeked as
being 115 ft.
3. A Unity of Title shall be recorded for the entire
property prior to or in concert with the recording of the final,
plat.
4. Cross parking easements and cross ingress/egress
easements must be provided on the plat for recording or as
separate instruments with the recording of the plat.
5. The final plat shall be recorded within six (6) months of
date of certifcation of preliminary plat.

ITEM #3 - CRUM (OFFICE) BUILDING Located on the

developer or his representative should complete the top, portion
of the attached worksheet and return same to the Parks and
Recreation Department. Copies of the most recent purchase
contract and the just value from the Pinellas County Property
Appraiser's office should be attached for verification.
2. The Open Space Assessment fee is payable prior
to City certification of the final site plan. In the event there
are any questions regarding this matter, please contact either

1. Curlew Road is a D.O.T. right-of-way. The City of
Clearwater long range through fare plan calls for 130 feet of
righ t-o f-way., Pr ese n tly the re is 60 fee t no rt h of the cen ter
line of Curlew Road and 55 feet south of Curlew, making a total
of 115 feet right-of-way. 15 feet of additional right-of-way
would be needed per the long range plan. When the right-of-way
is not under City jurisdiction, the City engineer requests a
drainage and utility easement. However, it is our recommendation
that your engineer contact the D.O.T. to make them aware of your
proposed development and if they would want to purchase this
additional right-of-way at this time. It is noted that your plan
shows 50 feet of right-of-way from the cent~r line where our
atlas shows 55 feet.

existing 8" City water main located along the south side of
Curlew Road, not to the fire line as shown on the plan.
2. The location of the proposed fire main double check valve
assembly cannot be approved as shown on the plans. Please
contact the Utilities Engineer at 462-6790 to discuss an
acceptable location for the device.
3. An ingress/egress easement and a 10' utility easement
over water mains up to and including meters, hydrants and
detector checks are required prior to the issuance of a building
permit.
4. A Pinellas County Public Health Unit Permit is required
prior to the installation of the water distribution system.
5. The proposed temporary and permanent dumpster locations
are approved as shown on the plans.
6. The dumpsters must be in visually screened enclosures
prior to the issuance of a certificate of occupancy. Provide
gates with a minimum 12' clear opening to the front for access by
Sanitation trucks.
7. Natural gas is available to this site.

Public Works - Bob Maran had a concern regarding drainage from
the site which might affect a condo project to the east. There
was discussion with the developers, who advised that they would
be capturing the run off from the site and there should not be a
problem.
MOTION: Sandy Glatthorn moved to approve the final site
plan for All Saints Catholic Church based upon a finding of this
committee that the plan conforms 'with the design guidelines for
site plan review, subject to the following conditions:
1. The right-of-way for Curlew Road shall be indicated on
the plan as required by the Public Works Department prior to
certification.
2. A 15' blanket easement for ingress/egress and water must
be provided prior to the issuance of a building permit.
3. The detention pond must be designed to City drainage
criteria and planted with appropriate vegetation. This must be
coordinated with the Public Works Department prior to the
issuance of a building permit.
