The mee~ing was called to order by Betty Haeseker, Chairman,
at 9:10 a.m. in the Operations Conference Room.
ITEM #1 - CITY OF CLEARWATER MARSHALL STREET POLLUTION CONTROL
FACILITY, ADVANCE WASTEWATER TREATMENT, located East of the "T"
intersection of Marshall Street and Harbor Drive.
FINAL SITE PLAN - APPROVED WITH CONDITIONS

Fire Marshall - Nick Lewis commented that the fire hydrants
should be placed ~o as to have a 300 ft. hose lay.
Public Works - Bob Maran comments are as follows:
1. Interior landscaping required.
2. Plan to be submitted prior to the Building Permit.
Regarding #1, Terry Jennings commented that the landscaping
plan will be prepared by our Environmental Dept. to meet codes.
Typically, that plan will involve the placement of trees on
Harbor Drive and Douglas Ave ROW's. Mangroves will be placed
along the shorelines of Stevenson Creek and every available
interior space will be used for landscaping, however the interior
landscaping will not include trees.
Regarding the planting of mangroves, Betty Haescker pointed
out that mangroves are so protective and once they are planted,
they cannot be taken out. Mr. Jennings commented that he
understood.

Paula Harvey moved to approve the Final Site Plan for the
City of Clearwater Marshall Street Pollution Control Facility
Advance Wastewater Treatment based upon the finding of the
Committee that the plan conforms with the design guidelines (or
site plan review subject to the following:
1. Signs and fencing are subject to separate review and
permitting.
2. Plan to be certified must be signed and sealed by a
registered engineer.
3. Fire hydrants need to be shown on the site plan as
required by the Fire Marshal.
4. Interior landscaping requirements must be met and a site
landscaping plan must be submitted prior to issuance of a
building permit.
5. Typical parking space sizes shoUld be adjusted to be a 9
X 19 minimum.
6. Three handicapped spaces are required for this project
and should be shown on the site plan.
7. The project site shoUld be signed to indicate one way
traffic along the interior perimeter road except in those areas
where the road is widened to 24 ft.
8. All parking spaces required by Code should be shown on
the site plan.
9. Water distribution plan needs to be shown on site plans
to be certified.

Cecil Henderson seconded for discussion #7. Upon discussion
#7 was amended to: The project site should be signed to
