Utilities Preliminary Subdivision Plat - Recorded O.R. and page number for
the water, gas and ingress/egress blanket easement must be shown on the Final Plat.
Amended Master CPO Site Plan - Wet taps, cut & caps and meter
and fire hydrant relocations on the existing water system must be done by the City of
Clearwater Water Division at the owner's expense. An additional Pinellas County Health
Department Permit is required prior to the relocatIon of the existing water main. The
tap for the proposed water main being relocated in the area of Building 300 will be made
north of the existing water valve; not to south as shown on the plans. The dumpsters
must be in visually screened enclosures prior to the issuance of certIficates of occupancy.
Provide gates with a minimum 12 foot clear opening to the front for access by Sanitation
vehicles.
Planning Revised plan does not meet our code requirements for parking.
Need to have a copy of the parking agreement with Kane's 'Furniture on file. Need to .

Paula Harvey moved to approve the preliminary plat for the Clearwater Collection first
O replat based upon a finding of this Committee that the plat conforms with design gUidelines
for plat approval subject to the following:
1. A copy of the executed parking easement from Kane's Furniture must be provided
prior to the certification of the preliminary plat.
2. The recorded D.R. book and page number for the water and gas ingress and egress
blanket easement must be shown on the plat for certification and the recorded plat.
3. A unity of title shall be recorded for the entire property prior to or in
concert with the recording of the Final Plat.
4. Plat shall be recorded within 6 months from the date of Certification of the
Preliminary Plat.
Motion seconded by Bob Maran. Motion carried unanimously.
Paula Harvey moved to approve the revised final site plan for Clearwater Collection
based upon a finding of this Committee that the plan conforms with the design guidelines
for site plan review subject to the following:
1. Plan for Certification shall provide for parking that meets the requirements of
the Code.
2. The drive-through bank facility shall be dimentioned on the site plan to assure
a minimum set-back from the center line of U.S. 19 of 175 feet.
3. Fire hydrants as required by the Fire Marshall shall be indicated on the site
plan for certification.
4. Dumpsters must be visually screened with a 12 foot wide clear opening
5. Requisite initial building permit shall be issued within 6 months from the date
of certification of the revised site plan and all certificates of occupancy issued
4IIt within 3 years from date of certification of the revised site plan.

Department). 2.)Existing OR #5020-2125 is to be shown on plat. 3.)A solid line for
additional Landmark Drive right-of-way is to be shown on preliminary plat where it is
presently dotted.
Final Site Plan - Note 2 is to be amended to state that all
easements are to be provided prior to issuance of a Building Permit. 2.)Existing OR
#5020-2125 is to be shown on plan for the right-of-way dedications on McMullen-Booth and
S.R. 590. ,,3.)Temporary construction easement wording is to be removed as a wall will

Utilities The proposed water distribution system is acceptable as shown on
.the plans. A Pinellas County Health Department Permit is required prior to the installation
of the water distribution system. Proposed water meter sizes and locations must be
shown on the Final Construction Plans.
Planning 1) Site data calculations must' be provided on the plan for
certification. 2)Cross parking easements must be provided unless it can be shown that
each platted lot can stand on its own for the purpose of meeting the code requirements
for each lot. 3)Cross ingress and egress easements must be provided on the plat for
recording. 4)All rights-of-way required to be dedicated under the annexation agreement
and site plan must be dedicated with the recording of the final plat. 5)A water main

1. Cross ingress and egress easements must be provided on the plat for recording.
2. All rights-of-way required to be dedicated under the annexation agreement and
site plan must be dedicated with the recording of the final plat. Right-of-way lines
shall be drawn on the plat for recording as solid lines.
3. Water main easement must be provided on the final plat for recording.
4. A drainage and utility easement dedicated to the City of Clearwater is to be
prOVided over both detention ponds and extended in order to incorporate a minimum 10 by
10 foot area for a well site in the southwest area of the property.
5. A unity of title shall be recorded for the entire property prior to or in
concert with the recording of the final platt or appropriate language shall be provided
on the plat to accomplish the same purposes of the unity of title. The language of the
unity of title must be approved by the City Commission and the Legal Department.
6. The final plat must be recorded within 6 months from the date of Certification
of the Preliminary Plat.

Motion amended to include an additional condition on the plat:

handicapped spaces be conspicuously outlined in blUe. Sidewalk and loading space should
be shown on site plan. Aisles need to be 24 feet for 2-way traffic.
Utilities The proposed fire protection system must be redesigned as required
by the Fire Marshall and Utilities Engineer. A Pinellas County Health Department Permit

