Bob Maran Passed out typed comments (Attachment 111). In regard to the
plat, Bob Haran commented that in accordance with the Pinellas County Master
Drainage Plan, an add! tional 10 foot drainage and utility easement, In
addition to the current 60 foot easement, shall be required and no part of the
detention pond including the slopes can be in this area.
Vie Chodora - No comment - the standard Building information sheet concerning

Don Meerians - Commented that before the plan is certified the dimensions for
aisle widths should be included; the parking spaces should be delineated; and,
a note should be included showing the typical parking space is 9 feet by 19
feet.
Bob Perkins - Commented that: The proposed water distribution system and
existing water mains must be shown on the final site plan prior to
certification; an ingress and egress easement and a 10 foot utility easement
over existing water mains and hydrants must be provided prior to the issuance
of a building permit; the existing 12 inch 0.1. water main must be wrapped as
required by the Water Superintendent prior to construction of conflict Manhole
14; and, the dumpsters must be in a visually screened enclosure prior to the
issuance of a certificate of occupancy and gates with a minimum 12 foot clear
opening to the front for access by Sanitation trucks should be provided. He
also requested 'the Developer make notes on the plan regarding the plumbing.
Paula Harvey - Commented that: Signs and fencing are subject to separate
review and permitting; a Unity of Title must be filed prior to certification
of the final site plan; an application to rezone the General Office portion of
the property must be submitted prior to certification of the final site plan;
and, a note should be included on the plan to indicate the Planning and Zoning
Board approved outdoor retail sales, displays and/or storage on September 13,
1988.
Ream Wilson - Commented that the expansiol: of buildings is less than 50% of
what is currently on site and is therefore e;:~mpt from open space assessment
fees.

Paula Harvey, moved to approve the final site plan for Ken Marks Ford
(Addition) based upon a finding of this committee that the plan conforms with
the design guidelines for site plan review subject to the following:
1. That signs and fencing are subject to separate review and permitting.
2. That a Unity of Title be recorded for all of the project area prior to
certification of the final site plan.
3. That an application to rezone the OG portion of the site be submitted
prior to certification of the final site plan.
4. That a note be provided on the site plan for certification indicating
Planning and Zoning conditional use approval for outdoor retail sales,
displays and/or storage was obtained on September 13, 1988.
5. That dimensions on aisle widths and parking spaces and typical parking
space size be shown on site plan for certification.
6. That a letter from the Florida Department of Transportation be received
prior to certification of final site plan indicating approval of this
site plan as it concerns drainage from U. S. Hwy. 19 being rerouted to a
different location.

7. That storm water detention volume must be reviaed to meet present City of
Clearwater criteria, specifically being designed for a one hour storm
event, on the final site plan for certification.

8. That the wet pond, requiring littoral shelf at 6:1 side slope to a 2 foot
water depth for 35% of the aerial coverage of pond, and the planting plan
must be shown on construction plans and approved by Environmental
Management prior to certification of final site plan.
9. That the interior landscaping within vehicular use area should be shown
on the site plan as crOSB hatched area and must meet requirements of the
Land Development Code.
10. That the proposed water distribution system must be shown on the final
site plan for certification.
11. That an ingress and egress easement and a 10 foot utility easement over
existing water mains up to and including meters and hydrants must be
provided prior to issuance of a building permit.
12. That the dumpsters must be in a visually screened enclosure prior to the
issuance of a certificate of occupancy, which enclosure must include
gates with a minimum twelve foot clear opening to the front for access by
Sanitation trucks.

13. That the requisite initial building permit shall be procured within 6
months of certification of the final site plan and the certificate of
occupancy shall be procured within 3 years of certification of the final
site plan.
Motion was seconded by Bob Maran.
Paula Harvey added a note that approval of certified site plan does not
constitute approval of pipe or inlet sizes.
Bob Perkins requested amendment to Condition No. 10 as follows:
10. That the proposed water distribution system and existing water mains must
be shown on the final site plan for certification.
DiscuRsion followed regarding water retention and interior landscaping. It Was
determined that any change in interior landscaping could be accomplished
without moving buildings, the only possible exception being the removal of
some parking spaces that are not now required.
Motion carried.

Paula Harvey moved' to approve the preliminary plat based upon a finding of
this Committee that the plat conforms with the design guidelines for plat
approval subject to the following:
1.
That an additional 10 foot drainage and utility easement for Alligator
Creek shall be required as per the Pinellas County Master Drainage Plan.

Bob Maran - After questioning by Bob Maran. Developer advised the existing
pavement will remain as it is and the front area will have poroua concrete.

Don Meerians Commented that the concrete at the dead access onto Gulf-to-Bay
be removed and curbing and landscaping be installed. He also commented that
there is currently parking on the joint access with adjoining business and
the parking should not be taking place. Developer stated there will be Hno
parking" signs installed on the east side of the building.

Bob Perkins Commented that a dumpster location be shown on the site plan
unless an alternative location 1s approved by the Sanitation superintendent.
Paula Harvey - Commented that signs and fencing or walls are subject to
separate review and permitting.
Ream Wilson - Commented since there are no additional buildings on site. no
additional fees are required.
Discussion followed regarding 6 foot opaque fence being required by the City
Commission which is not allowed in the Land Development Code.

upon a finding of this committee that the plan conforms with the design
guidelines for site plan review subject to the followine=
1. That signs and fencing or walls are subject to separate review and
permitting.

that the new pavement will be porous concrete.
3.
That the dead access onto Gulf-to-Bay Boulevard should be changed to
provide curbing and landscaping.

Ream Wilson - Commented that the project is exempt from open space fees since
the building is leased.

Paula Harvey, moved to approve the final site plan for Gulf Coast Yacht
Sales/Res taurant based upon a finding of this committee that the plan
conforms with the design guidelines for site plan review subject to the
following:
1.
That the site dimensions on the site plan should be revised to exclude
that portion leased to Kenyon Dodge.
2. That the date of the Planning and Zoning approval of conditional use
(August 16, 1988) be shown on final site plan for certification.
3. That sidewalks provided along u.s. 19 and Tropic Hills Drive be shown on
final site plan for certification.
4. That the dumpsters must be in a visually screened enclosure prior to the
issuance of a certificate of occupancy J which enclosure lIlUst include
gates with a minimum twelve foot clear opening to the front for access by
Sanitation trucks.

Nick Lewis - Commented that hydrants and water lines are not shown.
Applicant advised only Lots 3 and 4 are new and other property has not
changed. Discussion followed regarding locations of fire hydrants and it was
decided that the existing fire hydrants be shown on the plan.

Bob Maran - Commented that: A 15 foot drainage and utility easement along
the north boundary would be required; prior to the plat being recorded, the
Engineer sball -require a awale to be placed along the north side of the
property to channel the post development runoff to the detention pond at the
east end of the tract. He added the runoff presently flows towards the Ashland
Heights Subdivision. Discussion followed regarding the drainage and utility
easement and whether applicant should be required to provide the awale and the
easement when there is no addition to the subject site. It was determined that
this problem should have been addressed with first approval of the site plan
and this Developer should not be penalized. Bob Maran will discuss the!.
