The meeting was called to order by Chairman Haeseker at 9:14 a.m.
in the Operations Conference Room.

AMENDMENT OF PREVIOUSLY CERTIFIED PLAN - APPROVED WITH
CONDITIONS
Fire - Jeff Daniels had no comment.
Public Works - Boh Maran had no comment.
Building -Manda pancholy had no comment.
Traffic - Don Meerians commented that as you come off Drew Street
in the main aisle, it looks as though the parking spaces taper
down to qUite small at the other end. He wanted to know if that
was true. Mr. Sembler said that all parking spaces were 9'x 19'.
Utilities - Cecil Henderson had no comment.
planning - sandy Glatthorn made the folloWing conditions:
1. The site plan data shOUld be revised to reflect
additional parking.

2. Project signage shall be subject to separate review and
permitting processes.

AMENDMENT OF PREVIOUSLY CERTIFIED PLAN - APPROVED WITH
CONDITIONS
Fire - Jeff Daniels said we would need an additional hydrant at
BUilding 5. Mr. Durkin sald there is an existing hydrant there
on Allen Avenue, right in front of the building. Jeff said that
was fine, and had no additional comments.
Public Works - Bob Maran had no comment.
Building - Manda pancholy had no comment.

Traffic - Don Meerians commented that the parallel parking on the
west ,side of the project scales out to 20', and should be 23' in
length. Mr. Gebhart stated that they were going to chadge the
size to 23', and would like to add an additional three or four
spaces. Don Meerians said he had no problem with that.
Utilities - Cecil Henderson distributed the following written
comments:
o The proposed water distribution system is acceptable as shown
on the amended site plan.
o The proposed water meter sizes must be shown on the f.inal
construction plans. Please contact the Utilities Engineer at
462-6790 to coordinate meter sizing. Failure to do so may
~elay permit processing a~ the Building Department.
o A Pinellas County Health Department Permit is required prior to
the installation of the water distribution system. Please see
attached forms.

o The proposed refuse compactor location is acceptable as shown
on the plans. Please contact the Sanitation Superintendent at
462-6659 concerning refuse compactor specifications.

'0 The compactor area must be in a visually screened enclosure
prior to the issuance of a certif.icate of occupancy. Provide a
minimum 12' clear opening to the f.ront for access by Sanitation
trucks.
o Natural gas is available to this site.
Mr. Wetherington asked Mr. Henderson if there were any plans to
increase water and sewage impact fees. Mr. Henderson replied
that the impact fee may go up a small amount 1n the not too
distant future, perhaps in the 10% range. Mr. Henderson said
that it would be 30 to 60 days before the engineers would have
the f.inal information to us and that it would be 60 to 90 days
before we would have any recommendation to the Commission. If
the project is permitted prior to that time, Mr. wetherington
will not face any increases.

planning - Sandy Glatthorn said the Planning Department has no
technical problem with the plan, but they f.eel that the DRC
should recommend that the Commission give final approval, as
changes to the west side of the site, specifically a three-story
portion, raise a red flag to the homeowners in Northwood. She
feels that because they were notified the first time around, they
should be notified this time and go before City Commission,
giving them a chance to look at the proposal. Jerry Durkin said
the conceptual amendments were viewed with Bill Goodwin,
representing lthe Homeowner's Association, in the previous site
plan approval process, and he had no problems with either of the
proposed amendments. Betty Haeseker felt that it was important
to bring this matter before the Commission on August 4, 1988.
Mr. Durkin agreed to pursue this matter with the Commission.
Sandy Glatthorn carried forward conditions that were on the
previous certified plan.
Parks and Recreation - No comment.

the previously certified final site plan for The Vinings at
Countryside subject to the following:
1. Signs and fending or walls are subject to separate review and
permitting.

Sandy Glatthorn made a motion to approve the revalidation of the
site plan for Post Court as certified on March 17, 1988, and
preliminary plat as certified on January 21, 1988, SUbject to the
following conditions:
1.
Signs and fencing are SUbject to separate review and
permitting.
2.
Ingress/egress easements must be provided and a 10' utility
easement must be given over the water main up to and
including meters and hydrants, prior to issuance of building
permit .
3.
Dumpster must be visually screened with a 12' wide clear
opening.
Requisite initial building permits must be procured no later
than January 21, 1989, and all requisite certif~cates of
occupancy must be obtained no later than January 21, 1991.
The plat shall be recorded no later than January 21, 1989.
