Requested a 10-foot drainage and utility easement adjacent to Gulf-To-Bay right-of-way be required prior to issuance of a building permit. (Bill Baker advised that the City had been requiring a la-foot right-of-way for the DOT in this neighborhood on the south side. The DOT curb will be 6 or 7 feet from the property line and with a sidewalk there will be little room for anything else. There was discussion on whether parking was allowed in a drainage and utility easement. Although the City would Object to a structure on this area . parking in a space that might some day be required for a utility was acceptable.) Building - The owners were provided with a general information sheet. Traffic - The only problem area was the loading space. After discussion of the loading zone as shown on the plan. it was determined that since the parking spaces by the loading area were the least desirable parking spaces on the lot. customers could not enter the store from this area. Planning had no problem with the shown loading zone and it would not present a problem to Sanitation. this would be acceptable. Utilities - Bob Perkins provided the following written comments: 1. The proposed water meter locations cannot be approved as shown. The City will install the meters at the property line and make separate taps for each meter. 2. An ingress and egre~s easement and a la-foot utility easement over water mains up to and including meters must be provided prior to the issuance of a building permit. 3. The proposed dumpster location is approved as shown on the plan. 4. The dumpster must be in a visually screened enclosure prior to the issuance of a certificate of occupancy. Provide gates with a minimum 12-foot clear opening to the front for access by sanitation trucks. 5. Natural gas is available to this site from an existing 411 main located along the south side of Gu1f-To-Bay Boulevard. The location of the existing gas line must be shown on the plan prior tu certification. Bob Perkins stated that, if the City received the 10-foot drainage and utility easement. the utility easement requested in the written comments would not be required. Depending on where the hydrant goes, an easement up to and including the hydrant would be required unless it is put in that easement also. If the 10- foot drainage and utility easement is given, the meters can be put there. Planning - No comments. Parks and Recreation - Ream Wilson provided written comments as follows: 1. This nonresidential project will be required to satisfy the City's open space assessment ordinance. The developer or his representative should complete the top portion of the work sheet (given to owner) and return to the Parks and Recreation Department. A copy of the most recent purchase contract and a copy of the just value from the Pine11as County Property Appraiser's office should be attached to the work sheet. 2. ". ~ W Don Meerians stated that a problem would be encountered with Alan Mayberry, Forestry Inspector. concerning the,island in the front not being S-foot. It was noted that as accurate as one tries to be on the plan once you start putting in the parking and dealing with trees and working around retention, etc. very often conflict situations are encountered. It was agreed that before proceeding with the paving this be coordinated closely with all departments. Before proceeding with any required adjustments, this must be signed off by all affected departments. MOTION Paula Harvey moved to recommend approval of the final site plan for Pier 1 Centre based upon a finding of this Committee that the plan conforms with the design guidelines for site plan review sUbject to the following: 1. One fire hydrant be located on site as required by the Fire Marshal. 2. Drainage be adjusted as required by the Public Works Department. 3. A IO-foot drainage and utility easement be provided along Gulf-la-Bay Boulevard. ~ '<fiiI 4. Ingress/egress ea~ement and a IO-foot utility easement over water mains up to and including meters and hydrant, if required by the Utilities Department, be provided prior to the issuance of a building permit. 5. The dumpster be visually screened with a 12-foot wide clear opening. 6. Open space fees be paid prior to certification of the final site plan. 7. Final landscaping plan be coordinated with the City Forester and approved prior to the issuance of any building permit. 8. Signs and fencing or walls will be sUbject to separate review and permitting. 9. Requisite initial building permits be issued within six months from date of certification of the final site plan and all certificates of occupancy be issued within three years from the date of certification of the final plan. Ream Wilson seconded the motion. Discussion: The owner questioned the requirement concerning the separate permit for signs and walls. Paula Harvey explained this requirement. Stated that sidewalks be on Hart Street and Myrtle Street. Suggested this be included as part of the contract but the Public Works Department would provide a code out of sidewalk funds for additional expense. Don Meerians agreed. Building - Vic Chodora provided standard building comments and stated that a building permit must be obtained before starting construction. Traffic - No comment. Glen Bahnick and Bob Perkins would work together to reposition the trees slightly so that they are not right over the gas main. Planning - No comment. Parks! Recreation - Glen Bahnick had met with Mike Mulligan on the landscaping. There ~as discussion concerning what the Commission meant by a "tree barrier." It was determined that the trees and grass shown on the plan were acceptable and easy to maintain. It was determined that it would be preferable to have correct landscaping and examples of "appropriate structures" should be drawn up -- From the service perspective it may be preferred to have a concrete block wall or fencing but from an aesthetic point of view it is preferable to have landscaping if it is done correctly. Bob Perkins questioned how he would approve plans. Suggested examples of "appropriate screenin~ or enclosures" be drawn up to be included in the City specifications -- one for structural (fence. concrete blocks. gates) and one for the landscaping type (height. density. etc.) Suggested adding "acceptability of screening" to (4) e. Bob Perkins to make the revision as he would like to have it and bring it back to the Committee for review. Detector Checks (Bob Perkins for Cecil Henderson) Paula Harvey stated that the Planni.lg Department was opposed to requiring detector check locations to be shown on the site plan. It was agreed that this should not be shown on the site plan. (Paula Harvey left the meeting.) 5. Ingress/Egress (Added To Discussion Per Cecil Henderson1s Request) Discussion of possible mp.thods of obtaining ingress/egress access for the City without formal easement recordings. After discussion. it was suggested that Bob Perkins inform Cecil Henderson of the Committeels concerns. Ask Cecil to draw up the appropriate language in the appropriate section of the Code as to what he wants ~- questioned if this should go in the Utility Code under solid waste.