Planning All of the signs and fencing will be subject to separate review
and permitting. 2)Parking calculations that were provided to the Code AdminIstrators
Office will need to be shown on the site plan far certifIcation. The area in which
grass parking is to be provided must be deleted from the calculation far open space and
interior lot landscaping.
Parks & Recreation There is a condition in agreement between City and Center Foundation
far allowance for a bicycle trail and provision for access to park to be indicated on
plan. Would be preferable along south side of creek. Jogging trail to also be shown.
Paula Harvey moved to approve the final site plan for the Center Foundation based upon a
finding of this Committee that the plan conforms with the design gUidelines for site
plan review subject to the following:
1. Signs and fencing shall be subject to separate review and permitting.
2. Parking calculations as provided previously to the Code Administrator shall be
shown on the final site plan for certification.
3. The area in which grass parking is to be provided must be deleted from the
calculations for open space and interior lot landscaping.
4. The fire protection system must be redesigned as required by the Fire Marshall
and Utilities Department.
5. Seven handicap spaces are required to be located as required by State law and
shown an the site plan. '
6. A 5 foot sidewalk must be provided along Belcher Road and shown on the final
site plan.
7. A loading space is required for the project and must be shown on the final
plan.
8. All islands must be a minimum of 24 feet in width to accommodate 2-way traffic
9. The dumpster must be visually screened with a 12 foot wide clear opening prior
to the issuance of a Certificate of Occupancy.
10. The proposed bicycle and jogging trails shall be shown on the final site plan
for certification.
11. An ingress/egress easement and a 10 foot utility easement must be provided over
the water main~to and including meters and hydrants prior to the issuance of a building
permit. up
12. Detention shall be provided on the site and designed to meet City of Clearwater
requirements.
13. Copies of DER and SWFWMD permit applications are to be provided to the Public
Works Department prior to certification of the final plan. and permits from DER and
SWFWMD and a Pinellas County Utility license must be provided prior to the issuance of a
building permit.
14. A letter from Pinellas County Storm Drainage Division stating that Channel A
and C into confluence of main channel is acceptable in capacity and easement width.
15. A drainage and utility easement is required over Alligator Creek Channels A and
C and the main channel, and must be dedicated to the City prior to issuance of a bUilding
permit. No encroachments will be allowed into the easement.
16. The existing sewage disposal plant shall not be removed until verified that it
is not functional by the City of Clearwater.
17. The existing bridge across Channel C must be investigated to decide if it
should be removed or remain depending on the condition or the need.
18. That the requisite initial building permit shall be issued within 6 months from
date of certification of the final site plan and all certificates of occupancy issued
within 3 years of date of certification of the final site plan.

to read as follows: "that the requisite initial building permit must be procured no
later than December 17. 1988. and all requisite certificates of occupancy shall be
secured within 3 years of date of certification of the final site plan".

Fire Fire hydrant location does not meet the requirements of the City
~learwater in as much as a hydrant must be placed so hose length does not exceed 300
feet to any area on the site.
Public Works They have no objection to this project going on City sanitary sewer
after annexation. Have a problem with part of the detention going into the 10 foot
drainage and utility easement on the west side of the property. This easement to be
free of any utility. Standard for typical slope is 3 to 1. Questioned linear type
detention area. City requirement would be for a 25 year storm not 10 year.
Building No comments.
Traffic Engineering State law requirement that 2 spaces be for handicap. New Florida
law requires that nandicapped spaces be conspicuously outlined in blue. Parallel
parking should be 23 feet, Questioned if 1-way or 2-way circulation. Required spaces
~are to be marked.
~Utilities Proposed water distribution system must be looped to an existing
City main prior to receiVing domestic water service. Easements will be required over
the existing fire line up to and including hydrant. The dumpster must be visually
screened with a 12 foot clear opening to the front.
Planning A 10 foot setback required from north property line. 2}City of
Clearwater requirements for parking a~Q requirea-fGP 36 total spaces on this property -
33 to accommodate warehouse and 3 for office use.
Parks & Recreation Project is exempt from the City.s Open Space Assessment Ordinance.
Paula Harvey moved that the Committee present this information to the Commission:
1. A TO foot setback is required from the north property line.
2. Traffic aisles must be a minimum width of 24 feet for two-way traffic.
3. That the City requires 36 parking spaces total on-site. two of which must be
handicapped.
4. Fire hydrants must be provided in locations on the site as required by the Fire
Marshall.
5. That a 10 foot drainage and utility easement existing on the west side of the
property is to the City of Clearwater and retention cannot be located within that easement
since it would prohibit the maintenance of the storm pipe located in the easement.
6. That the drainage and retention design does not meet the requirements of the
City of Clearwater and would need to be revised.
7. The parallel parking spaces would need to be a minimum of 23 feet in length.
, 8. That the water distribution system must be looped as required by the Utilities

Planning Responded to the City Attorney on a couple of items regarding
questions on County Planning Council and why should remain; site plan size to be 1 to
,150; offered an alternative on improvements to adjacent streets not to change the
intent of what we were getting at and leaving it more open for the City to evaluate.

Vie Chodora moved that the Development Review Committee supports the proposed changes
from Mrs. Harvey and Mr. Baker and that they be sent forward to the City Attorney.

1. Copies of approved DER and SWFWMD permits and a Pinellas County
Utility License are to be provided to the Public Works Department.
2. The existing sewage disposal plant is not to be removed until field
verification that it is not functional. The City of Clearwater
Sanitary Atlas shows that Alcove Trailer Park has 95 units connected
to the sewage disposal plant.

decide if it should be removed or remain depending on condition or
need.

When all required improvements have not been satisfactorily completed,
and the city engineer has determined that certain improvements may be
accomplished subsequent to the plat recording, an acceptable financial
guarantee may be allowed for those improvements and shall accompany
every plat which is to be recorded to insure the actual satisfactory
completion of construction of all required improvements within not more
than two (2) years following the date of recording, or one (1) year if
sidewalks are the only required improvement to be completed following
the date of recording. An acceptable financial guarantee for required
improvements shall be in an amount not less than the estimated cost of
the improvements, as approved by the city engineer, but may be reduced
from time to time in proportion to the work completed, and may take one
of the following forms, subject to the approval of the city engineer and
the city attorney:

1. Cash, to be held in escrow by the city; or
2. An irrevocable letter of credit written by a bank chartered by the
State of Florida, or the United States government, or any other state of
the United States if the bank is authorized to do business in the State
of Florida, and acceptable to the finance director. The letter of
credit shall include, among other things, an expiration date not earlier
than one year from the date of issuance; a'provision requiring the
issuer of the letter of credit to give at least thirty (30) days written
notice to the city prior to expiration or renewal of the letter; and a
provision that the letter is automatically renewed for a period of time
equalling its orginal term if the required notice is not given; or
3. A surety bond issued by a sure~y company authorized to do business
in the State of Florida. The surety bond shall include, as a minimum,
the provisions required above for letters of credit.
