ITEM /1 1 NALL LUMBER, located on the south side of Drew street, south to Hendricks Street, west of East Avenue. FINAL SITE PLAN - APPROVED WITH CONDITIONS. Jeff Daniels, Fire Department - No comment. Bob Maran, Public Works - The site plan is to show the following information prior to certification: 1) Drew Street and Hendricks Street right-of-way width needs to be addressed. Label Drew Street as State right-of-way. 2) Provide copies of applications to DER and SWFWMD to the Public Works Department. 3) 5 foot of additional right-of-way is to be dedicated on Hendricks Street to bring up the right-of-way width to the standard 60 feet required for city streets. 4) The Pinellas County Sector Plan calls for 100 feet of right-of-way for Drew Street. Presently there is 35 feet from the centerline of the right-Of-way to the south. To maintain this corridor the City of Clearwater is requiring 15 I feet of additional drainage, utility and sidewalk easement. I.} t Don Meerians, Traffic Engineering - On Drew Street, the old, narrow driveway that runs right into your signs needs to be removed at the same time other work 1s being done. One of the parking spaces that is shown is in a driveway. a different location need to be found for that parking space. Bob Perkins, Utilities - The proposed dumpster location is acceptable as sho\~ on the plans. The dumpster must be in visually screened enclosures prior to the issuance of a certificate of occupancy. Provide gates with a minimum 12' clear opening to the front for access by Sanitation vehicles. Also, the dimensions of the dumpster pad must be 12' by 12'. Paula Harvey, Planning - Signs and fencing will require separate review and permitting. Ream Wilson, Parks and Recreation - My understanding is that the new building construction to take place on this site replaces buildings previously destroyed by fire. Since the new construction does not exceed 50% of the square footage which previously existed on the proper.ty, an open space assessment fee is not required. . Paula Harvey questioned Bob Maran comments on #8 referring to the 1 foot off the property line on Hendricks Street. #8 was amended to sidewalk is required on Hendricks Street. Paula Harvey moved to approve the final site plan for NaIl Lumber based upon the findings of this Committee that the plan conforms with the design guidelines for site plan review subject to the following conditions: 1. Signs and fencing are subject to separate review and permitting. 2. Right-of-way width for Drew Street and Hendricks Street shOUld be shown on the plan. Drew Street should be labeled as State ROW. 3. Copies of the SWFWMD permit already obtained by the applicant shOUld be submitted to Public Works prior to certification of the plan. 4. 5 ft. additional Right-of-Way is to be dedicated on Hendricks Street to bring the ROW width up to City standards. This condition should be negotiated with the City Engineer prior to certification of the plan. 5. A 15 ft. drainage, utility and sidewalk,easement is reqUired along the ROW of Drew Street, the easement to stop 5 ft. west of the existing building on Drew Street. Paula Harvey Planning - 1) The plan to be certified should have everything on one sheet. ~) Any signs or fencing requires separate review and permitting. 3) Placement of mobile homes within the flood plain shall be in accordance with the requirement of Sec. 135.176 through 135.182 of the Land Development Code and 1~6.00 of the Flood Protection Regulations. \'.:.. . Ream Wilson,Parks and Recreation - On the site plan metal and concrete non- residential storage buildings currently exist on this site. This new development involves the placement of mobile homes on the property for emergency hOUSing. Since the residential development exceeds the threshold of eight units, open space and recreation assessment fees are required. Since the property is considered developed with buildings existing, assessments for open space and reoreation land will be calculated at 2% of the lands just value. Regarding the recreation facility assessment, each mobile home will be reqUired to pay $200.00. Open space and recreation land assessment fees are payable prior to City certification of final site plan. Recreation facility fees are payable at building permit. Paula Harvey moved to approve the final site plan for the Homeless Emergency Project based upon the findings of this committee that the plan conforms with the design gUidelines for site plan review subject to the following conditions: 1. A 15 foot drainage and utility easement is to be dedicated to the City of Clearwater adjacent to Stevenson Creek prior to the issuance of a building permi t. 2. Copies of the DER and SWFWMD permit applications are to be submitted to Public Works prior to certification of the Plan. 3. An ingress/egress easement and a 10 ft. utility easement over the water mains up to and including meters are required prior to the issuance of a building permit. 4. The plan to be certified should as much as possible have all information on one sheet. 5. Signs and fencing/walls are subject to separate review and permitting. 6. Placement of mobile homes within the flood plain shall be in accordance with the requirements of Sections 135.176 through 135.182 of the Land Development Code and 146.008 of the Flood Protection Regulations. 1. All required spaces are required to be paved on the site. 8. The island shown in the driveway must be removed or the driveway be re- aligned as reqUired by the Traffic Engineer. 9. Sidewalk is required on Engman Street. 10. Recreation/Open Space fees are required for this project.Open space fee is required to be paid prior to certification of the final site plan. 11. The requisite and initial building permit be obtained no later than January 26, 1989, in accordance with the Planning and Zoning Board approval of the conditional use and all certificates of occupancy be obtained within three (3) years of date of certification of the final site plan. Five (5) foot landscape buffer is required along the full frontage of Gulf Boulevard and should be indicated as such on the site plan. 2. Site data should include items specifically related to the terms of the settlement which includes number of hotel rooms, commercial floor area and parking requirements. 3. Block wall constructed around the mechanical pad should be shown on the site plan. 4. Parallel parking spaces must be no less than 23 feet in length. 5. A minimum of 9 handicapped spaces are required and should be shown on site plan for certification. 6. The required recreation facility fee for the first phase (hotel project) must be paid prior to issuance of a permit for the second phase of commercial/retail area. 7. Required open space and recreation fee for the second phase must he paid prior to issuance of a building permit for that phase. 8. Ingress/egress easement and a 10 ft. utility easement must be provided over the water main up to and including meters and prior to the issuance of a building permit. 9. Dumpster locations must be shown on the final site plan. Provisions for trash pickup be identified on the plan. Locations or provisions are subject to the approval of the Sanitation division. Any dumpster must be visually screened with a 12 ft. provided clear opening. Bob Maran, Public Works - 1) The City of Clearwater long range thoroughfare plan calls for an 80 foot corridor for Gulf View Blvd. Because Gulf View is a county right-of-way, we are requesting the additional, 10 feet to be a drainage, utility and sidewalk easement. 2) All easements are to be dedicated prior to issuance of a building permit. Manda Pancholy, Building Department - Parking lot lighting plain is requested at time of permit applicatIon. Separate permits are required for each building, parking lot, fences (including dumpster location) and signs. Don Meerians, Traffic Engineering - One minor adjustment on one way entrance. On site plan I took off radIus on one side so it would not indicate that it was no exit. Bob Perkins, Utilities - A rollout dumpster system is acceptable for this site. It is the responsibility of the owner to rollout the dumpster to a designated location at a scheduled time as approved by the Sanitation Superintendent. The dumpster must be in a visually screened enclosure prior to the issuance of a certificate of occupancy. Provide gates with a minimum 12' clear opening to the front for access by Sanitation trucks. PaUla Harvey, Planning - 1) You've indicated on the supplemental sheet that you presented to us that the clubhouse and the strombrella height is 37 ft. The height of any of the structures cannot exceed 35 ft. above flood plain. It needs to be clarified on the plan what the flood plain needs to be . 2) The site data calculations must be shown on the site plan to be certified, not a supplemental sheet. They muet be shown in accordance with the requirement of information for site plan in the code, identifying existing conditions and what's being proposed. 3) Any signs or fencing or walls will be subject to separate review and permitting. 4) The number of parking spaces that's shown on the site plan, which isn't required anyway, is incorrect. It needs to be straightened out on the site plan. This project is subject to the conditions of the Planning and Zoning Board approval of the conditional use. Ream Wilson, Parks and Recreation - If the square footage being proposed exceeds ~ of the eXisting square footage, an open space fee for expansion will be payable. The height of structures on site cannot exceed the maximum of 35 feet above flood plain. Clarification should show on site plan prior to certification . 3. All site data calculations must be shown on site plan to be certified as required by Codes. ~. Signs and fencing/walls ~r~ ,ubject to separate review and permitting. 5. The numbering provided on the site plan for parking spaces should be corrected. 6. The radius should be taken off the driveway as required by the Traffic Engineer. 1. Any required open space fees are to be paid prior certification of the final site plan. 9. The conditions of the Planning and Zoning Board approval of the conditional use are applicable to the site plan. 10. The requisite of the initial building permit should be obtained within 6 months of the date of certification of the final site plan and all cer'tificates of occupancy issued within 3 years of date of certification of the final site plan.
